Petition Launched Calling For Disaster Management Minister Yapa’s Resignation

Rights activists have launched an online petition seeking Minister of Disaster Management Anura Priyadarshana Yapa‘s resignation.

“It has been a year since the last year’s flood and some of the displaced are still displaced. For one long year, you didn’t do anything to prepare for this year’s monsoon,” petitioners said.

“It took 7 days you to return to Sri Lanka. You are responsible for the children who killed. You were unable to save the people. You failed miserably. You must resign” they said.

        What monk? This is not to whitewash Minister Anura Yapa. But, why him? He was already abroad when the flood and landslides occurred.—— How about Prime Minister RW who went abroad while dead bodies of children were floating (I copied from Eranda), people were drowning and burying in landslides, 15 Districts were devastated and in distress? He is still overseas. If anybody to resign, it should be the Prime Minister who should take the responsibility and resign.——– He is the “Minister of National Policies”. It should be him and his Ministry who should have formulated “A National Policy to Prevent and Mitigate Flood and Landslides”, last year. He wasted almost one year. He failed his duty. How many things PM could have done? Last year he could have asked for: 1. A list of landslide prone areas and initiated a programme to grow structural trees and vegetation cover (permaculture) to minimize soil erosion.—— 2. Landslides are caused due to geohazards. Therefore, we need to get the help of Geo-Technicians and Geo-Engineers. If we don’t have, we should have trained them. How about our Army Engineers?—— 3. The priority for preventive measures should be given to areas where there are residences in landslide prone areas. I am not an expert but we can find ways to erect beams, iron barriers and build walls (using rocks may be) with strong footing making soil and falling rocks be landed behind the wall so that residences below will not be damaged. Even residential areas where flood is caused by overflowing rivers could have been minimized by placing sandbags as a wall.—– 4. Our Tri Forces did a great job in rescuing and supplying essential needs to over 650,000 flood/landslide victims and clearing areas. They always have a permanent place in our hearts.

          More to say. —— 5. The Government should have paid attention to natural drainage systems (levees) and building temporary dykes/dams. —– 6. A Flood Barrier System (Flood Protection Barriers to Doors and Windows in houses/buildings/businesses) in floodplains should be introduced. —– 7. A proper system should be in place to clear Drains, Gutters and Canals regularly making them work as Catch Basins too, during flood. —— 8. There should be a ready-made Compensation Package to flood and landslide victims based on the type and the size of the destruction to houses which should be reviewed at the beginning of each year. A “One fits for All” type Compensation is not fair.— For an example; the compensation for a completely destroyed 800 sq/ft House and a completely destroyed 1500 sq/ft. House shouldn’t be the same.—- An allowance to replace all damaged household items should also be added.—– 9. The Education Ministry should provide “A School Bag and all necessary School Stationery, Books, Uniforms and Shoes” to all flood victim School Children in all 15 Districts, despite some efforts already taken by the NFF (there may be others, I don’t know) to assist helpless parents at least to meet the requirement partially. (A Prime Minister who allocated Rs. 350 million each to buy duty free vehicles to Ministers, should be ashamed to provide ONLY 3 Uniforms to flood affected school children. Shame on you both, PM & the Education Minister). —— 10. A Mental Health Unit for School Children should be established in relevant schools to help the victims to recover from loss, grief, shock and depression due to the devastation caused by flood and landslides.

    Did these Rights Activists ask the resignation of Dr Batalanda Ranil, after his mate Dr Mahendran robbed the CB to make his Son in Law a Billionaire in one year, from Yhaapalana EFP members money?….Poor Yapa ….. He hasn’t got a line to Rain God…..Has he? ….. Besides the Metro Dudes who watch over Rain Gods never gave the correct Rail Fall reading to even Dr Ranil , who seems to be on par with Rain God………Did you see his Press Talk just before he left to Mt Sinai for the Quad by Pass ……Dr Ranil said the Rain Gods didn’t even fill the old Samanalawewa…..HeHeHeHeeeeee ….. And these Rights dudes want to lynch poor Yapa…..May be Yapa nowadays haven’t got a line to even Bodhi Sira……

      Batalanda Ranil did a great job for such a long time. Even today, he is so mild not taking revenge on YOUR GURU. If he wants he can… he can even ask international communities to act against Murderous Rajaakshe camp.

