Signature Campaign Surpasses a Million! Campaign marches forward to September session of UNHRC!

It has been a heartening moment for World Tamils to see that the Million Signature Campaign launched by the Transnational Government of Tamil Eelam (TGTE) calling for Sri Lanka to be referred to the International Criminal Court (ICC) has reached its goal. This Campaign has played a significant role in internationalizing the Tamil struggle for Justice and in galvanizing Tamils around the world and their international civil society counterparts on the path to justice. With a strong sense of solidarity, we grasp the hands of all who participated in this campaign and all those who worked hard to make this Campaign such a resounding success.

An impressive 1.2 million people from around the world have endorsed this Campaign, including those who placed their signatures on paper. The number of people participating from India, especially those in Tamil Nadu, has exceeded 600 thousand. The numbers are swelling further as the momentum gathers across the villages of Tamil Nadu in this relentless search for justice.

Over 100,000 people have joined this Campaign to date from the Tamil Eelam homeland, despite living under the threat of an occupying army. The conditions there are such that no one is allowed to canvass for this campaign, nor are the political leaders there given permission to support this campaign. This demonstrates how eager the Eelam Tamil people are in demanding justice for the crimes committed by the Sri Lankan State. People living in countries such as Malaysia, Singapore and the Gulf States and in the Tamil Diaspora have participated in this initiative full of enthusiasm.

The people of Tamil Nadu have played a significant role in transforming this Signature Campaign into a mass movement it became. The TGTE Solidarity Centre in Chennai, under the able leadership of Professor Saraswathi, has coordinated Tamil activists from many walks of life including political parties, student movements, youth organizations, journalists, cinema stars and stage artistes, lawyers and other professionals, and face book users to create this remarkable development. We are thrilled to hear about the warmth and enthusiasm of the people when receiving our comrades who went around collecting signatures. We have no doubt that the strength of support demonstrated in Tamil Nadu for the demand to refer Sri Lanka to the ICC would help place some moral pressure on the Government of India. Under the conditions prevailing in the Tamil Eelam homeland, many activists have worked behind the scene to make this Campaign a success, at some risk to their lives. Likewise, it has been through the broad participation of many among peoples’ movements, journalists, artistes, students and face book enthusiasts that has made the Signature Campaign reach its target in numerous other countries.

We wish to bring out some of the fundamental reasons for initiating this Signature Campaign. We sensed a ground shift taking place in Sri Lanka following the regime change, and the risk of all of our expectations for an international investigation into to war crimes, crimes against humanity and genocide against Tamils being shrunk into a simple domestic investigation. There was also a compelling argument put forward that for the reason that a domestic investigation could not be justified in this case, an internal investigation supported by international expertise would become the recommendation with the possibility of describing it as a hybrid mechanism with international credibility.

We are convinced that neither a domestic investigation nor any form of a hybrid mechanism would deliver justice for our people in Sri Lanka, and there is no political will on the part of the Sri Lankan State to do so. Under these conditions, it is the Tamil people, as a nation without a state, who would have to utilize all the power available to them and the support of the international community to take their case to the UN and the international community, and call for an international investigation in the face of an ongoing genocide. We believed that a memorandum signed by no less than one million people would offer a very strong base for the just struggle of the Tamil people, and thus the demands contained in our Signature Campaign would be something the international community in all fairness could not overlook.

There have been views expressed detracting from the Signature Campaign, arguing that the State of Sri Lanka is not a signatory to the Rome Declaration under which the International Criminal Court (ICC) was established, and therefore that this matter should be for the Security Council of the UN to discuss. Proponents of this view further state that there were states sympathetic to Sri Lanka in the Security Council who would use their veto power in order to protect Sri Lanka from any accusations, thus nullifying any gains to be made from the Signature Campaign. We have taken these aspects into account, and we are well aware of the challenges that exist in any effort to bring Sri Lanka to the ICC, and the time and effort such a process would take.

