The month of June was a busy one for President Ranil Wickremesinghe. He announced his candidacy for the presidential election, cashing on his success with the restructuring of debtors achieved in the Paris Club meeting that satisfies the International Monetary Fund (IMF) debt relief package.
President Ranil Wickremesinghe announced his carefully orchestrated entry into the presidential fray with a TV address. He said, “Today makes a significant milestone in the recent history of our country….Our country is now reaping the positive results of our persistent endeavours over the past years. This morning in Paris, Sri Lanka reached a final agreement with our official bilateral creditors. Similarly, we signed another agreement with China’s Exim Bank today in Beijing.” He was announcing the successful clinching of a deal with key bilateral lenders including China and India covering up to $10 billion in debt. This was a critical step towards recovery after Sri Lanka’s 2022 financial crash.
“Sri Lanka won” Wickremesinghe said after saying, “Sri Lanka concluded negotiations with the Official Creditor Committee (OCC) and the Exim Bank of China.” The President was referring to the agreement Sri Lanka had signed in Paris on June 26 with the OCC co-chaired by Japan, India and France that have lent a combined $5.8 billion. A separate agreement was signed with China’s EXIM Bank in Beijing to rework $4.2 billion to ensure compatibility between debtors. Th IMF had laid restructuring of bilateral debt agreements as one of the key conditions for its US$ $2.9 billion bailout program to improve Government finances. Sri Lanka’s total external debt is US$ 37 billion.
The International Monetary Fund (IMF) said on June 27 that Sri Lanka’s agreements with China and other creditor nations to restructure about US$ 10 billion in bilateral debt took the island nation a step closer towards restoring debt sustainability. Welcoming the news, IMF’s Senior Mission Chief for Sri Lanka Peter Breuer said “We hope that there will be swift progress on reaching agreements with external private creditors in the near future.”
The parliament is set to meet on July 2 and 3 to debate the implementation of foreign debt restructuring agreements and vote on proposals contained in the Resolution for the Implementation of External Debt Restructuring Agreements bill. Opposition parties and section of the ruling Sri Lanka Podujana Peramuna (SLPP) are getting ready to question some of the tough measures taken by the President to conform to IMF conditions. He has doubled taxes, removed energy subsidies and is set to sell off loss-making state enterprises to shore up state revenue under that deal.
The President in his speech focused on the positive aspects of his approach. He said the debt restructuring is a condition of the IMF bailout. “Sri Lanka has sought IMF assistance on 16 previous occasions, each ending in failure. Why? We consistently failed to meet the conditions set, neglected our commitments, and lacked financial discipline.”
Wickremesinghe reminded that this was the first instance in Sri Lanka’s history where an IMF program has been successfully implemented. At the same time, he hoped the IMF bailout of $2.9 billion he secured last year would be the country’s last. He emphasized “unlike the earlier16 instances, we approached the IMF…. as a country facing bankruptcy. Given this context, I pose a crucial question: Will you move forward with me, who comprehended the problem from its inception, offered practical solutions, and delivered results?” In a snide reference to his detractors, he asked “Or will you align with those grappling in the dark, still struggling to grasp the issues? Will you stay the course towards a brighter future for yourself and the nation? Or will you opt for a different path?” Cautioning the people against the perils of veering off course or choosing the wrong path, Wickremesinghe appealed to the people to make the right decision.
Striking an emotional tone, he highlighted his achievement. He said, “The future does not merely belong to Ranil Wickremesinghe; it pertains to the country, to your future, and the future of our children. In just two years, without a parliamentary majority, without my appointed Government officials or ministers, I successfully elevated our country from bankruptcy and economic turmoil to a position that astonished the world.” Even as he spoke, his supporters in Colombo celebrated by setting off firecrackers.
On June 30, Wickremesinghe held his first Ekva Jayagamu (Victory through unity) rally at Mattara. The core theme of his speech was the need for the unity of a coalition committed to the nation’s interest, regardless of political affiliation for the collective effort for the country’s success. The President also went on to explain some of the welfare measures to help marginalised people like the ‘Awesuma’ programme for free distribution of rice and ‘Urumaya’ programme for giving deeds for freehold lands.
He extended an invitation to the opposition, urging them to prioritise national interest over partisan politics. Present on the stage were some MPs who belonged to SLPP and SLFP-New Alliance. Practitioners of political shenanigans were equally busy as debate over the presidential poll hotted up.
Illegal fishing in Sri Lanka waters
India’s woes on fishermen from Tamil Nadu poaching in Sri Lanka waters went a notch up with the tragic loss of life of a Sri Lanka Navy (SLN) senior sailor due to critical injuries suffered on night June 25. The incident occurred when the SLN craft patrolling off Kankesanthurai chased an Indian trawler poaching in Sri Lankan waters. It is a timely reminder to both countries to resolve the long pending dispute over traditional fishing areas against maritime boundaries. The issue has been aggravated by use of illegal trawl nets by fishermen banned by Sri Lanka.
According to The Morning, in March, President Wickremesinghe instructed authorities to urgently find a definitive solution to the recurring issue of Indian fishermen encroaching into Sri Lankan waters. In order to find a permanent solution to this issue, President Wickremesinghe sent a delegation under his Chief of Staff Sagala Ratnayaka to New Delhi despite in March to discuss this issue with his counterparts. However, so far, the poaching issue continues to remain elusive.
With Indian Prime Minister Narendra Modi back in power for the third time, anti-Indian elements in Sri Lanka are back in play. Sri Lanka government’s discussion with India on increasing energy and land communication linkages are already on the card of anti-India lobby. They are likely to increase their decibel levels when presidential electioneering gets under way. Indian fisherman poaching in Sri Lanka waters is already a major issue in Northern province. This is likely to provide additional fodder to flog India during the run up to the presidential election.
Obituary R Sampanthan
It is a sad moment for Sri Lankan politics. One of the veteran Tamil leaders Rajavarotham Sampanthan, who fought for a just solution for the equitable treatment of Tamils all his life, passed away in Colombo late on Sunday (June 30). A veteran Tamil politician and long time leader of the Ilankai Tamil Arasu Kadchi (ITAK), his political career spanned six decades. His first stint in the Sri Lankan parliament starting in 1977. Sampanthan was the incumbent MP for Trincomalee District and has served in five parliaments since 1977. His speeches in parliament were known for his incisive analyses and eloquence.

