Rajapaksas’ Cousin Jaliya Caught In The Act – Ordered To Pay Back

Cousin of President Rajapaksa – Jaliya Wickramasuriya, Sri Lanka’s former Ambassador to USA has been gravely cautioned over the financial misconduct allegations against him and has been ordered to pay back over Rs. 45 million that he had swindled through financial misappropriations.

Making an excellent case on the detrimental impacts of the widespread nepotism prevalent in Sri Lanka’s Foreign Service, Wickramasuriya was exposed by the US government earlier this year to Canadian authorities, concerning the financial misappropriations when committed during the purchase of a building to house the Sri Lankan embassy at 3025, White Haven Street, Washington 20008.

He had been ordered to pay back this hefty sum after the Accountant involved in the transaction divulged the details to save his neck, as the suspicions over the issue initially circled around him.

A column in today’s issue of the weekly English newspaper Sunday Times referring to the same incident (though it has not mentioned Wickramasuriya), notes that he has made an appeal claiming the money was paid to him by the seller but that it was reject. However, it has been noted that the common practice in the US is for the seller to pay commissions if any.

It has been revealed that Wickramasuriya has also been involved in two other transactions where he had made mark ups and pocketed the money.

According to diplomatic sources that spoke to Colombo Telegraph, one of the transactions had been the hospital bill of Prime Minister D. M. Jayaratne for the treatments he received at the John Hopkins University Hospital. Meanwhile, the other had been on a payment of legal fees to a law firm that dealt with a case relating to war crimes against President Rajapaksa in the US.

Colombo Telegraph has been unable to reach Wickamasuriya for comment.

The paper also reports that following the mounting allegations of corruption, the centers of power in Colombo including official residences of the leaders have been declared out of bounds for Wickramasuriya. It also states that an irate President had remarked that Wickramasuriya had ‘rubbed mud in his face’ (mooney deli gewa) indicating a slim chance for him to be offered another posting.

    Whilst Jaliya promoted himself by using taxpayer’s money
    to carry out media campaigns in Sri Lanka, his only other
    area of expertise was with the Sri Lankan community in the
    US. He also sent them press releases. So the country suffered
    and we see a UN investigation into war crimes.

    Shallow minded, uneducated idiot Sajin Vass Gunawardena is
    making money now. He is trying to buy over anyone available
    in the US establishment. He will pocket part of it too.

      Residence and the present premises of the embassy were purchased on a proposal by External Affairs Minister Professor G L Peiris to purchase the identified property at No 3025, Whitehaven Street, M W Washington DC to establish the new chancery of the Embassy of Sri Lanka in Washington DC, was approved by the Cabinet. The official 1948 and the local government laws of the district of Columbia do not permit further expansion of the present building of the Chancery as the structure of the existing building does not comply with the local government standards for such expansion.     This confirms Amarasiris’s Hypothesis that the Para-Sinhalese Buddhists are liars including the Para-Sinhalese Buddhist Ambassador.

    If not for the American and Canadians, we would not have known. What about all the other illegal transactions and commissions done in Sri Lanka?

    The Para-Sinhala “Buddhists” are throwing Mud on the Country and on Buddhism.

    when he was acting ambassador in Nairobi,he made a enough money by submitting bogus bills and obtaining refunds from the embassy for water that was actually supplied free by the Kenya government to all embassies due to drought .he did it with help of a Sri Lankan living there who was in the water business.No action was taken by government as this man put much pressure on the foreign affairs ministry through his father.So no action even though all the evidence was sent to foreign ministry.

    In Rome he sold petrol coupons given to embassies .No action taken.President can check this through Mr. Hemantha Waranakulasuriys former ambassador in Rome .Now [Edited out] going to so important place Brussles.What will he do there? Haha haha.

      Rodney a career diplomat, 1988 batch. He is the son of Paul Perera, JR’s neighbor on Ward place and cabinet minister of the UNP regime.

      During his term in Roma/Rome he received one of the Highest Civilian State Awards from the Italian Govt.

      I know his family, we were school mates and shocked to hear of these stories.

      Why would he OPEN anything for anyone? Hello..an embassy is meant to SERVE ALL THE CITIZENS of its country ….regardless of whether one is a rich and powerful person or a pauper with no means… I know for a fact HE didn’t do S***. YES I lived across the DC line in Maryland and was just 10 mins drive to the Embassy. SO don’t give us the… HE OPENED up crap..

      IF at all he opened anything, be rest assured, he OPENED Swiss Bank/off shore accounts not just for him but for those around him as well… to deposit the ill gotten monies…

      Oh yes MR also relaxed the law where ppl were restricted to take away from SL monies in big sums. To accommodate his ministers and political stooges, he made it easy to carry more than 500,000 (Five Hundred Thousand)US$ so they all may rape the country and deposit elsewhere and showing that to foreign countries.. they gain RESIDENCY… when the time is up for them…. all they need to do is fly out…

    It has also been rumored that a lobbying firm is contracted allegedly to promote the interests of Sri Lanka at the cost of some USD 66,000 per month, and that this firm is not a reputable one. Its services seem to have been confined to regular and frequent parties of a rather lavish nature that further cost the SL taxpaying public. These parties were supposedly attempts at attracting foreign direct investment, but no result seems to have accrued. The embassy sent out regularly a newsletter replete with pictures of these parties and accounts of what splendid a job the ambassador was doing.

