Plight Of Northern Muslim IDPs In Sri Lanka

It has been 27 years since the Muslims were forcibly evicted from their homes in the Northern Province of Sri Lanka. It is reported that around 15,000 Muslim families were forcibly expelled by the LTTE from their homes in five districts: Jaffna 3,475, Mannar 8,200, Vavuniya 1,800, Mulaitheevu 1,000 and Kilinochi 525. The displaced Muslims moved to North-Western Province (Puttalam district) where they have been living as IDPs in the past two and half decades. It is reported that in 2006 there were around 65,000 Muslim IDPs lived in 141 IDP camps in four administration divisions: Kalpitiya (34, 809), Puttalam (20,992), Mundal (5,336), and Vannathavillu (2,008). Most of these IDPs were poor and faced many problems over the housings, infrastructure, education and health care services, etc. In 2007, the World Bank launched a housing project and provided 6000 houses for the Muslim IDPs. However, the rest of Muslim IDPs (over 40,000) continue to suffer in the IDP camps without any durable solutions.

The end of conflict in May 2009 brought a new hope for the resettlement of Muslim IDPs. However both the Sri Lankan government and International community prioritized the Tamil IDPs and resettled over 300,000 IDPs within six months. This has led some Muslim IDPs to feel isolation and began to go back their places of origin voluntarily. The former Resettlement Minister, Rishard Bathiudeen was able to negotiate with some Islamic organizations and they agreed to provide some houses for this marginalized Muslim IDPs. In 2012, Muslims in Marichukatti began their resettlement process with the support of Qatar foundation. Since then some Buddhist monks and media groups began to accuse their resettlement and claimed it was an illegal resettlement and violation of Wilpattu national forest. Further, a large area of their villages was declared as government forests by the Forest Department in 2012. It was challenged by the Minister Rishad badiudeen and he conducted series of media conference and debates with respective media channels and people. During the debate he showed all legal documents and proved that Muslims are entitled to live in those areas. However, none of the party who opposed these resettlements are not convinced and they continued their hate campaign against it. Two weeks ago President Maithripala Sirisena declared all these Muslim settlements (border villages) as Wilpattu without any concern from the local people. It seems that the Sri Lankan government which has the sole responsibility to protect the people acts against its ethics. This has brought some negative thoughts among the Muslims about the good governance in Sri Lanka.

Vulnerability Of Muslim IDPs

Internal displacement was a horrific event for many Muslim IDPs in Sri Lanka. The life in IDP camps have de-moralized men, women, children and elderly people and affected them physically, psychologically, socially, economically and educationally. As for the present challenges, the Muslim IDPs face many economic, political and cultural difficulties. In Puttalam there are 40,000 Muslim IDPs live in the North-west coastal region. The total population of this region doubled with the arrival of Muslim IDPs. When they first arrived, this region was among the least developed areas in the country and was in no position to offer economic opportunities to the IDPs. More than 90% of IDPs depended on dry food-rations provided by the Sri Lankan government and the World Food Program. It was not possible for the IDPs to stand on their own feet in such a resource-poor area. Moreover, the arrival of Muslim IDPs also created some contradictions and tense situation between the Muslim IDPs and the local residents in Puttalam.

IDPs are generally vulnerable when compared to refugees. In Sri Lanka the Muslim IDPs who chased from their homes also vulnerable when compared to Tamil and Sinhala IDPs in many ways. Firstly, regarding the forcible eviction, none of the ethnic groups either Tamil or Sinhalese were forcibly evicted by the LTTE within 24 hours. Further their entire assets both moveable and non-moveable were forcibly taken or looted by the LTTE at gun point. This never happened to any ethnic groups. It is estimated that due to the forcible eviction, the Muslims in the North lost around Rs. 100,000 Million at the time in 1990. Until now, there is no compensation or return of these losses. It shows that how vulnerable these IDPs in Sri Lanka.

Secondly, the way of internal displacement which took place in 1990 was horrible. It is reported that no transportation were provided either by the LTTE or the Sri Lankan government. Many people walked through the jungle (Wilpattu) over 100 km to reach Puttalam while some others crossed the sea using small boats, timbers, tubes, fiber glass etc, this was extremely terrible and I wish it will not happen to anyone in the world. One IDP pointed out that while she was crossing the sea she lost her two years old daughter. Another IDP pointed out that while he was crossing the willpattu forest his son was killed by the wild animals (Interview with Muslim IDPs in Puttalam. 2014).

