Speaker Requests President To Protect Ranil’s Privileges: Says Prorogation Of Parliament Should Be Done In Consultation With Speaker

Speaker Karu Jayasuriya, in a letter to President Maithripala Sirisena said continuing prorogation of Parliament will have serious and undesirable consequences for the country.

“I have received a request to protect the rights and privileges of Hon. Ranil Wickremesinghe until any other person emerges from within Parliament as having secured the confidence of Parliament,” Jayasuriya said, in his letter.

The Speaker said he considered the UNP’s request to be democratic and fair. “I request you to consider the said request, as the leader of the government who has obtained a mandate to secure democracy and good governance.”

“You would also appreciate that the forcible takeovers which have been reported at state media institutions have been seen as transcending a mere internal breakdown of law and order and would have serious international implications,” Jayasuriya said.

Jayasuriya also said, “I consider my duty to draw your attention to the convention that a prorogation should be done in consultation with the Speaker.”

      The Diyawenna parliament is a Cesspit on corruption and horse trading. Bondscam Ranil looted the Central Bank to bribe the politicians who sit in the Cesspit called the parliament with duty free SUVs. The import of luxury cars for the corrupt clowns in parliament is a big part of the reason for the national debt and crash of the rupee.

      Both parties now claim that they will bring people to streets.

      We have TWO Prime Ministers right now. (President has made a blunder by proroguing the Parliament.) They BOTH hold positions LEGALLY, until November 16.
      In the meantime, the existing Cabinet remains unchanged.

      I urge, please don’t drag innocent civilians into this political mess.
      The Parliament is the best place to solve this crisis. Not the street.

    Guys, there was a news item a while ago in a Sinhala Daily (I cannot see it anymore) that there is a rumour Gotabhaya going to be appointed as the Defence Secretary!!!!!
    I feel like Mahinda’s PM post is for only 2 weeks. But Gotabhaya will remain in the government.
    I knew Mahinda is being used.

    I think Mahinda should step down.
    He has been used by the President for his cheap political gain.
    As I said, President has kept a hitch when appointing him. He was not genuine at all.
    I don’t think Mahinda can show the majority in the Parliament. Though he is popular, I don’t think Tamil and Muslim MPs will support a government where Gotabhaya is in. Even some Sinhalese MPs will raise their concerns. Even I am concerned for the sake of other people as he is dictatorial.
    Mahinda is ok, but as I said over and over, I don’t want to see a 2010-2015 era again.

        He was ready to be elected by people through an election.
        I think it was Gotabhaya’s sidekicks in the JO who forced him to accept the PM post.
        On the other hand, Maithri is the Chairman of the SLFP in which party MR was contested. Naturally MR has to accede to his request otherwise he could lose his seat.

        Mahinda’s appoint IS LEGAL. The President has used his prerogative to appoint him as the PM as he thinks that MR holds the majority in the Parliament.
        Yes, there is a change in my comments as the President PROROGUED the Parliament. That made all the difference. This crisis could have solved if he summoned the Parliament.
        For the umpteenth time I am telling everybody, MAHINDA IS NOT RESPONSIBLE for THIS. It is NOT his doing. It is the President.

      Today 20+ Millions of Sri Lankans and the entire world is witnessing how Democracy is showcased by the Political Arena in the Island. One person with esteem power in hand throws away all normalcy, disrespects the Oath he took that he will never go against the Constitution of Sri Lanka, removed the country’s Prime Minister like a Stray Dog without a Proven Base, just like how Once A War Winning General was arrested and remanded, and then prorogue the parliament until the illegitimately appointed Prime Minister could gather 113 members via Horse trading.

      This clearly shows the power hungry politicians have no Self-respect or dignity. This will be written as the Darkest Era and the Biggest Betrayal by the Power Hungry Powerhouse and Marks the Murder of Democracy. This is a clear example of how the politicians treat the Voting Rights of the Public of Sri Lanka. How can they call themselves Buddhists?

