Sinhalese Won’t Give Anything, We Must Try To Obtain Our Rights Under International Laws: Wigneswaran

Last few weeks the Chief Minister of the Northern Province has been answering in a serial, one question every week in Tamil for the press. Without answering perfunctorily he explores the background of the question and gives detailed reply. The latest in this series is as follows – (This is a translation to English) –

Question – You have been discussing many matters recently with the political and religious  leadership of the Sinhalese. Sometimes your views seem to have angered these leaders. The Tamil leadership is worried whether your utterances would prevent the Sinhala leadership from granting even the meagre powers they are willing to grant presently. What have you got to say?

Response – Good question! But whoever told you that the Sinhalese leaders are ready to grant anything to you. What is the back ground to the Sinhalese leadership usurping our legitimate rights and now saying we will give you so much and not anymore and so on?

We must be clear in our minds of one thing. A person like the UN Official Pablo de Grief is aware of this matter. But it  is a pity that our Tamil leadership has failed to recognize this. What I mean is that the Sinhalese political and religious leadership is not interested in sharing power with the Tamils. If they were interested they would have at least granted by now what they publicly undertook before the International Fora.

For example even eight years after the war the Prevention of Terrorism (Temporary Provisions) Act has not been withdrawn. What do you expect from those who have  not kept their word in this regard even?

Even if the Sinhalese leadership condescends to grant some powers to the Tamils it will wriggle out of its obligations in no time. What happened to the Banda-Chelva Pact and Dudley-Chelva Pact and such other Agreements would be reenacted again or what happened to the North –East merger after 18 years would happen belatedly.

You may ask me as to why I am so pessimistic about the Sinhalese leadership. The reason is traceable to the fundamental cause that led to the racial contradictions in this country.

The Sinhalese leaders are zealously guarding the political powers they clinched from the British in whatsoever manner they did. It is their reluctance to share such power which is the fundamental cause for our communal impasse. There is a misapprehension that has engulfed the Sinhalese political leadership. They feel that what has been obtained by in whatsoever dubious means if shared would lead to the destruction of the entire Sinhalese Buddhist race. Hence they would try to jealously guard their political hegemony over the entire country.

In a legal sense it is ideal for every racial, religious or linguistic group living contiguously to govern themselves in their respective areas.  While doing so they could consider the entire  country as theirs and set up an appropriate shared government. But the Sinhalese Buddhists are reluctant to do so. The reason trotted out by them is that  this the only country available to them while the Tamils have Tamil Nadu in India for themselves. What that means is because there is a Tamil Nadu in the neighbouring country the progeny of those Dravidians who lived in this country even  before the genesis of the Sinhala language  should go away to Tamil Nadu or if they wish to continue residing here they should conform to the dictates of the Sinhalese. In effect their political philosophy appears to be “Tamils leave us! If not prepare to live under our yoke”. But preferring not to be so blunt in saying so they prefer to articulate  such noble sentiments such as “we will give you that” and “we will give you this” delaying giving anything.

It would be pertinent at this stage to examine what exactly they would give us. They would not give anything which would adversely affect the political stranglehold exercised by themselves so far. They would not grant a legally sensible or lawfully expected power sharing of any acceptable nature. If so, why should we be pampering them? After all our Tamil leaders are asking them right or wrong  give us what the Sinhalese leadership is intending or interested in granting us. Why a hesitation in that too?

While preparing our political election manifestos we find out what our people want and accordingly prepare them. But once we are elected we are seeking the goodwill of others. May be we feel such goodwill might give us some favourable results! It is my view such hopes are misplaced. That is, what we had enshrined in our election manifestos as matters truly reflecting the aspirations of our people would never ever be granted. To expect some morsel of food to fall out from their plates for our survival would be foolish. Even if they allow some crumbs to fall from their plates they too would be withdrawn  in due course.

Therefore it is our lot to fight for our rights. None would like to share what they have peacefully and voluntarily with others. Hence when we agitate  for our rights to give undue importance to the feelings and preferences of the Sinhala leaders would only reflect our weakness. ( We should consider them only if there is a remote possibility that they would grant our rights)

Your next question in this regard would be how would you like to fight for your rights?