whywhy: You are correct. This culture of “IMPUNITY” must be changed. When the SC found Rajapakses and others (two ex-Governors of the CB, Treasury Secretary, and members of the Monetary Board of CB) guilty of “Mismanagement”; “Wrong Decisions” etc. I expected a motion to be brought before the Legislature to punish all of them by withdrawing their Civic Rights and further prosecuting them on criminal charges.
Nothing happened. Not even the Opposition thought it fit to do that. I am unable to comprehend why even the NPP kept silent on the matter. Any “DEAL”? That’s why we need PEOPLES’ FRONT to demand action from their representatives.

Hon Sambanthan was a respectable SL politician who wanted a JUST settlement for the Tamil Speaking Lankans. In this aspect no one will think that he succeeded. Tamils still live in fear throughout the Isle.

Remember, despite being a small nation, we are a republic and not under the monarchy like Canada, Australia, and others. Our economy is also not dependent on the UK. The UK has already exited the EU, so even our garment exports don’t rely on the UK. You need to break free from your colonial mindset to realize the current day reality. The role of the Monarchy in Commonwealth countries is very vague, However if you take Canada as an example, it is a Constitutional Monarchy with King Charles as its (Titular) head. “Presently, the Crown has a minor role in Canada’s government and is purely symbolic. The King’s representative in Canada, the Governor General, attends several ceremonial functions, and represents Canada in state visits and other international events. They are also responsible for formally dissolving parliament when there is an election.
The main difference between Canada and the UK is that in the UK the Monarchy still has the Royal Prerogative “The royal prerogative includes the powers to appoint and dismiss ministers, regulate the civil service, issue passports, declare war, make peace, direct the actions of the military, and negotiate and ratify treaties, alliances, and international agreements”.
There are still monthly meetings of the Privy Council where Charles receives Ambassadors etc. but under “advice” from the Government.
Even to the British Public the role of the Monarchy is not clear.

Commonwealth Realms are 15 in number and Commonwealth Nations are 56. Those 15 countries still uphold the Monarchy as the Head of their States and are represented by a Governor.

Dayan, I’m not expecting anything from U.K and least from China or India. Personally it’s refreshing to see a human rights activist becoming a country leader. U.K may not be able to exert pressure or bring sanctions or economic blockade. But they still can influence like minded countries who are members of U.N. Within country they also can bring travel ban or take legal actions against war criminals, if and when situation arise. Anything positive coming out of U.K, doesn’t need to be considered colonial mindset. ( stereotype view ). For all I know , all major political parties including Labor pledged to work towards justice and accountability for mass atrocities committed in Lanka. Record number of Tamils representing all parties, are running in this election. Recently few Lankans residing in U.K were arrested for their involvement in war crimes. You need to read a lot of law books and collect lot of evidence based study to determine what really happent during the height of war at the last minute. For me, there is high chance serious war crimes been committed by the grouund offensive units but defnitely not a genocide. War crimes and genocide the most obvious being that while war crimes, of their nature, may only be committed in times of war, genocide may be committed during war or peace. If it is a Genocide, I would still be expect the same to continue now in small or large scale. But, it is not in reality. It took Keir Starmer more than 6 months to call for a Ceasefire in Gaza and even then it was a mealy-mouthed call. I knew that Labour would win and that Farage would likely get elected. But this is due to the Tories failures not Starmer’s personality or politics. There are many people that would like to re-join the EU, but I doubt that this will happen. Starmer will align himself with the US and unless they (the US) change their stance on Sri Lanka, I doubt if Starmer will do anything concrete. Same thing applies to the Palestinians. However there are many in the Labour Party that are deeply distressed by the Genocide in Gaza and the illegal take-over of the West Bank and may force Starmer to change his stance. As they say “Watch this space” for developments in the UK.

