Sri Lanka’s Arugam Bay Challenge

Tisaranee Gunasekara’s usually excellent writings are informed by a strong moral compass. In her recent examination of the Arugam Bay controversy (Daily FT, 6 Nov. 2024), however, that compass wobbles to the point of fracture.

Some preliminaries. Her account of the often gruesome atrocities meted out by the Israeli IDF to civilians in Gaza, and now Lebanon, is both accurate and sobering. And in this context it’s also good to see that she highlights opposition to the Israeli war both from within Israel itself, the Jewish American community – and, as she could have added, global Jewry. Thus, opposition to the war is not the issue in focus here. Rather, the key questions raised by her article relate solidly to Sri Lanka-directed realities and concerns.

Gunasekara argues that the Chabad House established in Arugam Bay some while back should simply be closed down, thereby (I infer from her article) simultaneously removing both a terrorist threat for, and what she views as a moral stain on the country.

Perspective

First a little perspective. As she says, the Chabad movement’s Hasidic origins are in 18th century Russia, and later Poland. What she glides over here, however, is the fact that today, Chabad houses of prayer exist in over 100 countries and cities around the world – Colombo included, a fact she curiously fails to mention. I say ‘curiously’ because if you’re looking for evidence of a Chabad centre’s local impact, the one in Colombo is a good example. It is well attended for services by Jews from all over the world – as I can attest personally – most here on holiday but many resident, Sri Lankan converts to Judaism included. Discernible impact on life in its city centre surroundings? Close to zero.

Yes, discrete exterior security is there to protect visitors – something that bitter experience has taught Jews to ensure. But there’s absolutely no suggestion of a place that does anything to threaten or provoke anything or anyone. And in a similar vein, I don’t think it would be naïve to suggest that in principle, similar considerations apply to the Arugam Bay Chabad.

Like many national groups on holiday Israelis can be a parochial bunch. For Brits abroad in search of fish and chips, Sky Sports and a pint of lager replace with youthful, dreadlocked Tel Avivers with surfing boards – and a wish to attend Shabbat prayers wherever they are in the world. As the Colombo House website puts it, they are there to ‘serve as a place for Jewish travelers searching for a warm and welcoming community, as well as assist with kosher food and other religious needs’. All in all, a pretty reasonable-sounding mission statement.

Gunasekara suggests that the ‘threat’ from the Arugam Bay Chabad stems from the wider movement’s extremist political ideology, as evidenced (by implication) in Israeli soldiers recently establishing a similar prayer house in Beit Hanoun, Gaza. And while I agree with her that any right-wing, ‘Greater Israel’-directed ideology poses a potentially serious political problem wherever it exists, I’m not convinced that is what’s at stake with the Arugam Bay Chabad.

Terror attack in prospect

From what we know now – the picture is doubtless still unfolding – the US State Department’s decision some weeks back to issue a travel advisory for Arugam Bay and surroundings stemmed from a specific piece of intelligence. That intelligence was that the Iranians had given an agent – probably an Afghan national – two assignments: planning and carrying out the assassination of Donald Trump before this month’s US presidential elections; and organizing the mass shooting of Israeli tourists in Sri Lanka. In the latter case, the shootings were supposed to have taken place to coincide with the anniversary of the Hamas massacre of Israelis last October 7.

All of which poses the following question: are the residents of the Chabad House in Arugam to be blamed, or otherwise held responsible for such a planned attack? Underlying Gunasekara’s article seems to be the unspoken assumption that yes, they – and their ideology – are indeed to blame. There are two key problems with this view. First, as with Palestinians in Gaza, blaming Jewish victims for potential attacks on them – an updated version of the age-old Christian canard that Jewish sufferings are divine retribution for the murder of Jesus – is not a defensible line of argument. Israeli tourists holidaying in southern Sri Lanka – and a somewhat pre-modern group catering to their religious needs – cannot and should not be held responsible for potential terror attacks on them stemming from Israel’s continuing war in Gaza and Lebanon.

Religious freedom – for all?

