The Good, The Bad & The Uncouth

There is change, and for the better. The presence of the leader of the SLFP at the UNP Convention was something unimaginable even a year ago. Maithripala Sirisena was the Chief Guest at the annual gathering of the UNP and that was a sign of new times, a movement towards a more tolerant and inclusive political culture, an indication that Sri Lanka has changed positively.

A Tamil as the leader of opposition too was unimaginable just a year ago. What is encouraging is not just the appointment of R Sampanthan to that post but the total absence of a backlash from Sinhala society. The UPFA right-wingers (Lankan National-Socialists) were banking on a wave of fearful discontent in the South. It did not happen. That absence and Mr. Sampanthan’s appointment indicate we might be headed towards a common Lankan future instead of regressing into separate Sinhala, Tamil and Muslim pasts.

The TNA is the largest opposition party. The position of the leader of opposition belongs to it. Had the JVP obtained one more seat than the TNA, Anura Kumara Dissanayake would have become the opposition leader.

Ranil Ravi MaithriThe Rajapaksa camp cannot be part of the official opposition unless and until its members formally resign from the SLFP. The SLFP is a part of the government. Any SLFP parliamentarian has a democratic right to oppose his/her party’s pact with the UNP. But that does not make him/her a member of the opposition. To be a part of the opposition, SLFP parliamentarians must resign from the SLFP and this no member of the Rajapaksa camp is willing to do. What they want is to keep a foot on both sides of the divide. They are trying to have their cake and eat it, enjoy the privileges of being part of the government and the freedom of being part of the opposition.

Mr. Sampanthan now wears two hats and cannot act exclusively as a TNA/Tamil leader. He must pay attention and give voice to those who oppose the hybrid government and its policies and practices.

Many of our worst political woes were caused by leaders who thought and acted not as Lankans but as Sinhalese. Sri Lankan did not have Lankan prime ministers or presidents but Sinhala prime ministers and presidents.

Maithripala Sirisena and Ranil Wickremesinghe have the opportunity of breaking this divisive mould, of representing the varied interests of all Lankans. So has Mr. Sampanthan; he can set an example by functioning as a Lankan leader of the opposition as distinct from a Tamil leader of the opposition.

Getting rid of a tyrant is hard; but harder still is to make good the promises of development and freedom.

The democratic experiment in many parts of the Third World failed, time and again, because democratic rulers did not understand the unbreakable link between political democracy and economic democracy. Sri Lanka is a rare exception: a democratisation success story. But the continued success of our democratic project depends on how it impacts on the ordinary lives of ordinary people.

Economic neo-liberalism has outlived its uses and belongs in the past, as much as statist economics does. Any attempt to tow the country out of the economic mire by imposing burdens on ordinary people via tax hikes and spending cuts will undermine the moderate centre and strengthen extremisms of all sorts, especially Sinhala-Buddhist supremacism. Such an outcome would be tailor-made for the Rajapaksa comeback project.

Ends and Means

Ends justify means is a dangerous belief. Often the wrong means can overwhelm and warp the end. It happened to the JVP in its attempt to make a revolution; it happened to the Tamils in their attempt to create their own state; it happened to the Lankan state in its attempt to defeat the LTTE.

It can happen to the Sirisena-Wickremesinghe administration as well.

A UNP-SLFP hybrid government is something new in the annals of Lankan history. Since it is an unprecedented experiment, teething problems are but natural. But problems must be seen as problems, and not as achievements.

Such as the scale and composition of the latest gaggle of ministers which reeks of bad, unintelligent and insensible government. The number of portfolios and the nature of many of the appointees are disturbingly similar to Mahinda Rajapaksa governance.

The UNP is a lesser culprit in this regard than the SLFP. The President could have blamed the abysmal calibre of many of his ministerial nominees on necessity had it not been for the abysmal calibre many of his National List appointments.

During the parliamentary election campaign, Rajapaksa loyalists campaigned against fellow SLFPers perceived as insufficiently loyal to Mahinda Rajapaksa. Many SLFP candidates lost the preferential race as a result of this organised and ruthless campaign-within-campaign. Given this context, Mr. Sirisena’s decision to appoint some defeated members via the National List may have been excusable had it not been for the type of person he brought to parliament through the backdoor. Bringing in Sarath Amunugama can be justified; bringing in SB Dissanayake cannot.

