Ranil’s Post-IMF Challenge

China’s Yuan Wang-5 vessel finally reached and docked in Hambantota Harbour – China’s leased property, on Tuesday 16th, five days later than originally scheduled. This delay could be seen as a gesture of goodwill and to satisfy Colombo’s request to delay that visit after India raised security concerns, which ultimately proved baseless. A day before that, India gifted Sri Lanka a Dornier Maritime Reconnaissance aircraft to coincide with India’s National Day celebrations. Ranil Wickremesinghe (RW) in acknowledging that gift reassured close relations with India and described the two countries as “two sides of one coin”. Sometime back in 2020, Prime Minister Narendra Modi in a bid to strengthen Indo-Lanka ties recalled India’s glorious Buddhist past, celebrated it with the inauguration of a digital Buddhist library, emphasized the civilizational bond with Sri Lanka and reported to have said, that helping Sri Lanka was a “civilizational duty”. On the whole, the Yuan Wang-5 episode ended without any diplomatic complication and to the satisfaction of all three parties.     

In the meantime, while public attention was kept focused on developments surrounding the Chinese ship at Hambantota, India’s Adani Green Energy quietly won approval for two wind projects, one of 286MW in Mannar and the other of 234MW in Pooneryn, adding to an ongoing economic and commercial penetration of India into impoverished Sri Lanka. Given the economic plight of this island and President RW’s desperation to demonstrate evidence of quick economic progress to win the hearts of the people, the two regional giants would be aggressively competing to exploit the country’s weakness to enhance their own respective long-term interests through rivalling gestures of benevolence. It is a well-known fact in international relations that no country aids another purely with altruistic motives. What Adam Smith said about the benevolence of butcher and baker applies to countries also. Ultimately, Sri Lanka would be forced to pay a heavy price for the strategically motivated Indo-Chinese generosity. There is also no guarantee that there would be no more Chinese or Indian military vessels entering Sri Lankan waters causing diplomatic nightmares in the future. At the end, when the country finally manages to come out of its insolvency and state of dependency it would discover with disappointment that its sovereignty had been compromised on multiple fronts. That would be the permanent legacy of a foolish civil war fought with borrowed money and bungled foreign policy. One should not disconnect the economic ruin from ethno-nationalist politics.    

Be that as it may, RW, his Foreign Minister, CBSL Chief and other hired experts are busy finalizing with IMF the reparation program for economic revival.  In these talks, one should commend the CBSL Governor for his stand not to concede to any request from IMF for restructuring domestic debt, which would seriously imperil the local banking industry and may even become problematic in restructuring foreign debt. Even without domestic debt restructuring foreign debt restructure would pose enough difficulties given the unwillingness of China to co-operate with IMF. With this background, CBSL Chief’s prediction of an 8 percent contraction of the economy and 70 percent inflation rate this year is going to make life extremely difficult to a vast majority of Sri Lankans. That the IMF prescriptions, which would include implementation of stringent fiscal and monetary reforms with radical restructuring of lossmaking SOEs, and that those prescriptions are going to be too bitter to swallow is public knowledge. RW has already warned the nation about its unavoidability on more than one occasion. That is why he is keen to constitute in a hurry an all-party government with a jumbo cabinet so that all of them would rally behind him in accepting unanimously the entire reform package of IMF and selling it to the public with patriotic zeal. 

But what was missing in his warnings was the need for and willingness to undertake structural changes of a different magnitude and which lie outside those recommended by IMF. Such a structural change involves a total repudiation of the rotten political and administrative culture and ideology that produced the present calamity in the first place. That culture could be destroyed and its ideology thrown out only by a government mandated by the people. RW, being a prisoner of that culture and ideology, is incapable of undertaking this monumental challenge. Needless to repeat, that the overarching demand of the aragalaya youth is to make that change a reality. Neither RW nor his ministers and none of the present political parties, except JVP/NPP, seem to understand let alone support this nation building demand of aragalaya. 

Economic reforms should not be considered in isolation and separate from socio-political reforms. Both are intertwined and it is a cardinal sin often committed by professional economists to relegate socio-political matters to the periphery in their analysis and continue to concentrate only on what is purely economic. IMF is not free of this prejudice. When IMF insisted that political stability was paramount to achieve economic stability and that it would not start the dialogue until that stability was achieved, it did not mean structural and ideological changes in Sri Lankan politics, but some sort of a working compromise among competing power groups to allow peaceful governance. RW’s ascendancy to executive presidency by way of constitutional procedures was satisfactory enough for IMF to work with. This is why the president is not concerned about aragalaya demand and is prepared to ignore its mission and confront the agitators with force if necessary. What an ungrateful leader who climbed to power on the back of those agitators and now trying to destroy them!   