The second relates to freedom of religion. Surely Jews, no less than Buddhists, Muslims and Hindus have a right to practice their religion in this country free from fear? Gunasekara’s response is to suggest that ‘the constitution guarantees that right to Lankan citizens and not to tourists’. While it’s true that the Sri Lankan constitution doesn’t include Judaism in its list of recognized religions (it probably should), the implication suggested by Gunasekara is an alarming one: on the face of it, religious freedom – but only for citizens – looks like an updated version of a religious apartheid. And if the constitution really is as she says, surely it’s high time to revisit its definition of fundamental rights – not use its restrictive approach as an argument for religious exclusion?

So while I’m not a lawyer, I sincerely hope the officials she accuses of constitutional ignorance go ahead and give permission for a ‘non-Christian prayer house’ – an extraordinary description of a Jewish place of worship, but never mind – to be registered in Arugam Bay. That way, they would be demonstrating that Sri Lanka really is a country where fundamental religious freedoms are guaranteed for all, citizens or otherwise.

An underlying issue this debate highlights is the relative invisibility of Jews, and Jewish life in Sri Lanka. Even during the British colonial era the number of Jews living in the country was never more than a small community, serviced by a now defunct synagogue in Colombo. A few, such as Leonard Wolff, rose to prominence, though not (in his case) on the basis of their identity. Today the figure remains small, even if tourists ensure the numbers are larger now than for some time.

I am regularly struck by this ‘non-presence’, for example when following the news from Israel/Palestine. Whereas in my home country, the UK, Jewish and/or Israeli perspectives, including Jewish Israel-critical voices – as well, of course, as every shade of pro-Palestinian opinion – are regularly featured in news coverage of the conflict, in Sri Lanka the picture is – perhaps inevitably – more monochrome. Jewish voices are conspicuous largely by their absence. Indeed in some quarters, demonization of all things Israeli – or is it Jewish, I sometimes wonder? – has reached a point that induced me to think hard before going public with this article.

To underscore the point, Jewish friends in Colombo have recently been asked by the police if they want school-time protection for their children. In other words, threats are out there for Jews: and not necessarily because they attend services run by latter-day Hasidic missionaries. There, perhaps, is something for the ever-thoughtful Gunasekara to ponder.

    Generally, constitutional freedoms apply to citizens, not visitors. At least not when it comes to things like who gets to build places of worship within the country’s borders. Is the argument now being made that the Israelis are citizens? Gaza wasn’t enough, now you want the East coast of Sri Lanka too?

    Just be grateful that as a member of the global South with our own colonial past, that we’re completely on board with Israeli tourists being here, rather than banning them outright as we should be. The only reason these warnings are being issued is because our State machinery is too weak to enforce the law properly and make sure these visa overstayers running businesses and building places of worship are essentially now putting out roots in a country where they’re breaking immigration laws. Enough with these lectures from white men about what we get to say and do within our own countries.

    As a Sri Lankan Catholic, let me say this to any Israeli in SL seeing this: we’ve suffered enough for 30 years with a pointless war of our own and 46 more of absolutely horrible administration. Stop trying to drag us into things that have nothing to do with us, stop breaking our laws and go home instead of asking us to suffer because no one’s ever said the word no to you in your lives.

    Israel tourists ? or are they traumatised IDF taking a break from killing children in Gaza or young Israels escaping conscription to kill children in Gaza?
    all most all these Israel tourists are over staying their visa not only that they gardening illegal business and running shops etc.

          It is not disunited, the vast majority oppose what Israel and the US are doing. Unfortunately the UN Security Council is the only Body in the UN that has any teeth. However if you count how many times the US has used its Veto in support of Israel and how many times the Russians have used theirs over Ukraine, you begin to see the problem. The post 2nd World War Consensus has almost gone and Israel is the Bullet that has almost killed the UN Organisation. But the US is the Gun that fired the Bullet. Trump will reload the Gun in January or soon after, unless the Biden Administration does something unexpected (like stopping the Arms Shipments).

            The fundamental idea behind the existence of the Security Council is about the recognition of the countries’ war might. That means, which Yankee can smash all other loonies in one blow. When did you first recognize the SC is not formed to protect the weak or prevent wars.               You would have thought that the name UAE (United Arab Emirates) would have given him a Clue. Sheikh Mohammed ibn Rashid Al Maktoum is the Emir of Dubai. Sheikh Mohamed bin Zayed al Nahyan (MBZ) is the Emir of Abu Dhabi and Sheikh Mohammed bin Salman (MBS) is the Crown Prince of Saudi Arabia.
              MBS and MBZ are good buddies.

