Real Issues Ignored In Lankan Public Discourse: The Case Of Our Concealed Subservience To China

If one takes a close look at the general trend of discourse and debate that has been going on in Sri Lanka, one cannot but be disconcertingly astonished at the poor quality of the island’s printed and digital media. The days of quality and erudite journalists are over, it seems. 

The starkingly striking poverty of media discourse is such that all focus is diverted to petty and parochial internal issues of power struggle. On the other hand, something far more fundamental and overridingly serious has been happening to our economy over the last decade and the trend goes on right now. I hardly notice any serious discussion of this except for the Economics Column of one of our weekend English newspapers.

The Sinhala language newspapers are the worst. (I am unable to access the Tamil language media). I doubt the swabhasha papers ever seeking to recruit writers on economic or social policy into their fold. One notices some degree of racism in these papers. The internal power struggles going on in the country is the only meat on their table. The situation is little different in the TV media, which is reached by millions of people. There, astrology takes a significant chunk.

The large mass of Sri Lankan people are kept in ignorance. Media feeds into that ignorance and a kind of vicious cycle is in force. Pick most of the formally educated Sri Lankans and you will notice a foolish nonchalance on their part. I am part of the Diaspora and I find hard to find many fellow Diasporans who have an awareness of real issues facing Sri Lanka. If it is politics, it is all about the power struggle-whether between persons and parties ot between ethnic groups. Should they have jailed Gnanasara? Will Gota have a chance? Who is the best Presidential candidate for 2020? These are might issues for the generality of Sri Lankans

 The Economics Fundamental

These discussions would come to nothing if they take just one fundamental issue that our country is facing. Our whole being as a nation of people would depend on the sustenance of our economy; its viability; its capacity to provide for the population in the long run and to upkeep and expand services needed by the people. Can’t we have better and more schools or health services? Better modes of transport? All such questions would depend on whether the economy can have space for that. If the economy slides on low growth we slide down as a nation and we face the pain of living and feeding our families.

Even these elementary truths are hardly reflected in the public discourse. In Parliament, except for a very few, MPs are blank on these matters. Recently, Mahinda Rajapaksa said that if they come to power they will reduce taxes by 20 per cent. Prime Minister Ranil Wickremesinghe asked him how he is going to find the funds to fill the gap that results in tax reduction. Probably Mahinda thought it was an unnecessary question. The public are waiting for a response from Mahinda.

Loans from Beijing

If a proper discussion on the economics fundamental takes place, a most dangerous red flag will be raised. How many of you bothered to read the following news story that appeared in our newspapers a few days ago? I quote:

“Sri Lanka has obtained loans from China amounting to more than Rs.1,029 billion (US $8.2 billion ) in the period 2005 to 2017, information obtained by the way of a Right to Information (RTI) application revealed.

The loans have been taken from the China Development Bank Corporation and the Export-Import Bank of China and have been for major projects such as highways, power plants, water supply and sewerage schemes.

More than Rs.188 billion from these loans went for the work on the Hambantota Port Development Project with the total amount obtained in 2007 of around Rs. 34.2 billion while for Phase II of the project loans amounting to around Rs. 154 billion were obtained from the Export –Import Bank of China in 2012 and 2013.

In 2005 and 2006, more than Rs. 72 billion was obtained for the Puttlam coal power project. Of this Rs. 30.2 billion came as preferential buyer’s credit and around Rs.15.9 billion as a buyer’s credit facility.

Other loans obtained during the previous regime between 2007 and 2015 include funds for the Moragahakanda Development project (Rs.28.69 billion), purchase of 100 Railway passenger carriages (Rs. 3 billion), 15 diesel multiple units (Rs. 4.9 billion), Bunkering facility and tank farm project at Hambantota (Rs. 7.4 billion), Mattala International Airport project (Rs. 21.7 billion), MA 60 aircraft project (Rs. 4.63 billion) and procurement of materials for lighting Uva Province (Rs. 3.7 billion).