Firstly Tamils must unite. During the Tsunami the Liberation Tigers and the Army for just a few days joined together as brothers to do service to the affected people. Thus when our continued existence in the North and East is in jeopardy we must wake up to unite. Those living in the North and East, Upcountry, Colombo and else where in Sri Lanka must unite. They must be united in their thoughts. This request is not directed against our Sinhalese brethren. It is a thought in favor of the Tamils to  bring unity among us, divided as we are.

Next our diaspora must be called upon to co –operate with us.

Thirdly our Tamil brethren in South India must join hands in this process of bringing unity among us all. Just as how the Jews wheresoever situate in this world contributed to unity among themselves so too we should join in this process of unity. If we voice our concerns in unity the International Fora will listen to us.

Next we must correct the false history of the Tamils portrayed to the world so far by the Sinhalese Buddhists. We should educate the Sinhalese leaders as to the true state of our history. For example we should point out that the Dravidians lived in this Isle even prior to the genesis of the Sinhalese language, that  the persons who first converted  to Buddhism in this Island were the Tamils who lived in the North and East and the Buddhist archeological  remains  found  in North and East today belong to those Demala Baudhayo and not to Sinhala Baudhayo. It must be pointed out that the Sinhalese Buddhists did never ever live in the North and East as a majority community at any stage.

The International pressure politically should mount too. We must try to obtain our rights under the International Laws. At the same time it is desirable that we must enlist   the support of our Sinhalese brethren who are supportive of our causes to bring about change in the thinking of our Buddhist Sinhalese leaders. Granting internal self determination to the Tamils, they must be told, does not bring any disadvantages   to the Sinhala Buddhists but only advantages. This must be pointed out to them.

But fundamentally the change must come over among us Tamils. We must discard our arrogance and haughty tendencies. We must come forward to work for our people in unity and earnest. We show regard, respect and fear to an uneducated armed Sinhalese soldier but when it comes to our loving educated Tamil brothers we exhibit competitive feelings and jealousy towards them. Living together in unity seems to be such a difficult task as far as our Tamil Community is concerned.

More specially those who identify themselves as belonging to the upper strata of  our society must undergo transformation. We must get used to treating every person as our brethren.

We have already lost a considerable number of our people to foreign climes and distant lands when we are embarking upon this journey of restoration of our rights. As it is  our education is in the doldrums . There is a shortage of  skilled workers among us. Persons from outside our  Province are being brought here by the government granting them our traditional lands and making them colonize these areas.

So where are we journeying to? What is our present situation? We should think about this state of affairs very closely. Then  we would realize the need for unity to some extent. Where there is a will there is a way. It is not difficult to unite. We must unite at least in our fundamentals. Therefore my humble request is not to wait to find out what the Sinhalese political and religious leaders would grant us. Join in earnest and make a request for what is legitimately ours. Make the claim in an undivided voice.

      If the Sri Lankan Government introduces a new Constitution that converts the Unitary-Single State into a United-Federal State, Sri Lankan citizens and Opposition Political Parties have a LEGITIMATE RIGHT to oppose, as it ratifies the country being divided according to territorial rights, aerospace rights, naval rights not to mention conferring separate sovereign rights, legislature rights and judicial rights to 9 individual Federal Provincial States. How could EU Ambassador say opposing such Proposals which divide a Unitary Country is SHORT-SIGHTED????

      EU Ambassador, Tung-Laï Margue has NO RIGHT WHATSOEVER to criticize individual decisions of people, or the Opposition, for listening to majority voters who oppose the Federal Constitution.

      EU, being the “Vanguard of Human Rights” and the most vociferous Organ in protecting people’s rights, should TEACH THEIR AMBASSADOR TO “RESPECT SRI LANKAN CITIZENS’ RIGHT TO TAKE THEIR OWN DECISIONS” WITHOUT BEING SUBJECT TO EU’S UNDUE MANIPULATION, INFLUENCE AND INTIMIDATION.

