The Absurd, Asinine All-Parties Administration Attempt

By Dayan Jayatilleka

Dr. Dayan Jayatilleka

The formula of an all-parties government at this moment of the crisis is ridiculous. With a single exceptional scenario which does not apply here, the formula refers to a reshuffled government under President Gotabaya Rajapaksa with all the powers he enjoys. If anyone agrees to participate in any interim/all-parties government under him, they must know that Gotabaya can tear up the arrangement and throw out that Government any day of the week. That alone should expose the idea as a ridiculous farce.

Secondly, no government that is formed under Gotabaya will be an all-parties government. Neither of the two major Opposition formations, the SJB and the JVP will be suicidal enough to agree. So, the all-parties government will simply be an SLPP plus SLFP and 11-parties government, i.e., a reshuffle of the old governing coalition of 2020, with the only difference being that there will be a new Prime Minister, one who is not Mahinda Rajapaksa.

Thirdly and perhaps most fundamentally, forming any kind of administration under President Gotabaya Rajapaksa, at a time when there is an unprecedented outpouring of mobilized national and social sentiment demanding unambiguously that Gota should leave, is a slap in the face of the people. It is also an act of political suicide on the part of those parties that participate in such a coalition.

There is only one, single exceptional scenario under which it will be tolerable to form any kind of administration while Gotabaya remains President. That scenario is if (a) the 20th amendment is repealed, (b) the 19th amendment reintroduced, and (c) a compressed timeframe for Gotabaya’s departure from office is publicly announced. It is only those features that will make any administration an Interim administration. It is also only such conditions that will permit a broad-based administration to be formed with any degree of public acceptability and legitimacy.

In short, an all-parties government can be a legitimate project only AFTER the 20th amendment has been repealed, the 19th amendment reintroduced and Gota has announced an early departure date.

A formula which tosses Mahinda Rajapaksa out but keeps Gotabaya Rajapaksa in and on top, is a formula for an old repaired prop for the Gotabaya presidency which has been rejected by the sovereign people.

The larger reality on the ground is the unprecedentedly massive mobilization of all sectors of the people in almost all parts of the island. The parliamentarians must realize that they are marooned in an ocean of public opinion and social action; an ocean that is becoming increasingly turbulent and rough.

The inability of many parliamentarians to see this obvious reality, reminds me of Lenin’s term “parliamentary cretinism”. Sri Lanka’s parliamentarian seem to be suffering from a bad case of this malady. How else could they be chattering about things as diverse as all-parties administrations under Gotabaya Rajapaksa or the abolition of the executive presidency which is a painfully protracted process?

There are only three parliamentary moves that have any resemblance to the reality outside: (a) a No Confidence motion (b) the repeal of the 20th amendment and reintroduction of the 19th and (c) an impeachment. All else is a diversion and delay.

How then to get Parliament to see sense and play its role in the fulfilment of the explicit wishes of the people?

The parliamentarians must get off their high horse and understand that at this exceptional moment in history, their role, and the role of Parliament is that of an adjunct, an auxiliary of the massive struggle of the multitude.

The struggle is almost certain to reach new heights in the month of May. The pressure will become irresistible. One hopes that this pressure will also impact on the Parliament achieve what rationality and good sense will not.

The future of the political parties and politicians will depend on whether or not they are seen to collaborate with a detested Gotabaya Rajapaksa presidency, the main enemy of the mobilized people. Those who do prop him up at this moment, even under the guise of an interim or all-parties government, will be socially isolated and wiped out at the first election that comes down the pike.

More basically, the future of politicians and political parties will depend upon the role they play against the backdrop of the unarmed revolution that is underway. Are they with the democratic revolution or against it? Are they attempting to channel the revolutionary energies of the people for their narrow political ends or are they ready to be the agency of the people’s struggle and implement the agenda already spelled out by the people?

At this point it will be pertinent for parliamentary politicians to recall the words of Fidel Castro, who said: “Who will make the revolution? The people, with or without the [Communist] Party!”

Even Dr. DJ talks sense sometimes. So, this time I totally agree with him.

OC, today Gotha and Mara standing together, surrounded by 109 donkeys and 8 giving signed statement, in their usual arrogance, say “we are (Mafia) Brothers and no one can divide us , we have the support of 117 and we will not leave”. Dulles who wrote letter to Gotha few days ago asking to leave was physically present showing support. So we are back to square one. I was not wrong in saying Lanka has no chances of any recovery. To find cure for 75 years of Lankan lunacy in 7.5 weeks is not happening. The only option left now is ” people physically kicking out these crooks. So called righteous ,who keep quoting democrazy and constipation as excuses are those hidden enablers. Did anyone really expect Rajapaksas to leave at their own will ????