Loans had also been obtained for the Colombo-Katunayaka express way project, Northern province power sector development projects, Northern road rehabilitation projects, greater Kurunegala water supply and sewerage project and Hambantota hub development project.”

Our Sovereignty Threatened

My  previous critique of our media is vindicated when I realise that Sri Lankan media had not to-date carried any discussion or interpretation of these statistics. Isn’t this, alone, frightening? An instance of a self-imposed massive wall of ignorance? The statistics constitute a red flag for the Sri Lankan political economy. We are unobtrusively losing our sovereignty as a nation.

There are many negative things about Beijing loan offers. First, that country does not scrutinise the relevant project for its feasibility. It does not insist on a cost-benefit analysis. It is generally different with American or EU loans. The latter countries want to ensure that the receiving country’s economy benefits; it also wants to ensure that the loaned money is repayable by the project itself. The second precondition is to guarantee repayment. The Chinese don’t seem to be bothered by such preconditions. Why isn’t Beijing bothered even about repayment potential? That’s where the secret lies and we shall spot that later.

Surely, Hambantota Port Project would never have passed either of the two tests. As we now know, that Port is a dead duck. Surely, the International Airport in Mattala would not have passed either of the tests? Another empty project!The International Convention Hall in Hambantota? Where does anybody have conferences there?

The Chinese are famous for just dishing out unscrutinised and unsecured loans off the Exim Bank. They have done this in Africa, Carribean Islands, and now in the Pacific Islands. From this looseness follows a second aspect, namely that the lack of scrutiny is such that China wouldn’t bother if the loan signed up for contains an element of corrupt money as commissions. This, perhaps, explain the keenness of recipient countries to go for such generosity. Big money can be pocketed by politicians over spurious projects.

Thirdly, China has its own unique manner of recovery: When time comes for repayment the recipient country cannot pay up. The donor, thereupon, opts to become an owner of some facility in the country. Port City loan repayments were partly made by Colombo giving up land for the Shangri-La Luxury Hotel and also giving up the land that housed the former Defense Ministry at Galle Face including the spot where the statue of SWRD stood. Also, Port City, when it functions, will have control by Chinese. Hamabantota loan repayment has,probably, been partly payed up by the Sri Lanka government giving up a huge portion of land as a 99 year lease. The Opposition cries foul but can they suggest any other way of paying back? Why did they not make provision to payback when their leaders opted for those irresponsible loans? No word on that; yet the JO protests as though they are the good boys. At least the present government used an institutional device of some modicum of joint ownership.

Pacific Islands

Beijing has done similar deals in Africa, Caribbean and in Pacific Islands. The latest is China’s inroads to the Pacific islands. Last night, I watch an ABC TV program that showed how Vanuata has been targeted. Massive infrastructure is coming up over there. There is also an International Convention Centre. For what, asked the program presenter. Vanuata has only a small tourist inflow. “How can that government ever payback the Conference Hall?”

Taiwan’s Warning

In today’s Australian Newspaper, there is a published warning by Taiwan Foreign Minister, Joseph Wa, asking Australia to be extremely mindful of China’s growing dominance in the region. True, the reader has himself to be mindful of the fact that Taiwan and Beijing are foes. On the other hand, what Wa states is of a serious nature. Wa calls for “strategic rebalancing of Asia-Pacific democracies to counter the growing influence of China.” Wa urged Australia  to conduct freedom of navigation exercises in the disputed South China Sea region. 

What China has done in the South China Sea, says Wa,“is a template for what could happen in other parts of the world, including the Pacific.” Wa points out how China has come to militarise the South China Sea in incremental stages. First, they brought in sand and made up new land areas. Next, came constructions over them. Then, China started putting in military installations. Finally, came up radars, missiles and aeroplanes. All these were done in little stages that were ignored by the world until now when it is too late.