        The Tamils have converted the internal domestic SL issue into a global issue. They have globalized/internationalized the issue where Uncle Sam and the Western powers are influenced by the Tamil Diaspora to interfere. That is why just after the war ended, America gave enough hard time to the Rajapakshe government at Geneva and finally made sure that they lose the election. Earlier, only India was interfering in Sri Lankan internal problem but now, not only UN but US, EU, UK and many others are directly interfering.

          Rajapakshe dictatorship was very bad and sad experience for SL. Fortunately by a “miracle” they were booted out at the last election with the cooperation of the multicultural and multiethnic population playing a major role in its demise.
          Racial strife is still very rampant and prospect for stable government is hopeless.
          Unless and until the supreme law of the country which is the constitution treats all its citizens fairly and equally the instability and killings will continue ,i.e. the day when every Sri Lankan will be proud to be a Sri Lankan.
          Sadly, it might be a very long waiting period!

            I had been writing in these columns for the past few years that except for a few Sinhalese, the rest are not in favour of sharing power or territory with Tamils. At least now CVW had realised this, which many Tamil politicians have not. One thing good that Tamil politicians are doing to engage Sinhalese in trying to bring about a settlement. Intransigency of Sinhalese is now being proved to the world, when they refuse to move even an inch when Tamils have made compromises. I have also been writing in these columns that unless there is intervention by international community, Tamils will never get justice from the Sinhala dominated government, which now CVW orchestrates.

              Even when Dr Colvin R. De Silva (a Marxist and a leader of the Lanka Sama Samaja Party) who once professed the famous dictum “one language two nations, two languages one nation” became the architect (as Minister of Constitutional Affairs) of the infamous 1972 Unitary Constitution in Sri Lanka that was enacted without the participation or mandate of Sri Lankan Tamils, how can we trust the other Sinhala leaders? Our Tamil leaders must be naïve if they still believe that the Sinhala leadership (whoever it may be) will solve this problem by creating a federal system. The TNA (Sambandan and Co.) are only fooling themselves if they believe that the present regime will solve the Tamil National question.

              This much I will vouch for you, Dr. Gnana Sankaralingam: you write much more reasonably than you did 54 months ago, when I first began interacting with you.

              Percy, medical practitioners with MBBS qualifications, are almost universally referred to as “Doctor”, at least where the English language is used. We are trying to solve seemingly intractable problems that have plagued our country “for a very long time”. I am vague about time-frame because then we get embroiled in controversy. Let us desist from legalistic stipulative definitions to humiliate a man who has been practising his profession for more than forty years.

              There was a time when Gnana was writing insultingly about the IQs of Sinhalese students at Royal College, whose alumni he thought (contradictoraly) were the only persons fit for him to associate with. I strongly disagreed. Let us respond to moderation by others by offering friendship.

                Dear Sinhala man, I never wrote insultingly about IQ of Sinhala students in Royal. What I said was, there were brilliant Sinhala students at Royal in every batch some even topping the batch, but when you compare a batch as a whole, Tamil students fared better than Sinhalese students. I must emphasise to you that IQ does not correspond to the performance at the exam, as a person with a lower IQ with hard work will perform better than a person with a higher IQ if he does not study, particularly in Biology stream than in Maths stream. Secondly I never thought that only those from Royal are fit to associate with. I have friends from other schools as well, if not I would never have been elected President of two Srilankan associations in UK where most of the members are from other schools.

          Nimal,

          The issue was globalized/internationalized due to past governments failure to solve the issues of the country. When SWRD’s secretary told him that the Sinhala Only would create problems in the future his response was we will cross the bridge when we reach it.

          If we simplify when a family unit has issues the family should get together and solve the problem. This means there has to be an ability to recognize there is a problem first and then you try to solve those problems. If there are people in these family unit who insist that there is no problem only then others in the family unit bring in outsiders like the police, lawyers or even thugs.

          Blaming the Tamils is nothing new as it is a Sri Lankan habit of always blaming somebody else rather than admit to the past mistakes and accept responsibility and try to solve the issue.

          There were no large scale Tamil diaspora before 83. 83 Riots created the tamil diaspora and today they are in an influential position in those countries to what you call interfere in Sri Lanka.