Thirdly, the host vs. guest conflict between the Muslim IDPs and the local residents in Puttalam. In fact, when a large number of Muslim IDPs came to Puttalam there were many contradictions, misunderstandings and lack of trust between these two groups over various issues. It took for a while for both parties to understand their issues and settle their problems. Some Muslim IDPs pointed out that they were mistreated and sidelined by the local community on various occasions. From the local communities point of view the Muslim IDPs are competitors for their local resources while from the Muslim IDPs point of view they had no option than live in Puttalam and find works in the local area. In fact, there were many cases reported on the host-guest conflicts in the past. However, later both groups began to live as one community with peace and harmony. Currently there is no conflict between these two groups.

Finally the long term stay in IDP camps and challenges over the resettlements; although the internal displacement is common for all three ethnic groups, it is the only group which stayed over 27 years at IDP camps without any durable solution either from the Sri Lankan government or International community. Muslim IDPs are systematically isolated from the resettlement when compared to other two ethnic communities, when these marginalized people began to resettle in their lands then so many challenges one after another from various groups over the resettlement. It seems the Northern Muslim IDPs are the real victims of this three decades armed conflict and even now they continue to suffer on various issues in their daily lives.

Protection Of Muslim IDPs

Regarding the protection of IDPs, the domestic government has the primary responsibility for protecting the IDPs. IDPs have the rights to request their basic needs and to receive protection from the domestic governments. They shall not be persecuted for making such request. Every human being shall have the right to be protected against being arbitrarily displaced from his or her home of habitual residence. However, it has been found that not all governments fulfill this responsibility in the same manner nor provide equal protection for its own IDPs. Many governments are neglectful in their protection regime some deliberately subject their populations to forcible displacement, starvation, mass killings and other serious human rights violations, while some others do not have the capacity to deal with the problem on their own. In situation where the states are unwilling or unable to protect its own IDPs then the responsibility for protecting those IDPs goes to the international community. In Sri Lanka the government has acknowledged the responsibility to protect the IDPs and resettled over 300,000 Tamil IDPs in the North and relocated many Sinhala IDPs in the North Central Province of Sri Lanka. However, not much focus was given to the resettlement of Muslim IDPs. It has been eight years since the conflict was over however both the Sri Lankan government and International community not focusing much on the resettlement of Muslim IDPs or find any other durable solutions yet.

Durable Solutions 

According to UNHCR, there are three durable solutions to end the process of internal displacements: Repatriation, Local-integration and Relocation. Repatriation aims to send the IDPs back to their homes and provide both housing and infrastructure for IDPs. Local-integration means to settle the IDPs with the host community. Relocation intends to settle the IDPs in a different area where the domestic government and international organizations can provide housings and other infrastructure for IDPs. The Sri Lankan government applied the above three durable solutions to end the process of internal displacements among the Sinhala, Tamil and Muslim ethnic IDPs. As for the Tamils, the Sri Lankan government mainly used the repatriation as a durable solution and repatriated about 300,000 Tamil IDPs in the Northern Province of Sri Lanka. As for the Sinhalese, the Sri Lankan government used the Local-integration as a durable solution and locally integrated Many Sinhala IDPs in the North-central Province of Sri Lanka. For the Muslim IDPs, the Sri Lankan government introduced relocation as a durable solution and relocated about 6000 Muslim families with the help of World Bank in Puttalam. Although the UNHCR introduced three durable solutions for IDPs, there are no immediate solutions for the remaining (over 40,000) Muslim IDPs in the Puttalam IDP camps in Sri Lanka.

Challenges Over The Resettlement 

The Resettlement of Northern Muslims IDPs still remains unresolved. Many factors were attributed for the present status. There are four main challenges have hindered their resettlement. First, there was no substantial plan from the Sri Lankan government for their resettlement. Second, a significant part of the land that belonged to Northern Muslims were conquered by the LTTE and given to Tamil people during the conflict. Third, the housing assistance was inefficient. In fact, the Indian government allocated 50,000 houses for the IDPs but it was not clear how many houses were allocated for the Muslim IDPs. Finally, there was a lack of initiatives targeting the Muslim IDPs as beneficiaries of the post-conflict resettlement projects managed by the Sri Lankan government or the international organizations. In fact, the Sri Lankan government and International organizations focused primarily on the resettlement of Tamil IDPs. From the Sri Lankan government‘s point of view, the resettlement of Tamil IDPs were more important than that of the Muslim minority as it can reduce the tension between the Sinhala and Tamil ethnic groups which were central to the war. Parallel to this, international organizations and donors have pressured the Sri Lankan government to resettle the Tamil IDPs. Apart from that there are some challenges over the resettlement of Muslim IDPs. In 2012, a group of Muslim IDPs from Puttalam voluntarily went to Mannar to resettle in their previous homes. However, it was viewed as a violation of Wilpattu forest and temporarily halted their resettlement process.