However, what remains as the first step of our strategy is to present to the UN a well-argued demand, built on our conviction and with strong support of the people, something that the international community acting according to universal human values and ethical principles could not turn down. We need to enunciate our claims clearly and boldly and we should be relentless in seeking support for our demands. Even those states hesitant about supporting our claims in the first instance could not reject the just nature of our case.

The genocidal acts committed by the Sri Lankan State can no longer be covered up. It is now known to the world and no one can deny justice to our people. We would not let justice be denied. The time would be here soon when the international community has to acknowledge that neither the domestic process of Sri Lanka nor a hybrid mechanism would deliver justice for the Tamil people. At that moment, the international community would be compelled to go towards an international inquiry. The super powers do not always exercise their veto power at the UN Security Council. For instance, China did not use its veto power in the case of South Sudan.

Today, the Civil Society organizations concerned with protecting the moral and ethical norms in society are gaining a greater influence in foreign policy relations among the international community of nations. This growing role of the civil society movement will create the conditions in our favor. There is no reason for us to ignore all these global change processes and remain idle without meaningful action.

Besides, the outcome of a Signature Campaign could not be judged simply by the stand taken by certain countries alone. This Campaign has enabled us to once again internationalize the struggle of the Tamil people, and to build a strong sense of solidarity among the Tamils around the globe towards our struggle. The Campaign has delivered a great opportunity for the world Tamils and the global civil society to forge ahead at a time when the need for the Tamils to come together as a powerful force to win their struggle for justice is at its highest.

We are making arrangements to submit this memorandum along with more than a million signatures to the UN Human Rights Commissioner soon. We shall request the Commissioner to take our demand into account in the Report that is expected to be presented by him in September this year. We will also endeavor to gain support from the member states of the UNHRC. In the event of the UNHRC recommending the creation of a domestic inquiry in Sri Lanka or a hybrid process, the TGTE shall take the struggle for justice forward in full force with the moral and political boost derived from this Signature Campaign, and drawing on the power of the world civil society movement committed to justice.

Beloved people!

We plan to take on a massive campaign to refer Sri Lanka to the International Criminal Court or to an equivalent international course, when the UNHRC convenes in September. Coinciding with this, we expect to see uprising of people’s rallies in the Tamil Homeland, Tamil Nadu and throughout the Diaspora. To add the necessary strength to our demands, we have decided to continue this Signature Campaign until September, even though we have already reached our initial target of a million signatures. We seek your continued support to move this Campaign forward with vigor. Let us resolve that our struggle shall continue until there is justice to our people.

Let us be guided by the dreams of those who sacrificed their lives for our noble cause!

Let the world Tamils forge ahead in solidarity until we win our freedom!

    These are what Tamils living in the North need urgently now. Further, collect funds for this project and send them to the NPC CM’s fund.

        What is the POLICY of your govt (sic) towards Ms Adele Balasigham, a war criminal, who trained and Commissioned at least a 100,000 TAMIL Children, as soldiers, for the LTTE (most of who are dead), which is a GRAVE War Crime under the Rome Statute.

        These children were ABDUCTED and FORCIBLY taken from their Tamil parents.

        Mr. Aguilar says that they have reports of about 8000 missing children. He also states that this is just a minute fraction of what went on (4:20 onwards). He also states that during the last 6 months at least 200 children per month were taken from their parents for the war effort including 9 year olds (4:38 onwards).

        From the above, it can be seen that, Ms Adele Balasigham is responsible for training and commissioning at least a 100,000 Tamil Child Soldiers in the time span of three decades. Many of them are now dead.

            The way you rush in to wash and clean the fecal matter of Mr Rudrakumaran, who himself is one of the few living leaders of the LTTE, makes us wonder what position you held when Prabahkaran was living.

            I have requested Mr Visuvanathan Rudrakumaran, the Leader of the TGT Eelam, to state Publicly, the Policy of the TGT Eelam, about a KNOWN War Criminal, who is living in luxury in her 4 bedroom house at New Malden, UK, under the Very Nose of the TGT Eelam.