Didn’t I say DJ, need to get his act together and get those SB in line, before calling North and East to fight his war. At least the Tamils now seems to have understood the game plan, it’s time for others to do the needful

There is more to this LUNACY. When issues come up, quite a few Pseudos (enablers, apologist, retards) are ready with excuses, look at Pakistan/ India / USA —.???? We need comparison to measure our success and achievements but for plain stupidity, do people need comparison ???

Today CPA poll results says 1) 96 % wants all 225 members audited and unaccounted assets confiscated 2) 90 % wants Mara to resign 3 ) 90 % wants Rajapaksa mafia out of Lanka politics 4) 87 % wants Gotha to resign 5) Only 56 % wants all 225 to resign 5) almost 75 % wants executive presidency abolished, team of experts managing until crisis is over, interim govt consisting of all party members, 20 repealed and bringing back 19 amendment. If true public should go after 117, who were standing with Mara today giving false impression, that constituents, they represent are still supporting Mafia family.

      OC, Thiru and DJ,
All party Government has been ditched for the moment!!
The HE and PM would continue, as they have received 108 _ 9 MPs support totaling 117 MP’s providing supply to government, for them to govern as before with simple majority!!!
The division of te no of MP’s n support, speaks as to possibly, how many BUY OUTS!
Aragalaya for the moment seems finished.
Watch how it pans out from now on?!
Coming colours, no good, as 1 protestor at TT, has been assaulted and hospitalised.
They may get emboldened to act roughly from now on??

I would not dismiss all party government or all-but-a-few-parties government.
DJ’s calculations are based on what his ‘client’ will gain out of it. That apart, There has to be clarity about how business is set about in the event of
        1. GR going but 225 staying (with various options like MR going/not-going etc.)
        2. All but GR going
        3. All going
and before that enabling any of the events.

I asked repeatedly ‘what next’, and it is not just the matter of state administration that I had in mind.
There has to be consensus on key issues and dodging it in the name of unity for a common goal (namely GGH) is suicidal.

All party conferences are common in any country. No arguments would be necessary.
      .
      But all parties administrations ?
      .
What cant be in a country where a bunch of CRIMINALs in power ? These criminals and their high crimes were not overlooked.
      .
Temple trees (Premier s official residence) and its neighbourhood has been disrupted by high volume- pirith chants by the order of Mafia boss MAHINDA. Not a single inhabitant in that neigbouhrhood came forward to protest against. People would not react even if their lovely ones would be hurt publicly, what a nation ?

What happened to our people ? In a civilized country, a court order would teach a lession the premier if his senses are totally impaired. This is the levels of DEMOCRACY in a country, whose was then called ” oldest democracy in asia”:

        Hi LLM,
“whose was then called ”oldest democracy” in Asia”
        My foot – correction!!
That was long before, all the ‘MEE HARRAKAS’, turned ‘Wambottas’ and ‘Bambotta’ from the MEDMULANA grounds as time passed and the somewhat decent ‘Old guard’ of the great southern land went to ‘permanent rest’ after handing over the banner to new holder once and for all time in 1970!!!
History making day for Sri Lanka , when the thieving and Looting public wealth started and reached a CRESCENDO, when he was anointed Prime Minister of this resplendent land – after the ‘GEDERA YANA GAMANG Diyawanna wata SELLANG DHANA’ Justice dispenser in the lead position!!!
Why can’t Sri Lankans send HOME, this bad and rotten ‘Yolk’ plundering and destroying the fabric of SL society!!
The society is accepting it silently, though this incumbent is displaying clear signs of INSANITY!!
Are they waiting till it becomes more ACUTE by depraved acts of public ablutions or such wild acts??
It is time now to assess mental ability by a qualified medical practitioner, to avoid Calamity!!!
No wonder, we have this fiasco n country, when metally unsound are controlling the governance!!

Yes Mahila I fully agree with you.
          .
See today people widely compare us with that of Gauthamala- while MEDAMULANA alpha animals constantly behave as if their 5 senses are totally impaired.
          :
I think not only RAJAPAKSHES but the people of this country should be made accountable for the mess we ve been facing today.

We lost our ancestral properites because none among us the siblings have time to fight against…. however, I have met th ekind of victimized in hundreds in europe. Most of them were close at notar offices and courts were close to Rajapakshes and their henchmen.

