Reply To Rajapaksa’s Allegations: Full Text Of Statement By Erik Solheim

President Mahinda Rajapaksa launched a most surprising attack on me in a speech he made in Kurunegala on November 15th.

I will not speculate as to what motivates such an attack, coming as it does at the start of the election campaign. Since I have no intention whatsoever of letting myself be dragged into the upcoming elections, I will thus only restate obvious facts well known to everyone – President Rajapaksa included:

– Norway as the third, facilitating party to the Sri Lankan peace process financed neither the LTTE in general nor its military operations in particular.

– Norway made economic resources available to the LTTE peace secretariat in order to assist them in engaging more fully with the ongoing peace process. This included a radio transmitter. This, moreover, was done with the full knowledge of the Government of Sri Lanka under different leaders, including during the period when Mahinda Rajapaksa was prime minister. As with all our peace efforts in Sri Lanka, transparency with respect to the government in Colombo was total.

– In the years before Mahinda Rajapaksa became President I met him dozens of times, and kept him fully informed of all the main elements of the peace process. As a government minister, and later as Prime Minister, Mahinda Rajapaksa was always fully supportive of our peace aims, and both encouraged Norway to continue and asked us to keep him informed of developments. We were and are grateful for that fruitful cooperation.

– After the 2005 presidential election President Rajapaksa publicly asked Norway to continue in its role as facilitator of the peace process, and invited me personally to visit Sri Lanka. Thereafter President Rajapaksa made a number of political requests that he asked me to convey on his behalf to LTTE leader Velupillai Prabhakaran. All these messages were duly communicated on to the LTTE leadership, and the killings ceased for a period. At the time the president also expressed his gratitude for this both to Norway and to myself personally.

– When we last met in 2010, President Rajapaksa as a recognition of Norway´s peace efforts invited me to come back to Sri Lanka, visit the country and experience the peace.

Further details on all these issues will be made public in spring 2015 in a book detailing the Norwegian peace engagement in Sri Lanka authored by UK journalist and author Mark Salter, in co-operation with Vidar Helgesen and myself.

Regarding the enquiry initiated by the UN Human Rights Council in March 2014, I consider it the duty of everyone with relevant information – Sri Lankans and foreigners alike – to provide the best possible knowledge – and in full honesty – regarding war crimes allegedly committed by both the LTTE and the Government of Sri Lanka. The United Nations can only function as the leading global organization if we all assist in implementing important decisions taken both by the Secretary General and the UN’s subsidiary bodies.

        Please be more specific, do you want to know whether the government of Norway funded LTTE for its war efforts. Are you complaining about the funds collected from LTTE supporters?

        It depended on a general consensus among the players, Hindia, USA, and Sri Lanka, rules were decided based on nature of of the game they were going to play with LTTE and what was the goal they set out to achieve.

        Note Sri Lanka didn’t reimpose ban on LTTE until early 2009. Sri Lanka was part of the game.

          To finance, to provide material support & to run propaganda. For what was the worst terror outfit the world had ever seen. Can you show me a single persecution of LTTE front groups in Norway? There is none. Zero. There was total tolerance. A blind eye policy, if you wish. Solheim should make an effort to explain all that to Sri Lankan people.

          In sharp contrast to how Norway reacts to any terror outfit that would threaten Western interests. This was hypocrisy at its’ best.

          May I remind you Norway has been fighting Taliban for 10 years. Will soon send military support against Islamic State. Rightfully so. However, they had concluded Sri Lanka somehow did not have the right to stand up and fight the LTTE. Why?

          Coz’ Norway’s response & solution to bloody LTTE destruction of Sri Lanka was very much “White Man’s Burden” driven. Arrogant, ignorant & patronizing to Sri Lankan people.

          All that naïve stupidity of Solheim was cunningly used by the LTTE. Who of course had no intention of negotiating a dignified solution from day one. It was all an eyewash by LTTE.

