The Four Quadrants: Western World, China, Islamic World & Asia

Today I had the opportunity to speak at two hallowed British institutions: the London Stock Exchange (1698), and now at the Oxford Union (1823). Many Sri Lankans educated at Oxford have made an impact in Sri Lanka. Among them were two Presidents of this very Union – my colleagues – Lalith Athulathmudali – we studied at the same school, we entered Parliament at the same time in 1977 and we sat in the same Cabinets. Lakshman Kadirgamar, who like me, studied for the LLB at the University of Colombo, and then came to Balliol. They were both Presidents of the Union in the Hillary terms of 1957-58 and 1958-59, respectively, and both of their lives were cut short in Sri Lanka by the violence perpetrated by the LTTE.

I thought of I speak to you Giving you a perspective from our hemisphere, given its heightening importance. I gave a lot of thought to what should be the topic. I was born a subject of George the VI – King of the Dominion of Ceylon. George the VI was not only the King of the United Kingdom, its dependencies and other dominions, but he was also the Emperor of India. Today, Ceylon is Sri Lanka. The Crown in my country has been replaced by a Republic. The Indian Empire has dissolved.  The colonies have become independent states. The largest remaining dependency of the United Kingdom is the British Antarctic Territory.

Before 1500 AD, the great centres of world power were outside the Western world. In the Far East, South Asia, the Middle East and the pre-Columbian Central America, there were centers of innovation and creativity, wealth, social organization, and great economic prosperity. For instance in the 15th Century, China had an enormous fleet of ships, the greatest fleet in the world. Yet because of the rising affluence of the merchant class, the political elite decided to destroy this fleet and address the more pressing concern of the invading Mongols. 

Within a brief period of about 50 to 75 years, a small and not too significant part of the world – Western Europe – reached out and laid the foundations for a global hegemony that endured for about four or five centuries.   

Between the voyages of Columbus in 1492 and Magellan in 1522, the Western World began to establish a set of footprints so extensive, that at its peak on the eve of the First World War, about one hundred years ago, the Western World controlled, occupied or owned 85 per cent of the Asian and African territory and an equivalent share of the global wealth. 

At its core was the Anglo-Saxon heartland of Britain and America.

Yet, as the 20th Century unfolded, this hegemony began to dissolve….

Two massive world wars, the protracted Cold War, sporadic Anti-Colonial Revolutions as well as the Vietnam War saw the atrophy of the Western World — and the mighty global footprints of Empires diminishing.  The collapse of the Soviet Union and Communist Europe in the 1990s led to a brief unipolar global order dominated by the US. But it did not last.

Instead in the last 5 decades of the 20th century, many Asian countries led by Japan, China, India and South Korea commenced industrialization producing goods and services for the developed economies. They also mastered sophisticated infrastructure technologies – developing high-speed railways like that between Tokyo and Osaka; developing cutting-edge city ports like Shanghai; converting paddy fields into gigantic manufacturing zones like Shenzhen, old colonial cantonments into multinational software centres like Bangalore and Hyderabad, transforming old historic cities into global metropolises like Seoul. Technological leapfrogging brought these countries into the forefront of development. 

Large populations, which were previously seen as an economic burden are now seen as a marketplace for products, services and ideas.  Around 4 Billion of the world’s population is already in Asia.  This not only presents a marketplace for products and ideas, but also a marketplace for futuristic imagination, invention, and innovation.  

The Asian Development Bank states that “Asia is in the middle of a historic transformation. If it continues to follow its recent trajectory, by 2050 its per capita income could rise six-fold in purchasing power parity (PPP) terms to reach Europe’s levels today. It would make some 3 billion additional Asian affluent by current standards. By nearly doubling its share of global gross domestic product (GDP) to 52 per cent by 2050, Asia would regain the dominant economic position it held some 300 years ago, before the industrial revolution. 