    The ambassador, seems to have modeled himself on his cousin or uncle Rajapaksa, the President. Just as the latter has converted Temple Trees into a restaurant for bribing people with meals, the former had converted the ambassador’s residence into a restaurant for expatriate Sri Lankans living in Washington DC and its vicinity. During cricket matches all night or nearly so parties were held for large numbers of SL expatriates who in general gloated over both the culinary delights and the attention provided by the ambassador. Here again he was modeling himself on his cousin or uncle the President in seeking cheap popularity.

    The expatriate community itself, largely a bunch of uncultured philistines, are also largely Sinhala Buddhist chauvinists and triumphalists who practice primitive and tribalist rituals in the name of Buddhism, and never tire of talking about the highways and airports and how beautiful Colombo is. The ambassador’s search for cheap popularity suited the interests of this expatriate community perfectly. So much so that professional diplomats who were doing their job with no time for these expatriate clowns paled in comparison, and are described as unfriendly and aloof.

      It’s true what you say about the expatriate community. However, for the function I went to, the food was very simple and basic Lankan cuisine. Many people came from all over US, and we paid for own hotel accommodations,transport and food (other than the dinner given by the embassy). We were proud to represent Sri Lanka and show our support for our Motherland in Congress (there was a light lunch at the congressional offices).

    CB New York deal: Who’s the broker?

    Opposition Parliamentarian Eran Wickramaratne this week persisted in seeking details about the ‘broker’ involved in the Central Bank (CB) purchase of a US$5 million property in New York last year. A day after the CB said it had followed all laid-down processes in the August 30, 2011 transaction, Mr Wickramaratne asked in a media statement: “What was the process (followed)? Was a broker utilized? Who was the broker? And what was the brokerage fee and from whom was the building purchased?” The government on Monday disclosed for the first time that the country’s banking regulator had (unusually) gone into property development overseas with the purchase of a New York property, now leased for use to the Sri Lankan diplomatic mission. The disclosure came only after Mr Wickramaratne asked in Parliament as to why this (August 2011) purchase was not reported in the CB’s 2011 annual report released in April this year. He said that while there may be a case for purchasing properties overseas to accommodate Sri Lankan diplomatic missions, such purchases should be done by the government and approval for such expenditure made through the budget provision.

    “It will be normal to invest a country’s foreign exchange reserves in US Treasuries and similar instruments in other markets. (But) an investment in an isolated property in New York naturally arouses curiosity,” he said, adding: “It is a time to be vigilant as it may be another questionable avenue that is being opened in the management of Sri Lanka’s foreign reserves. In this context, Mr Wickramaratne referred to the CB’s colossal blunder of using approximately $3 billion in defending the Sri Lankan rupee against the dollar and US$, and the investment in junk Greek Bonds.

    Central Bank confirmed that its property acquisition in New York has been reported in accordance with applicable accounting standards.

    Responding to a statement made by the main opposition United National Party MP Eran Wickramaratne in parliament on Monday about omitting the purchase in the Bank’s annual report, the Central Bank said the property was acquired according to the prevailing International and Sri Lanka Accounting Standards.

    The Central Bank also said that the property has been acquired in accordance with the established legal framework and procurement procedures.

    When the opposition raised the issue in parliament, the Deputy Finance Minister Dr. Sarath Amunugama, explaining on the matter said the purchase had been made on August 30, 2011 in accordance with the approval from the Monetary Board of the Central Bank in keeping with the advice of the Attorney General, the Cabinet of Ministers too, has been apprised of the acquisition.

    Dr. Amunugama said that the Bank had bought the entire second floor of a multi-storied Diplomat Centre Condominium building spending US$ 5 million and added that the space has now been rented out for a monthly rental for Rs. 68,000 to the External Affairs Ministry, Govt. Information Department reports.

      Whaaa? This looks like a total fraud…. why quote purchase price in US$ and rental amount in Rs.?? How much is Rs. 68,000 in US$? This is about US$ 525 at an exchange rate of 130, so in reality it reflects a return on investment of 0.0105%. Apparently the return on investment is now around 4% (it has dropped from about 7%; see: http://therealdeal.com/issues_articles/follow-the-money/), and based on this, the Central Bank of Sri Lanka at a discount of some 380%!!!

      Or, the property has been purchased at a vastly inflated amount…. any guesses as to where the difference went?

    An unprecedented number of positions in Sri Lanka’s once-respected diplomatic corps has been parcelled out to friends, relatives and loyalists of the ruling party, the Sunday Times has found.