      Not just one single person but almost everyone in that bunch are high criminals.

        Benjamin Fernando: What do you say Ranil is so mild (in what) or he neglects criminals and supports criminals, there are so many stories about Ran-NIl neglecting criminals and offering a Justice of peace position to a drug kingpin. Say, Simply Ranil does not have any standards. It is OK with him as long as his but is safe or if it works for him. visionary leadrrship ha, just screw up the country go for the win.

          With dawn of new era after 8th Jan 2015, as they themselves predicted, the world was ready to take revenge on MaRa.
          But the current regime proved to them, that the nation would never agree with that. That was, THE CURENT govt saved MARA.
          If this is no right, all what MR et had been spreading prior to 2015 was all blatant lies right ?

          And today, GSP plus and all other concessions to be regained the current govt has improved the human rights in the country to get them.. or not ? If entire world sees it why not you ?

      It is sad to see that the Government and Disaster Management Ministry fail to use our tax payers money to offer flood relief to the people and private citizens and companies had to do so!!! Why has the Disaster Management Ministry failed to follow The Sendai Framework for Disaster Risk Reduction!!? If we did so we could have been better prepared for these disasters… Atleast now will the government make sure The Sendai Framework for Disaster Risk Reduction is implemented or are we going to wait till the next disaster hits and continue this disastrous and disorganized reactive response instead of a methodical and proactive response.!!?

        Strangely, when we visited flood affected areas not close to Colombo, everyone said government including divisional secretaries and navy did all the work and not a single channel. Appears only the easily accessible areas were visited by channels.

    It should be started some where. News papers say even Ravi Karunanayake had screwed up the book keeping in the finance ministry. some loans are not even in books. Ranil and Malike Samrawickrama robbed the Central bank. Another minister, now talks about installing new qeuipment for weather -data collection and prediction. but he did not know the gove had millions of dollars woth equipment in the storgage and they did not use those equipment. It looks for disaster management also they di dnot have any kind of programs in place which could be implemented in a hurry.—————————————— On the other hand, we can not expect anygood either from the president or the prime minister. They never fire incomptetants. Actually they reward those who do not have income by offering car permits and Rs 250,000 a month for attending to disaster struken areas. Those MPs are not even from the disaster areas. So, it is complete fraud. President and Prime minister are ,member of the fraud -ringThat is all to earn money for the next election and after profits. Otherwise, they do they go to singapore when they a bacterial infection or go to New York hospitals when they get a panic attack because of the stress of that they are going to lose this time too. They don’t trust sri lankan hospitals or doctors. but, they use public money and president’s fund to get the best treatment available inthe world. what shamelss peopleWhat a funny country.

    What can Yapa, or anyone else do, in the present financial situation?
    There is no money in the Kitty.
    There will be no recovery/reversal in our lifetime.
    Yapa’s ‘co-workers’ know & have sent their children abroad knowing that their future is bleak – all those kids have a bright future.
    The public service is in total chaos, trying to please and/or serve corrupt masters.
    Ranil knows & hence went for ‘medical treatment’.

    Please DO NOT sign this petition. This is yet another PLOY by these so called “Civil Right Activists”. This Minster and others including the President and PM will never “RESIGN”. They must be OUSTED, lock stock and barrel at the next available election. So PREPARE the PEOPLE to act on their OWN to make that EVENTFUL DECISION at the next available election to make a CHANGE. That is what is NEEDED and NOT signing petitions.

      Petitions is part of democratic process, just like an election. They are not mutually exclusive, but complementary to each other. Dougla’s is not explaining enough why the people should not use that options too in addition to the election. I think everybody should sign this petition to remove him from ministry now and in election, if he fails to explain for this disaster, defeat him too.

      Douglas—- I envy your rational sense of optimism. However if you study the voting pattern you will note the electors have voted irrationally for the most repeat offenders. I wonder as to why most voters over a period of time have turned themselves into masochist. In the absence of good governance some people want to change the governors every two years. It is not easy. However the problem is deep – seated, cannot easily changed with a stroke of keyboard as long as racists and racist policies and propaganda exist and work.