Please let Ali Sabry knows that he should somehow extricate himself from Rajapaksa clan and their administration for when everything collapses they will blame him. As a Muslim Ali Sabri must have known that the clan had already manufactured enough consent among the population, that the collapse was engineered by him, especially when Ali is responsible for finance and justice.

I just want to know your position on accepting free medicine, food, etc from Tamil Nadu? Chief Minister Stalin is sitting on relief parcels/packages for all Sri Lankans.(Ilangayer). What is the delay in receiving and distributing among the starving people?

Is Basil formulating policies to make money out of these essential free aids?

By the way do you think Kamala, Shavendra, Wimal …….. and Udaya can manage without these parcels?

For seventy three years the Sinhalese leaders have been changing constitutions, making amendments,, holding round table conferences, going in a merry-go-round, and now they want an all-party government. Throughout these years the country has been going through turmoil after turmoil. Now the country has reached a rock bottom with people finding it difficult to get even essential items like food, electricity and medicine.

The country is going round the world begging for loans that they can’t pay back because they consume more than they produce.

When will the leaders become dedicated, or will they?

This is pure and simple appe aanduwa sans good governance.

Appe AAnduwa has come back to haunt Sri Lanka. In last 73 years not a single Sihala MP stood there and say lets all Sri Lankan work together to make SL a better place. No NO they want the split. The MPS live and excel on splits and racisms. SL will not improve until all people pull together. Singapore PM Lee said in 60s that he wants to make Singapore like SL. In 80s he said sad to see SL gone down the wrong path. The parliament should pass a law that any one bring out racism or religious vioilent will be punished by 10 years in prison and all their assets will be consicated.

Is it not time that the Tamil leaders acted proactively and thus claimed a say in the matter?
Tamil nationalist thinking has too often been “what is in it for me (but spoken as us)”?
The FP refused to take a stand on many national affairs, and if it did it was mostly on the side of imperialism and the wealthy.
There was one remarkable occasion in 1980 when the TULF thought of joining hands with the opposition to resist JRJ’s autocracy. But it went up in smoke when AJ Wilson brokered a deal based on DDCs.

“The FP refused to take a stand on many national affairs, and if it did it was mostly on the side of imperialism and the wealthy.”

All those anti imperialist wanted to fight the other national minorities (numerical), the fine liberal SWRD Banda made sure he and his policies enhanced the unity of the people by passing the Sinhala Only language Law which really helped him to fight imperialism. And his wife Siri Mao accelerated the process by sending hand picked enforcers to North East immediately after she was elected in 1960s.

And Siri Mao made sure Buddhism is protected by Chapter II in the constitution. Brilliant move which enhanced her fight against imperialism and Americans, Hindians, Chinamen, …. immediately agreed to make Indian ocean a zone of peace.

        What a wonderful leadership.
Despite Tamils none corporation the power couple made sure every thing is hunky-dory in this island.

We all know how good Rajapaksas in bribing and buying MPs. According to daily mirror today Mahinda Rajapaksa proved that he got 117 MPs support and Gota gave up his all party government. It is very clear Rajapaksas still use the parliament and constitution to use the military violence against the protestors lawfully. China, India and West help them to protect them. They need Rajapaksas to destroy Sri Lanka.

“We all know how good Rajapaksas in bribing and buying MPs.”
      —-
We know how Raa Nil bought TNA Tamil politicians and created a fake opposition and appointed Sampanthan ‘Seeya’ as the Leader of the Opposition. In return for working as the fake Leader of the Opposition and saving Raa Nil’s sss, Sampanthan got a luxury house in Colombo 7 with all expenses paid by Sinhala tax payers’. Although people in this country wanted to get rid of that rotten ‘Yahapalana’ Government they could not do that because of the undemocratic opportunistic act of Tamil politicians in Yapanaya who talk about saving democracy in this country. They should be ashamed of what they did.

What is there for this grand coalition of China, India and the West in destroying Sri Lanka?
The interests are vastly different. Even the US with its junior partners and India do not see eye to eye these days.
Right now it is the US and India that are offering to help the government. The Chinese probably will, but not yet.

      • 4
        0

We do not need grand coalition of countries to destroy this island.
We had SWRD B and Siri Mao. Both were more than enough to destroy this island many times over. The destruction never stopped and will not stop in the near future.

I agree. What is there left to destroy ?? That too grand coalition?? If at all it’s Silly Lanka destroying others by not paying back loans, sending refugees all over world, badly in need of foster care and giving ideas to similar despots around the world, how to screw their own people. Even when failed and bankrupt, people remain grandiose of grand coalition.

