Ranilnomics: Learning Nothing, Forgetting Everything

The Sri Lankan political class has a ‘measurement problem’ with the economic crisis in the country. Political leaders and organizations, specifically the current parliament, seem to be lacking in competence to come to terms with the magnitude of the current economic problem. This failure manifests itself in the same-old-same-old ways in which parliament is conducting itself, and the SLPP government has learnt nothing and forgotten everything from the exit experience of the Rajapaksas. Add to this the President’s facile optimism that although the crisis is grave, the country has in him the man who is capable of overcoming it. The assumption, or even the fact, that Ranil Wickremesinghe is the only one in parliament who has a measure of the problem does not by itself reduce the magnitude of the problem or renders its solution any easier.  

The inability to grasp the magnitude of the problem invariably leads to superficial responses, both internally and externally. The optimism on the external front involves the assumption that all the external support mechanisms to overcome the economic crisis will eventually and somehow fall into place. It is only a matter of time. So, give some time and slack to the President. If only the realities were so simple. Cabinet ministers and a good majority of MPs seem to be taking it for granted that the IMF agreement, China’s concessions, the overall restructuring of debt payments, and the reopening of channels for new FDI inflows – all these will somehow start happening. 

Dire Predictions

This level of optimism is contrary to the global reality which in every sense involves a highly divided, dog-eat-dog world in which it is already a struggle for Sri Lanka to get the attention and priority it desperately needs. That desperation is not sinking into the heads of cabinet ministers and MPs who are waiting to become ministers. Again, the assumption, or even the fact, that in President Wickremesinghe Sri Lanka has a leader who can reach out and get help from any country in the world does not necessarily mean that help is on the way, in double quick time, and in amounts help is needed at any given time. 

Add to this the dire predictions about a global economic downturn for 2023, and the specific warning in the IMF’s biannual World Economic Outlook released on Tuesday this week, that “the worst is yet to come, and for many people 2023 will feel like a recession.” Sri Lanka’s situation, by any measurement, is worse than a recession. Releasing the Outlook report, the IMF’s director of research, Pierre-Olivier Gourinchas offered this admonition about low-income countries: “Too many low-income countries are in or close to debt distress. Progress towards orderly debt restructurings through the Group of Twenty’s Common Framework for the most affected is urgently needed to avert a wave of sovereign debt crisis. Time may be soon running out.”

Sri Lanka is well past the point of aversion. Its debt restructuring talks are virtually stalled over the impasse involving the debt owed to China. This week Washington is hosting the annual meetings of the IMF and the World Bank attended by finance officials and central bankers from around the world. How is Sri Lanka going to be prioritized in this climate? State Minister of Finance Shehan Semasinghe is providing ministerial representation for Sri Lanka at the Washington meetings. This is the pathetic level at which Sri Lanka’s economic literacy is being exhibited at world gatherings of finance ministers and experts. Not to be outdone at home, the full Cabinet of Ministers reportedly decided to have Sri Lanka formally downgraded from middle-income status to low-income status. It was left to the much learned Minister Bandula Gunawardana to make the announcement on behalf of the cabinet, only to have it shot down almost immediately by the President’s Media Division. Perhaps one might feel sorry for the President in all this, but then again all of this including the cabinet is his own making. 

Karmic Quirks

For his part, the President addressed parliament again on 6 October. When I read the Sunday Island’s editorial last week on the President’s statement to parliament and its banner-coverage by the Daily News, I could not help chuckling how the wheels of political karma have turned over the last fifty years. That is a long time in politics by any measure, but here we have the Lake House papers that were nationalized by an SLFP-led government in 1973 to rebuke the Wijewardenas and the Wickremesinghes, now feting  the grandson of DR Wijewardena and the son of Esmond Wickremesinghe, who is also Sri Lanka’s most fortuitous, but not quite fortunate, Head of State and Head of Government. 

There was another karmic quirk that occurred recently, figuring Tiran Alles, who was the alleged mastermind behind the equally alleged arrangement between the LTTE and Mahinda Rajapaksa in the 2005 presidential election that led to the infamous fatwa that stopped Tamils in the North and East from voting and precipitated the defeat of Ranil Wickremesinghe by the narrowest of margins. That was then, and now Tiran Alles as Minister of Public Security is said to have misled President Wickremesinghe into signing the abominably extraordinary gazette on High Security Zones. The gazette has been withdrawn and the President’s supporters have blamed the Minister and the over-zealous Defense Secretary for the gazette misadventure. But that does not wholly absolve the President, for he should have known better without asking for the Attorney General’s opinion and he should be held responsible for appointing and/or retaining the current crop of Ministers and Ministry Secretaries. 