Such historic and contemporary shifts and dynamics in global power mean that we live in a transforming world – old powers die; new players emerge; future balances are fashioned and former cycles are reinforced.

In this re-shaping, a new global cartography seems to be emerging which will probably take a decade or two to crystallize. 

At best I can visualize it, four quadrants are beginning to take shape, each with a great potential for global influence and power, each with some major challenges which will determine its impact on the balance of power in the new world order.

One quadrant is, of course, the WESTERN WORLD, the members of the NATO and the European Union the captains of the world’s wealth. The future of the Western World in the global landscape will fundamentally depend on whether it can maintain cohesiveness or whether disunity will erode its position.  The Western World will maintain the highest per capita GDP. It will be in the forefront of technological development and innovations.  The US would still remain the strongest global military power. The Western World acting together will have a significant military clout. But the ability to maintain its power projection requires allies in other parts of the Globe – especially Asia. 

The second quadrant is, of course, CHINA with close to 1.5 billion people. The astonishing economic advancement of China in the past two decades has profoundly re-shaped world affairs.  Moreover, the assertiveness of the People’s Republic under PresidentXi Jing Ping further reinforces this ascendancy. 

Beyond the South and East China Seas the Chinese are attempting to make an unprecedented outreach to the developing Asia, Africa and central Europe.  

No other major nation in our time has been able to orchestrate such a comprehensive and interconnected strategy.

The third emerging cluster is the ISLAMIC WORLD – again with about 1.6 billon people. Islam has long been a staunch faith which has had occasional political explorations beyond the Middle East.  But for a century, since the fall of the Ottoman Empire, Islam has had a very limited impact on world affairs. However, in the past three decades or so, the political temperature of Islam and its geographic outreach have grown exponentially. 

Nonetheless, the Islamic World is riven with conflicts. Yet, despite these differences, the Islamic World has gained a considerable measure of political significance recently, a group with access to vital natural resources with major followings in about 50-60 nations all over the world.

The fourth quadrant consists of the remaining countries. While these will not be a unified group, there will be those who are both economically and militarily powerful in this amorphous collection of states. 

However, they will possess the potential of determining the final outcome of this power play. Other than Russia, the others – Japan, India, and South Korea are Asian.  Though not possessing a combined military force, ASEAN will also increase its clout to become the fourth largest economic bloc by 2050.

The Global Order put into place at the end of the last century – consisted of the Western World, Asia Pacific, and the G8.  The Indian Ocean which was the main sea-lane for East-West shipping was not in the equation. 

But today, the rapid Asian economic growth is driving tighter linkages with the Middle East and Africa.  As a result, the Indian Ocean sea-lanes today carry approximately half the world’s containerized cargo, two-thirds of its oil shipments, and one-third of its bulk cargo. 

The Indian Ocean economies have an extremely rich resource base, accounting for nearly 17% of global oil reserves, 28% of proven natural gas assets, 35.5% of global iron production and 28% of global fish capture. Its rapidly growing population currently makes up 35% of the world’s total.

This global power shift has brought the Indian Ocean to the forefront resulting in 3 of the quadrants and other Asian powers making the Indian Ocean the chessboard for a new power play.  

This competition has led to a number of trade and infrastructure initiatives sponsored by both China and Japan as well as India, the main littoral state starting its own initiatives.

China’s Belt and Road Initiative covering three continents, the Asian Infrastructure Investment Bank (AIIB) and the Shanghai Cooperation Organization seek to establish a China-centric transcontinental relationship in a multipolar world.   

Yet, the expanding presence of China in the Indian Ocean has raised concerns amongst other countries – especially in the context of the expansion of its naval forces. 

Japan – the first entrant into the Indian Ocean over 5 decades ago has expanded its programme with the Free and Open Indo-Pacific Strategy and the Partnership for Quality Infrastructure.  

Similarly, India has launched Act East and Neighbourhood First Policies. Japan and India have made a joint declaration to act together with the aim of upholding the freedom of navigation and promoting growth in Africa through the Africa-Asia Growth Corridors.  

