On his three day trip to the North Prime Minister Ranil Wickremesinghe, promised a political solution to the ethnic question, without which he said, there would be no stability.
Meanwhile, according to an interview given to Ceylon Today, “Tamil National Alliance (TNA) Leader Rajavarothayam Sampanthan expressed confidence in the ability of the Special Presidential Commission headed by Former President Chandrika Bandaranaike Kumaratunga to find a suitable solution by the end of this year, to the issues confronting the Tamil people. ‘…When Kumaratunga became the President in 1994, she was very keen about settling the grievances of the Tamil people and she also mooted a suitable political solution to those issues. We were however, unable to see anything come out of it’ he said.” (‘TNA Confident in CBK Headed Commission’, Mirudhala Thambaiah, Ceylon Today, March 31, 2015)
To this expression of confidence by the TNA in CBK, all I can say is: “I’ll bet”.
How can Ranil and Chandrika politically reconcile the Sinhalese and the Tamils when they cannot themselves reconcile with the majority of Sinhalese? These are not personalities the majority of Sinhalese trust politically, to safeguard their interests and natural, demographically derived leading share of political and state power on the island. In that sense they are the very worst personalities to be entrusted with the task of ethno-political reconciliation.
CBK’s Track Record
The moderate, Westernized wing of the SLFP led by President Chandrika Kumaratunga had its chance to win the war and re-mould Sri Lanka in accordance with its more reformist pluralist ideology but it threw the chance away.
The re-taking of Jaffna in 1996 was vitiated by the failure to cut off the LTTE’s retreat thereby permitting the Tigers to escape together with large number of civilians, base themselves in Mullaitivu, regroup and make a dramatic comeback. The strategy was one of taking territory rather than annihilating the enemy; recruitment was negatively affected by campaigns such as Sudu Nelum, Thavalama and the efforts of the National Integration Policy Unit (NIPU) etc; corruption was rampant in the sphere of defence procurement. Above all, there was no commitment to a strategic goal of destroying the enemy but rather to one of driving the Tigers to the negotiating table.
Worse still, the Karuna’s rebellion was double-crossed and Prabhakaran’s Sea Tigers allowed to violate the CFA and land in his rear area; General Sarath Fonseka was transferred from Jaffna and placed on the shelf in charge of the Volunteers; and the tsunami weakened Tigers were sought to be given an administrative–financial authority in the form of the PTOMS, probably as part of a projected deal with the TNA which would permit CBK’s “Constitutional Revolution” which would have enabled her to waddle into Parliament as PM, foreclosing Mahinda Rajapaksa’s chance of being elected President.
Ranil’s Record of Reconciliation
On Feb. 22nd 2002, Mr. Prabhakaran signed the Cease Fire Agreement negotiated by Norway’s Erich Solheim with the then Prime Minister, Ranil Wickremesinghe.
The CFA enabled the Tigers to come into territory controlled by the state but disallowed the state from going into theirs. With the signing of the MoU, the democratic and legitimate Sri Lankan state conceded parity of status to Prabhakaran and his Tigers. It also agreed to the disarming of the anti-LTTE Tamil organizations while the Tigers remained armed to the teeth.
The Wickremesinghe administration at the highest levels, asserted that the war was unwinnable, hence its concession-heavy peace drive. This assertion was a lie. The SLA Special Forces ‘deep penetration’ teams had ‘decommissioned’ around eight LTTE field commanders in eight months, including Shankar, the ex-aeronautics engineer from Canada who had planned the Katunayake Airport attack.
The government of Prime Minister Ranil Wickremesinghe had put this elite strike force ‘beyond use’, done Prabhakaran the enormous favour of getting them off his back, by stabbing them in the back. The entire covert operation and its support network were blown.
Months before the incident commonly known as the ‘Aturugiriya’ affair, a leading Sunday newspaper blew the whistle on the thermobaric SHMEL ordnance, which by the subsequent reports in that paper itself, had devastated Tigers in their dens. It was the Tiger-zapping ‘weapon of choice’ of the deep penetration teams.