At this election, the UPFA voters outdid themselves in endorsing candidates of outstanding infamy. President Sirisena emulated this example when he picked his own National List nominees. Then he compounded that error by bestowing portfolios on people who should not have been nominated in the first place. Can politicians like Dilan Perera or Nimal Lansa make a positive contribution to either the country or to the SLFP? Does not the elevation of such individuals reek of nothing but expediency and cynicism of the most corrosive variety?

Not even heavenly intervention would suffice to instil competence, integrity and responsibility in most of the new ministers. But the President and the Prime Minister can and must ensure their ministers operate within the confines of the law or do not stray too far from the boundaries of decency. They can and must ensure the police and the courts have a free hand in dealing with any minister who breaks the law.

The new ministerial-herd must not be given a free pass to do in the future what they did in the past. A mammoth bunch of ministers would have been a burden on the country’s depleted coffers, even if the ministers had been men and women of character, integrity and competence. Having imposed a gigantic ministerial collection on the country, the least the President and Premier can do is to keep the gargantuan appetites of their nominees in check.

In the Rajapaksa regime, power was concentrated in the hands of the President, his close family and his most trusted acolytes. The innumerable other cabinet, deputy and state ministers had no real power. They were kept quiescent by according them outrageous perks and extravagant privileges, at the cost of the country and the people. That was how Mahinda Rajapaksa kept his men and women happy. That is the lifestyle they are used to.

Can President Sirisena and Prime Minister Wickremesinghe ensure these old practices are not re-enacted? Can they, for instance, put an end to the burdensome practice of giving duty-free vehicle permits to parliamentarians and ministers? Can they keep ministerial perks and privileges at the barest minimum? Can they put an end to impunity and irresponsibility?

If the President and the PM can keep ministerial costs and ministerial abuses at a clear low, the negatives of installing a horrendously large and inapt bunch of ministers can be contained; perhaps.

Installing a UNP-SLFP hybrid government is a worthy experiment, which, if successful, can bring enormous benefits to the country and the people. But if this experiment fails, it will have a devastating impact on the country and the people as well as on the political futures of its leading proponents, starting with President Sirisena and Premier Wickremesinghe. Such a failure will turn into a massive highway via which Mahinda Rajapaksa can make a triumphant return.

The Rajapaksa camp is hoping for a quick comeback. They are just waiting for the new government to make the usual mistakes. Most of those SLFP parliamentarians President Sirisena honoured with portfolios are fair weather friends. They will take what they can from him, but dump him and flock again to Mahinda Rajapaksa, the moment they sense a change in the popular winds. No amount of bribing will work if the new government loses its popularity. The only way the President and the Prime Minister can keep these embarrassingly opportunistic politicians in line is by fulfilling key components of the January 8th and August 17th mandates.

The new government, if it is to retain its hegemony and popularity, must maintain the legal, moral-ethical and competence gap between itself and the Rajapaksa regime. The size and the composition of its ministerial-collection had caused a narrowing of this gap. If the new ministers are allowed to conduct themselves in the old way, the gap would narrow still further. In one of those ironies history delights in, the means used to bring the new hybrid government into existence might pave the way for its early downfall.

Coca Cola and Other Inabilities

According to a statement by Dr. Wasantha Dissanayake, Deputy Director of the Cancer Hospital, what Coca Cola released to River Kelani was not diesel but a chemical which can cause cancer and kidney-damages.

The latest revelation renders even more deafening the three-week old silence of the government about Coca Cola polluting the drinking water of more than a million people. This silence is doubly outrageous because the minister in charge of environment also happens to be the president of the republic. President Sirisena reserved that portfolio for himself. He speaks eloquently about the need to protect the environment. His silence on the Coca Cola issue is deafening.

An AVAAZ petition on the matter has not been able to garner even 2,000 signatures, despite being online for more than a week. That inability indicates that the Lankan public’s indifference to its own wellbeing has survived the downfall of the Rajapaksa regime.

Politics is too serious a matter to be left to politicians. The public needs to be vigilant about issues affecting its safety and wellbeing. When citizens limit their public involvement to voting (and watching talk-shows), it is easy for politicians to break the rules and laws with impunity.

