Thoughts On Economic Recovery & Return To Normalcy After Covid-19

All countries are compelled to implement draconian measures to curtail peoples’ liberties and impose punishment to law breakers in the fight against Covid-19. Sri Lanka cannot be an exception to this norm. People are indeed living in unprecedented times and they have to put up with unprecedented restrictions in the interest of greater good. One should give credit to President Gotabaya Rajapaksa for taking some decisive steps albeit little late in combating the spread of the deadly virus. 

It is a twin crises that the world is confronted with at the moment: peoples’ life on the one hand and their livelihood on the other. It is a health and economic crises occurring simultaneously and with equal ferocity. These need to be tackled with an incredible amount of foresight and planning about the future when Covid-19 disappears, recovery begins and normalcy returns. It is regarding the preparations for that economic recovery and conditions of expected normalcy, that one is forced to raise few concerns about developments that are currently taking place under the GR-MR duumvirate. Between GR and MR, Generalissimo GR seems to have taken the upper hand.   

Sri Lanka being a medium-size and open economy is extremely vulnerable to external shocks.  Direct foreign investment, tourism, foreign remittances and an undisrupted global supply chain are part of the lifeblood of its economy. Obviously, disruption in one or more of these ingredients would inevitably cause economic slowdown, recession and in the extreme, even depression.  The Coronavirus has impacted all those ingredients and without a complementary domestic sector to fill in the gaps, at least in the provision of basic needs, the country’s economic difficulties have compounded. Further borrowing from foreign sources, at least to sustain a modicum of living standard to millions of people, is unavoidable.  The economy’s immediate future does not look promising at all.  

In the meantime, the country is virtually ruled by the army and police forces under the command of GR. Frequent and prolonged curfews have crippled human movement and shut down commercial, business and administrative establishments. Millions of daily wage earners have been deprived of work, and their misery and associated social problems are bound to create more headache to the regime.  Small and medium size distributive establishments will have no alternative but to downsize their workforce and operation.  Farmers cannot attend to their farms because of the curfew, and other small industrial establishments also facing the same difficulty. Given this scenario it will be advisable for policy makers to be selective in their restrictions and even assist with whatever means those productive sectors to keep the economic wheel turning so that when recovery begins those sectors would regain their previous momentum with little difficulty.  Preventing the spread of the virus and planning for economic recovery must go hand in hand, and it is needless to stress that both require full cooperation of all sections of the society.  How to elicit that cooperation is a question that regrettably eludes the attention of GR and his advisors.      

In any case, post-Coronavirus economy has to be structurally different from the one prior to it. This applies not only to Sri Lanka but also many other countries that were lured by the free market neo-liberal philosophy and induced to sacrifice some of their vital economic pursuits, which provided livelihood to millions of domestic workers. These countries narrowed their own production base and enabled China to become the workshop of the world. Today, they are caught totally unprepared for a disaster like Covid-19 that crippled the entire supply chain and deprived people of even some basic necessities. Here is a lesson to learn. Turbo capitalism and globalization have failed, and once recovery begins, Sri Lanka should prepare itself to become a net producer instead of being a net distributor and consumer. To make this transformation, at least a limited revival of the import substitution strategy introduced under Sirimavo Bandaranaike’s leftist coalition and prematurely discontinued by JR, should receive serious consideration.    

