President Gota’s First Blow To Rule Of Law: Top CID Cop On The Chopping Block

President Gotabaya Rajapaksa‘s decision to unceremoniously sack SSP Shani Abeysekera as CID director has sparked grave concern particularly since the Department was leading several murder and abduction investigations carried out by death squads allegedly operated by the former defence secretary.

SSP Shani Abeysekera

The decision to remove Abeysekera from the CID was lightning quick with President Gotabaya only four days in office.

The National Police Commission said the transfer was executed within hours on the request of Acting IGP Chandana Wickremaratne. In a particularly despicable attempt to humiliate the former CID director, he was transferred as Personal Assistant to the DIG of Galle. Police sources said PA positions to DIGs were usually restricted to police officials at CI rank.

Ironically the President Gotabaya Rajapaksa made this deliberate attempt to interfere with law enforcement despite claiming that his Government would not engage in political vengeance.

The move was roundly criticized on social media, with the Sri Lanka Young Journalists Association issuing a statement denouncing the actions of the National Police Commission which the Association claimed was showing a grave loss of independence.

“SSP Shani Abeysekera is one of the country’s best investigators. He has always worked independently, irrespective of the Government. He is a fearless professional. His transfer is a massive victory for murderers and criminals,” said UNP MP Ajith Perera, the sole voice in the UNP raising the issue of Abeysekera’s sudden transfer.

TNA MP M.A. Sumanthiran said the transfer smacked of being politically motivated and questioned why the main opposition UNP was silent in the face of such a big blow to law enforcement and rule of law.

SSP Shani Abeysekera has served decades in the Sri Lankan Police and is well known for being an upstanding officer with an impeccable record of integrity. His successful case record stands testimony to the fact that he is one of the country’s top investigators.

Abeysekera was the chief investigating officer in the 2005 Royal Park Murder and helped to convict Shramantha Jayamaha for the murder of 19 year old Yvonne Johnsson. Offered pots of money to suppress evidence in that case, Abeysekera resisted the moves and complained to court that a popular cricketer had been instrumental in trying to bribe him. At the time Abeysekera was a chief inspector.

He also led successful investigations into the gruesome Angualana double murder by four policemen. He also busted a mercenary assassination racket run by former DIG Vas Gunewardane and helped to secure a conviction. Abeysekera also ran the investigation into the LTTE assassination attempt on former President Chandrika Kumaratunga. A few years ago, under his direction, CID officials arrested and secured convictions for nine men accused of the gang-rape and murder of Sivaloganathan Vidya, the Jaffna schoolgirl.

More recently, the CID was entrusted with the investigation into the Easter Sunday bombings. As Director of the CID, Abeysekera led that probe and the Department rounded up the NTJ network within 8 days of the bombings.

Colombo Telegraph learns that SSP Abeysekera’s transfer was effected on the basis that he was “too friendly” towards minority communities, especially in light of the CID’s stunning investigation into the Dr Shafi controversy which proved that the entire saga was a politically motivated, Islamaphobic witch-hunt against a Muslim surgeon, spear-headed by the Director of the Kurunegala Hospital, the DIG of the Kurunegala District and other players in the region.

The Rajapaksa regime has considered CID officers high on its list of enemies, after the Department spearheaded a series of investigations into their crackdown on journalists and activists during a decade in power. It is a telling sign that Abeysekera’s transfer was considered such a top priority for President Gotabaya Rajapaksa and signals a terrible fate for key investigations the CID was conducting under a new, more pliable director, legal experts said.

    Not surpised.
    .
I’ve just got lambasted by my Professor for sending this link to a number of friends, as a way of explaining how Gota managed to persuade so many to vote for him:
    .
    https://www.youtube.com/watch?v=wSF6UiJlQKw
    .
I’m sure many of you must be wondering how his victory was such a landslide. That video projects a benign image of him. Let us hope that he actually tries to be consistent with that image, so that we can live our humdrum lives without white vans coming for me.
    .
Will they come for me? New readers may think that I’m anonymous. No, all regular readers know my name, and have seen my photograph.
    .
This was not an election for Gota to win so easily, perhaps not an election to win at all. But all 34 other candidates had inflated egos, and did not educate the public on the use of Preferential Votes. They all wanted “kathires” for themselves – not 1, 2 & 3.
    .
Gota knows his limitations. Never participated in a debate where he would have to answer unpredicted questions.

