Social Media Outcry Over IGP’s Phonegate Scandal

A huge social media outcry is demanding the immediate resignation of the Inspector General Police Pujith Jayasundara after he himself publicly made a mockery of the Yahapalanaya government’s formulated independent Police Commission that has been created to stop acts as displayed by him.

Violating the rules and regulations of the very purpose of the creation of the independent Police Commission, the Inspector General of Police was caught red handed on television speaking on his mobile phone and addressing a phone caller by the name of ‘Sir’, confirming that he had instructed the Financial Crimes Investigations Chief to not arrest a particular “Nilame”.

However Anura Kumara Dissanayake bringing this issue up in parliament said that the Basnayake Nilame refered to was none other than the current Devundara Vishnu Dewale incumbent Dishan Wikramaratne Gunasekara who is presently being investigated by the Financial Crime Division for fraud and the caller being none other than the Minister of Minister of Law & Order, Sagala Ratnayake.

Incidentally the Devundara Vishnu Dewale is situated in Sagala Ratnayake’s electorate.

“What is the power that the IGP is wielding? That is a matter and a decision for judiciary. Who is this sir he was addressing? As a parliament we need to know. It is extremely clear how these ‘Sirs’ will do what it takes to protect fraudsters. I believe this so called ‘Sir’ the IGP was referring to is Sagala Ratnayake. If it is not him then the IGP should inform this parliament who it was” Anura Kumara Dissanayake said.

President Maithripala Sirisena when questioned in parliament said “I too watched the video footage and vehemently condemn the actions of the IGP and I have asked him for an explanation regarding the incident”.

Under the Maithripala Sirisena led Yahapalanaya government three independent commissions were formed on the 14th of October 2015 under the 19th amendment to the constitution which was National Police Commission, Public Service Commission and the Election Commission.

A prominent lawyer speaking to Colombo Telegraph when contacted said “Where is the natural justice when the IGP himself violates the independent Police Commission rules and regulations so open and blatantly? Politicians are merely causing unjust interference. This is a third world political set up”.

The independent Police Commission proudly proclaims in its vision statement to be a “A safe, secure and peaceful society through a credible, independent and professional Police service” whilst it mission statement reads “ To transform Sri Lanka Police into an efficient, transparent and responsive service that, respects and protects Human Rights, ensures Public Accountability and upholds the Rule of Law”.

President Maithripala Sirisena now finds himself in a tango as it is only he who has the power to replace the Inspector General of Police. The National Police Commission is an independent body established under the 19th amendment to the constitution vested with powers of appointments transfers and promotions, control of discipline and dismissal of all ranks of police officers except the IGP.       We all thoughts this particular YOUNG IGP would bring tangible changes to the prevailing stagations in the areas.

      Anyways, to see other way around to be the reality of the day – is becoming the saddened truth day to another.

      I tihnk if IGP had been dependent iin this case, he should resign leaving the place for the next appropriate candidate.

        According to L. Kirialla this particular conversation could/would have been between the IGP and his past mentors (Teachers); accordingly ,he had addressed the caller as “sir” thus no point jumping the gun this quickly.what Kirialla tries to do is , buy some time until another scandal pops up; so that every one forgets about the call.

        PS: IGP and Sagala Rathnayake must lead by example ;thus , both must tender their resignation and go home gracefully.

          How happy we had been at the time, diverse forces destroyed Rajaapkshe future plans on the 8th Jan 2015.
          But just after 2 years – we are all unhappy not being able to see what we dreamt towards the end of 2014.
          Today, Rajaakshes can even add their all abusive talks to the press even loudly hi hi hu hu attack to the current regime.

            Today we are perplexed at the behavior of the President and the Prime Minister, and tomorrow we will be asking them both to resign, unless their form changes. From all accounts they wont, or they can’t.

            And when people ask them to vacate, the cry will be led by those very same independent minds who were foolish enough to think these two would bring fresh winds with them way back in January 2015.

            It is now becoming clear, not only will they not, but actually they cant!!!

            The Rajapakses probably have too much up their sleeves on them both, to risk doing the right thing by 22 million people.