          LTTE killed thousands of people during the “Please Process”. Stocked more weapons. Prolonged the agony of war for all Sri Lankans.

          Only benefit to Sri Lanka was the split in the LTTE as Karuna broke away. After seeing the world outside Vanni. Karuna realized it was possible to co-exist with the enemy in the 21st century. Largely thanks to the Norwegian backed “Please Process”. That was an un-intentional, only positive by-product of Solheim’s Circus.

          Beyond that, we owe hell of a lot to average SLA soldier. They perished in mosquito infested trenches of Vanni. A whole 25 000 of them. To make sure you and I can walk anywhere in our own country. Again.

            You have to be more specific

            Norwegian organizations –

            name them,

            state whether they are part of Norwegian state or charities, or private owned institutions.

            Is it illegal to raise funds from public?

            If you have specific concerns, you should let us know the details of all such concerns, name, date, address nature of crime, value of funds, who paid whom,……

            What was Sri Lankan Embassy doing in Oslo while those “illegal” activities were being actively pursued by LTTE? What were the military attaches doing there in Norway for the previous 30 years? Having a good life? Has the Embassy prepared a dossier on LTTE containing all its dodgy activities? If yes why is the Embassy sitting on it? If no why didn’t the collect, prepare and provide all information to Norwegian police? The Embassy also has its own operatives among Tamils. What the hell were they doing all these years. Does the SL government seriously want to take up the issue with the Norwegian government?

            The public spatting by clan and its cronies has always been for domestic consumption, preserving MR’s image, keeping an eye on vote banks and its own wealth.

            Let see your charge sheet supported by evidence then we could collectively decide to hand it over to Norwegian.

        Group of Scandinavian countries are the most respected group of countries in the world. Their per capita donations for less fortunate countries/people are usually highest in the world.
        When Sinhalese political leader like MR says even a Scandinavian country is bad, then whole S-Buddhists says that country is evil.. Even when a specific person from these respected country who come forward( ask by their Gov) to help SL using his countrymen’s TAX money, MR says that person is bad, he is a womaniser, then for all S-Sinhalese Buddhist Guppies, it is a fact.       Considering the much awaited elections here, Solheim is being very discrete and diplomatic. However, he is hinting at revelations in the book expected in early spring’2015.

        Surely killing innocent civilians is a serious matter. If he came out with with what he knew immediately after the war I certainly would have considered him in high regard. If MR flattered him on his marvelous job as a facilitator he would not have come out with his revelations of civilian deaths. Dear Dr what level of significance and urgency YOU attach to civilian deaths? Would YOU have waited till someone launches an investigation long years after?

    Mr. Solheim even after reading your response you have not convinced me of your transparency. All what you have stated is what we have read in the past. Nothing new. You failed to respond to the main allegation levelled at you. It is no secret that GOSL and even MR invited you to be a facilitator (they had no option but to obey the west dominated UN) but the crux of the matter is your continuous closeness to the LTTE organisation during this time at the expense of GOSL. You as a facilitator was assigned to do an impartial task but you embarked on a skewed job throughout.
    Just answer if there were financial gains

      Norway was sent to weaken and destroy LTTE.

      This is something similar to how Norwegians helped to stop Palestinian first Intifada and then weaken it. They never recovered from the day Arafat signed the peace deal.

      You need bit of a sophisticated approach to your analysis and comment. I don’t expect it from a Tamil or a Sinhalese.

Also get your facts correct before you attempt to laud Norway as a successful negotiator. They failed in every attempt in negotiating in the past including that with the Palestenians. They are being used by the west to portray them as being neutral. In reality they are no different to US and Europe. Let us be realistic. If the US, Britain or France become facilitators they will not be called impartial, would they?