The new government is better than the old government. So far its positives outweigh its negatives. But these are early days. The government can go forward to a better future or retreat to a past which is not too dissimilar to the Rajapaksa times.

The boy who went in search of fear is a fairy tale with a Grimm and a Turkish version. In both versions the boy is consumed by a desire to experience fear. He roams far and wide encountering many adventures but never fear. Eventually he becomes a king. In the Turkish version, the boy thinks of trying to make his poor subjects rich and bad ones good, and, suddenly, he knows fear.

Whether the leaders of the new government feel like the boy in this Turkish fairytale is unknowable. They should. Hard as it was, getting rid of Mahinda Rajapaksa was the easier task. Now comes the more difficult and confusing part: avoiding old mistakes, not making too many new mistakes and fulfilling at least the key election promises.

For the Sirisena-Wickremesinghe government, the harder road begins now.

    My thoughts and fears too. I am sure many are once again less hopeful of the future. I hope Maithri and Ranil find the fear Grim’s boy did and instill it in the minds of their herd that will again stray. The fear must be to fail a people who elected them to high office with much hope and earn their wrath. Maithri and Ranil have to also stop doing things that are confusing, if not immediately, but at least sooner than they are doing now.

    The visible lethargy in prosecuting those guilty of corruption and other criminal activity while in the previous government and the nepotism- especially Maithri’s daughter’s emerging role-that is back again rearing its ugly head need to be explained.

    Another excellent thought provoking article from TG. The crooks and criminals in the new cabinet are well known and civil society must keep a close eye monitoring the behavior of these thugs like SB, Dilan, Muthetigama and like. If they make one incorrect step they must be exposed and action taken by the law enforcement authorities to immediately have them investigated and punished. It is regrettable that MS made these appointments of these hyenas who are only interested in sniffing around for feeding on the carcasses that have been left behind. These nincompoops all have checkered histories and cases of corruption in employment overseas of maids and workers, violence, racial hatred, contempt of court, thuggery, fraud and deceit have been exposed previously and need to be taken up further so that these crooks and criminals are put behind bars. This will ensure that the new cabinet is a clean cabinet. We want to see a strong president and a strong Ranil who will not let the people down.

    The appointment of Sambandan as the leader of the opposition and the appointment of Radhika Coomaraswamy are two steps in the correct direction to once again foster multi racial parties & National Reconciliation.

    The power struggle between the Mahinda & Maithri factions of UPFA and the need to have a workable two thirds majority to change the Constitution, hopefully in the right direction, has resulted in misfits being appointed as Deputy Ministers.

    The appointment of the politician who is considered to be responsible for arranging the burning of the Tata Nano vehicle of the police officer who tried to charge him for speeding on the Southern Expressway as the Deputy Minister of Law & Order can mean the beginning of the end of this attempt to practice good governance. The appointment of a drug dealer as the Deputy Minister of Home affairs is another bad appointment.

    I hope the Prime Minister will not drop the investigations against such persons now holding ministerial appointments. It will be an uphill task to get the police to investigate the burning of the police officers vehicle, as long as the miscreant is the Deputy Minister in Charge of Police. Hence, it is an uphill task for the Prime Minister to steer the country in the correct direction.

    Amendments to the constitution requires at least 150 mps on your side. So to put it bluntly , one has to work with the cattle that we voters sent off to Parliament and they are there to stay for next five years,
    So rather than dwell too much on mega cabinets , which has become a necessary evil , let’s all hope they’ll be able to use these numbers to effect important changes to the constitution that’s the need of the hour.

    The journey ahead won’t be easy with these rascals on board , but the hope is to get to our destination ( reform). Our desire is to witness some good outcomes out of this adventure.

      Amending or changing the constitution is not going to be an easy task as long as the Lanka’s dirtiest racist bigot-force piloted by the mad-dog pack Wimal – Gamanpilla – Vasu – Dinesh – Dayan is around.     A good resume of the present state of affairs in our nation’s legislature.
    We again have the largest cabinet of ministers in the whole world.
    All or most of the MPs are waiting to commence enjoying their perks and privileges – good governance is a side issue, when they can find the time for it.
    Family members are already lined up, for appointments to each MP’s entourage to help serve each electorate, and themselves.
    Duty Free car permits are a priority, to recoup at least a part of election expenses.
    Soon, there will be clamour to increase the salaries and perks of all parliamentarians, quoting the increase in the Cost of Living.
    The SLFP on both sides of the divide, is a new phenomenon in parliamentary democracy – other democracies should learn from us.