            Janaka – Why do you think IGP is a weak character,think he is not, he exposed it in front of the public and now the matter is in open and look at the public uproar it has created here. I would not say, someone like Pujitha Jayasundara would lose his balance at the instance of a call coming from a Minister and make such utterances in public. Could be a smart strategy adopted by him and I’m sure no other politician will try to influence the IGP again!

      Very first day at the appointment itself, I felt very bad looking at the manner this man held the speech as IGP.
      He behaved as if he is very right, but seem to be low grade.. in terms of managaing an incoming phone call.
      How come ?
      Lack of experience ?

How decent and Honest Felix Dias was displayed in the film ‘Sagarayak Meda’ that was a box office hit. Remember when the UF govt lost in ’77 and the UNP goons raided the Naiwala Farm of Felix Dias B, the large stock of milk food found that was in short supply for the masses, was not in short supply for the animals.     I think we are all wasting our time. Is’nt this the same IGP who has stalled the Daham Sirisena assault investigation? What we are witnessing is the classic third world dancing around the bushes phenomenon. Expecting first world standards, just by creating institutions and talking about them won’t work.

    This hole was dug starting in the 70’s. Each decade, we made it bigger. Yes, its WE who did this, not just them! Now, just to come out of this stinking hole, it will take over a generation of reeducation. It has NEVER WORKED, in global history. Otherwise, we will continue doing the same things, expecting different outcomes.

    The best example we have is the GMOA. They have collectively bled the nation at every juncture, in absolutely violation of the hyppocratic oath. Yet, they continue to get away with it. Arguing about MP’s allowances when they are openly stealing millions is another idiotic exercise. This is what a powerless, clueless society can does. We all have cousins and closer relatives who are having a grand time spending money they have managed to steal from the State. They will never admit to doing that. For them, its business as usual.

    When JR said, to create a Dharmishta society one must turn the searchlight inwards…he meant you and I. NOT HIM!

    Why would the IGP of the Nation call anyone else Sir, while getting instructions on how to carry out Yahapalana Law?.

    Imagine if our dear friend Kudu Mervyn got a gig with Batalands to run Yahapalanaya?.

    UNP Pujitha would have called him Sir too.

    BTW to more important issue which I am worried about is, how our 70 percent inhabitant population going to cope with 7 Pujithyas,

    Easterners and the Northerners wouldn’t have to worry ..I guess.

      All of us are preaching to the converted. Ranil and Sirisena do not read these columns. Between ourselves we all know what should be done about this and about the interminable list of scandals reported by CT.

      Nothing will change because the masses are apathetic and don’t hold their leaders to account. If there is no alternative to UNP/SLFP/JVP they could at least abstain from voting to register their displeasure, but they are weak, downtrodden, hungry, living on hope and scraps tossed to them by their leaders.

    The way he was appointed suggested that he will not be able to do the job even he does know it. This is not CBG Emil Mahendran. As he is a Sinhalese he still can keep go on.

    What an IGP this man is? At least he should have had the presence of mind that he is speaking to the telephone so loud and that there is a public address system in operation. What kind of a Law Enforcement “Top Brass” is he? I knew he would be this type from the day made a statement after accepting the post of IGP. He said: “I was conducting “Bodi Pooja” for more than thirty days with a wish to get this position”. Mr. Anura Kumara is asking: “What is the Police Commission going to do about this telephone conversation:? How hard you fought to establish these so called “Independent Commissions” and now you must be learning, that also in the hard way, how these types of establishments are USELESS in a country like Sri Lanka. By the way, is IGP coming under the Police Commission or the Minister of Law and Order? I am raising this question, because there were earlier instances where this IGP has not carried out the instructions of the Police Commission. It is good that the President himself admitted seen and listened to that telephone conversation aired over a TV channel. Now at least he, the President must know and realize what is going on in the country is not what he KNOWS and OUGHT TO BE? Please have that “Madu Walige” in your hand to hit hard to anyone irrespective of his/her status. That is the ONLY WAY to correct these vagabonds in high positions who are derailing the Good Governance programmes.

    The minister or whatever donkey should never have called the IGP re: the matter discussed. I accept the fault of the IGP in this matter. But this is what rules in our Banana Republic. MPs & Ministers call poor officials and demand such things. Bring legislation banning such actions by such people. First of all ask the politician to resign and go home.