            I asked the same question from TGT Eelam Senators, Ms Usha S Sri-Skanda-Rajah, Dr. Brian Senewiratne and Mr. Manicka Vasagar. All of them has been SILENT, perhaps they were IGNORANT of official TGTE Policy.

            Unless you are Authorised to speak on behalf of the TGT Eelam by the Head of the TGTE and that authorisation is made public through their official website, you should await the Policy Announcement By Mr Visuvanathan Rudrakumaran, the Leader of the TGT Eelam.

            So far the War Criminal Ms Adele Balasingham has failed to show up in the TGTE Radar. Why? Is the TGTE PROTECTING LTTE WAR CRIMINALS? Is the TGTE the new face of the LTTE? It certainly is headed by a man who was a member of Prabahkaran’s INNER CIRCLE of the LTTE.

      The bona fide of your intent in so abruptly championing this initiative deserves some degree of credibility check, and that need arises mostly because of your own history on propositions such as your “Teach Tamil to all Sinhalese” initiative as the urgent and only way for reconiliation, to take an extreme example.

      Let me make one point clear – I am not challenging the need or urgency to address the drinking water issue caused by the recent, intentional or other-wise, sub-soil contamination, or even the irrigation needs of the region.

      My question is about your sudden adoption of the issue, and the reason behind your rocketing that as the single most, head-line issue. Could you please let us know your previous (prior to July 13th when OTC began the ball rolling on this) writings on the water issue as the top-priority concern?

      Also you could perhaps illuminate us on your “instructions and advise” to MR and Gota on the water issue during the five years or so when you were relentlessly drum-beating on their “tourist hotel” projects that seemingly left you wide-eyed and coy.

      Additionally, your plea for urgent Diaspora funding to the CM also strikes me as rather odd, given your recent unrestrained condemnation of the performance of all officials along with the CM as grossly incapable, indifferent or corrupt! Shouldn’t that issue be then resolved first before the Diaspora sets in motion a deluge of funds at your call?!

Why do you want Mahavali waters to the North when there is no land and the Army has taken over the lands, for one, and the other the Sinhala politicians , since 1947 did not want to share power with the Tamils, will they share waters with the Tamils. Please, our Tamils are not thinking right. What could TGTE do to the Tamils by having an organisation which is not recognised not even by one country. Don’t you think that they are just self seeking propagandist and not anything solid to benefit the Tamils. The Tamil Globe Forum is another organisation. The Tamil politicians in Sri Lanka is another headache to the Tamil Race. They are not sincere towards the Tamil people. One displaced refugee was on the media and asking Sambanthan, when he can get lands in Sampoor released, as to why he did not get the lands released in Vali North. For the Tamils in the North, Vali North,is an important portion of land and the Road from Point Pedro to Ponnalai is crucial.

        The army and the land occupied by the army are largely irrelevant to the spectre confronting us.

        Water is the essence of life. Water will be the circumcise factor that will decide our ability to live, in large numbers, in the peninsula.

      CM was in the USA. Last week. First he met the US law legislators. he was categorically told by the State Department for foreign affairs to drop his Genocide rhetoric.
      Then he met the Tamil diaspora who offered fund for the development of NE. The CM refused to receive any funds from the diaspora directly. He asked them to send it via the Govt of Sri Lanka. The CM said he doesn’t want to be painted as a four legged animal with stripes , and he was not referring to a zebra, getting funds from the diaspora

        That was from CM Wigneswaran’s speech. He had painted himself as a Tiger and has not left any room for doubt.

        Unfortunately CM Wigneswaran is not the same man who earned admiration and respect for his forthrightness as a Supreme Court Judge even from the Sinhalese. Today he is playing to the Gallery and losing the respect of many THINKING Tamils.

        I too was happy when he won and hoped he would be able to bring some sanity to the TNA but that hope was in vain.

        I believe that this is the only way to receive such money legally.