Earlier, the Indian Ocean was considered to be of limited strategic importance. However now its significance is growing to the extent that a new concept of Indo Pacific is emerging.

This is an indication that the powers of the Western world are becoming limited. The best example is of Japan coming forward to lead the Comprehensive and Progressive Trans Pacific Partnership when the US opted out. Furthermore, Japan has nowinvited the UK to opt into the same CPTP.

Yet the concept of the Indo Pacific and its objectives has yet to be defined.  Some have welcomed the Indo-Pacific as a means of containing China. Others see imaginary Chinese Naval bases – in fact in Sri Lanka – whereas Sri Lanka’s Hambantota Port is a Commercial joint venture between our Ports Authority and China Merchants – a company listed in the Hong Kong Stock Exchange. 

There are no foreign naval bases in Sri Lanka.  

Our Navy’s Southern Command is being relocated in Hambantota to control port security. The US Defence Department has been briefed on these developments.  The Sri Lankan Army’s 1-2 Division is stationed in the vicinity.

We are also concluding a similar commercial agreement for the Hambantota Airport with the Airport Authority of India.

In this atmosphere of suspicion, many countries fear that the South China Sea issues can spill over – leading to future militarization and military competition in the Indian Ocean.  

This has resulted in a number of stakeholders intensifying their interest and presence in the Indian Ocean by expanding their fleets, upgrading their bases, securing access to foreign ports, and aggressive naval  posturing via joint exercises, extended sorties, and live-fire drills.

Therefore, it is necessary to maintain the distinct identity of the Indian Ocean within a larger Indo-Pacific.  The interests of the smaller states are best served by advocating for and upholding a rules-based order in the region.

Thus for the Indian Ocean region requires a common understanding that will ensure peace and stability within the region. This understanding must be based on the UN Convention on the Law of the Sea (UNCLOS). 

There is also the need to work towards building a regional framework for both trade and security – while ensuring that the region remains free, open and inclusive. 

Consequently, the Indo-Pacific should be a functional concept in creating the architecture for a multi polar region- the first step to containing tension in the Indo-Pacific with its patchwork regional politics under different umbrellas such as APEC, Shanghai Organisation and ASEAN. A classic example is Russia a member of the first two organisations simultaneously having close relations with both China and India.  

Furthermore, if we are to closely integrate the markets of Asia and Africa, we have also to uphold a multilateral trading system. The establishment of the Regional Comprehensive Economic Partnership is a pre-requisite step which will also give ASEAN a key role in the Indo Pacific.  

As strengthening UNCLOS is imperative for the security of smaller states in the Indian Ocean, Sri Lanka is bringing together 40 Indian Ocean littoral states and its major maritime users, for a conference which seeks to serve as a platform for regional dialogue, initiating conversations on outstanding issues relating to UNCLOS, and lay the foundation for further confidence-building measures in the future. 

For Sri Lanka, organizing this conference is about reclaiming its long-standing tradition of normative leadership for greater good. From 1951, when we organise the Colombo Plan Conference on to the Asian Powers Conference, Non-Aligned meetings, Sri Lanka has called regional conferences from time to time.

As the experience we have built in together with our experience in the UN Conference on the Law of the Sea (UNCLOS).We are in a sense,returning home to an area of international law that Sri Lanka has played a key role in creating. It is Sri Lanka’s contribution towards an international public good – rules-based order, which will in turn facilitate a stable and prosperous Indian Ocean regionin the coming decades.