    All are busy these days with the ” imprisonment of Buddhist monk Gnanasara ” …like a bomb hit the ant hill…what we see in all the media is yellow robes…they have begun to sting ..sting and sting on everything and anything ..like the rays of sting ray….they started with Knuckels Range and moved to Sinharaja Range.. Knuckels they are demanding the release of all the estates bordering for the forest conservation.. Nothing said about the livelihood of the poor people in those areas….the program is halted..
    Sinharaja the Wildlife dept wanted to relocate the two wet zone Elephants to safeguard the lives of poor people in the border …last 10 years around 15 people have been killed…these monks oppose the relocation for the reason of losing the status of world heritage site recognized by the UNESCO …now the relocation halted..
    But you know …The Environment Ministry is under the President….
    It is doubtful that he is aware of what you say of Chinese influence….they are sure to instal defense equipments in Port City Colombo …and on the small island demanded by them in Hambantota…
    In the evening from 7.00 pm to midnight it is carnival time in TV ….no one speaks on Economy…world affairs…we have media “OSTHARS”

      This time you have left out political-personalities (especially Ranil :)) ) and confined yourself just to the numbers and the glaring facts.

      I don’t think anyone will even dare to peek-in to counter the facts you have presented. I am signalling out the “educated” Lankans who write crap ( including myself :)) ) here day after day; the plebs out there are not even in the realm of comprehension. …….. Hence my constant question ………. Can people be saved in spite of themselves? ( The question comes from the scriptures ……….. it’s a question God himself faced; no less ……. so, spare a thought for us mere mortals. I dunno where the Lankans stand among the mortals)

      Nothing do with what you have written here ……… but as a parent with children – I suppose, like many here – the other conclusion I’ve made in this whole darn shebang is ……… to hell with morality/ethics that foolish-we are concerned/burdened with ……… Mahinda has taught his children worldly-survival-instincts better than any of us. I would like to know if anyone has any input/views on this …… ( one can also bring-in The Donald here )

      The majority of the people seems to think so ……….. including the hierarchy of the respective religiosities.

      I’ve taken my kids out of school and teaching them how to rob banks and murder ………… without getting caught.

      The Fake development’ Aid’- Debt Trap Game has been on since Lanka’s independence by Oecd Counties and IMF to benefit Global 1 percent. China is new to this Fake Aid game, so pl. be balanced. We need critique and analysis of ‘Aid’ in general.
      Today Lanka is in the Washington MCC/ IMF debt trap or “Bailout Business” just as Greece, Argentina and many countries in in Latin America, and rupee devaluing fast.
      Today 48 individuals own more than half the world’s wealth. (OXFAM) How did this happen? Fake Dev. to benefit global 1 percent. Trickle UP not Trickle down!
      China is new to global Fake Aid game.
      Neo Lib. economic Hit men from US and Bondscam Ranil are the bigger problem –of Fake Development consultants, fake experts, corruption and conflict, all in the name of “development” which was long ago critiqued as under -Development or “colonialism by other means”.
      Sri Lanka’s continued under-development in research and analysis and university ed. and local and global pandemic of corruption ( pay to play in Washington lingo) is the root cause of current Debt trap. Also (Fake) Development projects are reason for growing inequality and resulting violence/ scapegoating of minorities..
      Pl. be balanced. We need critique and analysis of Aid in general.
      Pl. write next about Fake Aid “Compact”from “America first” for last 2 years from Millennium Challenge Corp. (MCC), that give “Xpert” advice on Bondscam to RW and to promot corruption and US strategic interests,

    Mr.Jayasinhe thank for an article worth the time reading ,facts ,facts and facts no politicians want to face ,no businessman or professionals aligned to powerful people want to accept and a reality unfortunately the common man of the country’s mind has been well programmed to deny and continue to live in such denial is a preferred zone even though its uncomfortable and miserable one.

    This needs to be corrected by a brave and Sincere politician ,who is daring enough to change everything and take control and nanny the entire nation via a constitution Uniquely Sri Lankan Homegrown with borrowings from a Country like Switzerland.