It was Richard’s Father that taught him this as he recounts in his book “What Do You Care What Other People Think?” He continued “So let’s look at the bird and see what it’s doing — that’s what counts”. Feynman was also a great proponent of Evidence based Science.                     That’s too bad, you didn’t meet Feynman. His genius was in being able to unmask layers of complexity, as you see with his explanation of Challenger. And then put all those layers back together to create one unified whole. Feynman would probably be shocked by the direction modern day physics is taking today, e.g. with String Theory or Loop Quantum Gravity. There is no experimental evidence for either, but both are “active” areas of research. Then again, one could argue that the mathematics precedes the physics. Hardy would rightly say that the mathematics has no need of the physics, although the converse is not true. This is a debate for the philosophers.

            They even went after one of my relatives. In all cases, the claims were rubbished and tossed by the Courts. One cannot avoid the situation in which civilians are caught in crossfire.. These civilians (who are innocent) are used for propaganda purposes by the terrorists. Now, if you want to go after Rajapakse for corruption, I am not fundamentally opposed. That is a separate issue from “war crimes.” But this group, the Diaspora, primarily want Raja’s head, because of the execution of most of the LTTE “leadership” during the White Flag incident (absolutely brilliant) and then the Leader himself. They never mention Fonseka.

    Mark Salter, Israeli tourists have a right to visit Sri Lanka, just like any other tourist. However, they have no right to overstay their visas and start businesses illegally as some of them are doing in Arugam Bay. Moreover, running a Chabad House in a Muslim area, displaying Israeli flags and Hebrew graffiti and holding demonstrations are provocations, and show high cultural insensitivity. A Sri Lankan Buddhist tourist travelling in Italy, for example, does not expect to have a Buddhist temple to visit. Your religion should be something you carry within yourself during your travels. I would not be surprised if the Massad is behind this to create a violent situation in Arugam Bay to win sympathy for Israel. A Chabad House in Colombo for those who are working and resident in cosmopolitan Colombo is a different matter.
    Some of us do recognise the persecution that Jewish people have faced historically but enough is enough – of what the state of Israel is doing to Palestinians and to destabilise our world.
    It is high time that the SL government takes control of the situation in Arugam Bay – negative impacts on tourism is disastrous for our already fragile economy.

Even after complaints from the Journalist that shot the footage, the Channel didn’t apologise, but just removed the Item with no explanation.

      Last I checked Owen Jones remains a widely-quoted UK Guardian columnist. No censorship or exclusion there. And there is no one mainstream UK media view on the conflict either: BBC, Channel 4, the Guardian, The Times, Daily Mail: all provide a different perspective, and one regularly informed by Jewish no less than (pro) Palestinian voices.

Look at the Journalists that have disappeared from our screens after giving Israelis or their apologists a hard time. You either underestimate the deep hold that the Zionist Lobby has over British Politicians and Media or you have Blinkers on. I was Teaching IT at The Royal Courts of Justice and many of the Crown Courts throughout England and Wales from 2005 to 2010. I met many Senior Judges that were Jewish or of Jewish descent. All of them were deeply involved in ensuring that the Courts presented an unbiased and transparent treatment to all people no matter their Religion, Ethnicity, Gender etc. It is time the Media did the same.

    There are two issues here .

    What is going on in the Middle-east is bad , very few will support the on gong attack on unarmed and much weaker people. As to who is in the right , much more informed persons differ and I do not want to venture there. I leave it to high intellectuals like OC and Leelamalli.

    But in Sri Lanka we are a secular country which recognises any person’s right to practise his religion. There is no justification for any obstruction of any religious house unless it violates the laws of this country

      Do you think Sinhala/Buddhism would be wiped out if it is not given foremost place in the constitution? Lets see if NPP is able to remove political Buddhism from constitution.