        However there have been cases of ministers belonging to a certain religious minority receiving development funds directly from abroad.

      No doctor, let’s wait until September and subsequent ICC sessions are over, sinhala side is duly punished and reconciliation between Sinhalese and Tamils are fully established before we talk about sharing natural resources.
      There is yet another aspect to this proposal. CM/NPC will have to choose between water from areas outside North and East and land rights to provincial councils. Once granted resources of those areas will be the exclusive property of the respective PCs and the central government Will have no authority to implement projects of this nature.

      They should also fight to have more educated Tamil professional in the countries Gov. bureaucracy – Public sector should promote people on merits but not on nationality

      They should fight to include Tamil/ Sinhala as a compulsory subjects in our school curricula

      Racist talk and acts should be considered as criminal offences

      What the people will do if the poison was mixed in the water the same way oil was purposefully mixed with it? What will happen as the way food and medicine was refuses, if the barbaric government is not letting water to flow though the pipe. Can give you a guarantee on that?

      If you paint your drawing on your thigh you can not show it to others. Tamils needs a wall to draw their paintings. UN has to send the troops in first to guarantee the safety of the Tamils.

    The signatures of the people in the North and East is what counts.This was a very small percentage of the Tamil population in Sri Lanka. The rest of the signatures are from the Tamil diaspora living comfortably in the West.

    Nothing will happen by taking these signatures to the UN. Any resolution by UN will make it more difficult for the Tamils living in Sri Lanka.

            I agree with you that Eastern Province had never been part of the Jaffna Kingdom before the Portuguese came.

            Of course, Tamils lived as the majority in the Eastern Province and were ruled by Tamil chieftains who owed their allegiance to the Kandyan Kings. Kandyan Kings used to visit these areas periodically and the place called Padiruppu (derivation of the word “Pada Irrupu”) was known to be where the Kandyan Kings had their periodic courts in Batticaloa meeting their subjects.

            I heard that a direct route from Batticaloa to Kandy that existed during those times was recently discovered proving that people from Batticaloa and other parts of Eastern Province used to visit Kandy to transact official business there in the courts of the Kandyan King.

            It is also a fact that Muslims came and settled in parts of the Eastern Province that side of Kalmunai when they were welcomed by the Kandyan King and allowed to settle in those areas when they were targeted by the Portuguese because of trade rivalries. Muslims who settled in those areas became tenant farmers growing paddy on lands owned by Tamils from villages like Kallady adjoining Batticaloa town. Some of these Muslims became owners of these paddy lands only after Bandaranaike enacted the Paddy Lands Act which placed ceilings on ownership of paddy lands.

            However, it is known that most Muslims who now live in areas like Kattankudy closer to Batticaloa town settled down there having come from traditional Muslim pockets like Keelakarai in Tamil Nadu by boats. They were mainly brought there by Tamil sailors who transported merchandise between the East and port cities like Nagapttanam.

            Tamil Eelam propagandists started propagating the canard that Eastern Province was part of the Jaffna Tamil Kingdom only to reinforce their theory that North East was a separate Tamil Kingdom. Some Tamil Eelam historians have re-written the history of Eastern Province at the urging of the LTTE having been funded by the Tigers to re-write the history by denying the fact that East was part of the Kandyan Kingdom.

      What has been colonised is the Sinhala Hinterland of the Hill country and the colonisers were the British while the settlers were Alien Indian Tamils and the evicted were Sinhala peasants.

      Not true at all. A lot of fertile land with wells has been abandoned because the owners left Jaffna or are unable to cultivate due to old age. Another big problem is the lack of people willing to to work as farm laborers. I do not understand from where the coconut and rubber plantations in the South find their workers.

      I believe that traditional agriculture in Jaffna is very rarely profitable.

      The only colony I have read about are the 3000 people somewhere in Mannar District that Gota sent there.

    What is the stand of TGTE on Ms Adele Balasigham a war criminal, who trained and commissioned children as soldiers for the LTTE which is a war crime under the Rome Statute. There is video evidence of her involvement in the Public Domain.