    Do we have one with the least fingers pointing at & one with that Iron in him to do so ?

    Shyamon Jayasinghe: Many problems are solved if instead of the Voter elected PResident, a voter elelcted Prime minister comes.
    IF PREsident Maithripala Sirisena Wants to win another term, HE should abolish the PResident post. Instead change the laws that the PRime minister who can be from any party should be elelcted by the voters and not by the PArliamentarians. Once the PM is elelcted he should be able to select the cabinet from any party member who can work

      A very well-thought-out piece by Mr.Jayasingha. I don’t think any of our current “administrators” are capable of this sort of thinking.
      His comments on the local media are particularly true. The print media are a mix of sensationalist hype and dumbed down commentary with a good dose of racism and sanctimonious preaching thrown in. There don’t seem to be any journalists specialized in science or technology. Consequently, from time to time various hucksters get a free run with their water-powered/ solar powered cars and such. Never mind the troops of expert astrologers and sworn cures for cancer. The focus seems to be to keep up circulation by reinforcing the most stupid low-brow mentality, not trying to educate.
      I did read the Sunday Times piece about Chinese loans, 1029 Billions. But people seem more interested in a “Bond scam” of 10 Billion. Makes for better drama on Sirasa, I suppose.
      We as a country have got used to living on loans. Our young men prefer to idle at junctions in three-wheelers rather than learn to work in industry. They send their women to slave in the ME for a pittance. All of them expect the government to solve all their problems, but don’t want to pay taxes. Politicians promise everything free, and there are plenty to vote for them.
      The day that some real statesman promises to cut subsidies, raise taxes, and balance the budget, this country will start to progress. But the Chinese will own the country long before that.

        What is stopping the current administrators’ capability for thinking?
        Is it because they are the children of Pancha Maha Balavegaya?

        Modern world needs modern thinkers, workers and managers. Sri Lankan state has always been run on the basis of nepotism, not on meritocracy, “it’s not what they know, it’s who they know” and they to rise to their level of incompetence. This happens despite causing immense cost to the organisation.

        About Sovereignty whatever that is, did we, do we will we have it especially in the context of globalising world?
        What is it? Where did we get it from, What is the benefit of having such thing, …………………………………. How do we protect it?
        .
        Lets Hindians do the worrying about Chinese expansion, and we should stop kiding ourselves if Chinese brought in their big guns. Can we really determine what is good for the country and keep the Chinese away from Indian ocean?
        Are the Hindians seriously considering Sri Lanka as the Sinhala state of Hindia? If so we need to demand voting rights to elect Hindian prime ministers and presidents.

        As irresponsible little islanders we love to have something that does not belong to us in the first place.

        This island is heavily indebted to Hindia. Hindians financed the war through Export Guarantee schemes. Hindia provided about $1.25 billion, may be more. No detail can be obtained from state websites. The details of loans obtained from various Chinese companies are not available. It is for the media to investigate and inform us however it is in the habit of promoting a leader, colluding with the functionaries, covering up their theft, and protecting the criminals and war criminals.

          In the end, TV-fed peoples’ thinking is as deep or as shallow as the visuals.

          I’ve slowly but surely come to the realization that Shyamons’ boy Ranil is a super-duper theorist who has studied theory for 20 years in the opposition ………. and have very little practical experience or talent. I suspected as much and wrote about this early on in the piece ………… when he went to Japan and Singapore asking for help


          70 years have gone by, the questions still remain ………. true to form they’ll be asking the same questions 70 years from now ………… I’ll be dead, you, oldcodger and shyamon will still be around to answer the same questions ……….. count yourselves lucky!