Present Situation

The Muslim IDPs who went back to their places have been facing so many problems one after another in the past five years. No support from any Muslim political party. Minister Rishad Badiudeen is the only person who works so hard to bring justice for this vulnerable group. The recent gazette which declared four places as forest zone brought some negative thoughts among the Muslim IDPs and they started hunger strike till the gazette withdrew and implement a durable solutions for these protracted Muslim IDPs in Sri Lanka.

Conclusion

The overall conclusion of this research is that although the Muslim IDPs are vulnerable compare to other two ethnic IDPs in many ways, still they could not find any durable solutions to end the long term IDP camp life within the country. Moreover, the Sri Lankan government which is responsible to protect its own people also overlooked and sidelined the Muslim IDPs on various occasions. Currently, there are many challenges over the resettlement of Muslim IDPs: Land, housings, infrastructure and livelihood issues etc. At this point both the Sri Lankan government and International community should help Muslim IDPs to end their long term stay in IDP camps.

      Yes. This is fact. I have personally met some of them.

      You need to keep exposing the Para- LTTE War Crimes. Of course the Para-Sinhala also committed “War crimes”, that are being “investigated ‘ by the UNHRC.

      The Core cause is the Para-Sinhala “Buddhist” Racism, that wanted to treat the non-Sinhala Para as Paras, when they themselves were paras. Then the Para-Tamils represented by the Para-LTTE treated the northern Muslims as Para and expelled them with 24 hour notice.

      The Muslims are between a rock and a hard place. The Para-Tamils and Para-Sinhala have not YET sorted out their Para-Differences, and solving the Para-Tamil problems. Therefore they will pay lip service to solving the IDP Problems of the Para-Muslims.

      So, expose, expose and expose the Northern Muslim IDP problem, regularly, both locally and Internationally.

    You guys come and complain about muslim IDPs and refugee camps. But, you did not care to show photos of any refugee camps. How can we believe that they are refugees in Sri lanka for 27 years.

    Some where, I read, Rishad Bathiuddin moved to colombo in a eight member unit but all their belongings in plastic bags.

    Anyway, Now rishad Bathiuddian is said to have real estate in London, colombo Seven and he including his all whole family own many lands and buildings in key towns of Sri lanka.

    Can you enlighten us how he became that rich in that short time and information about his and his family’s assets ?

    Did he buy every thing with his salary and the duty free car permit ?

    Just the usual political Propaganda to add muscle for Joint Comedies by abrading Yahapalanaya. Many of these noises are paid through the organizations trying to break up National Unity Yahapalanaya and defeat August resigning occasion based on Tamil-Sinhala Unrest. Richard and Mubarak are already on the Joint comedies’ VIP list.     Sinhalese Leaders went UNCHR to complain about the human right violation in 1989. From 8000 to 80,000 deaths are blamed on those actions of government and JVP. Though Sinhalese own the government the proper documentation on the final numbers are hard to get.

    From 2009 – 2017, Tamil have been taking their grievances to UNHRC. Between 2009 and 2010, Ambassador Blake had tried to promote Hakeem to represent the minorities’ matters. But, promptly declined as Muslims had no problems and he cannot represent Tamils’ case to earn the enmity of GOSL. From 2009- to 2014 Hakeem, Rishard and other’s Muslims parties were using their OIC countries’ influences to defeat or severely watering of the resolutions, which were already weakened, passed on Sinhala Governments. OIC countries influenced by Rishard and Hakeem were responsible for the worst shame of a war crime- Human rights resolution was overturned as praise for a Humanitarian Rescue Mission. In all UNHRC sitting “Every Possible Muslim leaders and Writers” camped in Geneva on government paid luxury Hotels and gave presentations that Muslims in Lankawe had no problems.

    Is this Muslim person ready to take his evidences to UNHRC in 1918 March?

    Where all these are coming from for last two years?

    They have no proves to present to International Jurists, but lazily cursing LTTE to earn perks from Old Royals.