When I travel from here near Kandy (Nuwara) to Nuwara Eliya I see a very different part of Sri Lanka. Not just the weather and the different produce. It is like traveling from Aberdeen to the Cairngorms, it is like going back in time. My point is that Sri Lanka is not a homogeneous whole.
Here in the Central Province near Gampola we cannot see much improvement in peoples living standards. Businesses are slowly withering, even the range of food that people buy has altered radically. The minor roads are crumbling due to lack of maintenance and the power cuts due to faults have increased.
There may be a different view from Colombo (just like London compared with the Provinces),
My question is – are all parts of Sri Lanka equally affected by the Economic Problems or is there a disproportionate help for some areas?

The primary cause for bankruptcy is the financing of terrorism by the Tamil Diaspora and the secondary cause is the Chinese Coronavirus. Therefore, both the Diaspora and China should pay restitution to Sri Lankans for their hardship. Additionally, India should cede Katchatheevu to Sri Lanka, as India directly interfered in SL affairs during the 80’s and 90’s.

Bankruptcy has nothing to do with the amount borrowed. If that was the case, the US (now at $34 trillion USD in debt) would have withered defaulted a long time ago. Bankruptcy really means the borrower cannot meet debt obligations over any longer-term time horizon and needs legal protection to do some kind of restructuring. I am not an academic & don’t have the statistics to support my view, however, there are other indicators, such as, the absence of queues for essential items, to say that normalcy now prevails. In fact, a friend recently sent me a few clips of exotics cars filling up for 100 octane fuel. Even in UK 100 Octane is not available in fuel stations. The minimum requirement by law is 95 & there is 98 for the high performance cars. 99 Octane is available in selected Shell outlets as V power & 102 octane is available for motor racing but in roadside outlets. I am sure you will agree that it self is an indicator of an improved economy since the days of fuel queues.

My sisters back in the UK had both said that Labour would win, however they too were in a Dilemma about who they should vote for. They didn’t want Starmer as Prime Minister, they wanted the Tories out of Government and they also wanted the SNP out of Scotland. So I think they and many others “bit the bullet” and voted for Labour. When they were here in Sri Lanka we spoke about the Economic Crisis and the Foreign Currency problems. They were very worried that the Brexit problems were pushing the UK back to 1950s Austerity. They weren’t convinced that a new Government in either the UK or Sri Lanka would be able to change the decline into poverty in the short term. Mortgages more than doubled overnight after ‘Trussonomics’ & that effected many households considerably but with a lower inflation, mortgages rates have down now & expected to go down further to about 3% with the anticipated cut in interest rates by the BOE. I remember when Mortgage Rates were 15 % back in around 1989. I was cycling 10 miles to work and the same back rather than take the car. I was paying about 60 % of my Salary to the Building Society. I was one of the luckier ones having only used a rate of 1.5 times my Salary.
The Bank of England was trying to control Inflation through higher Interest Rates when Truss announced her mini Budget. “A key aspect of the announcement was that rather than financing the package by revenue increases or spending cuts elsewhere, it will be deficit financed, leading to a large increase in public borrowing over the near term”. This may have resulted in the rise to 6%. Even if Sunak had a hand in reducing Interest Rates the economists didn’t believe him “Sunak’s comments are basically nonsense. All major parties have committed to keep the same 2 per cent inflation target”

The writing was on the wall that the Tories will lose badly & the buck stops with Sunak as PM. The economy was on a freefall after ‘Trussonomics’, the mortgages which effect almost all households, increased to 7% overnight but under Sunak, the economy stabilised & mortgages are now around 4.5% & expected to go down further with the Bank of England cutting interest rates as inflation goes down. Yet, it was Sunak the fall guy for Boris’s & Liz’s incompetence, just as RW is getting a bashing for the Rajapakses’ & Sirisena’s antics.
I was in a dilemma too. I prefer Sunak with his tax cuts but in principle, I am not a Tory. I respect Corbyn for standing up to his values but Stamer’s treatment of Corbyn & Diane Abbot, true labour veterans, caused doubts about his integrity. In the end, I voted for the Greens because my daughter is passionate about their cause & I like to support the underdog. Like Sunak, I like AKD but not his party & the underdog is the SJB but without SP as its leader. If Trump get elected, that would inspire Rajapakses. What a dilemma.

