Port City Suspended – Environmentalists Call For It To Be Completely Halted

While environmentalists called upon the government to issues orders to halt the continuation of the Chinese funded Port City Development project, cabinet approval has been granted last night to suspend its constructions.

The decision had been made yesterday following a conclusion made by a committee that was headed by PM Ranil Wickremesinghe, that due procedures have not been followed with concern to the project including the procurement process, its environmental impact study etc.

Although during the campaign period itself, the PM stated that the project would not be allowed to continue, doubts were raised concerning his statements since Cabinet Spokesman Minister Rajitha Senaratne said otherwise.

Meanwhile environmentalists and civil society organisations have urged the government to ensure the constructions of the Port City development project to discontinue the project owing to the following reasons:

  • In handing over the project and its constructions, the regulations and legal framework governing the project had been violated
  • Has resulted in a deterioration of internal natural resources of the country as well as the coastal line
  • Inconveniences and disruptions caused to the local fishing communities

The Port City development project was designed to spread across a total of 575 acres and a total of 420 acres off it was to be for sale and the rest was to be utilized for public amenities development. Off the land allocated to be for sale, some 266 acres was reserved for the Chinese.

This project was first planned in 1998 as part of the Colombo Metropolitan Regional Structure Plan.

Environmentalists claim the environmental evaluation report for the Chinese funded project that was compiled by the Moratuwa University is incomplete and is flawed. They state during first three months alone, fishing equipment worth Rs. 4 million has been destroyed and that the fishermen have been unable to engage in their livelihoods due to a decrease in the fish population.

      So, the other choice is the IMF loans, and our ancient grains getting genetically modified with inborn pesticides and insecticides. Unless US encourages organic farming and that sells big on the global money-markets.

      But from the way China is going, by neglecting and laying to waste her farmland for the big megacity projects, selling GMO-crops will be a huge business for anyone growing them(encouraged by the US)……so all money roads lead to China in the end.

      Port –city, while environmentally degrading, would have at least preserved our ancient grains. Come to think of it, only a small section of the coast would have been effected – fish and all.

      Hambantota Port and Airport still has potential.Both China and SL were backing away aggravating the global status quo (the West) too much (together with India putting in spokes and entices to the West and also China).

      cannot afford to pay back damages in millions of dollars, which will be claimed by the Chinese govt. and contractors for breach of contract and China will not let this matter, off the hook just like that,as some
      people think. We are indebted to China,heavily due to the folly of the previous regime and they will not lie down to accept this insult. The
      contract should be revisited and agreed that the land recovered from the sea should be sold or leased to Sri Lankan entrepreneurs only and this govt. should ensure that no foreign govts.or foreign individuals, own a piece of land from the recovered land, which falls under security
      zone, as they can use it for nefarious activities, which cannot be checked or challenged, which may cause diplomatic frictions.

      The environmentalists did not come out with solid arguments to reject
      the project and it looks like they were forced to make this analysis.
      This project will beautify the City of Colombo and such projects are
      undertaken by other Asian govts, including India as well but with no ties attached.
      The stand taken by the current President to stand neutral or remain non aligned with the other countries should be greatly appreciated as he seems to have foreseen the dangers of being aligned with a parti-
      cular country or countries as we can easily fall a prey to powerful nations if tied up.

    If there was intention to defraud ignoring environmental and other regulations, short or long-term, it is unlikely the Chinese Govt. was be part of it. This can be the work of rogue investors and bad eggs in their State banking system enjoying temporary political patronage. There have been hundreds of scandals like that involving huge Chinese overseas investments – many in the African continent. The shady Chinese big-time investor has a quick eye for corrupt political heads having a strangle-hold in their own countries. The Rajapakses gained global notoriety for this weakness – which is also why young James Packer planned his super Casino complex here. The Rajapakse Brothers cared too hoots if Sri Lanka is a Buddhist country or not so long as they line their pockets. The venal family planned a long stay – going at least to 2 generations to enjoy the loot but the plan went awry. Since January 08 people in affluent Colombo 7 can sleep in peace
    whereas when the Rajapakse princes were around they were only interested in their night races what they assumed was their private fiefdom. They gave two hoots to the feelings of “dispensable” folk.

    This is not to say the Colombo Port extension project was not entirely free of global realpolitik battles. As to the Rajapakses, they could not read global politics beyond their nose and realise the project contained international ramifications. They are now condemned to learn from their sordid history.

    Medamulana was selling our precious land and sea for his own gain and satisfaction , the livelihood of the fishermen or the environment was ignored. Mega Bucks in his and his families own pockets were necessary for him.He never cared about the poor man trying to make a living but building a super super city is more important as long as he got the kick backs. Such cunning family plundered the wealth of the country .He says the Palaces being built in the North and the East were not intended for the use of his greedy family but to be used as for the so called now he says for the international conventions. Who will believe him??
    He jumped at the chance when the 3 Forces were JOBLESS after the war they became useful to build hotels ,Palaces and cultivating exotic plants fruits and vegetables to pass time to earn their living by working on these projects on lands grabbed illegally.. Occupy and building illegally would be against the law.
    Give these unemployed men and women to do something to enrich their lives in return for their bravery. Educate them internally or abroad funded by the government. Not by plundering ordinary man’s land and building Palaces and Hotels and give the names to those buildings and gardens with the names of the criminal family.