          As usual things are not what you say. The UK is not a Secular Country. The King (or Queen) must comply with this “Under current laws, the monarch is required to “join in communion” with the Church of England and take on the role of Supreme Governor, promoting Anglicanism in Britain”. There is also the case of the Bishop’s Bench in the House of Lords.
          Most people in the UK have over the last Century or so deserted belief in Religion. So in practice the people of the UK are Secular. Have a listen to a very popular song by John Lennon https://genius.com/John-lennon-imagine-lyrics

Yes the Saxons were considered as enemies hence Sassenachs to the Scottish and Saesneg to the Welsh
            Bruce was of Norman Descent, Wallace was of Welsh Descent, the Stewarts were of Breton descent. Most of the English Lords including Edward were of Norman Descent. The Normans (originally of Viking Descent) after the Conquest in 1066 replaced most of the old Anglo-Saxon Aristocracy in England, some fled to Scotland.
            Nothing in UK History is simple.

          I don’t think anyone on the island cares excessively about religion except evangelical Christians and Muslims. Here on CT we see the evangelicals exhorting night and day… this also parallels trends in history. Buddhism was nearly wiped out in India by the Moghuls. The same goes for Malaysia, Afghanistan, and Indonesia. Without the efforts of Dharmapala & Maha Bodhi Society, it is likely Buddhism would have been erased from S Lanka as well, as Christianity has had a very strong hold on people here. By strong hold, I don’t just mean psychologically (DTG) but economically as well, if one considers that famous private schools like Royal & STC were founded by Christians. The influence was even stronger in the North as the Vellalar used Christianity to try and hold on to their privileges under the colonial administration.

            What about the Sinhala Buddhist “Perahera” (procession) that harasses elephants in accordance with mythological Jataka stories?

                There are laws in most Countries against the mistreatment of Animals. I first witnessed a Sheep being slaughtered in Saudi near the Kuwait border. I couldn’t watch or listen to it. I have also seen Frog’s legs being chopped off from live frogs in Nigeria.
                But this doesn’t excuse the mistreatment of Elephants in Sri Lanka. Keep to the point and address Leelagemalli’s concerns.

          There are denominational government schools ( SJC, SBC, Hindu College, Ananda, etc)and non- denominational ones (Royal, Thurstan, etc.) But most non- denominational state schools are by default Buddhist. Practically all have Buddhist shrine rooms. Many non Buddhist children are forced to offer Buddhism as an O level subject. On that matter, I do see why religion has to be compulsory. In past times there was a subject called Civics for the non-religious.

              Buddhism is part of the history of the country. You cannot learn about the history of the country without some understanding of Buddhism. It is equivalent to learning about European history and omitting the Crusades, Reformation, etc. Having an understanding of Buddhism is not the same as converting to Buddhism. I have personally seen (Christian) missionaries threatening non-Christians with hellfire and purgatory. Missionaries will also use bribery at times.                 Lester, Like Buddhism was brought here and became a part of it’s history, all the other religions too were brought here and are a part of SL history. If people are threatening others with religions, they are surely not missionaries. Also certainly not, if they are bribing, like collecting votes at elections.                 I don’t see much taught about the History of the Church of Scotland to my Gt Grandchildren. Children are sponges that soak up Information, mis-information, songs, poems etc. I have heard Children under 2 years old reciting Sadhu, Sadhu, Sadhu here. The Indoctrination starts early. I think I was about 12 before I actually attended a Funeral Service, here in Sri Lanka all except the very young attend and listen (take part in) to the Chants and Speeches. As I said before I have been to more Funerals here in the last 3 years than the whole of my life before. The last one in Scotland was my Father’s (a Humanist Service). I have no problem with “Rites of Passage” Ceremonies, but you don’t need the Religious part. In Scotland I remember going into a bedroom where my Grandfather was lying in his Coffin (I was 9 at the time). They don’t do this in England.
                A long time before that my Grandmother had warned me about Ministers and Priests. She warned me never to be alone with them; I told her that I understood her warnings (we all knew their reputation).

In economics itself, a core principle is resource allocation based on scarcity.

    If 2-4 million Israelis are looking for places all around the world to settle, that is a good thing. They too are quite desperate and have suffered disclination and persecution in Europe for millennia. Their smaller communities do well and are treated relatively well in other lands like US, and even in Iran. They will bring much needed money to Sri Lanka and boost up business opportunity, even with the Lankan Muslims, and bring in a healthy diversity to our land. They will then free up the lands they occupy in Palestine, and return these lands to these original people of the Bible, the suffering Palestinians.