In a quarter century more, Sri lanka would see ENGLAND completing 400 years since the removal of her King, the hard way in the harshest manner. In the first few months of this year. Sri Lankans chose to move out the ruler, who had lost the mandate to rule or reign, with the full family securely perched in money cornering positions.
Ineptitude or a chronic incapacity to do good to the citizenry was the phenomenon in view. The resulting disaster became intolerable for the people. To a man, woman and youth, the regime needed root and branch destruction. Was it for this singular purpose that recent times saw millions upon millions of human days wasted? Rather ruined by a cultured society in the most civilized way, free even of incidents?.
The result has been to remove an irrelevant pillow and to retain an incorrigible pillow to diddle the populace into slumber.
If their thoughts reach back to 1649 in England and for the iron hand hand of Oliver Cromwell, can the 22 million saner beings be ever faulted?

The Interim Government is conspired to be of shorter duration than MR’s short leave. His triumphal return is designed to perpetuate family domination. It is believed that the millions who laboured for peoples’ rule will be relentless enough to secure the objective they cherished and fought for .

Once full power is tasted, no politician seeks anything else.
The Rajapakse family knows that if they let go, they will be in oblivion.
They will also have to account for all instances of corruption.
    The armed forces support them.
This will be a case of who lasts longer. Meanwhile, the nation will be bankrupt beyond recovery.
Will the buddhist clergy join the opposition? That will be a decider.

I think Dayan Jayatilleke’s calculation on the ‘No Confidence Motion, repeal of the 20th Amendment and re-introduction of 19th Amendment and an impeachment should be analyzed carefully. My view is that Gotabhaya Rajapaksa and Mahinda Rajapaksa will remain in power. India and the USA are working secretly with the Rajapaksas to get dominance over Sri Lanka. Accordingly North-East Province will be taken over by India while the rest of Sri Lanka by the USA. Until this scheme is completed, Mahinda and Gotabhaya will never get kicked out. This is one reason why Sajith Premadasa is withdrawing his No Confidence Motion. Moreover, by virtue of a secret agreement it appears that India dominates the skies and surrounding seas of Sri Lanka. No body can enter Sri Lanka without India’s authorization. Moreover, the 13th Amendment will be implemented automatically. The BJP Leader K.Annamalai of Tamil Nadu is on a visit to Sri Lanka to find out the problems of Tamils and report to Modi, Amit Shah and Natta. Hope Tamil politicians act wisely as Annamalai is the person who is helping the Tamils and Tamil politicians should remember that Annamalai is very powerful. Tamil politicians and the Tamils should avoid Stalin.

The starting point seems to be the Éxcellency (note the letter E with an apostrophe on top pronounced as O) agreeing with the Mahanayakes for a new all-party administration. But as rightly written no opposition would join. Then this is really a dispute resolution between two factions within the same combined SLPP, one pro Mahinda, the other anti-Basil, graduated to anti-Rajapakse, hence anti Mahinda, reluctantly or otherwise. In this episode at this point of time, Basil alias the crow, who was the eye of the storm, is not heard of but should be working behind the scenes. Can the country go on like this? The whole country is suffering due to financial recklessness of the administration. I am not the least surprised if a frustrated set of military men would catch the entire 226 and pack them to the next world. The opposition, if it is a part of the “national” government is politically suicidal but if not the democratic framework of the country will burst into flames and their own lives would be at stake. So, Sajith and Anura, what do you prefer, your life or your political existence? I know, you all don’t care for our livelihoods.

“There is only one, single exceptional scenario under which it will be tolerable to form any kind of administration while Gotabaya remains President.”

Hello Dr. Dayan. As usual a terribly enjoyable and cutting analysis of the current scenario. Covering all bases I see. Much time has passed since you shared the beer with Mahinda Rajapakse in Nugegoda, metaphorically speaking.

You once said that you left the movement to elect the current president due to the ‘same neo-liberal’ policies that the previous government had practiced, sadly I did not think much of your warning, neither did anyone else, look where we are now. Maybe there is a chance now to break with the IMF addiction.

The youth uprisings in this country have not been very productive, I would say, and also add that such a statement is candidate for the understatement of the century. At a time when we need dollars, robbing the country of 1 Billion Dollars in tourist revenue through protests does not seem like a smart move, but what do you expect from the generations represented by tail end letters of the alphabet?

    Dear Dr. Dayan

While space and time still exists, I wish to comment on what your vision for Sri Lanka.