There is also another worrying issue regarding the implementation of restrictions. Politics seems to play a hidden role in this. Overt discrimination by the army, police and other authorities when dealing with different ethnic and religious communities has come to light. Reports from multiple sources indicate that the Muslim community in particular has come under stringent scrutiny by security forces, as if that community was the chief culprit in spreading the virus. There is no denying the fact that some Muslim fanatics with shallow knowledge of their faith blindly put all reliance on God and pay no heed to government rules and regulations. Such groups and individuals must be identified and made accountable for their disobedience. However, authorities should not incriminate an entire community for the recalcitrance of a few.  Within the governing rules and regulations sufficient tolerance should be extended to every community in respect of each community’s religious and cultural traditions and susceptibilities. The cremation of Muslims who died of Coronavirus is one issue that is causing tremendous discomfort to the Muslim community. In Australia for example, dead bodies are put in a bag and taken straight to the burial ground allowing a maximum of 10 people to attend to funeral rites.  If burial is permitted in one country why cannot it be allowed in another?  Even Amnesty International has raised its concern about Sri Lanka’s insensitivity in this matter. More convincing argument than the one-law-one-justice contention is required.  In fact, that contention is the modified version of the ‘one-country-one-law’ argument put forward by Ven. Athuraliye Rathana Thera, a maverick Buddhist monk. This monk’s anti-Muslim agenda is public knowledge. What is more is the role of the Sinhala commercial media in promoting this type of Muslim phobia. However, what is shocking in this saga, as in several previous occasions, is the strategic silence of GR and his refusal to intervene.  His silence feeds hate mongers’ propaganda. At a time when Muslim organizations, activists and civil societies are bending backwards to help GR in his efforts to free the country of the deadly virus, incriminating and demonizing the whole community seems to cover a more dangerous and sinister plan. There is already ample documentary evidence showing a systematic growth of Muslim phobia at least since 2009. This phobia appears to have reached its climax in the current environment. Why?

In all probability, Covid-19 has given another opportunity to GR and his supremacists to gain maximum political mileage out of the calamity. Earlier, the 2019 Easter bombing was a manufactured opportunity that maximised GR’s chances to capture the Presidency. That victory however, was only his initial step in the forward march to become an all-powerful executive president. To achieve his ultimate goal within the provisions of current constitution, MR-led SLNPS should win the next General Election with two-third majority. Therefore, there is unfinished business here. However, with mounting economic difficulties, misery and associated social problems, compounded by loss of civil liberties, restrictions and recurrent curfews – all overseen by a religiously prejudiced security personnel – it is doubtful whether such a victory would eventuate when normalcy returns and elections held.

Medical and other experts all over the world are predicting that Covid-19 will last at least for another six months and probably much longer. Hence, to think of returning to normalcy anytime soon would be premature, and there is no way that elections could be conducted in this atmosphere. However, if the current restrictive political environment could be prolonged even after Covid-19 disappears, and if an argument could be manufactured in terms of protecting national security, as happened after the Easter massacre, then there is a good chance for GR to continue as the supreme head with all emergency powers. The virtual militarization of the country has prepared the ground for such an outcome. The supremacists in the meantime, may even engineer a major incident targeting the Muslim community to create a situation for emergency rule. This is just a conjecture, but given the hate propaganda going on at the moment and uncertainties surrounding the return to normalcy, that conjecture cannot be easily dismissed. I wish to be proved wrong.

      I spoke to my family circles down yesterday and got to know SOME of their thoughts. One of my close relative was in the view that only muslims are the ones that seem not obeying immergency steps regarding COVID-19. They in the same time, display numbers of SINHALAYAS AND OTHERs ranging up to 3000 or so, to have violated the curfew laws. One is not consistent iwth the other. That is the nature of srilanken thinking. They dont care about the norms but continue to be abusive.

      Srilanka media has already injected the racial germs into the nation.What the average people would consider is what comes in lanken air. So the media institutions should be warned enough not to spread any kind of racism based statements.

      The Tablighi Jamaat members admitted to a hospital here in Kanpur, India, allegedly refused to take medicines and misbehaved with the medical staff, prompting authorities to remove female staffers from there, officials said on Saturday.

      Six of the 22 members have tested positive for coronavirus, Chief Medical Officer Ashok Shukla said. All 22 were admitted to Lala Lajpat Rai Hospital on Tuesday and Wednesday.

      The evidence says that this is Chinese “Aid” to Sri Lanka and the rest of the world. Initially, the Chinese suppressed the Corona virus, and “gifted” to the world, the Wuhan -Chinese virus.

      This is all water under the bridge.What can be done going forward? Prostrate to the Chinese? Do the Sri Lankan imbeciles have the intelligence to comprehend this crisis.

      Are they still prostrating to monks, and using Wimal Buruwansa, mathematics , 2/2=0, to model the COVID-19 spread?

Although Trump does not have money to buy surgical masks to nurses and respirators for patients, he has money to install a Patriot Missile Defense System in Afghanistan.