    an excellent speech. His unbiased and impartial tone is very good for 22 million Sri Lankans. That is great. PM managed to puts the national interest of Sri Lanka without earning anger of any nations. As a small nation that is sandwiched between geopolitics of China, India and US, we must follow a impartial and unbiased foreign policies. We must have some objective approach in dealing with regional and international issues without putting our national economic interest in jeopardy. PM has indeed shrewdly lectured on this issue. I really admire him for his intellectual, diplomatic and politically motivating talk. I do not agree with him in some aspects of his politics. But to be honest, today, he is one of rare political leaders far excellent than MR and MS. can you expect MR can deliver such a cohesive talk and can you expect MS will deliver such a wise talk. Ranil is same like Lalith, JR, He has got some academic and intellectual credential with his politics. He proves by this talk he has got all skills and talents to be next presidents of Sri Lanka. Good luck for him. He is the best candidate among all others today… I admire his intellectual and rational presentation.

      Well well, fact is the Britain in crumbling into “Little England” and even Scotland may quit UK with Brexit. The British empire on which the sun never set is dead in the Water, and sunk for good!

      It is strange indeed that Bond scam Wickramasinghe isolates China from the rest of Asia. China is an Indian Ocean Rim country and the arbitrary quartering of China from the rest of “Asia Rising”, is an American area studies enterprise to isolate China from other Asian countries.
      Social scientists know that world regions are “cultural constructs” of power/knowledge, made to suit those with global power interests. We know that “area studies” was fashioned during the Cold War to push US hegemony, and the division of South east Asia from China and the South China sea which is part of and a sub-region of Indian Ocean is a CIA playbook construct. Time to challenge these arbitrary geographic constructions that divide the world to suit the interests of a crashing Superpower! This speech was probably written by Bondscam Ranil’s Washington Hit Men!

        Dinuk, dead on! The Indian Ocean is being Militarized by USA because it is jealous and fearful of rise of China and Asia region.
        But the countries in Indian Ocean are poor and cannot afford a huge military build up. So, Indian Ocean should be made a Zone of Peace and including China in Indian Ocean organizations is important for keeping peace in the region and demilitarizing it.
        America is far away from Indian Ocean – as far as you can get – and a huge trouble maker! US is surrounded by the Atlantic and Pacific Ocean and is nowhere near the Indian Ocean, yet it wants to control the region and pretend that it is still a superpower with its buddy Japan! Time to ask US to stop meddling in Asia and Indian Ocean

        China is certainly part of the Indian Ocean rim and should be considered as such.

          US is militarizing Indian Ocean even though it is far away from it and Indian Ocean. Also, it wants poor South Asian countries to pay for the militarization of Indian Ocean against rising China. Just like Trump forced Japan to pay more for defense
          But Sri Lanka must reduce its defense budget which is the largest item on its budget to manage it debt trap, but Trumpland wants to militarize Indian Ocean and Lanka against China, also with lots of Fake news by weaponizing religious and ethnic differences and fake news like the plan to kill Prez. and Gota.
          Bondscam Ranil and hairdresser Mangy who takes his orders from Washington are not reducing the military budget because Washington wants to militarized Indian Ocean.

      In other words what the PM is talking about is the dove tailing of interests and inventing of options equally acceptable to us and and know what the other side’s preferences are.
      I think if he first applies the realities of that geopolitics in the home front in reconciling the interests of the disparate communities in the island he could be successful
      in the field of local politics to benefit of all in this island as well.

    Wow, LLB has some academic excellence. What a way to priase Ranil. Colombo LAw college was established for DUMB children of the colombo elite. Indian and PAcific Oceans amalgamting into one region is Western need of the very poor but most democratic country. I know Sri lanka trained at least one individual in this. Probably, India does not want to involve in the fight between china and the USa. so, Rani, is singing for the USA needs.
    BTW, there was no Indian empire to destroy. It was the bankrupt British enpire that was demolished to become British commonwealth. SO, in brief, Ranil is saying we are buyin ships, fighter planes, Running frugs to fund operations, Ports and lands are ready for business to thrive, Sri lanka is ready for the fight make it non-aligned for either China or “USA.
    But, USA and ther europe is all over Sri lanka and china is not giving up. Ranil also has no choice as he is screwed it up every time he got it. This time, He robbed the banks as was only the opposition leacer of the previous govt. He is the PM as a PArty leader only of 46 Members. All others are National List. The others were supplied by Maithripala Sirisena who lost on the way. He says, Yes, I heard that, I heard that too, vote me this time too. next time I will correct all those.