We get the government that we deserve.

in the video he has pinpointed a big problem we have. The lack information communication technology.Take south korea which is the most wired country in the world and compare srilanka with it.Unlimited internet, computer skills for children and rural folk etc are the way for the future for sri lanka as he has rightly diagnosed.

compare that with the sajit crap he talks about dying for this one and that one.People would have noticed his lack of maturity and knowledge vis a vis gota.Only problem is gota is psychotic. If he can control that aspect i think he will deliver results as he is a practical type. However i don’t know how he is going to control the hambantota clan who must be now itching to go to town again as they know mahinda will let them as long as they are a “apey miniha “.Too early now to predict, must wait and see.

in this case, he did an excellent job. Foreigners cannot be allowed to investigate Sri lanka war matters. And if it is the case, then Sri lanka have right to investigate war matters in India, US, UK or in Middle east

        Dear Shankar,

        PART ONE
        .
        I liked your comment
, managed to give respectability to it. After my “like,” the score is 4 Red Thumbs-down and 2 Green Thumbs-up – mine the second. I see two other good comments from you. We are independent-minded people.
        .
Like you, I’m also desperately trying to find something good in Gota because we have to live with him for a long time. My Professor has told me I have taken leave of my senses to believe everything in that video. I’ve told him that I certainly don’t. We both know that this is the sort of propaganda that all dictators are good at – which he also had touched upon. Basta!
        .
Now, look at this article that I wrote just before the elections. Maybe not a good article. It is so difficult to write for all sorts of people who have hidden agenda. Read carefully.

See how poor our education is. You’re O.K. but do other readers know what “reading between the lines means”? That family is humble, give technology to others and they will stop visiting doctors and order medicines by telephone. Yes, there are two sides even to this – the doctor-sharks! But Dr Shafie story was a hoax.
        .
Got your point about mature 52 year-old-Sajith. Sanitary pads was a gimmick. Women know that by that age there’s something called menopause. Think man! Fifty-two is actually right age, but . . . .

        .
I talk only what I’m certain of. S. Thomas’ College, Mt Lavinia is a bastion of the UNP. Do you know that their Board of Governors has a guy who has not studied beyond Grade 8? – that is right: “ata-pass-nehe”. Seventy-six years old, and trying to cheat his way on again in early 2020. Coming through the three Branch Schools without the knowledge of the teachers, ostensibly to represent them. Already been there for eight years, has done nothing. Wants prestige. Check out. I talk straight. I told him, and Bishop Dhiloraj Canagasabey I will expose if he tries to cheat. The Bishop is part of it. Qualifications don’t matter if a job can be done. My Professor is an Old Boy who knows it is that bad, and I’m not anonymous!

Apply to Gota and Shani Abeysekera. How do we get rid of imposters?
        .
More comments have come in while I was writing. Ponder what JD has just said. They will find excuses for anything.

        Shankar
Let us not be too traditional in pinpointing our problem. If you ask me the lack of internet is not the problem in Sri Lanka.
Sri Lanka has very good internet infrastructure. We have had a fiber optic backbone in our country for the past 25 years and presently many homes are given ADSL and FTTH connections. In addition we have 3g/4g services with the ability to stream TV programs over the air without paying for data.
In addition to this Sri Lanka has 3 gateways to 3 major marine fiber optic highways. They are 3 of the fastest cables in the world.
So giving unlimited highspeed internet will not change anything much.
What needs to be changed is the mindset of the youth. First and foremost our youth should be made very proficient in English.
This is the world language now and it is the way our people can interact and learn quickly from the tremendous knowledge base that is available via the internet mostly in english.
I hope you can see where I am going with this. We should stop looking at things from a very traditional or ordinary viewpoint. We have to start looking at issues with a much more elevated stand point.
Anyway I don’t blame Gota, he tells people what the people want to hear.

          gemini

if you look at the internet subscriptions as a % of the population and compare it with the most highly wired country in the worls, south korea, you will realise what i mean. Can you remember what was south korea before we attained independence. We were called the pearl of the indian ocean and they were looked down by us as koreawa when we wanted to describe some trash. How did they get ahead?

So we have to look forward. That is why i am in favour of gota’s policies on Information Communication Technology (ICT) cos that is the way forward for the 21st century.I get your point about the english language for internet and gota mentions it as important. That was another big mistake after independence, not making it also an official language, because it is the language of business.