All these nuggets would have been great for polemic grinding in ordinary times. But we are not in ordinary times, but extraordinary times. Politics itself is extraordinarily different, and the underlying living experiences of the people are extraordinarily difficult. But the government and the SLPP Ministers and MPs in parliament are not at all sensitized to the people’s difficulties and the country’s challenges. They have abdicated their responsibilities to the President in return for the President protecting their interests.     

In his statement to parliament, the President confessed to being repetitive and said, “I would like to draw your attention to some of the challenges we face today in reviving the collapsed economy” … and insisted that “we have got to consider it over and over again since it would enable us to comprehend the real picture of the situation we are in today.” However, the President did not present in any great detail – what he called “the real picture” of the country’s economy. And to the point of this article, the President’s address was full of words but there were no numbers – either about the severity of Sri Lanka’s debt problems, or about the timelines for their restructuring and repayments. Instead, he papered over the economic crimes of the Rajapaksas, and berated unnamed “groups” for apparently wanting to destroy the economy in order to capture political power. 

The return of Solheim

Obviously, the President was having in mind the JVP whom he could not publicly scold after being with the JVP in the yahapalanaya government. His target group of course  is the Frontline Socialist Party, which too the President chose not to name, perhaps out of deference to the JVP. Once again, the President reminded the country that he “embarked on this journey taking a huge risk … at a time when no other political party or leader of the opposition would accept this risk” … and requested all parliamentarians “to join a common program to build the country through the National Assembly of Parliament, “Jana Sabhava” which is to be established soon, and Parliamentary Sectoral Committees.”

The President has got himself into a habit of calling, at one moment, all MPs to join him, and then flying off the handle quite immediately and threating to call a referendum unless parliament acts soon enough according to his timetable, which nobody knows. His latest referendum threat is over how many locally elected the Local Government elections. Few weeks earlier it was all about parliament coming to a consensus about enacting new election laws after sitting on them for nearly ten years. Now out of the blues comes the extraordinary announcement that the President has appointed former Norwegian Minister Erik Solheim as his “International Climate Adviser.” 

It is not quite out of the blues when you hear from Mr. Solheim himself, how this appointment came about. According to his email exchange with the Daily Mirror, “My old friend Ranil Wickremesinghe invited me to visit Sri Lanka and asked me to be his International Climate Adviser. I am looking forward to working closely with the President and his great team on how to assist Sri Lanka to find a green pathway out of the economic crisis. Renewable energy, electric mobility, tree planting, green agriculture and ecotourism all offer huge opportunities for jobs and prosperity while taking good care of Mother Earth at the same time.” Is this another turn of the wheel of karma?

Not surprisingly, Mr. Solheim has called “the proposal for a university on climate science in Sri Lanka a brilliant idea,” and noted that “Sri Lanka has a very rich intellectual tradition and can establish a hub for climate science – working closely with other Indian Ocean nations and the rest of the world.” What can you say, except ask, what are friends for? Even when your country is struggling to feed its children. Why did not the President think of appointing Mr. Solheim as his international adviser to prevent malnutrition among Sri Lanka’s children? That would have been a little less indefensible. 

Ranilnomics

Through all these distractions, Mr. Wickremesinghe’s ultimate reason for being President is his assumed ability to lead Sri Lanka’s economic recovery. In his many statements since “embarking on this journey taking a huge risk,” first as crisis Prime Minister and now as redeemer President, Ranil Wickremesinghe has been outlining his approach to overcoming Sri Lanka’s economic problems. Dr. W.A Wijewardena, a former Deputy Governor of the Central Bank and a frequent writer of expert articles on practical economics, has described Mr. Wickremesinghe’s approach in summary as “Ranilnomics.”

Ranilnomics is the Wickremesinghe version of “social market economy policy” that was first tried in postwar Germany. As described by Dr. Wijewardena, it was “an attempt at finding a middle path between pure capitalism and extreme socialism.” Mr. Wickremesinghe has been elaborating on this for some time – first as half-powerful Prime Minister in the yahapalana government and now as all-powerful president in a post-Rajapaksa government. Given Mr. Wickremesinghe’s somewhat long association with ‘social market economy’ (SME) that predated the current economic crisis, the SME approach is not an automatic toolbox with all or most of the tools that might be appropriate for use in the current situation. 