    Why just him. 1/3 MPs do not have GCSE qualifications in SL parliament…what can they think about ecology and environmental issues of SL…do not Blame them but p
    Blame people who send them into parliament..
    You can send all sort of petition.
    But SL is not south Korea ..or europe to
    Hear what people say …RANI’L. AND MS only care about them not about ecology ..indeed you can say that successive goverments have raped our ecology and environment..
    The rape victims are our forest, our birds, our plants; trees; animals and now people too with flood and landslides.
    I feel in 50 years time SL will totally different..it’s beauty, its landscape, it’s geography, it’s natural resources will be damaged …
    I still remember before I came to UK in 1991 …in my small village in Kegalle district; below our house there was a small river …during monsoon river full.of.water run through all paddy fields. But when I went this time there isn’t any sign of river …all.geography is changed…why? People have built house blocking river …now what could.river do.during monsoon…
    It would only destory houses and make landslide .
    It is wrong policy of governemnt that made this climate changes in SL…they should take some responsibility…
    Do more petitions against PM. And MS who do not care about this

    The main problem in South Asia is “no right person at the required place”. Positions are offered the merely on basis of political obligation than the required the status of specialized education & commitment. Certainly a person in charge for the disaster management should be qualified at least in one of the following fields such as General Geology, Environmental Geology, Climatology, Ecology & Environmental Sciences & Management , Geotechnical Engineering, Disaster & Emergency Management (Natural Calamities) , Civil Engineering, Biodiversity , Remote Sensing , or Biological or Physical Anthropology. The person who heads this ministry should be well committed and acquired ample knowledge about the administration of emergency situations. But when you appoint a person who neither has an educational back up nor commitment, the system will flop.I always prefer to have professionally committed person with single marital status (without any family strings are attached).

    His departure is useless. All the humbugs are the same in the legislature.They are only earning recognition to score for next election. What we need is a professional system. A system run with know how with dedication. Not an organization run by present set of politicians. As I had suggested earlier last year, a regulatory authority would do. It should come under a well organised transport authority and has to be linked to facilities covered by forces. It also requires storage facilities, trained personnel, support equipment, facilities to house affected parties etc. These plans cannot be executed by intentionally indexed administrative bodies run by the ministers and MP’s. What we are having at present is a rotten system for so called politicians to survive a dying economy.

    Mallaiyuran: I explained it by simply saying that none of them will resign heeding the public cry. They (the Cabinet Ministers) are “insensitive” and “incorrigible”. All of them have demonstrated those qualities for the last two and half years. I explained it briefly in another comment, but got “Edited Out” for violating the word restriction policy of CT. Simply I am asking you , what more you can expect by signing a petition? Can you change them for better. They will carry on regardless.
    Native Vedda: I agree; but my optimism is conditional upon fulfilling the needs to do a “Change”. I strive for it along with others who are like minded. That “optimism” is a source of energy.

      If this particular minister has to resign, then almost everyone in the parliament should do so.
      None of them are clean.
      The situation was even worst in the high days of MR.
      So, I dont think only politicians to be blamed here.
      Politicians are the mirror image of the folks (majority of folks).
      SOme believe JVPrs to do what these both fail, but I dont think … even JVPrs would succeed, since it lies on the hands of the folks.
      Folks would never change their stupidies even if decades would have been gone.

Please, if you have time watch the HIRU TV programme titled “Salakuna” aired on 5-6-17 where this particular Minister Mr. Anura Priyadharshana Yapa participated. Listen to his own words and check whatever I have said were wrong about the “Responsibility”, “Capability”, “Dependability” that these high profile senior Ministers have been and are been displayed and presently displaying? On the previous day i.e. 4-6-17, this same seat was occupied by the former Minister Mr. Hahinda Amaraweera and said that the whether radar system supplied by the company is no more. These programes are very interesting to anyone who seeks the TRUTH. Three Senior Ministers are contradicting each other and is that a position to “exchange” views with others? Those named by you could be of some use to “learn” some things that we do not know and to that extent I don’t mind reading them through this forum. I always appreciate and value your input on the subjects we discuss and Thank You.

    Let Yapa resign for he will never be sacked.

    If Yapa resigns, he will become another minister elsewhere or be appointed an ambassador. Either way, he wont lose any sleep. Better keep him where he is, without releasing him to do more damage elsewhere!!