I agree with you that ICT is not the only glaring and serious weaknesses we have.It is only one of many such as (freedom of the press, property rights-protection of property as well as financial assets, quality of land administration, strength of auditing and accounting standards, fibre to the home/building internet subscriptions per 100 population, internet users as a %of adult population, inflation, government debt as a %of GDP,country bond rating, competition in the provision of professional services and retail services, prevalence of non tariff barriers, trade tariffs %,complexity of the tariffs, redundancy costs, ease of hiring foreign labour, internal labour mobility, ratio of wage and salary earning women to male ratio, non life insurance premiums -volume to GDP,credit gap-measurement of credit to GDP ratio and its long term trend, banks regulatory capital ratio, insolvency regulatory framework, low research and development expenditure as a % of GDP,)
as you can see regardless of who comes to power,it is going to be a monumental task to clean up the mess with so many terminal illness points in the country.

Now that you have the results explain us how Sajith would have benefited if all (including those voted for Gota) gave their second preference to him. You don’t seem to understand one basic thing. If one exceeds 50% preferences are not looked into AT ALL. Watch this video again:

When you said I am ‘evil’ instant reaction was to respond in kind. The Buddhist in me held me back.
God forbid, I have NOT turned against YOU. I am countering you on technical grounds when I see you are wrong. I must confess that I was very much disconcerted when you said Cardinal was a ‘horror’ , a man whom I consider saved the country from another 83′ like horror. True he blamed the existing government instead of Rajapaksas which probably was what you wished for. He visited Rathna Thero for fear of this crackpot carrying his threat to the logical conclusion and implications of a yellow robe dying that way. BBS Gnasara visited Rathna Thero (remember how he blamed Rathna immediately after the fast?) and all Muslim ministers resigned on the same fear. Then you said Gotabhaya was not worthy of being called a Homosapien and joined the gang who moved all corners of hell to block the majority of majority exercising their will by eliminating him out of contest. That is an affront to 52% of the electorate. Notwithstanding me being evil and you lily white let us continue exchanging our views.

      Mr Sinhala Man,
      .
what is the meaning of INDEPENDEND election commission and Independent police commission ?:
      .
Could you kindly ask your friend Prof. Hoole to respond to this. I have no doubt that MACO would not allow him to open his mouth up.
But we the anxious people are waiting for clear explanations coming from reliable authorities.

        Thanks for this, Babalathappu.
        .
All who understand Sinhala, including Tamils (who will like it) should listen to these 12 minutes in which so much gets said.
        .
So we are going back to tribalism. Yes, he explained it very well, although the title of the video is misleading. He explained it all very well; clear, rational, scientific, and humane. He seemed to think it necessary to blame the Tamils – what for? To save his own skin, probably. It may be that he’s prescribing a dose of caution to us all. Nevertheless, it took a good deal of courage to analyse as he did.
        .
The Tamils emerge from this much better. After all, they voted en bloc, not for a fellow Tamil (Sivajilingam was there, after all, and that guy named Guneratnam of whom we know nothing except that he doesn’t in any way appear to be related to Kumar Guneratnam, the Peratugami leader). The Tamils (and most Muslims) all voted for Sajith, very much a Sinhalese. That Sajith ran a gimmicky campaign is true, but that was not what mattered in the final analysis.

It is sad, what has become of us. But this performance proves that all is not lost, yet.

      Dear Sinhala Man,

I think, I have a greater reespect on you. You are one of the few that made hearted efforts to improve the awarness of preferential votes (manapaya). But not except SIRASA TV, any other channels I think brought any kind of programs on that.
      :
It is the nature of average srilankens. They think they are well aware of everything but when it goes to do the job, they fail to succeed. That is why we noticed again in the recently held election.
      :
You are dead right, it is the mistake of some, that only thought using “x” can do lot more.
      :
I think our people would never learn itMr SM.
      :
Very lately, I got to know a family from Germany that should have visited srilanka for their vacation. Even 18 year old boy in that family thought that sinhala people would not take any thing serious. According to him, many in SL, spoke to him in English. But whenever he or his father tried to find an address, there not many could provide them with the proper (exact) information how to find the place. Meaning… all appeared to be well aware of everything, but they are far from exact info supplies.
      .
But this has nothing to do that the family from Germany would not travel back to SL. They really enjoyed the vacation as they repeatedly told me.