I would like for you to outline how this will come about, because it looks like we have a few decades to go before this happens: an post-cultural, post- religous, value- free nation brimming with false wealth.

Is a return to our Socialist past impossible or just intolerable to the powers that be?

“…The New Patriotism or New Nationalism will have to be authentically different from that of the [Rajapaksa] regime in that it will have to be smart instead of smug or surly; meritocratic instead of clan-centric; more liberal-democratic and open rather than quasi-authoritarian, hyper-securitised and militaristic; economically social democratic rather than oligarchic and crony capitalistic; modern, forward-looking and youth-oriented rather than culturally traditionalist, conventional and archaic; realist in outlook and attitude rather than paranoid and delusional; open and internationalist rather than narcissistic and xenophobic; progressive centrist in ideology rather than the regime’s neoconservative populist; and above all, pluralist and inclusive in ethno-religious terms rather than exclusionary, assimilationist or majoritarian-hegemonistic.” (‘A Winning Coalition will have to be Patriotic’, The Nation, ‘Lens’, Sunday, November 17th 2013, p5.)

“Any Sri Lankan with a sense of dignity would want Gotabaya Rajapaksa who actively contributed to this unprecedented humiliation, gone as fast as possible.”

You do not speak for me, many professionals with a more objective analysis of the situation are of the view that the current President should stay (and maybe fix the problem he created?)

Even GR supporters have their right to an opinion, but liberals forget they are not Fascists many times over.

Apparently former minister Karu Jayasuriya agrees:

“If the President’s talks are successful, the Government should take immediate action to establish a national unity Government. The hand of friendship should be extended to the Opposition immediately.”

Meanwhile while all this “national government kachaal leading to nowhere’ is happening, how many Lankans are aware the two Sri Lankan Airlines flights departing from KIA (to Melbourne and Sydney respectively), made a detour to Mattala to collect some bulky cargo that DID NOT HAVE A MANIFEST, i.e. a description of goods?

A proper stink must be raised over this, and the matter investigated. Who sent what to Australia? What was this secret cargo, and did the pilot not breach his flight responsibilities in accepting cargo without a manifest?

I suspect the abortive national government fiasco is nothing but a huge red herring.

have they got the numbers to do this? After the SLPP members left the SLPP and became ‘independent’
how many members the SLPP has left in the parliament? Then this new group under sirisena has about 40 it seems? Is it enough for this 40 plus the balance left in the SLPP to form a 113 majority govt?

If this is possible and mahinda is out i am okay with it but who will be the new PM?Sirisena?I am okay with that too.If sirisena as he has said earlier wants to bring back the 19th amendment with some amendments to it i am okay with that too.If he wants to then repeal the 20th amendmenti am okay with that too because because it will clip gota’s powers and he can’t get rid of this government.

so far so good.at least we are moving in the right direction it seems. Now what is this 21 A that is being talked about. It is not very clear what it is for me.Over to you Dayan or someone else.

I hope someone will reply to my comment and answer all the questions i raised. There has been so much mumbo jumbo in so short a time i have got my knickers all knotted up it seems.

The formula of an all-parties government at this moment of the crisis is ridiculous.

At this moment? So it would be a ‘great idea’ later would it?
This idea actually fits into the freemason plans for the NWO (New World Order), which is a one world government dictatorship.

How is it that the parliamentarians do not heed and are not sensitive to the voice of the people? If an independent survey has been done and 87- 90% have expressed their desire for the two leader brothers to resign and a greater percentage want all 220 to leave, the protestors and the country as a whole have read the ulterior motives of the parliamentarians very well.
I think we will lose a golden opportunity to liberate the country from its slavishly held beliefs against the unity of all the different sectors of our country if we do not get a change of the leadership.
Just reflect for a few seconds on the steadfast and bold and beautiful unity of the youth at Galle face and all other venues; unity and peaceful in their call for the country to move forward in equal unity.

Is the leadership thinking of resorting to military tactics, If they lose their hold? Is this the reason why parliamentarians of the SLFP/SLPP are so openly, unashamedly changing their position every other day?

The legal community and the security forces and the police department must come to the support of the protestors, the people, the citizens and our country. We cannot lose this opportunity to tilt the balance against injustice, crime, corruption and murder and take the country forward in justice, truth, peace, unity and love.

Tamils can not tolerate any more DISCRIMINATIONS /DESTRUCTIONS/TORTURES/ MURDERS/ DEPRIVATIONS of their livelihoods and access to university education throughout the country.