              As per the science I learnt possibilities noticed first with the perusal of events.like newtown did.then with further studies it makes theory after variable N and N PLUS ONE scenario, I go by that basics not by religion by predicting possibilities.

      Excellent point. Why?

      Since Independence, the Para-Sinhala mostly talked about Para-Sinhala. Then the Para-Tamils talked about Para-Tamils, and went against the Para-Sinhala first and then against the Para-Muslims.

      Each Para-group considers that other Para-group as foreign (Para), and do not consider all to be Para, in the Land of Native Veddh Aethho. Because of this Para-infighting, All the Paras and losing out.

      So, the Paras need to be educated that they are indeed Paras, and they needs to cooperate to overcome their differences for the common good of all the Paras, as well as the Native Veddah Aethho.

      Will the Paras ultimately learn? The Para-English, Para-Suddho, failed to achieve that.

    To be fair, the fact is fact.

    I knew a guy from Mannar (Muslim) back in SL, who had a land issue with Rishard, and wanted to meet BBS guys to complain about the minister for unlawful acquisition of his lands in Mannar.

    Not sure what happened afterward.

    Only 75000 were displaced from the north and more than 90% of them do not want to return as they have been given homes and lands in Puttalam, however now around 300000 out of area Muslims largely from the south are claiming land in several districts in the north, where there were hardly any Muslims, stating that they were displaced from the north. A shaitan from Mannar and other Muslims politicians and organisations with an agenda to create new Islamic enclaves in the north a making lots of noises. By the way most Muslims in the north were dirt poor and hardly owned any land. Now all of them seem to be owning lots of land.
    Thousands of Tamils, who are the original and indigenous population in the east were ethnically cleansed in the east by Muslim home guards, and their lands homes and farms were stolen from them. These Tamils are languishing in refugee camps in India and in the north and are not allowed to return, whilst the Muslims and Sinhalese have stolen their land. Many Hindu temples in the east have been converted to mosques.

    Tamils and the Tamilised Veddah area the indigenous and original population of the north and east. Their history in this areas in ancient and these areas were ruled by Hindu Tamil kings and chiefs. Everything ancient in the north and east is Tamil. Nothing Muslim or Sinhalese. Now these Muslims who arrived in these areas a few centuries ago as refugees are aggressively trying to steal the land from the Tamils.

    These Muslims will never talk about the thousands of displaced Tamils in the east, however aggressively jump up and down to settle thousands of out of area Muslims in the north on the pretext of settling displaced northern Muslims. Actual IDPs should be settled in their original places if the wish to but not fake ones

    There are no Muslim IDPs in Sri Lanka. So called Muslim IDPs are all hoax. Muslim IDP drama was choreographed by then MR government to get votes at UN, MR even donated US$ 1 million in financial assistance to Palestine. Nobody lives in the poorly built huts which were build the the most corrupt politician whose family members own 5000 or so acres. The corrupt politician’s henchmen are patrolling in the Wilpattuwa jungle.

    As the LTTE terrorism began, Muslim people in north went back home to Tamil Nadu. Few families may have settled in Puttalama. Besides those Muslims’ previous generation were known as Kallathonies/ illegal immigrants, they got their fraudulent Sri Lankan birth certificates and land deeds through corrupt Muslim lawyers and corrupt Muslim Justices of peace. 90% Muslims are recent illegal immigrants.

    There are no land deeds, no pictures of alleged IDPs. Badudeen was struggling to answer on Derana 360 program, he was lying on the program.

    How come there are 4 million Muslims even though official statistics show that Sri Lanka’s Muslim population is less that 1 million? Fraudulent SL birth certificates are common among Muslims.

    You and the rest of the Muslim organisations and individuals who come and screech here were, very quiet when the former minister for resettlement Rishard( a Muslim) was busy settling thousands of out of area southern Muslims along the strategic Wilpattu corridor, with funds obtained from certain Gulf states, to create new Muslim enclaves in the Tamil north that never existed. Why?
    Rishard had the opportunity to resettle genuine Muslim Tamil and Sinhalese IDPS in their original place or homes, but he did not, he was busy settling thousands of southern Muslims in the north to expand his political base and create new Muslim majority areas in the north, for a future Islamic homeland. Most of the displaced northern Muslim IDPS do not want to return, however using them as an excuse, Muslims politicians organisations want to settle thousands of out of area Muslims in the north. All Muslim politicians and organisations were him giving the wink and nod as this suited their agenda. Already have stolen large chunks of east from the Tamils and now the north. When this was thwarted come here and screech about northern Muslims IDPS.
    You and the rest of the Muslims have no interest in re settling genuine northern Muslim IDPS. Anyway most of them don’t want return to the north but use them as an excuse to settle thousands of southern Muslims in sparsely populated Tamil majority northern districts to make them Muslim.
    Strange all these IDPS only want land in sparsely populated Mannar, Killinochchi Vanni and Vavuniya but not in populous Jaffna

