The recent assassination of contract killer Ganemulla Sanjeewa by another contract killer, identified as Samindu Dilshan Piyamanga Kahadanaarachchi, has once again exposed critical vulnerabilities in Sri Lanka’s security framework. The killer, operating under multiple aliases, meticulously planned and executed the assassination in broad daylight, exploiting weak security protocols and leveraging the element of surprise to his advantage.
While the swift arrest of the assassin at a roadblock in Palavi, Puttalam, demonstrated the effectiveness of Sri Lanka’s intelligence and law enforcement agencies in post-incident response, the failure to anticipate and neutralize the threat beforehand raises serious concerns about proactive security measures. This case is a textbook example of how the element of surprise can be weaponized, and it highlights the urgent need for better risk management, intelligence coordination, and crisis preparedness.
The Power of the Element of Surprise in Assassinations
In military strategy, law enforcement, and criminal operations alike, the element of surprise is a decisive factor that can determine the outcome of an engagement. Sun Tzu, in The Art of War, emphasizes that “all warfare is based on deception,” a principle that applies not just to combat but to assassinations and counter-assassination measures as well.
In this case, the assassin and his accomplices meticulously engineered a false sense of normalcy to gain access to the target and execute their plan without arousing suspicion. Their strategy can be broken down into the following key principles of surprise:

The assassin and his female accomplice dressed as lawyers, allowing them to blend seamlessly into the environment. By carrying a forged Bar Association ID, the assassin eliminated any immediate suspicion that could have led to preemptive scrutiny. This level of deception suggests that he studied the psychology and routines of security personnel, understanding that they would be less likely to question someone who appeared to belong to the legal fraternity.
2. Exploiting Complacency and Routine
Security personnel at high-risk locations often develop a false sense of security due to the predictability of their daily routines. The assassin likely conducted multiple reconnaissance missions (dry runs) before the actual operation, familiarizing himself with the entry points, security procedures, and response times. By repeatedly entering and exiting the court premises in the days leading up to the attack, he normalized his presence, reducing the likelihood of suspicion.
3. Weapon Concealment and Tactical Advantage
One of the most ingenious aspects of the assassination was the method of weapon concealment. The firearm was smuggled inside a statute book, carried by the female accomplice. This method capitalized on:
• The assumption that legal professionals would not be carrying weapons.
• The fact that books are not typically subjected to thorough security checks.
This tactic ensured that the assassin could access his weapon at the perfect moment, avoiding detection before the attack.
4. Shock Factor and the Security Paralysis Effect
The moment an unexpected attack occurs, human psychology plays a critical role in determining the outcome. The assassin likely anticipated that the initial gunshots would cause momentary paralysis among the security personnel and bystanders. This split-second delay in reaction time allowed him to execute his mission and make a swift escape attempt.
Studies in law enforcement crisis response suggest that individuals who are not mentally and physically conditioned for sudden violence often experience cognitive delay, resulting in freezing, confusion, or inaction—all of which were evident in the security personnel’s reaction at the scene.

The biggest failure in this incident was not just in physical security measures but in threat anticipation and intelligence-driven risk management. Several key areas of failure need to be addressed:
1. Lack of Threat Intelligence and Advance Security Screening
• Given the high-risk profile of the victim, there should have been proactive intelligence gathering on potential threats.
• No red flags were raised regarding the suspicious movements of the assassin in the days leading up to the attack.
• Insider threats (e.g., corrupt officials providing access) must also be investigated.
2. Failure in Access Control Measures
• The fact that a forged Bar Association ID was sufficient to bypass security highlights a lack of verification procedures.
• More rigorous identity checks and biometric security measures should be considered for sensitive locations.
3. Reactive Instead of Proactive Security
• Security personnel were unprepared for an armed confrontation in a high-risk environment.

• Strengthen surveillance and monitoring of high-risk areas.
• Implement real-time threat assessment to detect suspicious behavior patterns.
2. Enhance Access Control and Screening Procedures

• Conduct randomized security checks to prevent complacency.
3. Improve Crisis Response Training
• Train security personnel in active shooter response and high-stress decision-making.
• Implement scenario-based drills to condition officers to react swiftly to unexpected threats.