The greatest and unavoidable post-IMF challenge facing RW and his proposed All-Party Government and ministers therefore is to get peoples’ endorsement to the finalized program. This is not to argue that IMF recommendations should be rejected altogether as some leftists of vintage era would prefer. Instead, what is implied is that that program alone would be insufficient to achieve long-term stability and prosperity. To achieve that requires additional projects and specifically worked out plans to capitalise on IMF recommendations. RW has no such plan except to talk in general terms about an innovative export economy to transform Sri Lanka into a First World economy by 2048.

That is why a general election, if unaffordable locally, could be made affordable through international funding agencies and the UN, is imperative.  Aragalaya should emphasize this necessity in its future campaigns. The call for an election should be heard as far as Geneva where UNHRC is scheduled to meet this September. A fresh mandate from the people for a manifesto that focuses on structural change is the only way to maximize the benefits accrued from IMF exercise. Otherwise, the implementation of its recommendations would be compromised in the interest of parties that join RW’s achcharu government with an unwieldly cabinet. The aragalaya youth, Inter-university Student Federation, trade unions and JVP/NNP should coalesce work out such a manifesto and go before the people for endorsement. 

Thanks to aragalaya Sri Lanka has entered a historic moment and that moment should not be allowed to go waste.

    Yes, clearly the Aragalaya has triggered a reconfiguration of political classes, parties and factions in the country. JVP/NNP, trade unions and the Inter-university Student Federation are merging as a counter force to the two major parties and their little satellite parties that have ruled the country since independence and brought it to ruin. Farmers, plantation workers, minority communities, marginalized groups like the LGBTQ, and the Millennials in general want a new political system that would give full expression to the sovereignty of the people. That would mean people behaving more like citizens exercising their constitutionally guaranteed rights rather than like tribal herds whose political role is confined to voting at elections as manipulated by the media and the monks. The emphasis would be on individual, human rights over collective, tribal rights. Now this is obviously a nightmare to the established political class and its organs: SLPP, SLFP, SJB, UNP, TNA, SLMC and the three wheeler parties. whose power base is built on racism. No wonder they’re all showing a keen interest in forming an “all party government” – but not in the form or shape as demanded by the citizens of this country led by the Aragalaya. They want to join forces in a desperate attempt to cling to power in the face of a tidal wave in the horizon.

      1/As I reiterated, if a new future is to emerge, it must come from the infernal Sri Lankan politics itself. I pray that the state media in Sri Lanka will be stronger in the coming days so that the media can be used to heal the delusional mentality of the majority of this country. This must be essential at a crucial time when Sri Lanka is sunk so deep by an evil family. In a civilized world, long before Basil, the real culprit would be stoned to death. But today, after so much harassment and destruction by his own emissaries, a bugger to react like a hidden leader?

      Sepal Amarasinghe was given a contract to stand up against Ranil Wickremesinghe today, so he was hired by the MLECHCHA rajapakshes in November 2019 (remember “anyone not mentioned above” or “NOTA”. ). This Sri Lankan evolved cheap man will do anything for his next “dollar profit”: he repeatedly shouts, opposes the repatriation of RW Gotabaya
      . In fact, Gotabaya should break his head in an open action for all the stupid decisions he has made recently. The nation’s traitors who led this country to a cliff were chased away by the “struggle youth”.. I really don’t know how abusively it has been brought down by this media.

      What matters is the majority opinion. We need to focus on them more than ever and make them logical thinkers.

      What I mean by that is that people are still not rational thinkers. New thinkers who seem logical but whose practices are miles away have no way of reaching the “deluded majority” of this country.

      The question is how we make them rational thinkers.

        2/ Professor Kovoor as a psychoanalyst long ago predicted that in the late 60’s or early 70’s our people (majority of our entire society) regardless of their level of education would eventually fall prey to the wiles of witches. day. This became even more evident to the youth who saw how many professors, university academic staff, engineers, doctors and various professionals were among the elites who were striving to grab a “share” of the “false syrup-DHMMIKA PANIYA”. The tragedy… the size of it,.. we have no brave people to fight against – myths- and fake news….
        We have no journalist brave enough to question Mahinda Rajapakse or his brothers and sisters (powerful in the eyes of stupid people in this country) when they constantly go after “Magicians”, “Hakgeiya promoters” hunters or “Astrologers”. .
        Not even brave JOURNO to question, why on earth Mahinda Rjapakshe wasted that much of funds for his trip to italy a year ago… can you imagine ? This is a country tremouerd by MYTHS and false beliefs and fake news.