In fact, there is no such ready made toolbox, but there are enough economists in Sri Lanka who would be able to provide consistent advice to the government. The President has occasionally referred to experts offering voluntary advice and support to him and to the government. If so, why is it that their involvement is not made public or channeled through formal institutional arrangements? Ever since public protests broke out against the Rajapaksa regime, expectations were raised that outside experts would be brought into parliament and cabinet through the National List avenue. The JVP and some of the opposition parties were prepared to sacrifice their MPs to create openings for outside experts to enter parliament and then the cabinet. Of course, that would be anathema to SLPP MPs. 

But why has not the President done anything to bring in outside experts as MPs and make them ministers? Instead, there is Shehan Semasinghe, State Minister of Finance, doing the honours for Sri Lanka at the IMF and the World Bank in Washington. There is Bandula Gunawardene always talking out of turn in Colombo, and the whole cabinet seriously deciding to formally downgrade Sri Lanka from middle-income status to low income status. 

In all the reporting of helpful interventions in Sri Lanka by other countries and international agencies, there seems to be an emerging focus on helping vulnerable sections meeting their basic needs and helping children avoid malnutrition. In other words, there might be financial and material support to prevent severe food shortages and malnutrition, but no easy way out for the government to get an IMF agreement on track and to reach agreement on a debt restructuring package. That would be just rewards for a government that in spite of having a new President has learnt nothing and forgotten everything from the exit passage of the Rajapaksa family. Unfortunately, the people will have to suffer collateral damages but they will have their turn, hopefully sooner than later,  to vote the present rascals out and elect a new parliament that will have credibility both within and outside the country.

    Yet another article bashing Ranil. The whole premise is aimed at predicting the failure of the IMF talks combined with, why is Ranil not bringing in the so called “Experts” and why he wont listen to any of these so called “Experts” and Oh how the people will suffer. Gottler too had experts called the Viyathmaga. What were the consequences of heeding their advise? It seems to me that this author like many others who write on this site are the ones who have amnesia. No matter what a leader may do there will always be an “Expert” who will disagree. The idea of the poor people suffering is also a false sympathy for it is these poor people who consistently vote for the Rajapkshes who then destroy this country and reduce it to its current predicament. Expressing sympathy for these brainless morons and then going on to bash Ranil makes sure that the Rajapakshes will return for more pilledging. That is the ultimate aim of writers of this type. Right now the entire opposition seems to be waiting to see Ranil fail while shedding crocodile tears about the poor mAsses. Typical nasty Sri Lankan trait.

But the writer support Protesters who demand resignation of the entire 225+1 Afghani Donkeys and recreate everything afresh, including election laws, constitution. So the writer’s point must be met with points, that is what is wrong you see on the call of protester whom wants a total change not a regime change, as you a blame on the writer.

      If Ranil is democrat first thing he should implement the current constitution, that North East should be given the Land and Justice right, with merging the North and East. When there is no EP on the chair he took it over the responsibility to run the country. He is many time defeated Election 2010, 2015 & 2019 ” he refused to stand in the election saying that people don’t want him to become EP. . Could you explain me, after that, from where Ranil found the moral right to grab the power with constitutional coup and invoke all draconian acts to protect him on the seat? You Ranil;s Cooli claiming that if he goes out Royals going to come back. What can be your lame duck logic, but it was the election result and it will be the election result. Because election results going to discard Evil, Evil cannot invoke draconian acts stick on the power.

      When there was no EP on the chair Evil took over the responsibility to run the country.
      If Ranil is a democrat, the first thing he should do is implement the current constitution, that North East should be given the Land and Justice right, with merging the North and East. Government is enforcing the constitution which stipulates Buddhism is a privileged religion. Government is enforcing MMDA, by which Muslims are treated as a special religion. 13A treat the land of North East as Tamils area. Why cannot only that part of the constitution should be implemented? In addition to the constitution, a Supreme Court verdict on the case against Mavai says that Federalism can be part of the constitution even over and above 6A.

