Ravi K Says Actual Cost Of Hambantota Cricket Stadium Is Rs. 852 Million, And Not Rs. 4.5 Billion As Claimed By Rajapaksa

Finance Minister Ravi Karunanayake has disclosed that the actual cost of the infamous Mahinda Rajapaksa International Cricket Stadium in Sooriyawewa, Hambantota is only Rs. 852 million, contrary to claims made by the former Mahinda Rajapaksa led government which said that the stadium was built at a cost of Rs. 4.5 billion.

MahindaKarunanayake said that the fresh valuation was received last week from valuation officers and they have estimated the total cost of the cricket stadium to be at Rs. 852 million.

The fresh valuation was called amidst claims by the previous government which said that they had spent Rs. 4.5 billion to construct the stadium, and with the Chinese company now requesting for payment from the Sri Lankan government for carrying out the stadium construction work which was carried out during Rajapaksa’s term.

“There is absolutely no basis for the previous government’s claim that they spent Rs. 4.5 billion to construct this stadium,” Karunanayake added.

The stadium in Hambantota has been termed a ‘white elephant’ due to the extreme costs for construction and maintenance and because very few cricket matches have been played in the stadium since it was opened in 2011.

          The tragedy is, nothing has happened so far to any of the plunderers. In fact they leave courthouses when released on bail when accused for outright graft, in open topped vehicles, waving to their crony henchmen as though they fought for the emancipation of the down trodden and have been just released from years of incarceration.

          The fact why they were in there in the courthouses does not get mentioned anywhere. No TV station asks intelligent by-standers for their opinion. They leave like heroes who have battled against all odds and won!

          Such a shabby, shameless family of fraudsters we have never seen in the annals of our modern or ancient history. It goes without saying the quality of those who rally around them, be in parliament or outside it.

          Ranil needs some trenchant young and spirited speakers in the front row in parliament; and not the derelict fossils that now occupy them.

      Dint you read on Colombo telegraph Basil owned office buildings and bought houses for in laws with no financial trace of how they were acquired.

      So he is just one link in the Rajapaksa chain and I presume that amounts to only a fraction of a single percentage of the corruption that was going on.

      After all accounting is an art not a science and the Rajapaksa’s seem to have perfected it to a certain extent.

      He has more than a few skeletons in the closet. Big, secretive business dealer running SL’s Ministry of Finance. Bloody awful, unethical, disasterous combination. Everyone knows that. Except arrogant UNP top brass.

      Having said that Ravi K is nation’s Minster of Finance. His statements involve the name of the Ministry. We take it seriously.

      The allegation is nothing small. It sounds like a major financial crime, if correct.

      I expect the FCID to pull up in front of Carlton House anytime now. Take in the corrupt King Kong for a detailed chat in downtown, Colombo.

      Otherwise there will be no difference between useless utterings of Mervyn Silva and statements of Sri Lanka’s Ministry of Finance.

    Mr. Finance Minister: If you are satisfied that the actual cost of this Stadium is Rs. 853 million why don’t you challenge the Chinese Company’s claim of Rs. 4.5 billion? Have you done that? It is good to make official announcements; but it is much more important to find out and challenge the over expenditure by this construction company. Don’t you think it is your right and obligation to do so, rather than pay the money claimed by the contractor? What does the original “Agreement” provide for in construction costs and how the payment terms are arranged? The people would like to know that along with your estimates of the actual cost of Rs.853 million. Please make the society of Sri Lanka an “Informed Society”. I think you would agree, that it is a RESPONSIBILITY of a “Responsible Peoples’ Representative.

MR is no fool to jack up the cost by four fold.FM should Get the accounts and proof of payment and get it clarified by his own auditors first and if found faulty,report the matter to the Chinese Govt.,who provided the contractor . China who does business with many countries in the world, including USA and Europe, will not like to tarnish their name by protecting one of their contractors. They coop-
      erated well with our mega city project, which was under investigation a year back. If proved that the actual cost was exaggerated, report the matter to FCID and finally to the people . This is the way to go about.

      It is beyond imagination that building a cricket stadium will cost over
      4.5 billion rupees . How come these allegations go to the media first and then get bogged down at the final inquiry. Embezzling did happen during the past regime but prove it to the people.If you cannot prove it, pls do not talk about it.

    If the allegation has basis, it is a terrible crime by Mahinda R
    against the entire poor nation. The middle class is destroyed, the poor are starving and the rich in a quandary – all because the Rajapakse family are emptying the nation’s coffers. The Mahanayakas, meanwhile, bestowed title after title on the venal family. At least they could have publicly censured the rogues.