          Even now we can solve the issues and start moving forward but there are vested interest who create fear mongering among the majority for their political gains and will not allow in solving the issues at hand

He was performing an essentially humanitarian function. The Sinhalaya lives on the income earned by sending his women to massage Arabs or by selling the country to the Chinese.             What does this mean?: ”Do you know that our ate ‘Parippu’ trying to reach Puthukuduyirippu”

            Read it as,”Do you know that our Army ate ‘Parippu’ trying to reach Puthukuduyirippu”? Because you are a Tamil you are not familiar with this type of vernacular. I often wonder where such new sayings originate among the Sinhalese. But they aptly describe the situation at hand.

            Taking another example, we may describe Mara’s stupid move of holding elections 2 years before they were due as: “Man ate a nice Parippu, did he not”? Or as”Man Adagena nagaththa neda?” Meaning’ Mahinda himself drew water from the well and had a nice bath (got wet or got the bucket treatment). It simply means committing a stupid act unnecessarily. No one asked for an early election, but he went for one and lost all. We all know why.

            Other Parippus:
            1) Tamils starting a war to get Eelam.
            2) Nazi Tamils trying to defeat Edwin in CT. (You know guys, Mahinda got bucketed only once and left it alone. But you guys are bucketing yourselves on a daily basis).

Today even traditional Hindu places of worship have been taken over by the Buddhist, example Katharagama. It was Kadirgamam a Hindu Murugan Temple which after past race riots has become a Buddhist shrine. Even Mahinda Rajapakse who claims to be the guardian of Buddhism visits Indian Hindu temples more than he visits Buddhist places of worship. Its time the masses understand the drama that is being played out for personal reasons by the politicians.

        Vishnu is said to be the ‘protector’ of Buddhism.

      Katharagama was never a Hindu temple. It was a Buddhist temple and that is why an ancient stupa called kiri vehera is next to it. Katharagama was made into a Hindu temple in 15 century. It was a local god called Mahasena that was there. Learn history.

      And what rights are any minority religion devoid of in SL? Muslims have been able to take away ancient Kuragala temple, devenagala and even destroy Muhudu vihara without any problem.       What makes the Tamils believe that the present government is not different from any other Sinhala leadership? Why should the Tamils negotiate (or rather beg) the Sinhala leadership to get their due rights in the new constitution? From the day the Tamils lost their rights to the Sinhalese (via British in 1948) they had been negotiating with the Sinhalese (Peacefully and violently), but they were only hoodwinked with broken promises. The Tamils know very well (it is more than clear) that the Sinhalese will not give anything (devolution) but why should we continue to ask them? The citizens of a specific Tamil speaking traditional land area, the Tamil Nation of Sri Lanka should decide what is good for them.

    Tamils asking for Federal Solution say ‘Federalism is not Separatism’. True. But there is no guarantee that Federalism will not lead to Separatism. In India where there is a Federal system, Tamil Nadu and Punjab wanted to separate and the Central Government crushed these separatist movements.

    I think In Sri Lanka, Veddas (Aadi Wasi) who are the native people have not been given the due place. There are evidences to believe that most of the Vedda settlements were scattered in the Eastern Province. So Eastern Province is not the traditional home land of Tamils but traditional homeland of Veddas. So declare Eastern Province as an Autonomous region and make the leader of Veddas the Governor.

    I am sure Sinhalese have no problem in giving the demands or finding solutions to the problems of ordinary Tamil folks but not the demands of TNA, Vigneshwaran, Tamil Nadu politicians, Tamil Diaspora or NGOs funded by West. TNA that got only 500,000 votes at the 2015 General Election is not the voice of the ordinary Tamils. Vigneshwaran who landed in Jaffna from a parachute has become the mouth piece for Tamil Diaspora and not mouth piece of ordinary Tamils. Wigneshwaran became the NPC Chief Minister in 2013. Records show that the money allocated to NPC were not fully utilized and returned to Treasury. Of Rs 5,831 Million allocated by Government for North, the TNA Provincial Administration utilized only 25.17% up to Sep 30th 2014. This allocation of Rs.5,831 Million was the highest allocation of all the provinces in Sri Lanka. Yet TNA talks about not treating Tamils equally.