      I am not against anyone being appointed to a position as there’s a saying “There is no Permanent Enemy or Friends in Politics”, but the manner it was done was absolutely uncalled for.

    About this news, I am against Ranil. But I can’t go against the Constitution and the law in the country.
    Ranil still holds the majority in the Parliament as it was not challenged as yet.
    President has prorogued the Parliament until November 16.
    Mahinda’s appointment is legal but he has to show the majority in the Parliament to make his appointment constitutionally legal. Then only he can function as the PM.
    The existing Cabinet stands legal until November 16. There is no provision to dissolve the Cabinet without proving Ranil has no majority in the Parliament.
    I feel like the President has shamelessly used Mahinda to remove Ranil and his Cabinet.
    It looks like this is going to be the second episode of the NCM which was orchestrated and failed by the President himself.
    I feel sorry for MR. He has no say, as he has contested from the SLFP where President is the Chairman and who has the sole authority to remove Mahinda from his seat.

      In darkness, democracy dies. That the first action of the newly installed ‘leadership’ was to put the state TV dark through violence. This is the first time in Sri Lankan democracy that there’s been an illegal grab of power with the constitution grossly violated. Sri Lanka has been one of the few countries in Asia free of coups, military, and grossly illegitimate power grabs. There’s no denying that the Yahapalana government has failed on many fronts. They should be shown the door, but this has to be done legitimately. With this swindling of power, we’ve all been robbed of our democratic right to choose a government that benefits us. To all those celebrating with fire-crackers and singing praise over this, please dig deep and look at your values. Are you proud to be Sri Lankan? If so, would you feel proud of a leadership founded upon deceit, conniving, and cowardice? If you claim to be Buddhist, a deceitful, non-democratic and violent path to power goes directly against Buddha’s teachings on governance. There’s nothing wise or sane about going back and forth between pots and kettles calling each other black – ‘leaders’ that’s failed to deliver for the people. One big part of this failure is we’ve looked at heroes and not solutions that work. We need to stand up for what we want, have tough discussions and carefully look at our options, and choose the leader/party that is smart, practical, and benefits all of us. I will tell you what I want, I want light and not darkness. I want honesty and not lies. I want freedom not shackles. I want prosperity not to despair. What do you want? Decide, and then speak, demand, and work for that. The time is now, and we’re better than this.

      Well, the former President Mahinda Rajapakshe is a very senior politician who knows the democratic value of the constitution. Why did he sacrifice his reputation, dignity, and self-respect by stooping to such a low level and grabbing the premiership knowing very well it is unconstitutional? He could have waited for just two more years and returned to power like a Hero. Why did he agree to such a disgraceful act? I had a great respect for him but not anymore.

        President should have been tactful when appointing RW as the PM, he should have challenged MR to show the majority before appointing him.

        It’s not clear whether MR personally requested or somebody else(JO) did that.

        On the other hand Speaker is showing his partiality to UNP by blaming the president for not adhering to parliamentary tradition.

        It’s good to check whether previous presidents consulted the speaker before prorogating the house.

        President Premadasa prorogated the house for 3 months after the then speaker had accepted the impeachment motion probably (however the situation is different)without consulting him.

        Even though it’s late the new PM appointee Mahinda Rajapakse must request the president to summon parliament as soon as possible to stop possible social unrest in the country & show his support base.

    One time Ranil spread a story that Karu was an army deserter and that he made money in some commercial deal( this kind of slander is typical of Ranil and his Royalist clique) This was when Karu was challenging Ranil for UNP leadership.

    It was all in the Sunday Leader paper run by then Ranil fan and UNP ministerial aspirant late Lasantha Wickramatunga ( ref Leader copies of that time) . Ranil also planted stories about Nivad Cabrall in the Leader paper.( ask Lal Wickramatunga for the source of the stories) Former policeman (SI) Lal Wickramatunga was appointed as an Ambassador by Ranil in 2015

    Karu later left the UNP with several, including GL Peiris and Navin D to join MR.