Immediately after that expose, a group of 14 Tamil MPs (who were soon to become the fellow- travelling TNA) protested to the President and the diplomatic community about the use of the weapon as a ‘war crime’, an ‘atrocity’.
Then came the kicker. During the election campaign, none other and none less than the UNP Chairman put the spotlight on the project, complaining to the Elections Commissioner about the Directorate of Military Intelligence, the thermobaric weapons, the teams’ ethnic composition, their training bases etc. Who gave the information, on whose behalf was the finger pointed and as part of what deal?
Virtually the morning after the election, came the Athurugiriya Millennium City raid, the TV coverage, the Interior Minister’s action. The existence of such teams was exposed, deniability over, cover blown. Our own government, our own authorities, fingered our own Directorate of Military Intelligence and compromised the deterrent capacity of our own state. Where else in the world would this happen?
CBK’s PTOMS
The P-TOMS agreement was negotiated on behalf of President Kumaratunga by veteran Sri Lankan diplomat Jayantha Dhanapala and her Ethnic Affairs Advisor. (Both ‘negotiators’ are back in the post January 8th government-state apparatus). It was a sell-out, and one that was not in the least warranted, given the advantageous position the Lankan state was in and the weakened situation of the Tigers, in the aftermath of the Tsunami.
The state acceded to an outcome in which the murderously aggressive ‘negotiating partner’ was accorded preponderance: the largest single share, plus the Chairmanship and the casting vote in the regional committee, while the government was relegated to the deputy chair. The PTOMS contained a hegemonic structural preponderance for the LTTE.
A Supreme Court ruling spearheaded by Chief Justice Sarath N Silva aborted Chandrika’s PTOMS. Today her disastrous, anti-national Sudu Nelum/PTOMS crew is back, working on the 19th amendment and the Ethnic Reconciliation Task Force. Not for long one hopes, what with elections likely in the latter half of this year.
A Maithri-Mahinda-Sajith Equation
US Army Major Paul Marks was right, when in an essay in the Joint Forces Quarterly of Spring 2000, he identified Sri Lanka’s central weakness: “strategic direction from the political authorities has never been adequate…This absence of strategy is matched by a lack of success…”
Thus what was most crucial was the role and responsibility of “the political authorities”. That’s where the real failure resided. That where it had to be rectified. Nothing else would suffice. When at long last, Sri Lanka produced the “political authorities” that got it right; when Mahinda Rajapaksa became the highest ‘political authority’, the three decades long conflict was brought to a close.
The manifestly unsuccessful ‘political authorities’ of yesteryear, Chandrika Kumaratunga and Ranil Wickremesinghe are two of the three personalities who constitute the political authority today! Those who failed the country in its hour of greatest need direct the destinies of the country! By contrast the one person who when he was the “political authority” provided the vital direction for victory is at home and is sought to be politically marginalized. What’s wrong with this picture? The upcoming general election gives us a chance to rectify this massive anomaly; nay, utter travesty.
My bottom line is this: Let President Maithripala Sirisena handle post-war politico-ethnic reconciliation while a new Prime Minister, Mahinda Rajapaksa, guarantees state sovereignty, security and the national interest, and Sajith Premadasa provide patriotic leadership to the UNP and the Opposition. Such a triangle can give us peace and reconciliation with security and stability. Let’s get Ranil and Chandrika out of our hair.

You are very correct when you said the following:
How can Ranil and Chandrika politically reconcile the Sinhalese and the Tamils when they cannot themselves reconcile with the majority of Sinhalese? These are not personalities the majority of Sinhalese trust politically, to safeguard their interests and natural, demographically derived leading share of political and state power on the island. In that sense they are the very worst personalities to be entrusted with the task of ethno-political reconciliation.
Neither Ranil nor Chandrika can reconsile themselves with Majority Sinhalese.