Mahinda Rajapakse was better in that respect. He and his everybody used many tactics to sindle the country. but, in his time Race was available. when wheat imports decreasing and the loaf of bread went high. Ranil was holind the loaf of bread at a stick end on the pavement. Now, wheat consumption is thrice the previous value and Rice is imported. DO you know Ranil is idenfied as Ultra .liberal right wing. why Ranil went towards china. The west and Indian media accused Mahinda Rajapske for being pro-china. Ranil as soon as the Yahapalana govt came went towards the USa. but, they could not help us except fordiluting their UNHCR resolution by including the Sri lanka name too. SO, Ranil is back with China again. IT IS YOUR BELOVED RANIL. WHY. NOW YOU MAY BE RIGHTING THE NGO MAFIA. IT is Sri lanka’s fault, Sri lanka is prostituting to the whole world. they cannot growup as a nation. you are writing just for money.

    You don’t know how to live in this competitive world. We learn everything from our religious leaders. We won’t do anything to make them hungry. We also won’t do anything they don’t ask us to do. It is easy. Just carry the begging bowl and create a competition between the donors. This way it is always full and we have a good time. What else do you want in life. You are a foolish man not to know the easy way .

    $8.2 Billion or 1,029 billion. If the population is 20 million, that is a debt of $61,000 per citizen, i.e
    Rs 9,000,000 per citizen. No hope in hell to pay that off. China owns Sri Lanka lock stock and barrel. All this went on while the English illiterate people were focused on Muslims, Gnanasara, Cricket, and other distractions. Even among the English literate, factual knowledge of world affairs is abysmal

    The last time Sri Lanka was under a semi dictatorship it was the UN spotlight energized by Obama’s America that stopped the white vans and precipitated a presidential election two years ahead of time. The next time there won’t be America to save our skins. Trump favours dictators and will be happy to have one in Sri Lanka. Chinese imperialism in the third world is via corrupt and dictatorial rulers in the third world countries. The Chinese have effectively taken over Maldives as India cowered. In the Seychelles, Chinese funded agitators put a stop to an India backed defence pact. Pakistan has already fallen. To ensure a client president, Chinese funded trolls will plant and probably are already planting disinformation in Sri Lanka’s social media in the same way Russian trolls swung the US election with disinformation. Once Sri Lanka is gone to China, India is surrounded and it does not have the military muscle or the billions of dollars to fight. The Pacific Islanders are already being encroached. Australia just saved that undersea cable to Solomon Islands, but Australia cannot stand up to China without America’s military might, and its vast empty spaces are ideal to settle 200 or 300 million Chinese and ease land pressure in China. If Trump is re-elected with the help of the spineless Republican Party and Russian trolls, in ten years the world will be ruled by three emperor-dictators. Emperor Putin will be dictator of all Europe (including the EU countries and UK), Emperor Jinping will be emperor of all Asia including Sri Lanka as well as Africa where they have made huge inroads, and Emperor Trump will be dictator of the Americas (already firing the first shots against Canada). Each client state will have a pliant vassal leader who will follow his emperor’s orders and each citizen will be tracked everywhere by facial recognition software so that dissent will be impossible.

      You are being one-sided. Yes, China gives loans. So does your local “poli-karaya”. Both seize your property if you default. So is it fair to blame the poli mudalali or the Chinese? No, the loan-taker is fully aware of the terms. It is not China’s fault if our population equates useless airports and highways which create traffic jams with “development”. When we borrow money to build stuff that does not give any return, we get taken to the cleaners. What is more, probably the biggest item is the weapons that China supplied for the war. As a “friendly country” China is still lauded for its “generosity” compared to India for example. But the reality is fast becoming clear. Most of the blame for the situation must fall on those who insisted on a military solution. They succeeded in snatching the country from Prabha but handed it over to Beijing.

        china cannot seize any property.that is why iam asking why did we sell the hambantota port to china for 99 year leases.Why did we not just tell them we need more time to make it viable and pay their loans.A renegotiation of the loans was the way to go.By playing hardball with china they would have got the message that we are a small country but not a pushover.Ranil had no spine to fight back or he thought of teaching the rajapakshes a lesson by giving their beloved hambantota to china.Ranil’s clear message to mahinda,hambantota cannot be a colombo ever.