    What happens to Sambanthan’s manifesto to the Tamil people? He is supposed to be the Tamil leader and his main task is to fulfil the promises he made to the Tamil people during the Elections. He is the leader of the opposition by design. He raised the National Flag in the North along with Ranil Wickremasinghe. He along with Sumanthiran attended the Independence day celebrations which was boycotted by the Tamil leaders since 1949. He is giving support to the present government with the will that there will be goodness from the Government towards the Tamil people. If he fails he will be treated as a traitor.

    The only world Leader who is frightenend for his life is MS and having declared so in
    more than one instance. This is the background to the elephant-sized Cabinet, having
    “purchased” them to keep the MS/RW Govt. in majority. However this is not guaranteed in
    that the 2 year period fixed will have to be extended to the end of the term. MS will
    be contesting the next Term, claiming to be forced to do so by the present Govt. !!!
    This is SL politics of a different style. Even the delays in lawfully arresting so
    many offenders is also driven by this fright. MS is supposed to have said that Gota
    must not be arrested without his say so – as reported in a web-news sometime back.

    Because, these MP’s have upper hand over both RW & MS, giving so much ministerial posts as just bribery to keep them in says much about MS & RW real power.

    Prez Premadasa was finally impeached when he was strict on MP’s ,Ministers by cutting down extravaganza, their foreign trips etc.

    So instilling any discipline is very remote.

    Reading all the comments coming on Colombo Telegraph written by the Vellalas and other castes, I see another confrontation coming soon between the castes in Jaffna just like what happened with Prabakaran. The government is supporting the vellalas by appointing them to high posts and the people who fought the war and suffered the most are being forgotten. It is unfortunate that since the sri lankan tamils cannot live together as one community the unfortunate sinhalese too have to suffer. Now the diaspora most of who were with the ltte are also coming back so the time has come for Episode 2 between the Vellalas and other castes who are being looked down upon. What karma did the sinhalese commit to have their peace shattered!!! But this is not to say that the sinhalese always stay quietly when they get pushed too far then they react.     Happy to see you in CT. you cannot have reconciliation by giving sampanthan , leader of opposition. There is an aeeri feeling among sinhala middle class , that RW is giving his ass to demalas.

    If the sinhala opposition is not given due, they may plan an explosion (1983) with people like DJ its cahhots with them.

    This I fear will set the return of MR.

    The South Indian component is close to 60% for both Sinhalese and Tamils except for individual HRP0122 (49%) and HRP0232 (53%). HRP0232 is I, this blog author. The low f53% (for Sri Lankan) South Indian component is probably because of a maternal great grandmother who was probable European. Thats is reflected in the elevated NE European component of 4.7% compared other Sri Lankans with less than 2%. HRP0122 too has elevated NE European component of 4%. Maybe HRP0122 may care to comment on the elevated NE European component.

    The tamils have to learn to live with other tamils irrespective of their caste etc. The biggest problem is not the percentage of sinhalese, indian, tamil etc
    The percentage does not matter what matters is for tamils to live with other tamils not considering their caste!!I repeat that to emphasize what I mean. When they do that all the problems will be solved.

    The caste system of the Tamils is more closely tied to religious bases than the caste system of the Sinhalese. Caste among the Sri Lankan Tamils derives from the Brahman-dominated system of southern India. The Brahmans, a priestly caste, trace their origins to the dawn of Indian civilization (ca. 1500 B.C.), and occupy positions of the highest respect and purity because they typically preserve sacred texts and enact sacred rituals. Many conservative Brahmans view the caste system and their high position within it as divinely ordained human institutions (see Hinduism , this ch.). Because they control avenues to salvation by officiating at temples and performing rituals in homes, their viewpoint has a large following among traditionally minded Hindus. The standards of purity set forth by the Brahmanical view are so high that some caste groups, such as the Paraiyar (whose name came into English as “pariah”), have been “untouchable,” barred from participation in the social functions or religious rituals of other Hindus. Untouchability also has been an excuse for extreme exploitation of lower-caste workers.