I am not a political scientist but graduated from the same university but from the Faculty other side of Mahaweli river but used to hang around in the Art faculty ,most of the time, as my life long partner also happened to be from the your batch but Sinhalase medium.I still can remember vividly that you walking together hand in hand with your partner, carrying a water bottle in her hand.
coming back to matter under discussion, in my view,in order to reconcile with Sinhalese ,that person should be a true representative and most importantly,must know their hopes, aspiration and pulse of majority Sinhalese.
Does Ranil meet this requirement? certainly no. He while at Royal college only moved with the social group that represented elite like Anura (Chandrika’s brother).During his period at the college , majority were not elite and he never moved with them because he was not comfortable with them.I do not blame him he was right .Birds of a feather flock together !
Even during his Colombo university period , as a law student , he kept aloof from other students.(this i learnt from my first cousin, who happened to be in the University Student union with him).
Ranil may be a gentleman and may not have been up to corrupt practices (He had no need as he was born with a sliver spoon in his mouth in every respect).
Hence,Ranil does not understand feelings of majority Sinhalese.had he gone to Peradeniya perhaps he might have had a chance to know the pulse of not only of Sinhalese but of also of tamil, where i we as student of Eng Faculty lived together as a family .
Then ,let us see whether, Chandrika meets the requirement to reconcile on between Sinhalese and Tamils.I am very sceptical about Chandrika’s suitability for the job ,in my view ,perhaps not even suitable even if Ranil is suitable ,these are my reasons:
Chandrika is the Daughter of SWRD who attended St Thomas but never stayed at St Thomas Hostel, but stayed at Warden’s Bungalow, as his father did not want his son to mix with “commoners” at St Thomas.She is a person who went to St. Bridget and received higher studies in the UK and France.
Politicians are very clever to deceive the common masses. Banda who wore Pyjamas and went to bed, not sarong but when he went out to meet public wore the national suit.Whereas ,most of us in our time wore sarong at home ,but always wore the gentleman’s dress went ever we even went out of the gate of the house. why do you think banda wore the national dress as most of our naive sinhalese think ,to show respect to our national customs.
friends do not be so naive, it was to deceive, and to show he was the true representative of Sinhalse and come to power..
In my view (I may be wrong, I am not social scientist) Banda used the Sinhala only Ant and this largely gave birth present ethnic problem .
Hence my point is because of her above mentioned background, Chandrika also not the right representative of Sinhalese or that of Tamil to get involved in reconciliation process.
both Ranil an Chandrika having grown up in Colombo elite social environment does not have a correct feeling of the pulse of people either of Tamil or sinhalese. Both of them are Brown guys but thinking and perhaps worse “common” English.
Hence, considering the grave situation that our country is faced with today (not from ordinary Tamils, but from of extreme tamils ( who constitute less than 0.1%) in the North and abroad and Tamil extremist political friends, I very well agree that your proposal Maithrree,Rajapake and Sajith formula is the best solution to overcome this grave calamity.
Pl give leadership to guide the masses and you will have the blessings of all sons of soil irrespective of ethnicity.
we commoners want only a peaceful united country for our future generation and do not want to live peacefully with our tamil brothers and sisters. But neither Ranil Nor Chandrika can bring true reconciliation among sinhalese and tamils as they do not know the pulse of either sinhalese or tamil common masses.
My bottom line is this: Let President Maithripala Sirisena handle post-war politico-ethnic reconciliation while a new Prime Minister, Mahinda Rajapaksa, guarantees state sovereignty, security and the national interest, and Sajith Premadasa provide patriotic leadership to the UNP and the Opposition. Such a triangle can give us peace and reconciliation with security and stability. Let’s get Ranil and Chandrika out of our hair.