    It is a Talk which simply gave into British Colonnial masters and had spread and bent very well. India and china like countries have be littled very wel Because Asians are very accomodating, very proud but very humble people. Other wise, why does some one say Indian empire dissolved, Colonnial cantonments like words. Anyway, china has very proud history. Even, Bertrend russel, I suppose, predicted that one day China would dominate the world which they are doing. Islamic world is a very peaceful lot yet, it is the west that created Wahabi and stupid Saudi arabians are obeying that. China is advancing and they are even gentiaccly advanced than the other Homo Sapiens. (sub spp Erectus).ISlamic world was ruined by te west after USSR was demolished. It is the west and the christian ideology that believes in War. but the buddhism, Taoism, Confusianism believing asiand do not believ ein war except as the last alternative. It looks Ranil gave not that intelligent talk because of the MCC/CIA sponsering.Only problem is dumb Sri lankan voters vote these idiots to involve among sharks and whaes and we poor and small country get destroyed. Sri lanka is in depression. We live thanks to those people in the middle east and we are not that worst as we have gathered some merits as buddhists.

      British Empire imploded after WWII, India became free, China awakened, the West got stricken with chronic influenza after Vietnam won the war, now Trump is trying to trade risk for revenue.

    Comparison of Ranil to Mr. KAdiragamr is a shame for the latter. Unfortunately, he is not alive even to pass a rumour. LAlith Athulathmudali may be far intelligent than Ranil or any one in the UNP. But, he was known to disappear whole CARgo Ships full of cargo to oblivion. I heard I KNOW NOTHING RAVI ( HE is going to get acquitted because the FCID fellows do not come to say why he was a LIAR) became a billionaire because Lalith Athulath Mudali died unexpectedly. Ranil is shameless for whole of his life and will remain like that. Even though every one scold TRUMP he will show results.

    Ranil says the Indian empire collapsed. the truth is Even Imran Khan wants amalgamation with India. Even China says “OK but be helpful to us too”. Yet the west say we continue giving aids to you. Staylike that. Because, India should be manageable.

    Thank you Sir, for representing Sri Lanka in those hallowed forums very well. But is the average voter happy? Oh! Sir! You too were entrusted by the likes of late Ven. Maduluwawe Sobhitha to usher good governance. Have you? The worst mar in that regard is the Bond Scam. The central Bank has now ordered the stoppage of imports of “non-essentials”, perhaps in line with the thinking of the 1970-1977 government. What matters, dear sir, is not just here and there achievements like the GSP+ but a massive drive for exports, short term, midterm and long term. You can direct your finance Minister, Mangy Boy, to make his “Gamperaliya” (No sound of it now) to be one of exports from every blessed village in this land. BOY! DO IT!

    Ranil, once again, has drunk the milk closing his eyes hoping nobody would have seen him doing it. 2010 CC was placed by America. It was not Ranil. Still it failed. They pot the 2015 Candidate. It worked. Before the 2015 election, there was speculation of possible coup, in the event if Old King loses the 2015 election. But latter it was told it was thawed by America (Ex. State Secretary John Kerry). After that Sec. Kerry continued to play important roles in Lankawe politics, until he left the office. Probably he could be the most involved American official in Lankawe politics.
    America’s direct involvement in Temple Tree House Business horrified Old King. On the early Morning of Jan, 9th 2015, Old King invited Ranil and other four state heads. IGP, CJ, AG were included in that. He was assured by Ranil of his and family’s safety from any legal peruse.
    As Americans did know Ranil is not acceptable to Sinhalese, without waiting for an election, they had made sure that New King would appoint him as the PM. Thereafter America’s contract mainly remained with Ranil. The constitution was amended by the Ranil as the way America wanted i.e. Any one of Old Royal Family members cannot become the EP. 19A directly spelled out the names of Old King, Old Brother Princes and Old Son Prince cannot stand for election. Though the Younger Old Brother Prince’s name was there, but America never indicated it may use its key on him too.
    Election was conducted under 19A’s new provisions. Ranil major pledges were to investigate Old regimes crimes, unplug Chinese white elephant loan projects, restore the Colombo Pong Cing’s lost sovereignty, rebuild the economy based on capitalistic market forces, reconcile with Tamils and devolve power with a new constitution abolishing EP.