I have been involved in the Installation Commissioning and Operation of these systems. I even built a Training System that used live data for the Coastguards and others to be trained.
But, first you need a desire on the part of the Government to want to stop the poaching and then you need to find the money for a Pilot Project.

Sri Lanka was forced to sign the Indo-Lanka Accord, after which India sent soldiers to the Jaffna Peninsula. SLA was confined to bunkers. LTTE was supposed to disarm, but they never did. Instead they began fighting with the IPKF, which committed a lot of atrocities, e.g. illegal detention of civilians & shooting up a whole hospital. All the details of Indian atrocities and Indian frustration over getting a severe drubbing from bata-clad teenagers, are available in the UTHR reports, compiled by Hoole and others. Better to read these reports than focus on useless data points from Wikipedia, which provide little to no context.
The logical inference is that if the LTTE could defeat the IPKF, and the SLA could completely defeat the LTTE in 5 years, then the SLA can defeat the IKPF without too much effort. Just like the Islamic militant groups which reign hell in Kashmir and China which defeated India in 1962 (Sino-Indian war). At that time, China was mired in deep poverty, not the superpower it is today.

I think dozens came to the country last year.
Most of them love the natural beauty of our country. Some of them like to visit the country again. They are middle-class Europeans who have spent a lot of money in the country. But they repeat that people are very poor even if they always have a smile on their face.
Many preferred the tranquil beaches and Buddhist temples. However, they questioned the violence against animals even though Buddhism is dominant. Their focus was harming elephant in the guise of buddhist parades and why do we decorate them for our content and and… As usual I became speechless, and I do believe we should stop abusing animals for our buddhistic rituals, repsecting their animal rights.
The biggest question is in a country where human rights of the minorites are a dillema, how can they gurantee about animal rights ?

There are a group of friends and acquaintances of ours in Colombo who are used to saying that a university degree is the best in Sri Lanka. They dont care about university ranks. They are sympathisers of Nalin De Silva or the like sinhala_chaunists.
PG in UK to become a specialist doctor take 2 years or so. Some lanken oncologists challenge that the education in Sri Lanka is the best despite receiving two years of training. In contrast, European and american oncologists and cardiologists train for at least 5 years before becoming specialists, and their training is a lifelong process.

I spoke to one of the leading Oncologists in Maharagama more than a year ago now. He was very impressed by the UK Health Service despite its manpower problems. His opposite number in Kandy was also of the same opinion, she had worked for some time in Birmingham (Queen Elizabeth Hospital I think). Both were very concerned at the steady loss of Doctors, Consultants and Nurses to Europe, the UK and other Countries.

THanks LS, Just to tell you, 3 weeks ago, I was in a business meeting near to Hamburg in Schleswig-Holstein. So I’m used to relying on public transport within the city. There, on my way back to the hotel after my duties at the university clinic, I came to know 3 x young Indian girls waiting for the bus heading to their boarding houses.
I started a small talk with them and learned that MODI#s government has initiated a new kind of bilateral agreements enabling “caregivers/attendents” from India to Germany as well. Instantly I had mindful of questions as to why our government doesn’t make such deals so that our well-trained youth have the opportunity to work in Germany and some other countries for a few years.
These girls who I chatted with revealed that they can extend their work visa only for 3 years as per their wish.
They were still learning the German language while working in hospitals. I alsohear from other countries in europe that they are short of caregivers and attendents. This is what srilanken govt should focus on the kind of agreements in order to allow some youth to get to work for some years.

Michael Adebolajo and Michael Adebowale were sentenced to 45 years and Whole Life imprisonment. In conjunction with Terma and others they produced a system known as NSS (National Security Shield), Dar al Wattan in Arabic. This system provided complete protection of the EEZ (Exclusive Economic Zone) and the Border with Saudi.

Sorry to hear that, in Qatar we had one or two Multilingual personnel that were essential in determining the overall objectives and ensuring that they were consistent across the project. In a large project like this it was essential that all documentation was clear and consistent in all languages. The official language was English and the vast majority of the Qataris spoke perfect English, however at the operational levels there were many that did not. Plus when dealing with sub-contractors it was essential to ensure that your requirements were explicitly understood. All Training Documentation was bi-lingual although delivery was in English, a knowledge of Arabic was very useful. I am sure that there will be similar issues in a Sri Lankan Project like this. Plus a comprehensive understanding of the Engineering helps in the development of materials used in teaching Trainees/Students and the Upper Management.