You call yourself as a commoner but not focusing the damage made by MR by himself. Do you think that MY3 WOULD ever make his mind up to work with a guy of Rajapakshe kind. Rajapakshe is born violent. He is hypocrite by all natures. Nobody can trust him at all. But agree with the fact that majority of people cant see it right even today. That is the reason why 57 lacks have voted for him irrespective all the records of frauds being charged against him.

Dayan try to pay some money and get a law degree, you can become Chief Justice when your highest political authority in charge. We have enough people willing to see that happen too.trust me it’s possible. How much you want to bet?
What were you doing when premadasa gave in gold plate hegemonic structural preponderance to muderously aggressive negotiating partner to wipe out every decent people of your country. There will be NO reconciliation ever ! Most of the rulers think that they are only ruling the majority and none of them consider others as citizen of the country. They simply do not care about other races and are here to serve ‘their’ people, just like how RW said many a time. RW never consider Tamils as Lankans or him as their PM.
The majority mentality and arrogant attitude is not changing even after all these calamities, death and destruction. The governments are going on cheating every one. There seems no faithful willingness to do anything.
We need a Lee Kwan Yew to do the miracle. Sadly, Lankan politicians have proved time and again, that they are not capable, or even willing.

Dhayan can only cut and paste without realizing what he is pasting. First Bust government failed badly and end up strengthening Putin’s hand.Condoleezza Rice, when they realized thay Bush loss going into history as the worst in USA’s, went to Georgia and pressed it to tease the sleeping tiger, Russia. That is it. Russia beat the Georgia like a Master beating his own Balla. France rushed and rescued America and brought Condoleeza Rice back home. Because of this foolish loss Obama could not give up Poland Missile Project. After that only Russia, in the post cold war period, lost respect to west. That is the result of Ukraine now. Old King set up BBS to beat the Aluthga when they started to get the fear on election. This is what exactly Condi did in Georgia, just before the election. Poor, Dhayan just cut and paste with out understanding. His mater copy cat without understanding.
Dhayan lied in the UN about the reconciliation he and his master was planning to do. That was exactly in line with the notorious Sinhala Intellectual way. They pulled out from LTTE and was hiding under the West’s bed. When West saw them, They were hiding under India’s bed in the UN. When India saw them they were hiding Under China’s bed. When China stated to Hack the Defense department computers and and forcefully garbed the Nooraichchoolai, Colombo Port- South Terminal, Port City land they planned to hide under Sinhala Buddhist’s bed. But the Tamils did not give a chance for that. Those who bragged to have beaten the LTTE was badly beaten by the Tamils. This time without any path Dhayan’s master fell on the feet of his enemy Ranil and begged “Ranil Mahata we give you the Temple tree, please save us”. Ranil Mahata who was dying his entire life for EP, but skipped that election twice because the fear to Sinhala Buddhist, grabbed the opportunity and became un-elected minority Prime Minister. This is the Smart Sinhala Intellectual Dhyan De Silva, designed to his Buddhist Master. Now, this self proclaimed diplomat, with cutting and pasting from a unknown military office, preaching. Even his disciples, the Mahawamsa Modayas, Sinhala Buddhist would not be fooled by this.
Reconciliation is not winning a war. Dhayan is confused what is reconciliation is all about. His entire essay trying to brag how his master’s crook behavior in waiting for the owner to fall asleep, then enter house to ransack and rape the victims. His master did not win a war. War has rules. If the rules were observed face the inquiry. Otherwise they did not fight a war. Without rules, opportunistically plundering and cowardly surrendering to Ranil is not heroism. He begged Ranil repeatedly in Temple Tree. The when he met New King at Samal Rajapake’s house, he fell on his leg and asked what is his situation going to be. He begged for the safty of Brother Prince. Even Fonseka said he is ready to face inquiry. That clown is saying that the new government is witch hunting. Now Dhayan and the old King Trying to sell them as heroes. I tell you, if, somebody, a rich man announces that if somebody write documentary about that crook to bring out his crimes and put him inside will get $10,000, then a thousand books will come out what was going in the 10 year history.