    Frankly speaking, it is impossible now to stop this project after all these drama. It is actually the voter’s fault, gave the garland to monkey’s (MR & co) hand instead of Runil. The damage MR &co caused to the country is many times bigger than winning the war against humanity. Even by winning the war like a thug without adopting any international standards, he caused a huge damage to the country in a long run. As i mentioned earlier , we 3rd world idiots do not have any future planing or forecast – we do things for today. Is any one studied the environmental impact due to the use of all those weapons (chemicals) and destroyed trees during the war. Those days people love to buy srilankan goods but now afraid to buy and look for indian or keniyan goods because of all sorts of chemicals in our soil. Will MR & co compensate to the country for all these loses- Why Mithiri and co did not take any action so far. It least the old JVP who love the country should take action.

    This positive and brave act by the new Govt and RW is a step in the right direction.

    Just imagine China holding 263 acres right where it matters, for the arrival of their
    Navy fleet, including submarines without any permission from the Govt. and its
    ramifications. They will as well have legitimate sea lanes in keeping with the land they intended to hold in Sri Lanka? MR was well aware of these but did not care as he was
    the King with Senior SLFP/LSSPers his menial subjects.

      MR was well aware of all the perils that SL will face after the sale of the Port city to the Chinese Mega mega port project. No forward thinking politician would have surrendered to a project like this. The Projects functioning similar to this in other countries have not been kept up to the promises made.
      The greedy king and his followers who made the decision should be ashamed to let this happen and it’s for their own interests and not in the interest of the Nation.

    Well said every one. It is obvious that the plunderers have deprived many generations of Srilankan livelihood and it is a damage that can be compared to many Tsunamis and earth quakes hitting our tiny island all at once. The damage is done and what’s next?.

    We still see many who fall prey to the broken record terrorists are coming back and the world is going to end for Srilanka. The whole jungle is running and the lion is unable to convince a fair number in the group as what is really happening. We need something done by the enlightened ones to make the others smart. No one wants lectures and lessons. Best way is to structure the messaging with facts, figures using tact and displays.

    Examples of some of the things we can do to enlighten the trapped fellow country men are;

    a) Have a running tally of all the waste happening in Srilankan rupees and translate into number of 4 member households it can feed a day

    b) All standing structures and sites that are still standing should be opened for public viewing for them to see themselves. e.g..: Temple trees, The vacation castle in Jaffna, Port city project etc…

    c) The expenditure related to army business ventures and a comparison of such expenses of a private entity expense of similar size. The revenue generated from such projects including the salaries paid for the army personnel who ran and assisted operations etc

    The last part should address a list of economic revitalization plan to improve the GDP in Srilanka to pay back this loan with a goal to balance the budget every year from a future target date. The revenue needed to achieve balanced budget should become a target revenue to be achieved with the chosen programs

    We can continue this list and we should have a giant screen in a prominent location in major cities of the loss we incurred in all above and the interest we pay every year for the loans we lavishly spent. There should be a snapshot of these details distributed in every village in Srilanka by some voluntary organization who care for the country

    The above is a primitive idea that can be built to evolve with input from all concerned citizens. If needed we should start a fundraising to fund this project. The fund needs to be managed by a reputed trustee or audit firm.

    Can some one enlighten me as to why it took nearly two months merely to suspend the work? Could not it have been done from the very first day after the government swore its ministers into office? Why the controversy was on for sometime and it is natural that all controversial activities should have been suspended until the clearance was given by the new Government?

        It is this latency or hidden nature that makes things go beyond transparency to opacity. Had all the controversial projects suspended no sooner the new government came into power, we are definitely closer to the decision as to whether we are continuing with it doing away with it for sound reasons and perhaps abolish the project without paying a single cent as compensation.

        Usually in the parlance of the knowledgable these delays take place generally because there are under the table negotiations and in view of the same it can be misunderstood that such negotiations have failed.

    Unfortunatley the construction site is an eye sore. Massive rocks piled in to the sea to recalim the sea besides the Gale Face green is also cut up at the Kingsubry Hotel end opposite the old parliament. The beautiful long stretch of Galle Face green is no more.

    Rajapakse brtohers should account to the country on this. Was there any public hearing? How can they hand over a stratgic land that opens up to the vast sea …to China ?

Our Village idiots get impressed with all these unfruitful project.AsI mentioned california has run out of water. Even some countries in south america.Sri Lanka even in the land still we have problems dumping waste,sewage without harming the enviorment. And we build this ? The contract was awarded without calling for tenders, 299 acres are reserved for China.     Development defenitely we need. But not at unreasonable environmental cost. Western countries, Japan, Singapore, hongkong and countries like them are some of the countries running short of land resources for development purposes and habour citity ect are necessary for them. But already the kind of development taken place in city like Colombo traffic is terrible and we are unable to manage. That is because the activities in Colombo city attracting traffic beyond our capacity to controllable them. Apart from the traffic problem ther is an unbalanced growth among various regions in the country. One should not see Trincomalee as a city of minorities but it should be looked as a convenient port location and the govt. Should develop the hinterlands rather than overloading existing urban areas which we are unable to manage. Think of developing, Galle, Trincomalee, KKS etc. but not the MAHINDA CHINDANAYA – white elephant s such as Hambantota and Mattala projects. Chinese are good in various other things. They can contribute to the Govt. to suppress popular people’s uprise such as TENNEHEIM SQUARE like affairs. Which of course is not needed for the present regime. The needed guys are out of town for the moment.
    So, for heaven sake avoid congestion in Colombo city. Let it remain as a people friendly city. We do not want Casinos as well as economic activities attracting too much traffic as well. Borrowed high tech activities will not match our culture, environment and life styles. They will cost us more and leave the hinterlands in suffering finally the popular slogan of 1970s uprise ‘colombatta KIRI uppitta KEKKIRI’.