        Sri Lanka’s bond of illusions (Sri Lankans are bound by invisible forces regardless of caste, religion) must be broken in the same way the Germans tore down their wall between East and West: if we succeed in that, income can quickly reach progress. This nation is faster than we think…. That is the cancer we are in this country. There is nothing else.
        Dr. Merkel succeeded in her economic reforms and made the country more prosperous after reunification.

        That would do. Please understand that this Sepal is probably more intelligent and cunning than us. Most Pohottuwa loyalists (referred to as “kapuwoth kola’ voters) will ALWAYS vote SLPP. None of them will be watching these videos. They will be listening to the most eloquent SLPP orators. Sepal’s task is to attract floating voters, so he criticises the Rajapaksas mercilessly.     Ameer Ali should stay in WA and enjoy all the comforts he has, but should not meddle with politics of poor Sri Lankans.
    IUSF leaders should go back to the Uni, and complete their degrees, without disturbing the studious children.

    I don’t believe that this will happen in reality. A government with a mandate will probably be an SJB regime. It’s leader Sajith is already known to be opposed to privatisation of what he calls “national assets”. If he agrees to IMF proposals, it will be political suicide, with a likely return of the Rajapaksas, as in 2019.
    The corruption, unfortunately, is part of our culture. Who hasn’t paid a bribe to get things done?

      People whose half penny prophesies went with the wind say things to soothe themselves as expected.
      I have fair idea of the implications of RW as President for the economy, foreign relations and most importantly the working class and the left, and thus am not hopeful about his presidency.
      Many people whose class interests RW well represents are spitting venom at him. Had it been Sajith in the driving seat doing the very same things as RW, he would have been hailed for restoring order all round, and we will be advised to grin and bear until the economy is put in order.
      Intellectual honesty does not come easy.

      I may not get what I want.
      .
      I want a properly conducted election, with no rigging. There was no rigging on 16 November 2019, and on 5 August 2020, although many questionable things happened in the run up to both elections.

      I want elections on the earliest possible date. If, as you think, Sajith’s SJB wins, so be it. I’d like neutral forces, like the United Nations, to monitor what is happening from the moment elections are announced.

      I will not vote for Sajith’s SJB; my intention is to vote for the NPP.

      I know that a few unsatisfactory people will get elected, but fewer than recently has been the case.

    Ameer Ali, from what I hear there is plenty elbowing and jostling going on, among ruling politicians including potential cross overs , in getting ministerial berth. Other than perks, I doubt anyone is sincerely concerned about IMF or their recommendations. Many have been there for decades and are responsible for the crisis. The only way they can help is to “do nothing “. But that ain’t happening. After 75 years of INdependence people who are capable, have either left or will not join politics, whereas people in politics are incapable of doing anything productive. As always there are few exceptions, but will never make it.

        Knowing that they have no brains, I warned the people not to come back to power. But today many people across the country are not standing against Mahinda. The Sri Lankan media has branded it a “false public opinion and their high values” which is akin to tattooing a teenager on his body without his consent. Even if the young man makes every effort to remove those tattoos, it may take a long time … even with laser therapy.
        It is up to you, experts, psychologists and other relevant authorities in society… My appeal is to clear the heads of deluded people and widen their eyes to grasp a “heartfelt, unbiased picture” of a better future.

    Both India and China have ulterior motives, not altruistic aims.
    Price, heavy or light, is always there when elephants fight. It is the grass that dies; the land that gets barren!

    I hear every time, without exception, that what we have had was a ‘war’.
    What we had was a political upheaval. Not a war. It was violent. But, not a war.
    The government stymieing Tamils into submission under war-like conditions was of course true.

    The author should know that the Chinese vessel would not be allowed entry to Sri Lankan waters without Sri Lankan permission.
    There is nothing to please China in this episode. Sri Lanka’s going back on an agreement and then correcting itself is nothing for China to be thrilled about.
    I do not know what transpired between the relevant diplomats, but I will not rule out a hint dropped about the implications of an act that would have been seen as humiliation especially by the kinds that were gloating in Indian media, and even on these pages, that China had been told off by India.

    The Past President is answerable for mismanagement financial default due to 69 % voted for him
    The Present President likely to say non answerable if any financial default due to NO vote from the people.

    Ranil can twist policy that he has already arranged in the polcy making loop holes for him to creep that 134 who voted for him have no say, Through trating the Aragalaya it is apperant there are two sides to his story and preaches but do not practice
