Surcharge those responsible for the cost of the Mattala Airport – a colossal waste of public funds
The Mattala Airport is a colossal waste of public funds. It was estimated to cost US$ 210 million. It was entirely the idea and work of Mahinda Rajapaksa. There is no evidence that he consulted any technical officials in the airport and air navigation field.
Mattala Rajapaksa International Airport (MRIA) (also known as the Hambantota International Airport) (IATA: HRI, ICAO: VCRI) is an international airport serving the city of Hambantota in southeast Sri Lanka. Mattala Rajapaksa International Airport is Sri Lanka’s second international airport, after Bandaranaike International Airport. It is named after the Rajapaksa family. It is the newest airport in Sri Lanka.

The new international airport was expected to expand the local aviation industry whilst being a catalyst for the country’s economic development enabling international trade, tourism, vocational training and employment. It was being implemented as an eco-friendly project. The airport was estimated to cost US$210 million and, by the end of construction, will cover 2,000 hectares. It was built to be compatible with the latest Airbus A380 aircraft and has been designed according to recommendations of the International Civil Aviation Organization. According to Sri Lankan government officials, future domestic airline Air Hybrid, and international airlines Emirates, Enter Air, Etihad Airways, Korean Air, Lufthansa, Qatar Airways, Singapore Airlines, and TUI showed interest in flying to Mattala, but none of these airlines confirmed these statements by government officials. Air Arabia, Rotana Jet, Airlines and Mihin Air did fly to Mattala at various times, but all cancelled service for commercial reasons. Flydubai is the only airline currently flying to Mattala.
The airport was declared open by the President of Sri Lanka, Mahinda Rajapaksa, on 18 March 2013 and commenced operations with the landing of a SriLankan Airlines special Airbus A340 flight named ‘City of Magam Ruhunupura’ with the President on board. According to Wikipedia there were the following incidents at the new airport.
Incidents at Mattala Rajapaksa International Airport;
· 25 March 2013, A SriLankan Airlines Airbus A340-300 flight UL 114 aircraft travelling from Malé to Colombo via Hambantota had met with an accident while flying from Mattala Rajapaksa International Airport to Bandaranaike International Airport in Colombo. A few minutes after taking off from Mattala, a bird hit the windshield and damaged it. No passengers were injured.[15]
· 11 January 2014, A flyDubai Boeing 737-800 flight FZ 551 aircraft traveling from Colombo to Dubai via Hambantota had met with an accident while flying from Mattala Rajapaksa International Airport to Dubai International Airport in United Arab Emirates. The airplane encountered the birds during its take-off from Mattala international airport.[16]
It is a colossal failure. Should no one be held responsible for such a colossal waste of public funds?
Is there no possibility of going to courts to hold Mahinda Rajapaksa personally responsible for such wasteful and uneconomic expenditure? Would a lawyer please express an opinion on this matter for I think there are persons interested in public interest litigation who would go to courts against Mahinda Rajapaksa?
If there is no law then a new law on Public Finance and Accountability should be passed. If MR was a public official he would be guilty of violating the Financial Regulations. But there is a doubt about whether Ministers and the President can be bound by these Financial Regulations. Public Interest organizations should address their minds to this issue since public funds are the subject matter. Can Ministers be allowed to act with impunity in matters of public finance? We are now talking much about good governance. What about its applicability in financial matters?

What about the annual operating Loses since inception?
The only way, in my opinion, is to go after the Rajapaksa Culprits who took bribes. Go after the Tender Process, and Look at the Corruption. Thre must be at least $ 100 Million there, to go after.

But the Opposition UNP should have protested against these mega corruption development disaster projects. So called development that is an ENVIRONMENTAL and Financial disaster and stopped it.