    Tamil youth in May 2016 told ‘We want homes not merging of North-East’.( https://www.youtube.com/watch?v=KwzRTTVWQEs). Low caste Tamils in the North do not want land and police powers given to NPC controlled by Wellala Tamils. Why is the voice of these people being purposely ignored?

    An independent study should be carried out among ordinary Tamils without allowing interference from Tamil politicians to identify their problems and demands and address them.

          American and other non-Anglican missionaries were not encouraged by the Colonial government to operate close to Colombo. They opted for other places. Jaffna had the attraction of proximity to South India, so that missionaries could be trained to serve in South India.
          Government jobs were slower to come.

          The more affluent Sinhala elite, some granted large stretches of land by the Colonial regime and others who made their money in business, especially arrack rentals, were less interested in English education and state employment.
          There was thus Tamil dominance in state jobs but Tamils were weak in the business sector. Indian traders fared relatively well though.

          Comparisons will make sense if factors of class and caste are also brought into the picture, which neither Tamil nor Sinhalese nationalists like to talk about.

    It was a relief to read that the present GoSL is staying true to Sri Lanka’s territorial integrity. Sirisena and Ranil are true lead to the national essence of their country, and not parlaying with a small fragment of minority that have a misbegotten desire to be goldenly exclusive.

      If the Sri Lankan side faithfully abided by the Indo Lanka Agreement – that flowed from the 13th Amendment, the terrible tragedy that Sri Lanka suffered Eng. MVR Perera mentions, would have not occurred.
      While a SL President himself was to surreptitiously arm the LTTE against the Indians to sabotage the Agreement, in sheer fright of the JVP, Mahinda R and other bogus patriots were working up the ignorant in the Deep South against the IL Accord. Later on a maverick CJ wrecked the Accord to please the Sinhala extremists. Why? To create a political platform for him in the future. He was later say he regretted his mala fide action.

      So let us not blame the Indians, although they were working on an Agenda of their own. The time has come for us to make suitable

      even today with its economy every year accelerating
      steep hill . But in the case of Srilanka , if it is one unit
      then it is killing its own citizens and its citizens think
      they are quite sane to go on like this .

    Wigneswaran said, Even Deveni Pe this was Tamil. Tamils say theylived in Sri lanka even before Sinhala people. So, consider whole Sri lanka as the homeland and ask power devolution for the country. There is nothing else to give, stupid Tamils just talk.

      Undoubtedly the Tamil speaking Dravidians lived and ruled Sri Lanka much before people began speaking in the language called Sinhala ..because of the powerful Dravidian Empire in South India Sri Lanka was part of their Empire..it was under the Dravidian emperors Buddhism that never thrived in in it’s birth place North of India i.e. Nepal…varanasi…Bihar.. Bodhgaya ….etc , established ..survived…expanded in the Far East as far as China ..Indonesia in South.
      it was easier for Vijaya the Begali out cast ..the rogue who accidentally landed in Sri Lanka to mingle around the people as the Sinhala language is a combination of Bengali,Telengu, Malayali, Kerala Dravida languages…
      Sri Lanka for 2,500 years was ruled by the descendants of the Dravidian Kings upto British Invasion …one has to visit South India specially …Madurai…Vellore to understand this historical facts.. Our Architecture..Foods clothes ..jewelry are all from South India…
      It was for this reason that the last Dravidian King Sri Wickrema Rajasinghe was deposed to Vellore and Ehelapola Adigar who dreamt to be the first Sinhala King of Vijaya Clan was deposed to Mauritius by the British…
      It was under the British system Sri Lanka became one Country…however the British when they left in 1948 ensured a separate Tamil country is not created in Sri Lanka as it would have influenced the disintegration of the greater South of India…
      Indian influence was there then and even now. As such the dream of present Tamil politicians will only be a dream…any struggles to alter that will only bring in misery & bloodshed..

        When the Old Colonial Master (OCM) made plans to hand over this blessed island to the Local Brown Sahibs he ignored the few voices that suggested partition – a ‘Kingdom of Jaffna’?. The voices of the Brown Sahibs were too convincing; you know, the ones from the pukkah schools with mottos like ‘Respice Finem’, ‘Disce Aut Discede’, ‘Esto Perpetua’ etc, etc. The OCM thought that we could never be divided.
        The OCM was even more convinced when on New Years eve 1947, we (messrs Sunderasan, Corea, Silva, Jansz and Lateef) linked arms and sang ‘Old Lang Syne’ after a few convivial snorters at a local watering hole not a million miles from Galle Face Green. Those were the days aaah! Even Singapore wanted to be like us. How did we lose our way?