      Evil cannot invoke draconian acts to stick on the power or as you are doing here, give a lame duck explanation that if Evil leaves then, Royals can only back. Why should one have to prefer Evil to Royals? When was the last time UNP was a better democratic party than SLFP. Dudley and CBK are less violent criminals compared to other leaders. That’s all! Langkang is not the party UNP for Evil to declare himself as the lifetime chairman of it. He made him as life time Prime Minister of Langkang with the 19A. Why did the 19A let the Evil down and where did the 19A go after that? People who vote for Royals and people waiting for the next election to vote for Royals are accusing you, ( the way you are accusing the writer) that if Evil is unseated only people voting can take place and people candidates (the Royals) can come back to power.     Rajan Philips gives ‘the man’ more credit than he deserves.
    Who gets to be optimistic?
    Only a man with a plausible plan could get that confidence.
    What was that that gave him the ‘opening’ to be President.
    It was the Aragalaya.
    Wouldn’t a sensible Ranil be keeping that aragalaya at the back of his mind? Does he?
    He behaves as if GR did not have the mettle to ‘challenge’ that ‘crowd’.
    No, the President is not optimistic; he is making the people feel trapped and oppressed.

    But with Ranil W as the head supported by SLPP is not going to happen sooner. As the Executive President RW will try to hang on by hook or crook and will continue his antics. The losers are the people at the bottom of the economic ladder. It’s sad

    Achieved nothing in ‘serving the people’ for almost half a century at the poor taxpayers’ expense. Has enjoyed all the perks that come with the job though- endless foreign travel, security details, and bullet proof vehicles to name a few, and of course jobs for the boys.

    We all know that why Ranil was now not taking a risk because his long WAIT GIFT as “President” of this country when the people of Sri Lanka washed their hands on him. So, he is not answerable to people or country. The country and people lost everything for wrong reasons. The reasons are that they thought that it is Rajapaksa family only able to safeguard Buddhism and independence of Sinhalese country from Tamils and Muslims. I don’t know whether Sinhalese people still have the same strong opinion even though it is very clear that they only cheated them and robbed this country. IMF or West or China or India cannot solve our problems. Our problems are a history of 70 years and still the problem makers are active.

      Ajith: In my opinion, Ranil’s ascendancy to the “Throne” is a “Coup de Tat” well executed both by “Rajapaksas” and “Ranil W”. The only person who explained this so far was FM Sarath Fonseka at a Youtube channel “MEE MESSO” conducted by Kalpa Gunarathna. SF said he was summoned to a meeting with Gotabaya arranged by one time his party Secretary at which Gota agreed with the plan of SF, but suddenly changed after a very “Suspicious” and “Unscheduled” meeting with Ranil W

            I’m used to getting that sort f treatment from certain students who can be quite blunt!

            The fact is that knowledge in certain fields is progressing so fast that nobody is quite sure of where we are. Children learn to manipulate gadgetry, but they don’t have a sound overview of knowledge, so they don’t know where to fit in bits of information.

    The Pohottuwa crowd are starting to flex their muscles again. Its General secretary Kariyawasam, an open Basil acolyte, objects to the 22nd amendment, and expects Basil to return soon. Then there are the Pohottuwa Revival rallies featuring the likes of Johnston and Rattharan. All Rajan’s speculations will only be of academic interest if the Rajapaksas gain the upper hand.
    What will Ranil do if they trash the 22nd amendment? He could certainly threaten them with a general election, which would wipe out many of their big talkers.

    He isn’t suicidal. Add to that the SJB’s obstructive attitude.
    What if the Rajapaksa crowd play to the gallery and present a manifesto promising lower taxes, free electricity for the hamuduruwos and cheap subsidized food? Would the gallery not bring them back to power?
    Elected incompetence may well be worse than the favourite grouse of many on CT, an unelected President.

      How about more free stuff for example, home grown Diana Gamage’s free Cannabis, freedom and access to have under age sex, bars with free liqueur every religious establishment, freedom to print money, ……..

      I still believe Mahinda has a very good chance of placing himself in a powerful position.

      People are still remember the war and grateful to him for teaching the Demilas a very good lesson.

          You returned to ur place after spending hardly 10 days in Colombo where 🤔 serpentine queues for fuel killed a dozen or more customers 2 months ago. Now with nothing changed much in same debt burden and any inflow of new loans, RW led govt has succeeded to control the situation. Atleastctovsomeextent. If Gota continued , no doubt roads would overflow with human Cadava turning beautiful colombo a ” wisala mahanuwara”. There it is fair to anyone to feel like the way OC added above. 🤔🤔🤔🤔🤔

      This 63 year old lawyer, ex-Minister, who is still in Parliament shows abysmal ignorance of what’s happening in the world. See it in the context of the Conservative Party in the UK tottering with their own incredibly inept Prime Minister’s government tottering. The guessing now is that the fall of that government being imminent, and finally, when all lose confidence in the government there will definitely be a General Election, with all expecting the Labour Party to win.