      Norway tried hard to bring peace to the country. Having negotiated a peace settlement, both parties were preparing for war. What can the Norwegians or anybody else for that matter can do. The people don’t expect what is being done in the background of a peace negotiations. Giving money or getting money or materials is another hypocritical move. Rajapaksa gave cores of Rupees to Prabaharan to win the first presidential elections.

      During the peace process Hindians were briefed on a regular basis before and after meeting VP, MR, Chandrika, and SL officials.

      If and when necessary Hindians are in a position to leak what went on between Eric and VP and MR. They had other sources to brief them on the information Eric shared with them.

      Answer to your question is NO!. It is the UN that is hounding SL for so many years. It is relentless pressure from them to bring in an investigation. This Solheim guy who was the most corrupted facilitator has indicated his willingness to expose the GOSL and LTTE hiding behind the safety screen of the UN.

      UN will not even want to consider a plea from GOSL to hold an impartial inquiry into Solheim’s activities. So you either lie back and take the flack or expose UN short comings. It isn’t the so called impartial body that is meant to be. We know how decisions are made to please the dominant players.

        The UN has been protecting war mongers, war crime deniers and war criminals for many years, actually from 5th April 1971 to date. If UN meant business it would not have accepted the appointment of alleged war criminal as representative of this island.

        If UN has been really hounding SL, it could have easily got some sort of resolution to stop killing between 1987 and 1990. It didn’t. UN did not interfere in Vanni war until after killing of civilian had been complete and the crime scene was wiped clean.

      Rajash, Don’t underestimate sinhala modayas. They are perfectly able to read and understand other languages. I would like to read a transparent explanation from Solheim in English without the usual denial.

      You like to consider Tamils are more intelligent than Sinhalese. This is the myth that brought your downfall. If that myth is correct why on earth are you not able to have a government of your own in any where in the world? Try to live peacefully with other races and respect them. You demand equal rights to Tamils, but would you give the same rights to sinhalese if you gain power one day without regarding them as unintelligent and subversive race?         We love to see a transparent statement from MR on the issue of bribing VP just before his first presidential elections, disclose the size of the bribe, where did he get that kind of money from?

        The second issues is for him to disclose the nature and extent of war crimes and crimes against humanity perpetrated on this soil together with a list of names and details of victims?

    It is interesting to note that Solheim does not directly refute MR’s allegations. The gist of what he is saying that they always kept MR in the loop in regard to what was happening with the LTTE. One may even suggest that it is because MR was kept in the loop that he was aware of what Solheim was doing behind the scenes.

    Anyway, for most of us, I don’t suppose, what either of these fellows says matters – we don’t trust either of them.

    That was said very diplomatically and with class. Unlike our Sri Lanka diplomatic goons, who assault and threaten, erik Solheim has nice exposed MR’s attempt to rally the naive in the country around him, and vote for him again. The Rajapaksa’s have many tricks in the bag to win the election, and this is one such trick.
    It is strange he should bring Norway into the mix at this time. Cheap tricks.

    Mahinda Rajapakse opened another Pandora Box. First it was Geneva UNHRC HR violations, then it was Channel 4, then Geneva Gate contract scandal and now Erik Solheim LTTE connection.

    What horse deals all these people and countries have had with MR and VP? Does one really believe that MR alone had the guts to defy all including the UN Sec Gen who visited a couple of days after the so called LTTE defeat where genocide was committed and all of them were unaware with the availability of satellite information what was happening at ground level? Could MR alone have shut the door for the UN and Red Cross getting everyone out for the hoax of a war without witnesses to have been enacted?

    What I see is that, like how VP was led to his death by these forces, now they are at it again to take the voters of the country for suckers to help MR win the PE.