    In addition I would like to know whether “Kali” represents TGTE or only Senator Usha.

            If Prabahkaran laid down arms in time, not only he, even all his hierarchy would be alive today. The most opportune time for him to do that was when MR issued an ultimatum to chose between war and peace when the LTTE closed the Mavil Aru in Peace time.

            If you are obliquely referring to the alleged “White Flags” incident I don’t know who surrendered and who didn’t and I don’t know whether such a surrender actually took place or whether it is propaganda. I am sure that even you don’t know.

            Why did they wait for the 11th hour instead of surrendering when their Head Quarters, Kilinochchi fell? At that point of time everyone knew the LTTE had no chance.

            However when I look at Google Earth I wonder at the fine detail provided by them even on the free service. They also have more detailed imagery for sale. Defense spy satellites that the west posses are capable of much higher detail than what Google’s images provide.

            How come that no such imagery is available about this alleged surrender using white flags? A group with a white flag would be easily identifiable even on the free Google Earth service.

        I am not the correct person to speak for Mahinda, Gota, Ranil, Sirisena or others.

        My personal opinion is that what Karuna did was very wrong. KP was helping the LTTE war criminals and that was wrong also.

        Unfortunately Karuna is likely to continue as MP and KP allowed his “protected” life in Kili.

        This is not justice done. It is politics.

    Sri Lanka to harness wasted rainwater for crops, power
    BY AMANTHA PERERA
    MEDAWACHCHIYA, Sri Lanka, July 23 (Thomson Reuters Foundation) – S ri Lanka plans to store and use a billion cubic metres of rainwater per year, which would otherwise drain into the sea, in an ambitious effort to boost irrigation and power production.

    The new water management system is being built in the country’s dry zone, which covers its northern and eastern areas.

    Home to at least a third of Sri Lanka’s population of 20 million, the mainly agricultural zone has been hit hard by climate shifts over the past decade, and is suffering severe water shortages.

    Experts say the project could harness enough water to fill two of the country’s largest reservoirs, Victoria and Randenigala.

    The $675 million project, funded by the government and donors, begins this month and is due to be completed by December 2024.

    One of the island nation’s largest water-related infrastructure projects in recent years, it envisages the construction of two new reservoirs and 260 km of new and upgraded canals linking existing reservoirs.

    The aim is to help the dry zone better manage its water supply for power generation and farming.

    “Rain patterns have been changing and the dry zone is getting less water now,” said S Shanmugasivanathan, a senior official with the Department of Irrigation. “We need to optimise water usage.”

    Mean annual rainfall across Sri Lanka is 2,000 mm, of which the dry zone gets half or less. Most of the farming done there relies on irrigation, using small water tanks that are filled from the region’s larger reservoirs.

    “With rain patterns now coming in short and intense bursts, we are faced with frequent incidents of floods interspersed with drought,” Shanmugasivanathan said.

    “During floods we have no option but to release the water, because there is no infrastructure in place to retain it,” he added.

    The new project would put to use some of the rain and floodwater that is now wasted.

    WATER TO COMBAT POVERTY

    The plan to build new water retention infrastructure in the dry zone has been on the drawing board since the 1970s in the form of the Mahaweli Development Programme, which covered the country’s central hills and some of the north.

    The idea was to use the waters of the Mahaweli River, the longest in the country, to increase power generation capacity by about 260 MW and provide irrigation water to an additional 325,000 acres of land.

    But parts of the project were stalled by the civil war that ravaged Tamil-dominated northern and eastern Sri Lanka for a quarter of a century until 2009.

    The new water management project is based on a modified and upgraded version of the original Mahaweli scheme, according to government officials and the Asian Development Bank (ADB), which is providing $453 million in funding.

    The ADB estimates that 70 percent of the dry zone’s population depend on agriculture. The impact of weather extremes on farming in the region means average income there is 10 percent lower than in the rest of the country, it calculates.