    The author concludes his rather polite depiction of the marauding rascals that masquerade as saviors in a landscape of parasitic destruction and catastrophe by a cabal of self-serving scum, saying that elections will return a much better future for Sri Lanka. Really? How many elections have we had so far, and which election delivered anything good for the people? The only solution is for the educated and intelligent youth who are committed and sincere, who braved the elements day and night at GFG to take back their future from these parasites that include not just the 225 and their lackeys but corporate heads, govt institution heads and other such scum that have collectively destroyed the lives of millions of citizens and the future of millions yet to be born. No election will give a fair or just result for the people as most nominations for candidacy are given to corrupt criminals who have money to throw around in campaigning. An utterly corrupt judiciary, police, state institutions and hierarchy can only be dislodged and dismantled by a complete overhaul of the system by these dedicated youth. There is simply no other way.

    Unfortunately, the situation does not bode well for this country. We have the same corrupt and incompetent lot, still calling the shots, have no damn clue how to get us out of this mess, and still looking out only for themselves.

    We refuse to comply and cooperate with international agencies, who we accuse of interfering, and wanting to own us, and expect THEM to bail us out. What happened to our savior China? With all the riches they are extracting from helpless nations, they did not step in and bail us out when we were stranded without transportation, and having to deal with shortages. Bailing us out would have been a drop in the ocean for them, but they kept their distance and gave us token assistance. We keep biting the hands that feed us, and then get offended they are not eager to help.

    Lots of us who contribute to Colombo Telegraph are like minded people who are interested to see motherland to be rescued from the RASCALS who act as if they are the Patriots of the majority race.
    It is important for us to be united and work towards peace Harmony and prosperity. We need to make sure that Tax payers money + the remittances by SL workers in the rest of the world are spent wisely & not wasted.

    Time for fresh elections the sooner the better. Time for a brand-new constitution, the current one is passe.
    Time to change the qualifications and age to be a parliamentarism. Time to get rid of the culture of impunity.
    New age limits and term limits should be specified in the new constitution for parliamentarians with equal
    proportion of both sexes.
    There are plenty of younger bright Sri Lankans to make Sri Lanka prosperous and proud. It’s time for a radical change.

    Why are we wasting Tax Payers’ money in providing Police, Army and STF protection for holding SLPP Meetings. Aren’t the Rajapaksas using the STOLLEN money to hold these meetings to spread disinformations? Aren’t they the ones successfully UTILISED the Religious and Ethnic differences to bring about the downfall of our motherland. Time to change the High commisioners and Ambassadors appointed by SLPP government. Especially the one in UGANDA!

    a). Democracy failed in Langkang.

    b). Free Market Economy failed in Langkang.

    c). Buddha’s teaching failed in Langkang.

    d). Free Media failed in Langkang.

    Because of the inferior creation of the Sinhala Intellectuals, aka Viyathmaga, by Nature or by God, the modern, most civilized socioeconomic, political, and religious education could not be footed in Lanka. Below are few suggestions from the Viyathmagas, the Afghani donkeys, for economic development to save Langkang Sinhala Buddhists being wiped out of Wildlife Sanctuary, SingaLE:

    1). Downgrade Langkang below its status of Wildlife Sanctuary.

    2). Send mothers to wash toilets and end as sex slaves (hi-fi word is “foreign jobs”) in ME.

    3). Open Colombo & other cosmopolitan areas for nightlife.

    4). Legalize prostitution so women will have income & politicians have entertainment.

    5). Allow Ukraine sex tourists to come into country without Covid-19 checkup. We need dollars.

    6). Cultivate Marijuana for export, uprooting the tea estate (Don’t worry about loosing GSP+ for other exports).

    7). Bring rehabilitation act if anybody crying on the road by hungry and creating disgrace for Buddha land.

    Instead of all these troubles, why doesn’t any modaya suggest one single solution, punishing anybody who is talking of “Sinhala Buddhism” with the 6th amendment and deporting all bald heads to Andra? Within a year the country will shoot above Singapore.