    One cannot understand why the Govt. is locking horns with leading countries in the West, US, Canada, UN, India to a certain extent and now with Eric Solheim of Norway. He is currently not a member of the Norway Govt, otherwise Norway, as a country, would have come forward with a statement to UN and rest of the world,defending solheim’s work as he was delegated by the govt of Norway to mediate on the request of Govt of Sri Lanka

    We remember the days When Eric Solheim took up all the challenges and was doing and honest broker’s job. If he was suspected of supporting the Ltte, financially or otherwise ,the Govt had every right to kick him out while doing the mediation work, which never happened. It is not fair on the part of the Govt of SL to blame a person,long after his mission failed, purely due to non cooperation of both parties involved in the conflict. He was a diplomat on a govt. mission to seek peace in the country and was not doing the job playing a personal role

    Govt. should not play to the gallery due to election time as it can hurt the feelings of other countries. Govt could not prove that Ranil of UNP had talks with Ltte sympathisers in UK and now Eric Solheim denied any wrong doing and threatening to expose everything what happened in a book to be released by him in 2015.The ruling party is not doing well in this field of blame game, as people are not buying Ltte stories this time as they know that ltte is no more in SL and more over it is the time for them to talk about their bread and butter
    as cost of living is skyrocketing.

    MR made allegations against Solheim to drag in the LTTE bogey which he hopes to use effectively to boost his own self esteem and ego, and further arouse a national feeling of euphoria, and himself as a fearless warrior leader who crushed the might of the LTTE. This is MR politics at it again as only he knows how, to be the best choice for the country. He will use this type of cheap talk to capture the public imagination, create a new villain to suit his strategy, and then expose them as working against him and the country. This has always been his modus operandi to capture votes as wwe have seen in all previous elections.

    The reply from Solheim says it all. In fact there is nothing new or earth shattering in it, but his quick, sharp and bold response may catch MR by surprise. This may also make MR to rethink his strategy, since although he hopes to gain political mileage on the home front, the noose put by the UNHCR can only get more taut with more exposures of new evidences of HR violations. However, there is bound to be more than what has been written in this open letter, and we can only wait to learn of new revelations in his new book to be published next year.

    I remember that it was former Secretary Defense Austin Fernando who described how Westborg (Norwegian Ambassador) had tried to help LTTE on Balasingham’s first sea plane air movement. I think Fernando said somewhere in his book that he suspected Solheim as helping LTTE at sea. I cannot remember details. Do President and his advisers know of these incidents? They can inquire from Fernando and get details to defend!

      Please find the answer as to who funded the government’s Peace Secretariat and the Muslim Peace Secretariat, around the same time. The answer will be quite interesting.

      Further, the Norwegians were obliged to divulge all dealings and conversations relating to the peace process to all those involved in the process , including the GOSL and the LTTE. They did so.

      Did not the GOSL oblige every demand of the LTTE including helicopter transport and special medical treatment for its senior cadres, both before and during the MR tenure!

      It was the Norwegian sponsored peace process that softened the LTTE to the point it became vulnerable. It was a peace trap that the LTTE fell into, because they tried to make fools of everyone involved, principally the Tamils. The GOSL too used the peace process to convince the international community that it was holier than the LTTE , while rearming itself.

      The Norwegians, were intermediaries who tried to cajole and offer sweets to both parties to the conflict, who were in my estimation not interested in the objectives of the peace process. The GOSL played a wiser game and Ranil Wickremasinghe should receive much credit for the government strategy. The LTTE committed Harakiri by playing a game far beyond its capacity and capability against the international community. MR is playing the same game, which is beyond its intellectual, tactical and moral capability against powerful members of the international community, which he cannot win. He and his government have become vulnerable internationally and locally as a result.

    Soleheim should know as a man dabbling in other peoples messy situations that people in public position pretend to be polite and diplomatic only in front of the camera and in public gaze. It does not mean that they like you, and in fact most often they hate your guts for what you are doing to mess up their lives. You may camouflage the radio transmitter as an educational gift (whom are you trying to kid still), but the fact is that 90 per cent of Sri Lankans recognized that it was another form a killer tool in the hands of terrorist murderers. MR was playing the ball with you, when his balls were between the crackers of western imperialistic financial aid.