          No, that is not how things work. Just as if you personally default on a loan, the bank takes your collateral, OR it puts you in the CRIB (credit information bureau) so that you can never take a loan again. If we default on a Chinese loan, our credit-worthiness goes to zero, and even India won’t give us loans. So leasing Hambantota was a good deal. Defaulting might have done some good actually, because it would have forced us to live within our means.
          You can’t play hardball if you have only a ping-pong ball.

    Q. Can someone answer what happens when developing countries cannot pay the loans obtained from IMF and the World Bank etc? My understanding is that they either re-negotiate or give more loans to service old loand.This creates a dependency and a debt trap. Only difference is that the IMF and WB do not ask for ports and land mass on a 99 year old lease in return. Instead, they keep the countries under a continuous status of dependency while compelling them to increase taxes, privatise state enterprises, rationalise govt expenditure on welfare, and ultimately creating banana republics!

    Which of the two evils is better for Sri Lanka? Is there a third alternative?

    The Case Of Our Concealed Subservience To China …this is the reality of Sri Lanka

    the Subservience not just to China but to the International Community started , when Mahinda and Gota vowed to defeat LTTE , but soon realized that Sri Lanka’s hapless army is incapable of defeating the LTTE.

    So to defeat the baby faced LTTE , they sold the country lock stock and barrel to China, Pakistan, India, USA, UK, Israel , Saudi Arabia.

    Then they boast to the gullible people , specially the Sinhalese people that they have liberated the country and and liberated the Tamil people from the clutches of terrorism (my foot). Mahinda the King of Kings!!!

    Now China and India are are coming with the IoU and tightening the screws and have iron grip over Sri Lanka.China the South.and India happy with NE .

    Mahinda defeated LTTE only to hand over Tamil Eelam to India and hand over sovereignty of the south to China. It’s early days but foundations are laid

    I am glad that Mr. Shyamon Jayasinghe has taken a twist and turn to talk of some matters of National Interest rather than to “Market” (Kadey Yema) his political “Blue Eyed” boy, PM Ranil W. What he says in this presentation is absolute truth and cannot be contested at all. In one of my comments, on another article in CT, I brought to light and requested that writer to spend a vacation in Laos and see, study and experience the “Real” and “True” face of China’s “Imperialism”. In the olden days, powerful countries sailed beyond their territories, “invaded” and “captured” other territories to establish “Dominance” using their “battle hardened” might for economic gains. Now, in the present day context, no such “invasion” can take place, without resistance from within and outside. Instead, these “Powerful” countries have very “Surreuptitiously ” adopted a different “Technique” to CAPTURE and SUBJUGATE other countries and nations. From among these “Mighty Bulls”, China has come to the forefront in dishing out FUNDS in unlimited and uncontrolled amounts, through the “Central Government” arms of COMMERCIAL, INDUSTRIAL and SOCIAL organizations. The difference in this INVASION is it’s “SUGAR COATING” of “DEVELOPMENT” that which is the “BAIT”. Once the “BAIT” is made attractive and palatable, the power hungry Political Leaders, Social Activists that include Religious, “Intellectuals”, Communal groups and Media, get engage in a FEAST and the whole BURDEN is passed on to be digested by the ever hungry, common man waiting to grab even a crumb at no effort. To make this comment short, I would say, we have already got caught in the NET and see no ESCAPE.

Udaya Gammanpila said Ranil had agreed to grant 1 Million Visas too. Once that is done, Tamil will be 3rd largest minority in Lankawe. That time Sampanthar will one more time sign his pact with Ranil for Secret Solution. UNTIL RANIL IS IN POWER THERE NO ONE CAN DEVELOP THE COUNTRY.
    Without fulfilling the promise Lankawe gave to UNHRC or going against America and fooling around with the current constitution and making one of the Old Royal as King of the SinhaLE, Wildlife Sanctuary, Lankawe, will bring economic blockade for sure.

