‘Sinha Le’ Hate Campaign Must Be Dealt With By New Law: NPC

All manifestations of hate speech must be banned by law and ‘Sinha Le‘ hate campaign must be dealt with by a new legislation, says the National Peace Council.

Issuing statement today the National Peace Council said; “The sudden display of “Sinha Le” posters and stickers in public places, private motor vehicles including buses and three wheelers, and on social media, gives the appearance of being part of an organized political campaign that seeks to exploit nationalist emotions. The term “Sinhale” was used during the period of Western colonial invasion that began in the 16th century to represent that part of the country that remained free of colonial rule. However, today it being given the meaning of “Sinhala blood” by being broken into two parts as “Sinha Le” with the second part being depicted in red. While the word “Sinhale” is part of the country’s historical tradition, its current usage through posters, sticker, social media and on properties of ethnic and religious minorities is a form of severe intimidation to them. When these words are spray painted on their properties it constitutes hate speech which is prohibited in international law to which Sri Lanka is signatory.

Sinha le“The National Peace Council is mindful of the aggressive campaign against the ethnic and religious minorities, in particular the Muslims in the period immediately prior to 2015. In some instances it resulted in extreme violence where sections of towns were subjected to arson attacks. This hate campaign was led by Buddhist clergy belonging to the Bodu Bala Sena (BBS) and supported by a section of the former government, which ensured that they obtained impunity. However, racism and intolerance based on blood ties are not part of the Buddhist ethos. Therefore the motivating force behind the “Sinhale” campaign has to be partisan politics that seeks to use narrow ethnic nationalism to its advantage.

“NPC holds that it is the role of the government to maintain peace between individuals, and that this is a key role of the State. The State must act to prevent hate speech as it provokes violence. Society cannot tolerate hate speech on the ground of free speech. Hate speech is speech that offends, threatens, or insults groups, based on race, color, religion, national origin, sexual orientation, disability, or other trait. We may have ideas of hate but cannot express them because they offend other people who are the victims of such speech. We understand the need to tread carefully on the banning of hate speech as it can be used to stymie legitimate political opinion. The Code of Criminal Procedure (Amendment) Bill and the Penal Code (Amendment) Bill which were proposed to ban hate speech were withdrawn, due to public protests as key provisions in them were drawn from the draconian Prevention of Terrorism Act.

“NPC emphasizes the need for new legislation as the “Sinhale” campaign demonstrates intolerance and denial of the rights of religious minorities and could potentially lead to violence and disrupt the building of a tolerant and peaceful society, if not nipped in the bud forthwith. There are currently a number of different religious and inter-religious efforts that are attempting to create and promote post-war reconciliation in Sri Lanka. Religious groups could spread the message of peace in effective and sustainable ways. In addition to tackling this problem of hate speech by means of legislation, inter-religious initiatives which aim to bridge ethno-religious divides and establish a discourse of understanding will provide concrete evidence that the national commitment to reconciliation is strong.”

      You cannot prevent racism by restricting free speech. As long as people express their xenophobia/anger for prevailing system through words we have a chance to understand mindset / ideology and act upon it. but if we prevent free speech these people resort to other means.

      Society always has racists and xenophobic people. As a modern democratic society we should encourage them to speak there mind. if we do not do that they will resort to violence mean.Good example is US where people can says whatever they wont

TNA is a racist organisation because it is pinning their policies on Tamil race. Muslim Congress is a racist organisation because it is pinning their policies on Muslim race. Sinhale is what Sri Lanka was called as in ancient time. It is not referring to any race or religion. It is the bigots of the current government that want to project Sinhale as a racist concept.       Why should the people in the Tamil speaking North & East learn Sinhala? English is an international language that everybody need to improve their knowledge and for employment abroad. Tamil is a language spoken in several parts of the world from West to East. Even if you go to the mid-east without any knowledge of English, you can still survive if you know Tamil. Sinhala is only spoken in some parts of Sri Lanka. What is the advantage of learning a language that is good for nothing? Speak to Sinhala people for what?

    @Arjuna We all preach about Sri Lanka being a country having freedom, and we criticize Arab countries for their stringent rules. And here you are refering to denying people their right to wear what they want? So what if they want to cover themselves in a black attire in 40 degree heat, its their choice-and our President would be happy since he doesnt want to allow people to walk naked on the streets.

    But on a serious note, if any such person uses the black attire to commit a crime, or if an evangelical church takes advantage of the hunger of an innocent being-take action against them. But it isnt right to attack all for the wrongdoings of a few. Just like BBS’s views are not representative of the entire population, the actions of a few trouble makers doesnt make all Muslims and Christians culpable.

    Look around, all our neighbours are surging ahead in economic progress. Only we are happy finding news ways to stay in the past.

We want American iPhones, we want other cell phones (all phones are western inventions), and Japanese bikes or cars and Indian three-wheelers, and the sudda’s kalisam (preferably American jeans), baseball caps, Russian vodka, Indian parippu, Hindi movies, and that national mania – cricket, that game invented by the Englishman. Yes, we all want those non-Sinha-le stuff…the whole gamut. But all day long we mouth “Sinha-Le”.

    The bloodthirsty Sri Lankan Buddhist Sinhala people are braying for blood after the shock and horror of ending the LTTE brought undue pressure from international circles to curb violence. This means our historical thirst for blood against the Tamils must wait for a later date. In the meantime the bloodlust needs an outlet. So the Muslims and Christians are the new easy targets. The Sinha Le campaign is specifically aimed at Muslims. Coming colours no good for the Muslims in Sri Lanka. BBS and other affiliated racist organisations are behind this new campaign.

    While newly self-crowned King Parakramabahu Sirisena is revelling in his new apparition MARA is up to his usual self – creating havoc to proclaim himself the Sinhala king again.

    All this brings the question, who painted the walls Sinhaley? – is it related to sticker compaign or different? Why isn’t this incident investigated by current govt? Or is it advocating that? I haven’t seen a single communique nor any news to the effect this is investigated. Maybe kids have fun?

    As someone who saw these graffitt first hand I can tell you there are enough CCTV cameras in the area, should they want to investigate and till last week end no had even visited to collect the footage and migjt be late now. Also makes you wonder if state had any hand in it given the utter silence.

    So all in all govt and Sirisena is not all all worried about this spray-art incident unlike the bras :)

    I think the Peace Forum had better note that we cannot have everything. We can have racist speech and no violence or we can have supression of racist speech and violence. At least let people speak their racist mind and answer them with reason.

    After all these are the same people who expect our cricket team to win every match. They are entitled to their opinion as I recall it was a Human Right.

    Tha hindus and christians have no problem on this slogan. It doesn’t affect them at all. Hindus, Christians and Buddhists are living together in unity. So we all can come to an collective agreement on who has major issues.

    It is a very good poster and a very good slogan. Sinha – le, or better still Sinha – Lay. This is something that the Sinhala nation celebrates – or has it given up celebrating it? It is stuck on flag of the Sinhala State that flies at the United Nations Organization, for all the world to see. Oh yes we worship that ancient original Sinha – Lay without which we would not be here today.

    So what is the hate speech involved? What has the great Sinha – Lay that we celebrate got to do with the BBS and its anti minority antics that are funded by you know who?

    Get a life of your own and just let us celebrate our great Sinha – Lay. And what about the Dema – Lay? are you going to ban that too? Stop peacing around and go get your own Lay. It will be much better for us all that way. OK?

    Yes Politics is destroying Buddhism. It is best that religions don’t get mixed up with politics. Why are educated Buddhists not coming forward and standing up to BBS and Sinha Le? Tell the people why it’s wrong and help them become better human beings.