The vindictive Rajapaksa’s are back. It is a shame that officials have to live in fear of the unknown. Dear Manel,
They are back not because of over 60 lacks of educated people. Not every human beings, but typical, abusive our people, make up 7.0 or more millions.
      :
In countries such as ours, the outcome so called elections are no different to that of Pakistan, where over 60% are illiterate. Ours has been a nation making up 22mio, but free education across the country has given the chance over 95% or even more to be literate. That means not necessarily that literate everyone would equally be thoughtful and wise people.
      :
Let me refer you one stupid SAGA how it twisted the gullible mindset of masses in the country. This was all about ” bringing relics from a NA RAJU to a buddhist layman, whose profile is well known as FB freak. Unfortunately, the incumbent priest wearing a Professor title, has not the least knowledge to see the credibility of the fabricated story, but let it spread everywhere misleading the nation again. Main motive was to share the thoughts that a new leader by behaviour no different to Gadafi, Hitler or the like would be dawnned by 18th Nov.
      :
If this would have happened in any EU country, the incumbent PRIEST would have been arrested. Senders would have been punished. People would have been interviewed questioning what they have to say about the fabricated story… but grass eaters dominated srilanka, it just burried under the carpet, since WADAKAYA is back to take the freedom away from the people.

The demotion and transfer of a conscientious senior police officer is just the start.

They will then release many criminals who were in the military, saying they were ‘war heroes.’
And the criminals will then be part of the ruling mafia family’s white van brigade.

Irrational voters have brought the mafia family back to power. Will they at least use the general elections in March to provide a check in the form of a strong opposition?

I’m sorry to hold the mirror up to the JVP. They are finished. They lacked the courage to identify with others opposed to the Barbarians.
      .
Will the UNP be upto it? Do you want to know upto what? They’ve got to dump Ranil and the other fuddy duddies in the WPB. We may have to vote for the best of their candidates.
      .

        Sinhala_Man,

I think Sajith Premadasa needs to toughen up a bit. He needs to find someone as effective and dependable as the late Sirisena Cooray and Ranjan Wijeratne were for his father ( they might have been involved in extrajudicial killings of JVP and I didn’t like them a that time, but outside such actions, they were still considered effective organizers and shrewd political operators, unlike the current lot in the UNP) and wrestle the party leadership from RW.

He should be mindful of the fact that he owes a duty to the 5.5 million people who voted for him and provide effective opposition in and out of parliament. Instead of indulging in blame games and becoming disillusioned, he should seize the mantle of opposition leader. Then the UNP can face the parliamentary elections with renewed vigor.

when the so called UNP -UNF-big mouths such as SAJITH,RAJITHA,PONSEKA,AND MUSLIMS VEERAYAS LIKE HAKEEK,RISHARD all of them have shut their mouth and pretend to be sleeping on this matter i don’t see any reason WHY M.A.(D) SUMANTHIRAN in a hurry to issue a statement and fall in to the bad books of MY LORD GOTHAPAYA.SUMANTHIRAN you may be talking and pointing out the real reason for this transfer i don”t see any reason why you should put your neck in danger when the other minority leaders like HAKEEM,RISHARD,AND LESSER EXTENT (LOCAL MGR)MANO GANESAN all these guys who enjoyed power positions and made money selling their community are keeping mum, deaf and blind on this very important issue .SUMANTHIRAN this transfer is just a whistle for the start of a marathon run.if you start issuing statement like this in future you will have to issue a statement every week.please be deaf and blind as other political saints in order to save your skin and tamils at least for some time still political field get heated up in favoure of opposition in time to come.and this will happen after the neaxt parliament elections.GOOD LUCK TO YOU SUMANTHIRAN.

      Paragon
Why should the UNP or anyone else get involved with the way things are handled. The mandate has been given by the majority to Gota.
Now let him run the government the way he sees it fit.
Dont blame bystanders for the sake of it. What do you want Sajith or Anura Kumara to do? Tell Gota how to run the government?
Please give it a break without being ridiculous.

Why Sumanthiran is the most hurt here.
How about Mangala. I heard he may have been involved in foreign exchange and financial irregularities. that is why he quit the position ASAP after the election.
I here, in the North Some Tamils voted even without the Identity papers or cards. IT had been happened even in the south definitely should be by UNPers.d been transferred from Colomba to Galla. What is wrong ?