    This extraordinary rise in nepotism and political favouritism has spawned conspiracy theories with several popular websites stating that the Government intends to dismantle the Sri Lanka Foreign Service (SLFS) altogether. Alarmingly, several key missions around the world—including Washington, The Hague, Ankara, Frankfurt and Pretoria—at present have no professional diplomatic officers at all.
    Sri Lanka has 62 diplomatic representations abroad, comprising consular and mission posts in 48 countries. Of these, 35 Heads of Mission or Heads of Post slots have gone to non-SLFS political appointees. Of the remaining 27, three are occupied by officials of the Department of Commerce. In some of the most sensitive capitals, such as New York, Tel Aviv, Moscow, Rome, London, Pretoria and Brasilia, both Head of Mission and Deputy Chief of Mission are political appointees.

    Actually our People are very very regretful as Jaliya Wickramasuriya is only one of 378 close relatives of our Sanwedee, Nihathamani and Palapurudu Nayakathuma and his family.

    Other 377 relatives of our Sri Rohana Manaranjana are doing well for the country but nobody talks about them. Nishantha Wickramasinghe, Chairman of Sri Lankan Air, brother of Mrs. Plaster of Paris/Gold Queen has earned Rs. 21 Billion Profits a year and we are expecting 100% increase in the near future. He is running Sri Lankan Air like he is handling a 3 wheeler service re-routing Flights for the comport of his young Girl Friends.

    Mihin Lanka, our Manaranjana’s Family Business also doing well and with the profit of Mihin Lanka entire Seashells Islands can be bought.

    Dr. Priyath Bandu, Chairman Ports Authority, another relative of Manaranjana Family having recorded profits and he is making another Port in his palace.

    Asantha De Mel, Suraj Dandeniya, D.S. De Silva (Close Relatives of Manaranajana Family) has done immense service to the Petroleum sector and Sri Lankan Cricket.

You pack your administration with every mother, uncle, aunt, cousin, in law, and their sons, and it eventually ends up with unqualified, uneducated barbarians, running this country, and disgraceful crooks representing us in other nations. What this buffoon did was an embarrassment for all Sri Lankans. We may never know what the other crooks are doing, and how much they have stolen from the Sri Lankan people, they are all dipping their dirty fingerers into the pot of honey. MR removed a career diplomat in Washington, and replaced him with this villager, who did not know a damn thing about diplomacy.
    Looks like MR is mad that his dear cousin got caught ripping the country off, more than the act of theft itself.

They were a pride to any country, any society. Urbane, educated, cultured who held their own with the best anywhere. They came from a professional and disciplined service whose good record goes back many decades. They were respected by other diplomats and in the countries they served in.

      I regret to note Jaliya looks like a Mariakade (Maradana, Colombo Central) sarong-clad thug – more at home in the pavement. Even the predictable regime-white washer Dayan J says his (Jaliya’s) nadir of diplomacy is inviting U.S. political VIPs for Egg Hopper nights and Kandyan dancing – in the foolish thought the Yanks have been bought over. What a chimpanzee to represent the country in the most important diplomatic Capital in the world. The press interview he held in D.C. that was broadcast was a disaster where he fumbled and made a fool of himself. This prompted a local wag to call him “Ambassador this and that”

      Surprisingly, at last the Rajapakses have regained their senses. The appointment in Washington (H.E. Prasad Kariyawasam) and New Delhi (H.E. Prof. Sudharshan Seneviratne) are excellent ones. Professional, educated gentlemen whom the country takes pride in calling our own Ambassadors.

      It is time the Rajapakses recall all those inefficient, egoistic no-good services men warming their seats at the expense of the Lankan public in many Capitals with nothing to show by way of return on investment. The process must begin with the headstrong, top heavy, skirt-chaser Shavendra de Silva. Talking to this man one gets the impression he behaves like Napoleon Bonaparte. At his I.Q. level, the man will never know who Bonaparte is.

      When history is written in due time Mahinda Rajapakse will go down as having enabled the entry to a whole lot of uneducated misfit clowns in Parliament, in the Cabinet and in the Overseas service. His name will be treated in par with Andare in old Sinhala Courts.

    Actually, our educated sinhalaya living in the USA could have protested seeing the man of low grade – like Jaliya Wickrama to have been appointed by the Mieeharaka Rajapakshe for the great position – which is the srilanken diplomatic high official to represent the nation ? Lack of the attention of highly educated srilanken living in the states let this man like Jaliya to abuse all these funds and the entire diplomatic administiration to drawing to this levels.
    We the lankens see things – when they become Kenda turning kanda only. Tamil problem to any kind of other social problems that the nation face today are the similar to this one. Ballige puthas of Rajapakshe sort have no vision, not once, several dozens of times, they have proved it.

    What’s all the Maha Loku fuss about? Over the years it has been going on big time; London, Paris, New York, Rome…..Tokyo and Washington too.