    Now Karu and Navin Dissanayake have become the saviours of Ranil.

    Of course, continuous prorogation will have serious consequences for the country.

    Does hon. Karu Jayasuriya have news that it will be prorogated beyond 16th November?

    We have to be patient but it’s good for the president to summon parliament as early as possible to show/challenge that MR has the majority support in the house.

    Such a convention/tradition can’t be strong enough to override presidents constitutional power.

    Removing a PM whose appointment was endorsed by 6.3 million people and replacing him with one who obtained minority votes and allowing him nearly three weeks to inveigle MPs from a party or alliance that obtained majority votes to enable show of a contrived majority is against all norms and democratic principles. It is a heinous violation of the people’s wishes expressed in a constitutionally held election. Cauldrons of milk rice and yards and yards of crackers lit on the streets won’t erase this perfidy.
    It was contended that MRs appointment took place even before RW was dismissed and therefore is invalid. This is indeed the case. It was pointed out that when RWs appointment took.place his predecessor, DM Jayaratnes appointment had not been revoked. The moment my3 took oaths DMJs appointment automatically ended, it must be pointed out.

    Every country has its own version of ‘democracy’.
    One may call the China version ‘dictatorial democracy’. US version is confusing. Even Saudi Arabia has a version. The Philippines version is plain obscene. And so on and on……
    We have a unique version. Two PMs at the same time! The international community is laughing.

    The root cause of most of the problems that our country is facing today can be attributed to the low IQ of Sri Lankans; our politicians also have low IQs and that includes presidents and prime ministers. Fortunately, it is possible to raise the national IQ but this must start at an early age as it is not practical to do so when people are in their 30s and 40s.

    The solution is simple – just implement English medium education by switching over progressively from Sinhala/Tamil to English medium education. The changeover should start in Grade 1 and be completed by Grade 5. From Grade 6 onwards all subjects other than Sinhala, Tamil and Religion should be taught in English. Every student should be required to read one English language book a month including during the holiday months. That means every student will read not less than 12 English books per year. Naturally, the difficulty level of the book should match the grade they are following. After 10 years of schooling, the students would have read at least 100 English language books in addition to their subject textbooks. That would raise their average IQ by at least 10 points and expand their general knowledge as well!

    It is absolutely imperative to do this because people with low IQs are finding their way into parliament, the cabinet and even the Prime Minister’s house and President’s house! And we, the citizens are expected to suffer these fools and the consequences of their moronic actions!

    Our big brother neighbour India remain silent so far, which speaks volumes of legality of new appointment. Media already labeled Mr Wickeramasinghe as former
    primeminister. If he waits until parliament reconvene to prove he is still the prime minister he may well loose his case. It is worth going back a few years. Supreme court of the United States, world largest democracy, on 30 .6.1971, delivered a judgement against Nixon Administration by majority of 6 to 3, upholding newspapers on publication of secret pentagon papers on the origin of Vietnam war. Justice Black commented ” Paramount among the responsibilities of a free press is the duty to prevent any part of Government from deceiving the people. In my view far from deserving condemnation of New York Times and the Washington Post, should be commended for serving the purpose that Founding Farthers saw so clearly” It is worth noting Chief Justice was a dissenter on this case.
    We do have Founding Farthers in our country who fought for independence. Newly appointed Chief Justice in ceremonial sitting stated not to expect favouration from his office. So we can expect Our Chief Justice and honourable Justices of the Supreme Court would interpret clauses in the 19th amendment clearly thus removing ambiguity.
    It is astonishing that Mr Wickeramsinghe and his cabinet have not sought legal clarification from the highest Institution of the Land.

    When Mahinda Rajapakse was kicked out of the Parliament after the election, it was Ranil who protected the Rajapkse family. Unfortunately, like the uneducated Appa President, mid night thankless no majority Prime Minister Mahinda Rajapakse is not returning the favor he received from Ranil. This shows the breeding and the caliber of the Politicians the Sri Lankan voters select.