It is easy to come with the weaknesses of the security in Sri Lanka and giving recommendations as author given but we are reluctant to tell how the military and intelligences services brought up until now. Sri Lanka allocates substantial finance to the defence with more than three to four hundred thousand personnels and an executive powerful presidents as head of defence and head of finance. We never analyse the truth behind the scene where what purpose they are used and how they behaved in the past. Almost 99% of the military are Buddhist Sinhala. They involved in many crimes and responsible for many murders and assassinations and so far the judiciary could not find the truth. They couldn’t stop Easter Bombing because it involved military and intelligence services. We could n’t find the truth about who assassinated journalist’s and human right activists because it involves them. More than hundred thousands of military in the East sleep, murder, drug deals, land grabbing and Buddhist temple building in illegal land. These are the work they do? Recently, they came across another murder in Mannar Court which involved. I don’t blame them but they worked for political masters. Can you change over 400000 who are brought up to serve Political masters? Not only Political masters but also religious masters helped over 77 years. Will that culture Change?

Jit, I had the same question, At least in this case, law enforcement manged to arrest one of the accused, within days. ( still waiting to confirm, it’s the right guy ). Whereas Lasantha was killed in broad daylight.

I know exactly where I was on the 22nd November 1963. It was a Friday and just after 7pm Local time in Aberdeen. We were coming back from a local Youth Club when we heard the news of John F Kennedy’s Assassination.
Kennedy’s killer (Lee Harvey Oswald) was arrested soon after, he had also killed a Police Officer.
A couple of days later he (Oswald) was also shot dead.
“Lee Harvey Oswald was shot and killed by Jack Ruby [Underworld Criminal] on November 24, 1963, in the basement of the Dallas police station”. Jack Ruby of Polish Jewish Parents was convicted and Sentenced to Death (overturned) and spent time in Prison until his Death in Hospital. “He developed close ties to many Dallas police officers who frequented his nightclubs, where he provided them with free liquor, prostitutes, and other favors”.
Jack Ruby died of a Pulmonary Embolism caused by Lung Cancer on 3rd January 1967.
Many conspiracy theories arose after Kennedy’s Assassination over the years. However many lessons were learned by Police Forces and Security Personnel all over the World with the exception of Sri Lanka. Unless of course there is collusion amongst the Police/Intelligence Authorities and the Criminal Underworld?

I have always believed the reports that there was a Dealey Plaza Gunman, which would mean a Conspiracy and Oswald wasn’t acting alone. The Warren Commission was mistaken/misguided in affirming Oswald acted alone.

According to acting IGP, there are 58 organized crime gangs and 1400 identified members. In 2024 , there were 103 shooting incidents, 61 deaths, out of 56 are linked to organized crime. The missile crisis was precipitated by the US placing missiles in Turkey and Khrushchev placed missiles in Cuba. Cuba was let down by Khrushchev but just went along.

There have been many books written about the Fall of the Berlin Wall and the End of the Cold War. In 1967 during the Six Day War an America Spy Ship was attacked and severely damaged in International Waters Near Sinai. 34 Crew and others were killed in the Attack by Israeli Planes and Torpedo Boats.

OC, it’s a way to impress their clients paying in lump sum. Just like doctors ( fyi, I’m reservation, so I never tried ) who orders multiple tests or prescribe multiple medications, instead of what is necessary. But in many instance, the patients or clients too can Google , to know the facts. In the US, cases like immigration, taxation or financial / medical disputes, the client still have to do bulk of the work for the lawyer to just submit as document. If not Lawyers pressure to go for settlement , where they make quick money and move to the next case. With some knowledge , the clients can do it them self, and find a paralegal staff to help with submission. Saves thousands of USD.

There should have been electronic devices like a scanner in operation as it was a high sensitivity court hearing with ruthless assassins who kill with joy. Walking through such a device can offer sight into any device like a gun or knife. Bogus identity cards would have been made by government officials on government stationery (like false passports issued by the department on legitimate material with appropriate security protocols). Why was the assassin seen smiling and chatting with the law enforcement officers in whose custody he was kept? How does he know these people? Do arresting officers generally chat amiably with people who had just murdered a man in cold blood? What does that say about the role of police in this daring extra-judicial execution?