    The hope is that the new project will help pull local people out of poverty, ADB officials say.

    “The dry zone communities have historically remained among the poorest on the island and changing climate patterns will further impact monsoon rains and possibly worsen droughts,” said Lance Gore, a water resources specialist with the ADB in Manila.

    “By providing more water, the project will enhance the earning capacity of people dependent on agriculture,” he said.

    It also aims to supply safe drinking water to 350,000 people.

    Farmers in the dry zone are mostly in favour of the project, because even in years of above-average rainfall they have endured water shortages as reservoirs empty too quickly.

    “It happened to me in 2011 and again in 2013,” said Punchi Banda Herath, 55, a farmer in Medawachchiya, North Central Province, about 230 km from Colombo.

    “There were floods earlier in the year, but by the time I went to do the planting towards the end of the year there was no water left. The small reservoirs in this region can’t hold that much water when it rains, and run dry very fast when drought sets in,” he explained.

    Experts agree the new project could help ease the impact of drought in the dry zone, but say it is only part of the solution.

    To end water scarcity in the region for good, farmers must learn to adapt their water usage and employ new techniques for conserving the precious resource, they say.

    “We cannot build an unlimited number of reservoirs or canals – there is a limit to the amount of water we can provide,” said irrigation official Shanmugasivanathan. “What is important right now is to pay attention to water management.” (Reporting by Amantha Perera; editing by Megan Rowling )”.

    If this report is correct and if implemented as envisaged it will indeed be good news for the dry zone and particularly the North.

    Should our politicians study the details with the assistance of experts, follow-up and ensure it is implemented quickly. Should not the Diapora plat its role in making sure that this project reaches fruition fast?

      Begins this month? Should not this have been discussed with the beneficiaries first? Where are the details of this plan?

      Where are the details of the R/O plant decision in Jaffna? Where will it be built, what is the capacity and how will the water be distributed to the households? Who will pay for building it, running costs (electricity) and maintenance like new membranes twice a year?

      I believe that the R/O decision appeared in the media for the first time during the second “Dr Murali thread” on Chunnakam water pollution that was on CT. This might be evidence of our leading politicians like Ranil reading CT.

      I have asked CT about the “Comments Policy” and how to publish articles but not received any reply.

          I personally dislike the related R/O plant decision even without having the details of it.

          The timing of these projects and the timing of the campaign of Dr RN is likely to be connected with the elections.

          Unfortunately this kind of projects rarely are successful.

    If you got a million signatures or ten million signatures from Tamil Nadu, on the basis of the methods used, and the legal advice relied upon on for this “petition” to “Prince Said”, the International Criminal Court (ICC) of the United Nations (UN) it appears you are unaware of the role of the Hague in International Law.

      What TULF declared in Vattukottai was dead on arrival. Hindia used this mild resistance of the TULF to train, arm, finance and destabilise this island.

      If anything you should be taking Hindia to task, for covertly supporting LTTE and other sundries to use violence as a means of change and the atrocities committed by IPKF.

    I have received an e- mail from Mr.M.Sooriyasegaram, an Engineer who has spent several years post-war in Jaffna, giving his views on the water related issues we have been discussing in CT. I have copied the contents below:

    ” Please see attached information and circulate widely. The aim is to ensure that we are aware of the serious threats to the environment, ecology, marine life and economy.

    The proposed feasibility study on desalination must address all these issues. I also saw a video on the disastrous effects from desalination plants in South India and Australia.

    I am fearing that desalination could be become one of the worst man made disasters!

    Barathy – please do not think that what I write or speak are directed at any persons. I am looking at the issues only. The NPC has got the fundamentals wrong, which has made them take wrong decisions – in relation to Iranaimadu Project, Oil pollution in Chunnakam and Desalination.