    Ranil won the election. West made sure Sampanthar will be delivering the unconditional support for the UNP government as he promised during the election. Then they got Ranil to sign the UNHRC Resolution to make Sampanthar happy. Sec. Kerry then was trying to follow up on Yahapalanaya’s promise. He made promises to Lankawe, including possible military protection from any coup, of any help to fulfill prosecuting the criminals and devolve power. At least Kerry repeated this in open stages two times and his assistant Biswas four times, beyond any closed door meetings. He visited to Colombo in May 2016, as highest ever visited American official. Until December, 2016, the time the Democratic Party went out of power, Sec Kerry’s assistances, Defense, Human Rights and some other ministry officials visited to establish new relationship with Lankawe.
    Ranil was seen as Western’s friend by many Western countries. Ranil is a member of the Conservative Internationals, which is mainly a Western political leaders’ federation. Locally Ranil was accused as Lankawe’s Boris Yeltsin. In spite of all these, Ranil for everybody’s surprise, turned out to be the Chinese best friends. No real explanation of Ranil’s fall back was seen in media. One is Chinese used loan to blackmail him as they used Computers to get Colombo Pong Cing from Old Royals. Another one is Ranil could not penetrate the iron curtain Old Royals has woven with corruption so he could not do anything to satisfy America. Another is he wanted to protect Old Royals, not prosecute them using the cover of American military. Ranil might have got mad with West as the money did not freely flow in from West as the way he looked for. But the major reason beyond all these could be the Ranil’s Nariya nature that wedge the to the ones helps him.

    So entire 2017 he and his colleagues like Malik, Ravi, Mangala Gang was working with China. In November he made the sale of Hangbangtota to China. In December, he kicked on the butt of the American Ambassador on the issue of Jerusalem Embassy. We had called this Ambassador as American Shiv Shankar Menon, because of his dedication to save Lankawe from international fangs on the war crime. America saw the reality of the Ram they brought up butting on their chest. Ranil too lost his most important friends he ever earned in his political life America and its willing staffs like Nisha Biswas, Atul Keshap, Samantha, even Sec. Kerry. If Ranil had changed his racist mentality, they certainly would have helped him to turn Lankawe into true Asian Miracle, like Korea. He would have left politics with a color.
    Two years ago he went to Harvard to lecture. Now he went to Oxford. There is a tremendous change in Ranil’s outlook now, than two years ago when he was in Harvard.
    From September 2015 to now Ranil’s approach was changed a 180 degrees. Three years ago Ranil promised to Lankaweyan to remove China from the soil of the Island. Now, he is pretending to be he is wiser than that time and the new Pundit on the New World Oder. He is trying to grey out America and embossing China. He is lecturing to Western students that from where European imperialism came and where it has gone. Ranil used the stage to preach to the West. He did not use it to plead any help for the despair situation back at home. He was talking about the Chinese power balance. But, when he came back, he might have noticed the French imported wine has not changed in taste. But the questions he faced from Oxford students changed. Instead they were more on hypothetical there, here they are more practical ones, the price of the Rice and the gas, the release political prisoners, Old Royal forming alternate government, a new leadership for UNP, Rupee depreciation, Solution for Tamils ……

    While Mr. Bondscam was in Oxford as UK crumbles without its colonies and even Scotland wants exit, suddenly a “British Empire” Beauty Pagent happened in Aussie and Sri Lanka won – as the best colony!     Little England is really quite pathetic now and UK Embassy in Lanka must be desperate.