The airport is named as “Mattala Rajapaksa International Airport (MRIA)”.
Who named it? It is Rajapakse who himself named it. It is not the people who named it.
Why this Airport is built at this cost without any cost/benefit analysis? This was built at the request of Mahinda to show the Hambantota people that he is the king of Hambantota. It is a greedy selfish purpose.
Why Mahinda choose Hambantota? This is one of the poorest district populated with 99% Sinhalese with less education and socially deprived people. They can be easily cheated with the lies and drama’s.
What is the solution? Remove the word “Mahinda” from the name board.

Presidents are also humans and humans make mistakes. But the Mattala Rajapakse International Airport is bordering on a massive embezzlement inflicted on our meagre resources by an uncaring family. The project that had no feasibility study nor a debate nor even the flimsiest demand for it, reportedly costing US$210 million is surely an underestimation as it does not contain the interest element, which has been mentioned as 12% per annum which means an additional US$25.2 million every year. It would have been cheaper for all of us just to calculate the kickback commission and pay it to MaRa without building the airport but erect a monument with his name just to satisfy his ego.

Probably there is no legal avenue to hold Rajapakse responsible for this colossal wastage as well as for other similar projects – which are nothing but a case of economic vandalism. However, it may be possible to bring a class action lawsuit against Rajapakse not so much to get some compensation for the Sri Lankan public who has to pay for this, but to put Rajapakse on the dock and cross examine him to find out why he wasted so much of public money and how did the relevant public officials allow it to go through without challenge.
And, at the end of it, rename the airport as Rajapakse Ola-Mottala Airport.

Vanguard is perhaps right that MR cant be held personally responsible for wasting public funds if he carried out the normal procedure to evaluate the economics projects before granting approval.
I am not aware that a project evaluation was carried out on the Mattala airport. i cant imagine any person who knows anything about airports and air navigation would have made a recommendation to build this Mattala airport. There are the officers of the Civil Aviation Department. Were they consulted? I doubt very much but the former President should state whom he consulted in deciding on the Mattala airport.

What is the meaning of “Mattala” – anyone?
The lengthwise direction of the landing strip is across the wind direction at Hambantota on most days of the year. This prevents safe landings and take-offs by aircraft – according to pilots.
The vicinity of Yala Sanctuary and its environs are source of large flights of birds which can cause engine failure of aircraft due to ‘bird strikes’.
These maybe the reason for most airlines boycotting the airport.
Did the Chinese contracters and/or Dept.of Civil Aviation officials know these deficiencies, but were overruled by Mahinda Rajapake?

You are absolutely correct. Everybody, particularly, those in Public office responsible for the tax pay payers’ money, are accountable for their actions. Although MR is ultimately responsible, others who collaborated in these useless projects, ie. the Professionals who went against their Professional Ethics or the civil servants, who dared not to displease the authoritarian regime in fear of their positions, should be named & shamed for wasting public money. It is immaterial whether money was made or not but such people are not fit to hold Positions of authority.
It is time the IRS investigated all the Politicians of the past regime, their spouses & their cronies of their ‘investments’. A good starting point would be to publicly disclose the wealth of the politicians currently running for office.

i used the airport only once ….by the time we drove to the airport went thru security, waited for the plane ..got to colombo .then thru immigration it would have been quicker and cheaper to drive ..hence thats what we do now …plus this white elephant is now closed ..but what an expense . So much was spent on self engrandisment and not for the good of the people ..who need good schools ,hospitals ,treatment centres..and so much more , than shiney buildings

The Super Power that is China – with their greater scheme of controlling the territory – need to have bases in different Countries.
So they massaged MR’s ego to do their bidding, and got him to pay for it!
As both ( The airport and the port) are presently white elephants – not generating enough income to pay even the interest component of the money, so borrowed …………
The current lot of egoistical politicians will be duped into leasing our both to China ( to do as they please ). These politicians will claim that they are very clever in having leased it out in order to mitigate the interest and capital that have to be repaid.
So China gets what they want in Sri Lanka –
They are probably working out the details in such a way – that they would have their bases in Hambantota without ruffling any Diplomatic ties with India and Pakistan.