    Although Brahmans in Sri Lanka have always been a very small minority, the conservative Brahmanical world-view has remained strong among the Vellala and other high castes. Major changes have occurred, however, in the twentieth century. Ideas of equality among all people, officially promoted by the government, have combined with higher levels of education among the Tamil elites to soften the old prejudices against the lowest castes. Organizations of low-caste workers have engaged in successful militant struggles to open up employment, education, and Hindu temples for all groups, including former untouchables.

    The Indian Tamils are predominantly members of low castes from southern India, whose traditional occupations were agricultural labor and service for middle and high castes. Their low ritual status has reinforced their isolation from the Sinhalese and from the Sri Lankan Tamils. So This articale is a eye Opner for Sri Lankans who write only about Vellalar.

    Cast system is in the Sri Lankan Socity, education, Jobs, leadership positions, law of rule, just rules and implimentation Can only bring equality to all socities and cast.

    Simple example about cricket team, we dont take players based on race such as govi gamma. Best Player is Selected.
    UNP has Selected Ranil as the Captain because UNP does not have a better candidate from Carava caste. This does not mean UNP is a high class Club.

    We need to think positive and good things will happen to Sri Lanka.

    To those who talk about caste hope this is changed in govermental institution level:
    The Sri Lankan state sponsored ‘Practical Sinhala Dictionary’, edited by Harischandra Wijayatunga (subsequent leader of the Sinhalaye Mahasammatha Bhoomiputra Pakshaya a chauvinistic Sinhala Buddhist political party), and published by the Ministry of Cultural Affairs in 1983 went to the extent of defining Govi puth as ‘land owners’ and all other castes as low castes. (compare with the contrasting historical meaning of this term in the Jatakas given above) It was successfully challenged in Supreme Court and the Human Rights Commission by Karavas and amended. (SC Appn. 98/82 and Human Rights Commission settlement of 02/12/87)

      People are less and less bothered about caste. Please, “M.Yoga”, don’t rake it up, but if you do want to talk about it, at least be accurate.

      To me, it looks as though you’ve cut and pasted some things. In what you have written, you have used wrong spelling for the word: C A S T. But in what you have pasted the spelling – caste – comes right.

      Then you have this sentence: “UNP has Selected Ranil as the Captain because UNP does not have a better candidate from Carava caste.” Ranil Carava caste? – And spelt like that, not “Karava”? I thought his claim is “Govigama”, although I know that there are the “authorities” in the field who claim that many of these “elite” are in fact “Colombo Chettys”. The inaccuracies are palpably clear to me; I have no desire to start studying this subject in any depth.

      However, myths of this sort acquire a life of their own sometimes, and their adherents become fanatical and dangerous. I hope a few people with more knowledge of this will expose all this for the crap it is.

    M Yoga how do you plan to address the caste problem. This problem is still existing in Jaffna. In the last election the TNA was the tamils party that contested but there was another party who came forward ( I get the impression this was a relation of Prabakaran). These people lost There did not seem to be a point in contesting the recognised tamil party like the tna except for the fact that the tna is mostly vellala tamils. During Prabakarans time all the Vellala politicians were killed and ultimately Jaffna was left only with Sambanthan. So if this is the attitude of the tamils I would like to see how the problems in Jaffna are going to be solved. I am not suggesting that there is a problem between the Sinhalese and the tamils. They are living very peacefully in the south as long as politicians dont come in and put a spoke in the wheel for their own political gain.

    Please correct me if I am wrong, I am writing based on my understanding. Unforchunetly this is coming from a Vellalar background Mann.

    I think in Jaffna also North and East there is less than 50% Vellalar. So the other parties lost because not because any Vellalar agenda. People in Sri Lanka specialy tamils are tired of distruction, killing and uncertinity.

    I think people think TNA will bring peace to the country and equality between socities.

    Now the race aspect is more in the old generation, In Sri Lanka we have a Cast called Karayar. This is considered bellow Brahmin cast. In one occation i heard a gentleman in this cast have written in his door no other cast is allowed to ring the door bell than his cast. So extrimism revange takes wrong paths.