    Interpol, the global banking system and other relevant overseas agencies should come to Sri Lanka’s aid in unearthing most of Rajapakses stolen loot.

      Rajarathnam got his money from wherever, and he gave the money to Ravi, if he did.

      But, the money Rajapakses pocketed was from a high interested loan, which was borrowed on the name of people of Sri Lanka and the next few generations are going to pay interest, then the capital.

      Can you ask your Master to demand an inquiry or to take Ravi to Court? The people would be happy to see both people answering questions and decide what exactly happened.

    Somewhat agree with sr. What are the qualifications of these local valuer? RK who is supposed to be a professional should be careful when disclosing these numbers as for onething local valuers may be way off. Since this work was done by a Chinese firm, regional rates may have come into play though the work would have been subcontracted to locals.. More prudent approach would be to get a reputed organization such as Buildings Dept, CECB, SEC, ECL (Not sure where this still exists) to value the work provided that these organizations didn’t carryout part of the work and have no hidden agenda. Once the realistic cost is calculated a % can be added to reflect the regional prices. Having said that knowing MR, NR, BR resumes it may not be surprising if funds were diverted elsewhere but how much is the question. Then from the country’s perspective what is the value for doing all this at the taxpayers expenses. Is RK challenging the Chinese.. no way mate. This is a waste of everyone time and money People will have to eat it while handful (MR Inc.)would have become billonairs.

    In USA, it costs US$720 million (over RS 70 billion) to build an average stadium. One would expect it to be 1/10th the cost in Sri Lanka (i.e. US$ 72 million, or RS 7 billion).

    This project needs auditing and not limited to political speeches made to media.
    Then, this project hasn’t been paid, so we haven’t lost the monies and can reexamine ( most probably they won’t do it)
    As someone who retired from engineering corporation I know how estimates can differ. But this amount looks
    Quite low white the due amount looks hefty. But then, I don’t have the details of the logistics involved.

    Mark my words government will shush all this just in a matter of days 1 need to please China 2 don’t want to offend MR 3 finally government has not real intention of bringing people to books sort from the eye wash. ( because they plan to do the same with new projects)

    Wild allegations by a person who is expected to be decent, honest and measured in his speech as the minister of finance.
    He should show how and by whom this figure was calculated, why he did not mention this 4 years ago when the staduim was completed with flu cost published in cabinet papers.
    Instead of scraping the bottom of the barrel to find bizarre allegations, he and his bankrupt government should prove the allegations already made-1). 15 billion dollars siphoned away from this country by MR, 2)Commissions earned on , 3)corrupt deals involving irrigation projects, helicopters and golden horses belonging to Rajapakse family, Hotels owned by MR in Dubai, accounts in seychelles,.. the list goes on.
    But he should explain to the public how he utilised the 40 million rupees illegally transferred to his account by Convicted criminal, LTTE financier R Rajaratnam, Why he and Ranil do not empower FCID to investigate the daylight robbery of central bank by Arjuna , close friend of R Rajaratna. He shouldhimself ask FCID to investigate the widely known allegations of corrupt and fraudulent customs offences in trans-shipment of arecunut and copper.
    He should also explain who pays his monthly rent of 2 million rupees at his executive apartment in 5 star hotel in Colombo.
    IHe also should reveal his links with LTTE when he along with Jayalath Jayawardena met Tiger top bras in Madu during Chandrika’s tenure.
    Finally he must declare the cost of the three luxury cars he imported in such a short period as 18 months.
    He raised import duty for cars by 100-300% in his recent budget, Did he sound of Mercedes and Bmw licenced importers beforehand so that they imprted hundreds of luxury cars just before the tax increase so that these car dealers could make a fortune.
    Will the finance minister inform the public if the car dealers who made a fortune payed him back for this favour.

    not surprised by this revelation.I read an interview where arjuna ranatunge said that namal had approached him and said there was an investor interested in putting up the stadium and for arjuna to inflate the figures for him.Arjuna had declined saying a stadium was not necessary and the money could be better spent by putting it into schools and other local cricket facilities.Namal baby is behind every money making venture with fingers in every pie.

    As you claimed in a recent news report…as the only ‘qualified’ accountant in Parliament, an analysis of any set of accounts must be justifiable with a traceable, logical series of conclusions. We do not have to believe anything you say in Parliament or outside of its premises unless you have the facts to back up your words.