    In my considered view we must:

    1. Conserve, recharge, don’t over extract and don’t pollute the the only locally available underground water source. Immediately start a programme to replace the single pit toilets in the peninsula to multi-pit toilets, to refurbish by desilting, cleaning up and deeping all our small kulams. Strict enforcement of minimum distance requirement between wells and toilet pits. Flush out the oil pollution starting from the source of pollution (Chunnakam Power Station). Control or ban the use of chemical fertilizers and harmful pesticides. Introduce where ever possible micro-irrigation. All the Pradesa sabas and the Jaffna Municipal Council must be given the responsibility implement these programmes. Government must provide technical and human resources and funding.

    2. Implement the Irranaimadu Project (water supply and sanitation) for which grass root consultation must be started by an independent professional body. There should be no confrontation with farmers. Additional sources of water eg. a standby upper reservoir for times of emergencies, NCP canal to get Mahavali water. Drinking water needs of Jaffna, Kilinochchi, Poonakari and the Islands and the irrigation needs of kilinochchi farmers must be given adequate consideration and an acceptable balance must be reached.

    3. TNA must start negotiations with the government to agree on an acceptable policy on colonization w/o artificially and drastically changing the ethnic composition (demography). I am saying this because of genuine fears or phobia of “Sinhala” colonization. The time to do this, I think, would be immediately after the general election.

    4. Carry out a feasibility study on Arumugam’s river for Jaffna scheme to increase the cultivable lands.

    These are easily achievable, least expensive and most sustainable solutions.”

      Please find below a short note on Dry a Toilets, I copied from a Google search on the subject (Wikipedia):

      Dry toilets are used for three main reasons

      To save water – when there is either water scarcity, water is costly (such as in arid or semi-arid climates) or because the user wants to save water for environmental reasons
      To prevent pollution of water – dry toilets do not mix excreta with water and do not pollute groundwater (except for pit latrines which may pollute groundwater)
      To enable safe reuse of the excreta (or the faecal sludge in the case of pit latrines) in gardening or agriculture, after it has undergone further treatment by either drying or composting”.

      Dry toilets will conserve water and overcome the problem of underground water pollution associated with flush toilets with pits. However, there may cultural/ atudinal problems in using human fecal compost in agriculture.

    To continue about water.

    One of the major problems is the resistance to new ideas. Very few villagers would be interested in solar stills, solar cookers, rain water harvesting or other new things despite the obvious advantages. If they are given, for instance, a solar cooker they are likely to destroy it in some weeks.

    I see every day workers irrigating plants in the early afternoon. It is very hot and a lot of the water is bound to evaporate.

      This is where the political leadership and the extension services of the various departments have failed. The Jaffna man by nature does not easily accept change, but if he is convinced, he will change fast.

      I remember a time p, when the fields in Vasavilan were irrigated very early in the morning ( -around 4am) using the hula system, to both minimise evaporation and heat stress on the farmer and his helpers. With the introduction of water pumps and the bad habit of sleeping late in the morning and seeking entertainment in the evenings.

      I have see how American and Canadian farmers, work and how receptive they are to new ideas. I have also seen how they extension services and the politicians responsible for related subjects work to bring about the change.

        You are correct. The people I see irrigating at noon do not care about the results but the heat must bother them. They are paid to do the work and do not appear at 5 am or 5 pm.

        There is an interesting interview in Sunday Observer with Chairman of the National Dangerous Drugs Control Board (NDDCB), Dr. Chamira Nilanga Samarasinghe. He has this to say about government servants and politicians.

        “The biggest damage was done by late Dr. Colvin R de Silva, because he is responsible for destroying the career of independent government officers. The 1972 Constitution weakened the power of government officers.

        After 1977, a culture emerged where decisions taken by government officials had to be sanctioned by politicians. There are 17 government officers to look after a single household including Samurdhi officer, Grama Niladari, Social Service Officer and a Public Health officer. If this structure works properly, this country will be heaven. Today, all government officers await orders from politicians.

        Government officials should go to the village level and decide on the people’s requirements and then submit proposals to politicians for approval. Today this is happening other way around. This is the biggest problem in the country.”