    I think legal system and educating suppresed people and creating better cities in area were the lower cast will bring better connectivity.

    Simple example is Mumbai, a area was backward people were living after building big shopping mails and housing complex, the people are integrated. People Are going in to homse and elevating poor people.

    My personal experiance like yours, each group of people have different values, languege dialects, food types and behavior paterns. We should mix with peoples learn other values and Sub cultures to understand Why people are different.
    The differences are the main cause together with exploitation of humans.

    My sugestion to get ride of mager cast/ race based suppression following steps may be useful:

    1. Legal system preventing Race/ Cast based bias or suppression.
    2. Transportert legal, govermental and personal procedures.
    3. Policing and found guilty punishment to surve the purpose. ( example social work for this community)
    4. Employ local police for local areas from these communities and power to Execute efficent policing.
    5. Work toward educating local communities.
    6. Providing employment to the people
    7. Reduce the gap between income between rich and poor within these communities.
    8. Creating social understanding between communities.
    9. Remove centralised policy and give power to the people to decide the day to day activities.
    10. Banning politicians who are not staying with the community ( manditory requirements to stay minimum “x” months of there political carrier in there elected area having direct meetings with the people and serve the people.

    I totally agree with you the people have to be forced to live with other nationalities. I was so happy when visiting Jaffna when I saw everything opening up. I feel MR had the correct idea people should not be segregated as tamils, sinhalese, muslims etc. This will demarcate that Jaffna is for tamils, the south for sinhalese and the east for muslims. Jaffna should be open for everybody just like the south is. Even the people from the south had a similar mindset to the Jaffna tamils but now they have risen above that. MR was trying to open up Jaffna, he got the Yal Devi working, and they were getting ready to open hotels etc. But what happened? The tamils worked against this saying they need a separate state. What will happen if there is a separate state, all the low cast indians from Tamil Nadu (someone here mentioned that the Indians are of a low caste) will all come in there. Do you think that the educated tamils what ever caste are going to share a state with the tamil nadu indian tamils. Ultimately this is what will happen. If the tamils do get a separate state then they are not going to be welcome down south anymore. I am surprised that no one had the intelligence to realise this. At the moment the tamils in the south have equal opportunities with the sinhalese and some of them earn in Colombo and send the money back to Jaffna. No one objects to this. They have free education, free health facilities and ev erything the same as the Sinhalese. But they keep saying they are being discriminated against. In what way are they being discriminated against?

    Like I mentioned earlier it is the politicians who for their own political gain that play the racist card. It has been accepted that the 1983 riots were orchestrated by the JR government. Like I said earlier if someone hits you you should hit back the same as in the USA. The blacks in the USA demand their rights and take it. That is the way it should be done. Not be mourning that there is discrimination etc. etc. etc. like the tamils do. By doing that you accept that you are second class citizen. I hope I have made myself clear on this.

    I also went to jaffna and saw the development. Also Colombo and South, the motorways, shopping malls etc.

    I think you have misunderstood the jaffna tamils, they want to Control there personal resources like every person in Sri Lanka. Earlier before the rebels and after, no idividual Can develop the area without geting approved by Colombo politicians. 10% community.

    Tamil want to live just like Now with the same level of integration. The Colombo goverment will always have the central power. The people in Gale, Matre also Must develop, without corrupt politicians fylling the pockets. Local goverment in Gale should have sufficent power to attract financial co-Operation joint venture. The gale people know there place we should allow them to do policing, not police from Colombo boys go to gale. The Freedom of expression to mark the Gales culture and talk about wars with Kandian kings, potugees etc. The Central goverment is always there to prevent any extrimities by legal and transparent system.

    I know the tamils fear for klashes, they would like to have Security.

    I dont think USA is a good example, it has no civilisation to proof, the Gun culture comes from band of operchunity based people and bandits rushed to get gold ..