    • 2
      2

      JD,
Why do you think that it is safe to resign ASAP if Managala has financial irregularities when the better option is to hang on until the Gen election so that he can cover up all possible trails? As I said just below, you loyalist won’t see it as bad until the whip reach your own a.s! Until then, please enjoy! Bipolar Syndrome does not come to effect during easy times!

      JD,
      .
This comment of mine is not as important as those others that I have already made. Note that I give you some definite facts to go on. It’s not just hearsay. You don’t allow yourself to be identified, I do.
      .
So, it’s bad to kill foreigners (like Khuram Sha, the Johanson girl in Royal Park?) but it’s all right to kill our own people, is it? – especially if Tamils! Your standards set by Trump and [unnamed] “European countries”. Your claim: Impersonation in the North, in the South only by UNPers. Have you never studied Logic? Or Ethics?
      .
It is facts that I’m concerned about, not the language that they are couched in. English is not just a colonial inheritance for us, it is a messy language compared to Spanish and French. So, my friend, don’t take this next bit seriously!
      .
These are spelling errors with you, not typos: the second “here” should be “hear”. Capitalisation? As for question marks, I confess that I also sometimes forget them.
Why the passive in “had been happened”? Foolish me: we taught the world the chilling phrase, “Has been disappeared”.
      .
      .
      I need a break.

SSP working under a DIG is not good ? IT is the politicization of the system that is wrong and Officials get caught in those. Other than that, he made some people go through severe mental stress. forces people carried out what they had to do.
Sri lankan forces did not attack overseas in others countries but in our own country. European countries have forgiven and have bypassed such war crime like complaints. Even TRUMP recently forgave and re instated those who were demoted and punished because of war crime investigations and prosecutions.f

If the CID under Mr Abesekara runded up the Easter Sunday Bombers and the rest of the NTJ terrorist network in 8 days after the bombings why were they NOT able to do the same before the bombings?

This is why the majority have voted for a commander in chife who they belive has the skills and and experience to prevent BOMBS.

Please let him do his job.

I do not think that this man’s transfer is politically motivated. He went on Kade for Yahapalanaya.

I saw his behavior at the Parliamentary Committee on Bomb attacks. His comments and behavior at the committee is not suitable to be an independent policeman.

    He deserves the transfer.

    CT,

RE: President Gotabaya Rajapaksa‘s decision to unceremoniously sack SSP Shani Abeysekera ,

Of course this was expected. After all the accused are Gotabaya, Rajapaksa Family and their cronies and crooks. Ranil W and Sirisena paved the way, through Yahapalanaya, and Ranil W. STILL wants to be the leader of the UNP and the opposition.

For the low IQ 79, Para-Sinhala Para-“Buddhist” imbeciles, this is not material. What is material is that Gotyabaya Rajapaksa is a Sinhala “Buddhist”. Didn’t he take oath at Ruwanvali Saya?

A Land like no other where the mean IQ of the populace is 79.

      Amarasiri,
Gotabhaya Rajapakse took the oath at Ruwanveli Seya built by King Dutu Gemunu to give a clear message to ‘Koti Diaspora’ and ‘Para’ TNA Wellala Demalu who are trying to carve out a piece of land from this country based on a bogus claim ‘Traditional Homeland’ and Wahabi Muslims who want to establish their Caliphate that he will not tolerate any such moves.
It looks like that the message has hit the target. We hear that ‘Koti’ in the North are looking for places to hide and there is a high demand for helmets in the East. Well done President Rajapakse.

Unrepentant politically fellow of incorrigible butcher of Policemen wanted politicization of enforcement authority by vested interest of foreign-power . Undoubtedly he is foreign agent in police services follows up guide line and advice has given by UNP political leadership.
And their unholy alliance of leaders JVP, TNA, Muslim Congress & Islam terrorist , Rajith & his son and JHU of Champika ,Sumathrain of TNA are that legal advises to FCID.

This CID boss spent over 4 years trying to solve the Cold Case of the Sportsman who died in a motor car Accident.
And the Cold case of the Journalist who was murdered..
But couldn’t come up with even a prosecution , let alone a conviction..

Probably the all Powerful Police Commission used inefficiency as the reason for the demotion..
I don’t think new President has anything to do with it.