      Why did Ranil refused to sit watch the Killing Fields of Sri Lanka with Jayewardenepura students? Because he is still small, but Oxford Students are grown up! Matured to listen and take self criticism.

    Vengeful and desperate Lankan’s can talk all day about Ranil’s (non-) involvement in the Central Bank fraud. But I cannot see any politician, academic or anybody, not only within Sri Lanka but also from the region, who understands how the dynamics of global politics is being played out in our region – and how it affects Sri Lanka’s local affiars, as well as RW does.

    He may never be the leader of SL. But the country will not be able to afford to not have him driving Sri Lanka’s geo-political strategy.

    Dr Dayan Jayatilaka may not like to hear these, but to get to anywhere near where Ranil is on the subject, he will have to wait in a long queue.

      What Ranil is saying is not that he cares the World’s Power Balance. He is crying that he is thrown out of the Window by his Old masters, USA. Ranil wanted to express his open hate to USA on this speech. He says he was battling long time to get this “good for nobody” title. He became a prime Minister with 40MPs, in a House of 225 MPs. Jayaratne, from the time of signing the customs paper for narcotics, was looking for an exit to escape from public. But he was tied to the Post by Old King. Nimal Siripala De Silva was so mad of being skipped because he had more than 2/3 MPs under his command. But he was not given the PM. Under American direction Yahapalanaya came to the throne, with 40 MPs and Ranil’s leadership. Now Ranil has dropped the pot down with the food and broke it. His ultra-racism made a standoff on not investigating the 150,000 murders Old Royal committed. Now he is regretting let alone IC and locals. He is going to go home. It was so savory to talk about Lankawe for the Lankaweyan prime minister in front of Oxford Students. He didn’t want any of them ask any of those question. So he sang the Fame Songs of the China on the stage. Lankaweyans would feel proud of Ranil’s West bashing speech and would see him as a hero stood alone against the Western Hegemony, but that doesn’t guarantee that he will be getting their votes. He was explaining to Oxford students where China will be in 2050. Election is next year. With India’s backup, Old Royal may stage either Parliamentary or even military coup any time to remove Ranil. Ranil talking about China’s power is showing how hallow now Ranil’s power inside the parliament house. He is showing that he now is all stripped naked man inside the Diyawanna Lake Building.

    Had he been asked “In which quadrant is the culture of corruption/nepotism/impunity prevalent?”.
    His answer “Kamak nehe ithin” (It doesn’t matter).
    Next question “In which location of which quadrant is devoid of ‘Law and Order’?”
    His answer “Kamak nehe ithin” (It doesn’t matter)

    Dear Prime Minister and all participants,
    Congratulations! on delivering a speech that fits the occasion. You will be the best leader for Sri Lanka if you also abide by the UN and the International community that represents the rest of the world. Use your cleverness to think for the real future of your Country without collaborating and safeguarding criminals and ruining your integrity. When you protect well known criminals and enact actions and policies for saving criminals you are spreading crimes and more crimes! You must understand the basic fundamental truths and ethos existing in all the developing Countries. Just working for the immediate circumstance and pleasing people and Countries for immediate gain will not work well in the long run. What will work for the future of your Country in the long run must be a good Leaders recipe for development and independence. You are well aware what position Ceylon was at the time of independence and what position the other Countries in Asia were in at the time of independence of each Country! While the other Countries strived to better their status, what were the Sri Lankan notorious Leaders were up to? Can’t you realize and work with the help of the UN and the international community to make your Country too to enjoy the future prosperity instead of finding immediate and convenient solution which pushed your Country down the precipice. Thank you for thinking good and doing good too for the future.