    How did we lose our way?
    This is precisely the question that has been often asked by those who have the country at Heart!
    Unfortunately, Esto Perpetua of SWRD first and later Disce Aut Discede of JRJ were casualties of the local Aesops Fables- The Mahavamsa.
    Just this morning, I revisited Buddhism Betrayed by our Anthropologist S.J.Tambiah.
    It appears that by about the 13th Century Sinhalese Literature reflected an Anti Tamil slant.
    So, it would be an uphill task for any mothers son to reverse that process.
    I see the views of CM Wigneswaran in that light.

    Chief Minister Wigneswaran calling for unity among the Tamils is highly ridiculous. It is he who tried to destroy the unity of the Tamils by supporting the ACTC during the 2015 parliamentary elections. Having won his elections as the lead candidate in the 2013 Provincial Elections on the TNA ticket, he shamelessly supported TNPF at the 2015 parliamentary elections.

    He appealed to the people to come out of their homes (symbol of ITAK) and vote for change. Cast their votes for candidates who are committed to self-determination, who will stand by the people, not those who are selfish and forget their constituents after getting elected, not those who are following a policy of APPEASEMENT with people in the south.

    He claims that he won the Provincial Council elections in 2013 on his own popularity and not on ITAK/TNA kicking the ladder he used to climb to the office he now enjoys. That is a stab on the back of the people by a retired Chief Justice. As an admininistrator he has proved himself an utter failure wasting his time in criticising the government and giving unnecessary muscle to the ultra Sinhala – Buddhist communal forces in the south.

    He is lambasting the TNA top leadership (Sampanthan & Sumanthiran) for moving close to the Sinhalese in the south. Wigneswaran has no stomach for diplomacy and tactfulness. In fact the TNA is having serious trouble with Wigneswaran because of his intemperate and confrontational politics. For example, he is at loggerheads with Prime Minister Ranil Wickremesinghe denigrating him as a Prime Minister with only 45 MPs. That he belongs to the same old Uncle Nephew party. This shows he is thoughtless and suffers from an uncontrollable ego. 1/2 continued

    In 2015, he turned down a funding offer by the UNDP Resident Representative and UN Resident Coordinator to the tune of USD 150 million (Rs.22,500 million) under Peace Building Fund. He turned down this offer merely because the UNDP Resident Coordinator refused to play ball with him. The Coodinator was not willing, in fact opposed, to the request by Wigneswaran to appoint Karthikeyan Nimalan his nephew and an Australian citizen as Special Officer of the project. Wigneswaran even went to the extent of suggesting a monthly salary of US $ 5000 (Rs.704,675) plus expenses! Nimalan is the Diary Secretary, Excutive Assistant and Political Advicor to the Chief Minister.
    Now he is adding insult to injury by speaking about Tamil unity after trying his best to destroy Tamil unity. There is near unity among the Tamil people. More than 75% of the people have supported the TNA/ITAK in all the elections held after the end of the war. The TNA increased its vote bank in 2015 parliamentary elections in the North ( 69.12%) compared to the one held in 2010 (43.85%)just after the war.
    Wigneswaran will be doing a favour if he can keep his peace and not rock the boat by his vituperative and provacative press interviews/statements. He is claiming Tamils must now get their rights under the International Laws. He should tell us what those international laws are.

      Nimalan Karthikeyan is said to be no more than a Waiter at Oberoi Hotel. Thereafter, he did many odd-jobs – a rolling stone including
      working for NGOs.. If this is the material
      Wiggy relies on to bring a new lease of life to the Tamil Nation in Sri Lanka, he is widely off the mark. Wiggy must make amends and make it up with Sampanthan and the TNA. Whether the latter have any apetite at all for the former judicial officer is another matter.
      By all accounts, Wiggy, as a political factor, is a spent force.