    Now, it looks it is again the Sri lankan sinhala politicians who made muslims destroy Sri lanka. Sri lanka got help of arab countries via HAKEEM and Rishad Bathiuddin to win the UNHCP resolutions by western countries. Now, they are building muslims only homelands in different areas of the Country and those areas include Kathankudi, Darga town, and now wilpattu. In the meantime, at least Bathiuddin became a rich land owner and his people are fighting to make wilpattu a Muslim homeland.

    that is why this fight is for. This attempt is to convert Tamils to muslims. but, which sect of muslims is this ?

    How do you prove that for 27 years, muslims are refugees. What do you say about some of these muslims who were settled in this region sold the lands at double the price and left the area. What do you say about muslims who have lands else where and have established in other regions and now want to own lands in this area too

      You count refugees only when they are in refugee camps? Look around everywhere and see many people from Mannar. Sometimes they are better established than other Muslims and non-Muslims too.

      But that doesn’t mean that they should not get their own lands back unless they give it away?

    These Tamil speaking Dravidian Indian origin Muslims are a bane on the island’s Tamils, for in the name of Islam and Arabism, they want to destroy Tamil, kill loot backstab and steal everything from the island’s Tamils. Go to many parts of the east, where they are now in a majority, you will think that you are in the Arabian Gulf and not in Sri Lanka. Now pretending to settle displaced northern Muslim IDPS, they have a master plan to do the same in the north.

    Muslims were the most notable intelligent officers employed by the government in their fight against LTTE. These Muslim officers did a great job in defeating the treacherous LTTE. Unfortunately the LTTE suspected that some in the local Muslim community of the North also were spying against them. This is what caused the eviction of innocent Muslims from the North. The government has an obligation to help the displaced Muslims and the widows of Muslim officers who sacrificed their lives for our country.

      The government has an obligation to settle genuine displaced people be they be Tamil Sinhalese or Muslims. Not people, using the IDPS and pretending to be displaced and claiming lands to create future Muslim homelands and enclaves, that had previously not existed.
      More than 99% of the displaced people are Tamils and very few of them have been settled instead thousands of out of area Sinhalese and Muslims from the south are being settled in their lands.
      Muslims from the north east or south were never innocent they were backstabbing looting killing and ethnically cleansing Tamils in the south and east and in the north they were backstabbing and spying against the Tamils.
      These widows of the these so called Muslim intelligent officers, are all from the south of the island and had nothing to do with the north. They can be given land in the South. These Muslim officers were part of the armed forces and were doing their duty. Their widows would have been given compensation and now will be receiving pension. Why should they be given Tamil peoples lands?
      Hundreds of thousands displaced Tamil widows and orphans in the north and east have not been given their lands back and they are being occupied by the armed forces Sinhalese settlers and Muslims and now a another category of Muslim backstabbers want to steal their lands. You spied for the Sinhalese go and claim their lands not the Tamils. Any excuse to steal Tamil peoples land

          Genuine Muslims IDPS count however most of them for personal reason do not want to return, just like most of the Tamil diaspora, who have now made a new life in the west. However many of these Muslim organisations are using the displaced Muslims to settle thousands of out of area Muslims, with an idea of creating new Muslim majority areas and enclaves that were never there. This will not be allowed and you seem to be very quiet about this. Noticed you are always quick to pick on the Tamil bloggers here but turn a blind eye to Sinhalese racism and Muslim opportunism. It is owning to bootlicking Tamils like you, that Tamils are in this plight.
          More than 90% of displaced are Tamils and these Muslims are always screeching about settling large number of so called IDPs in the north but a very quiet about thousands of Tamils who were ethnically cleansed by Muslim home guards in the east not being allowed to return. Even you are very quiet about this or it is a non issue to you. Why is it because it pertains to Tamils?

            I wonder if your 90% most are now out of the island in far away Canada and Europe.