The writer obviously has attended various courses overseas on these kind of crimes. This may be from introductory lectures.
These kind of crimes happen all over the world. Carrying a gun in a Bible was in a famous scene in a Western movie, may be Clint Eastwood. Also criminals coming in police uniforms, as priests or such innocent disguises is very common in movies as well as real life.
However we must not glamorize criminals, after all they are not the most faithful nor intelligent, they are social outcasts in a already decayed society.
Take this 27 year old assassin . Obviously a fool. He was promised a relatively small sum ( US $ 5000 ? ) , perhaps a little more. Whoever hired him did not want to pay him even this amount so betrayed the assassin to the Police who nabbed him within a few hours of the shooting. Even if he escaped his face was clear on the camera and he would had to be a fugitive for the rest of his life
For the 27 year old man ,his get rich quick scheme ended very fast. The rest of his life will be in a dirty prison in Sri Lanka. Death would be better than what awaits him in the coming years.
So this so called clever shooter got no money and also has no life any longer.
Criminals are not that intelligent.
The one crime that baffles me is the killing of Dinesh Schaffter at the Colombo cemetery.

I have read most of Dr Robin Coningham’s Publications on Sri Lankan Archaeology and History. His Article on “The Vijayan colonization and the archaeology of
identity in Sri Lanka” explains “Here we will focus on a key influence which has deep archaeological and political implications, whose interpretation has informed and distorted the present understanding of the concept and evolution of identities”.
He then explains how the Colonial Regimes used the Mahavamsa to assert the Aryan Connections and gave preference to the Sinhalese. Angarika Dharmapala used his own Interpretation of Buddhism and the Mahavamsa against The British and Christian Missionaries and as you said called them “barbaric vandals”. “Dharmapala identified these vandals as Tamils and Europeans”.

Two reasons – (1) Those killings are condoned by Law Enforcement- e.g. the recent withdrawal of 04 cases by the AG that were being heard in Courts (Anuradhapura, Balapaitiya, Mahara Prison case and recently Lasantha Wickramatunga murder). (2) The psychological “Ego” that has got embedded in the Law Enforcement personnel (lack of proper selection and training).
Regarding killings by Law Enforcement personnel, the Supreme Court in a judgment (case FR SC 398/208) stipulated the procedure to follow in arresting and interrogating the accused. That procedure has been completely ignored; these officers still do as they please.
The questions are – (1) Why the Police Authorities do not take strict disciplinary action against those who violate the rules and (2) Why is the Judiciary not taking action against the Law Enforcement Authority for “Disobeying” the Court orders? That is how the Law and Order of the country has gone down the drain over the years.

The difference for me, is that back in the 1970s I met Michael Alexander Van Der Poorten who I knew as Mike Banda. Prior to that (during my Student years) I had met a few Political Activists and Journalists well versed in the methods used by the State to Protect their Interests. I even sat on a Bus on its way to a Trade Union Conference when an MI5 Informant was politely asked to get off. I had been elected as a Shop Steward of the Engineering Union and was representing my Area.
I learned a little of Sri Lanka’s Political History back then and met some leading Members of the Left (multi-fragmented). I don’t have any “Intuition” regarding the Sri Lankan States activities and as I have said before, if you have lived through events in your own Country, you have an advantage in being able to put it in a historical Perspective. This is not necessarily true. Modern IR systems have a 360 degree view. Some of the fixed ones have blind spots, which Hamas could have exploited. If you watched the video paragliders used by Hamas descended almost vertically.

I have been to the Trinco Navy Camp. I can assure you, there were no rapists there. I will not describe the interior of the camp, as that may be sensitive info. However, unlike the 225, these guys are not living in luxury. It is not like the Galadari or some place. Visitors have to sit on metal stools. Very basic snacks, no alcohol, no 5 star menu. I did not see any luxury cars in the vicinity.