    I will answer your points one by one. (1)Legal system without bias. How can there be any bias when so many of the judges in colombo have been tamils. So many tamil lawyers as well. I think you are wrong here.(2) transparent government of legal procedures – These are the same for everybody. It is not only the tamils who suffer from this it is the Sinhalese as well. (3) Maybe our social welfare facilities are insufficient. But the same system applies to the Sinhalese. There is no discrimination.(4) I think MR made it compulsory for police and other government servants to learn tamils. There were many tamil policement employed in Jaffna. All the Pradeshiya Sabhas, Land Registry everything did their day to day work in tamil. All letters were issued in tamil and if you did not know tamils it was your problem not theirs. (5) Educating local communities is something that has to be done by the teachers and priests etc in those areas. If you require help you could also request from the Dept of Social Welfare and I am sure they would oblige.
    (6)Providing employment to the people is something that the whole country was short of. (7) Various facilities were given under the Gama Neguma I do not know whether this applied to the North as well. I remember seeing Basil Rajapakses poster in Jaffna so there would have been a department there as well. The income gap was there in all communities and is something that needs to be reduced for all. Not only in Jaffna. (8)Creating social understanding between communities should be done by the parents and the school. We have to t each our children that all people are born equal and we should respect all nationalities and religions. This is a big problem in the northern communities because they say their culture is superior to others, Their literature is superior to others etc. Every mans culture is important to him so there is no way that we can say that our own is superior to the next mans.(9)Remove centralised power and give power to the people – this is something that cannot be done because the power will be exercised by the politicians. As long as there are politicians they will start dividing the communities on different aspects such as caste, creed etc. and also ethnicity so then comes the problem. The central government should ensure that the same laws govern all the districts so if the people come across a problem it should be brought to the notice of authorities. If nothing is done you know you can complain to a higher authority. If you have a vellalla in a place of authority then the other castes will suffer and vice versa and you will have no one to complain to.

    Mr Yoga the most corrupt politicians are in the districts, in the Pradeshiya Sabhas etc. The 13th amendment forced on Sri Lanka by India made this whole country corrupt. The money is voted to the Districts by the Central government and what do the provincial councils do they squander the money. They are the people who have squandered the money. Before we had a different system. We had someone called a Government Agent who was in charge of the district and he was not a politician, he was a civil servant. These government servants were very educated and in Sri Lanka the educated people never stooped to take bribes and commissions etc. All this came about with the 13th amendment. They have the same system in India and in India also you have these provincial minister who are corrupt and have thugs to support them. They exploit the people and they harrass them. So let me tell you if the power is devolved to the districts we are going to have more trouble than we have now.

    I agree with you that USA is not a good example, but I feel that tamils should move around with more confidence to show others this is also our place. We belong here same as everyone else.

    I agree with your solid points, I agree the goverment agent were doing good job on the good old days, all goverment servents and diplomats.

    I also agree the tamil culture is presesurce for tamils in the same way the culture to other Socities Are equaly pressurs and important. The person who Can not respect other culture is not sivilaised and narrow minded.

    To be onest I have meet som friends from other communities who are my life Long friends than from my socity.

    In India I also meet people in Mumbai and lived and worked the best intelligent minds, good heart and hardworking.
    Corruption is in India but some thing about India which makes it vibrant.

    My father was working for Sri Lankan goverment, was in the national planning sector, and I understood the dynamics of Sri Lanka before 1983. He also served as adviser after geting pension to our president many years ago.
    At that time there was a unwritten policy. The trust with the tamil burocrats were missing.

    The tamils were minorities and there needs and proposals were hard to pass. Even the politicians wanted to do the limitation was related to. Displeasing the majority.

    The tamils had to move out side there birth place to get a job, this was the case in majority. The tamils couldnt defend the tugs going rampage in Trincomaly, Baticollo etc. If a Jaffna business man wants to put a factory in jaffna it was burried.

    I studied with a mixed school with all communities, but tamil boys had there own class, to take part in school cricket team or other important activities you should be extra ordinary to get a place. You may ask Why I dint go to Jaffna, It is because of my father’s proffesional carrier.

    In any country of remarkable statitute there will be communities moving to Capital. This is one of the reason Why multiple communities live to gether in a capital.

    I read Kalani river is poluted by Coke manufacture ‘s but immidiate action is not taken? Because the harm is not directly effected to the decition makers. The decition makers are far away from the socity.

    The fertilizer was causing kidney decease to the farmers ( govi gama people) again Powerful decition makers are far away.

    May be the argument for decentralisation is wrong but we need to explore for the good of the country not because of tamils or pressure from other mind sets.

    I am writing this not to create divition but to create better country.