          They the current men have done lot more good things, but much more ot be done. They are not magicians to bring wonders. Bond scam is a complex issue, that has lot to do with its complexity than anything else. However, it is being under investigation. And other anomalies are also investigated unlike the case under Srimathono MR.

    IGP or anybody else must not call anybody in Sri Lanka “Sir”. This is title given by Queen of the British empire. We had 6 or 7 Sirs.They all are dead and gone. Everybody has a name and you should call anybody by name adding “Mrs, Miss or Mr.” and no other titles please. Specially the third class, uneducated fools in the parilament should called “Modayas”.

    Several things to be taken away from this

    1. As the IGP he seems not to have any idea about confidentiality – a serious character flaw
    2. The government is cherry-picking the people they want to investigate – not a single minister who joined the present government is being investigated.
    3. The comedy of ‘Misuse of government vehicles’ is such a puerile and intangible charge it can be applied 10 times a day if you were to see the government cars parked outside schools
    4. Not a single cache – either in an account or in cash – has been discovered by the FCID. Irresponsible statements by the Presidential spokesman, who by the way has a serious charge at the bribery charge that is not being investigated, make the whole government look rather stupid.

    Mahinda is watching and waiting – his grass root popularity is huge and Sirisena will eventfully be forced to align himself with him in a deal as the pressure mounts.

    This stupid IGP showed his ignorance to the whole world by answering the phone, while he was addressing a gathering using a P/A system. Now everybody knows that he interferes with the justice system and try to implement things his way. He should resign if he has any dignity. If not, should remove him from this post, as he is not suitable to be the IGP at all.

    More time passes there is a suspicion emerges if this is only a drama. IGP Pujitha actions was too cool to answering a bullying boss. Directors producers might include New King, PM….. New King’s response in the parliament also suggest he too may be well aware of the Call Drama. Yet one has to hear from official Police commission’s report on this.

    If accidently a first grader was promoted to IGP, even that child might have avoided the microphone announcement of the call. So IGP expected the call to come to the stage and answered as preplanned standing near to the microphones.

    Then why this drama? Hard to tell. But its connection pervades to the criminal at large, not specific to Nilame. This sounds like this is not to crew up more or less the particular Nilame’s case.

    Anura Kumara might be right in the voice of the other side was Sagala. He, Malik like people would consent for this type of Dramas.

    No man can stay in the Law and order minsitry, even if he/she is modaya or thief or possessing any other Lankawe’s Minister Qualifications. Only donkeys can stand up there. That is why Tilak, Sagala are assigned to that job.

    If one more person deserves to Thirukkuvaal Whipping, it is Lord Soulbury for his recommendation to the British government to give freedom to Lankawe with is constitution.

    The most important aspect in this “phone-gate” saga is not just Pujith and Sagala. This has much deeper roots that driving up to the President’s diatribe in October 10th or so, about the FCID, Bribery Commission and Presidential Commission on Fraud etc. on the seemingly political agenda on which these institutions function. In an interview given to the Divaina newspaper (Manoj Abheydeera) soon after this controversial speech, President basically said (between line reading), “rule of law has to be upheld after accommodating the political expediency”. This message was all over his interview in which he elaborated the difficulties he is facing running the country by antagonizing his political friends. According to the president, “full impartiality in upholding the rule of law is political hara-kiri.” Incidentally, “Friday Forum” had a column in the Island newspaper on this very point, but I have not seen anybody else discuss this double standards (political friends have to be treated with kid glove) especially people like Professor Sarath Wijessoriya and Gamini Viyangoda who foul cry in a drop of a hat.
    What Sagala Ratnayake and Pujith is doing is to address the President’s desire of not doing political hara-kiri and how to “upheld the law after accommodating political expediency”. It is said that fish rot from the head. If President has a backbone to take a stand and claim “friend or foe you all are equal in front of the law” (this is what people expected from him on January 8th revolution), Sagala will toe in line so would Pujith. When the “maha kakuluwa” walking oblique how could he expect “podi Kakuluwa” to walk straight?