    While staring at China, Shyamon’s vassal mindset doesn’t see that the developing nations have already lost their sovereignty under the neo colonialist post world war 2 international order. Can Shyamon equally list the numbers of US forces stationed out side the United States and list all the military installations of US situated on foreign soil? Then readers can compare the significance of China’s actions in comparison to the US (and the West). Or is Shyamon thinks US has a licence but China doesn’t?

    In the case of Sri Lanka, it is the US, The West & India who engineered a regime change in 2015. So who is interfering in Sri Lanka and trampling on it’s sovereignty? At least the previous govt built something from the loans that the present mob can sell. Country’s debt has increased by 40% under the watch of crown prince Dr Ranil in 3 years of (mis)rule. What have they developed?

    There’s no question about the strategic location of Hambantota port and it’s viability. 60% of the world shipping trade takes place just south of Hambantota. Therefore it is better located than Singapore. Development of Hambantota requires a strategic vision which Dr Ranil & Shyamon’s fellow yahapalanistas do not possess. China knows the value of Hambantota better than these humbugs.

          Who build the port anyway leaving a rock in the middle of the port where ships could not enter nor leave. Chinese demanded another $150 million to remove it which should have been done in the first place.
          Who did the feasibility studies/business plan which motivated the clan to build the unwanted unusable port? Was it actually the feasibility studies/business plan development needs that motivated the clan to build it in the place? Was it the commissions/backhanders?

          Is it possible for you to retreat all the records and documents related to the deal? Or have they all already gone walkies?

            There are people who believe that Sri Lanka is the centre of the Universe. We have the best harbour in Trinco, the Hambantota port is so close to sea lanes that all ships will get magnetically attracted, our tea is the best, our phosphate is worth zillions, like the oil in Mannar. And we have really smart people who keep electing leaders who promise to take the biggest loans.

    Mr Jayasinghe is batting eloquently on the loans before 2015. What about the loans taken from 2015 todate?
    The cost of living is rising daily, the govts answer to this is to increase the wages to the public sector and tax the private citizen heavily. This while the politicians have untold luxury in their living standards at the poor mans expense.
    Its quite obvious they or the opposition have no clue how to revive the economy.
    I am not a fan of any political party (I dont believe in sycophancy) but here is a small example of the utter failure of the people in power currently , the previous govt: carpeted the roads beautifully up to the dehiwela bridge, thats it. Nothing further to date, 31/2 years has lapsed.
    And your worried about China usurping our sovereignty?
    Farmers sweat and toil daily and inevitably get a piss price for their work because they cant get their wares to the people. Has one of those 225 jokers ever heard of a cold chain system? Sat down and focused on the farmers getting their fruits and veges to the consumer? Never.
    The most important ministry now should be tourism and who heads it, an aged troll with absolutely no knowledge of the industry.
    And your worried about china usurping our sovereignty?
    The first thing we should do is stop taking sides and get the politicians to DELIVER and be ACCOUNTABLE for their actions..

      There ARE cold chain warehouses in the country, but the cost of energy is much higher than in neighbouring countries. In any case, which farmer will accept a (low) guaranteed price for his produce in times of high demand? He wants the guaranteed price when demand is low, but wants to name his price when it’s high.

        Buddhadasa the cold chain system which exists is 25yrs old and is hardly sufficient to serve even our exporters needs.
        Alternate energy systems are now available much cheaper.
        Furthermore if a system is introduced to our farmers they will eventually follow it or lose out. Example: Take the meter system for 3 wheelers.

    This is late realization. All these time SJ was trumpeting with the issues of corruption and abuse of power by MR regime. These were the battle cries on which the Presidential and Parliamentary elections were won and the Yahaplanaya was constructed. Since then there had been more than ten economic policy statements. But execution has been atrocious. In some development Ministries under expenditure has been over 50 percent. The economy is drifting without any direction.
    SJ could become the new economic adviser to the YP govt. He might start with winding up a few service agencies like what he did with the Marketing Dept.