Otherwise why the hell the current caretaker Government wants to change the UNP initiated 19 A ,which has made the new President a sort of a Gelding in Punters parlance..

        Thappu
If anyone is worried about his religion, he will first study the religion thoroughly, understand it properly and practice it diligently.
Or is it through politics and politicians that one serves his religion?
How much more delusional can we become?
        .
Now people are clamouring for a strong opposition. They wanted a strong leader. The strong leader they got. Now live with it.

we need a strong opposition leader, not a compliant man with skeletons in his cupboard like bond scams.Otherwise this is going to be worse and worse.Next to go will be IP nishantha silva.Due to the deal that ranil made with gota by meeting him before the election ,not even a whimper will be made by him.I wonder whether sajit too has the balls to take on gota.He too is no ranasinghe premedasa.

ps.do you think we can find at least a woman with balls.Hirunicker and rosy have more balls than most of the UNP MP’s in parliament.Descendents of lions.pooh.descendents of rabbits who increased the sinhala population from 50% at one time to 75% now.10% fought 75% for 25 years.

This was so much a no brainer what will happen to nations top cops who did their job as government servants to whichever the govt in power in a regime of ‘Keeping up with the Rajapaksas’.

Whatever little we got as good governance from Yahapalana like independent bodies/ RTI act and all that has gone down the water with the Nandasena’s junta regime.

What is more painful is to see the main opposition party and its leaders who were the part of Yahapalanaya (except for Mangala S.) have no word and doing the deals with Rajapaksas to keep their loot in safe hands.

  • 6
    1

It appears that the National Police Commission approved this transfer. If this were politically motivated where is the independence of that Commission? It is the Commission that owes an explanation as to why a Director of a division becomes a PA to the DIG. Somebody must file an RTI application on to the commission to give reasons. I am sure MP Sumanthiran can and / or raise
question in Parliament instead of lampooning. Oh! Yes! the record of Shani is impressive and done a quite a good job. But the unsolved ones cannot be swept under the carpet such as the bumping off of Lasantha Wickramatunge and Wassim Thajudeen. Unfortunately these have been used as political ammunition to prop up a political image of some and downgrade others instead of solving the mystery with a successful prosecution. I am aware that the Attorney General required the files of these unsolved crimes and the reports in it were scanty. If Shani was the boss even for one day he must explain to the public as to why it is in that state. HOW SAD.

Wow, before the dust could be settled on this silly win which would permanently sink the nation into a bog from which a retrieval will only a pipe dream.

All the investigations with regard to the kunumapaksa clan will be shelved under the carpet. The fine unbiased work is done by the current police force since 2015 will be a waste of money which the country cannot afford to lose and many an hour watered down the drain.

I must bring to the attention of this forum an important fact.

The present acting IGP is a man who served loyally to the whims fancies and danced to the tunes hummed by the current PM when he was president of the country till 2015.

He was the DIG in charge of the Hambantota district where lawlessness was the game of the day.

Not even a week could by, the 3 triad forces have been given wide powers to intimidate the masses especially the minorities and those intelligent citizens of the majority clan who sensibly did not cast their scared vote to this shark rearing human beast.

Even in the photographs with the current first lady who is in the company of her Draconian hubby, she to me looks afraid and lost. I have fears for her wellbeing.

In conclusion to the wayward citizens of Sorry Lanka, an apt name created by me I raise my hat to you foolish lot you allowed this despicable family to rule the roost again.

Live under the thumb of these infidels is all I can say in jubilant conclusion especially to the stupid Sinhala Buddhists always sitting shitting on their brains racist swine suffer while the likes of me live in glee and peaceful Bliss.

I hope and pray that impartial never to be bought over the official of the Sorry
lank a police force be offered jobs in organizations similar to the Interpol.

    Cheers, R. J.

What is important is who supervised this CID director. I do not think Officials are bad. When they work for others, Govt needs to find whether the supervisors included both the politicians and foreign groups. I heard FBI and Australia were in front of the CID door step in the next morning after Zaharan blew up and they took away some evidence also with them.
The same way, Some top officials who got accused in the Zaharan scandle had been rumoured to be getting money from some unknown source.

govt get more help from officials, if the govt smart and get all the information from these officials and ask them to work for the country and not for the govt. But, they need to understand foreign Stake holders of Sri lanka have double standards. So, always Sri lankan interests are the predominant.