          The mean IQ of the Western countries is 99, and with a standard deviation of 15, it means that about a third have IQ’s below 85. Even though some of the politicians will fall into this category, fortunately there are many who fall well above the mean. So, in this case it is a combination of the IQ’s of the leaders , the populace and the professionals, the scientists and doctors.

          The countries that were effective in controlling had Mean IQ’s in the 106-108 range, such as South Korea, Taiwan, Singapore and even China.

          The Sri Lankan and Indian Governments realize that the mean IQ of the populace is 79 and 81 respectively, and had to take draconian measures of curfew and arrests. That is the correct action with the imbeciles for their own safety and good .

          Unfortunately for the US and Europeans, unlike South Korea and Taiwan, the leaders because of their ignorance and egos, took half-hearted measures.

          Even Gotabaya Rajapaksa, in his address on March 17, downplayed it. Fortunately, the health authorities were pushing for control, and he had to act. Today we have 160 or more known cases, with many at large, infecting others, with the Wuhan , China virus, with 4 dead.

          Better late than never. Trumph was taking half-hearted measures, and over 300,000 infected and over 7,000 dead as of today. He had a prayer campaign with fundamentalist Christians, and had no effect, just like the Purith of the saffron clad monks.

          The virus is calling the bluff and stumping them all.

      To my knowledge, the Government of Sri Lanka does not give COVID-19 data based on ethnicity or religion. Religion came out as an issue because of the fuss made by Muslims about cremation. The Government of Sri Lanka cannot dance according to the tunes of Muslims. As Sri Lankans they should learn to abide by the decisions taken by the Government. The days that ‘The tail wag the dog are over’.

      If this is the case, the Muslins are quite fortunate, because they will be able to better control the spread of the virus within the community, given the many brainwashed imbeciles in their community who lack general science knowledge, and have no clue as to how the virus spreads.

      Letting the other communities off the hook means they will freely spread the virus, because the asymptomics will keep spreading, because of the window of infection and symptoms., about 7 -24 days. They are equally imbeciles, with a mean measured IQ of 79, just like the Muslims.

      Agree with a correction that you might consider changing the word, ‘few’ with ‘many’.
      Why, we the Muslims never accept the fact that we need to correct ourselves before trying to show us the victims and finger-point at govt?

      Muslims need to be taught discipline that seems to be something especially their mothers missed it. Then, these people should not live together in one area. See, the Muslims of these areas, more criminals, less education, these are also the birth places of extremism, overall living condition is not up to some standard. Muslim politicians & even some non-Muslim politicians want Muslims to live like this to get bulk votes in the areas.

    First giving credit to President Gotabaya Rajapaksa, all its effort,

    and in need to full fill Final Rites Respected and observed instead of forced cremation and the burial of 8 feet this will force the victims present themselves at facilities near the hospitals for self-admitting not being backwards, to visit hospital the prevention of contagious diseases and for hunting for victims. Even the cremated has the hidden hazzards dust are airborne, human skeletal remains escaping particles, Smoke and odors are not 100 % unpreventable

    This is a dumb argument coming from a Professor. Sri Lanka does not have to do something simply because Australians are doing. WHO has given guidelines but they are not binding. Australia does what is best for them and the Government of Sri Lanka decide what is best for Sri Lanka based on expert opinion. Please do not come to tell Sri Lanka to do things because Australians do. These ‘Para’ guys always become a pain in the neck of Native Sinhalayo because of the blunder committed by King Senerath.

    I think, there is a hidden ploy to make muslims targeted in this by showing that they are a special group annoying demands.
    Anyway, Ameer Ali is correct. COERONA – pandemic has proven that Neo Liberalism failed miserably. Sri Lanka, since 1977 followed Neo Liberalism and destroyed the established every thing.
    Any way, Canada and Germany are not happy that they can not get face masks either from USA or from China.
    There is difficulty getting imports from manufacturing countries. Journalists are askig about SUPPLY CHAIN IN INADEQUACIES OR PROBLEMS. The worst thing is Germany is complaining that some Face masks ahipment that was transferred to another ship to Germany has gone missing. Order request has gone missing and the shipment now is heading to USA.
    Some how Sri lanka MUST HAVE THEIR OWN FOOD SECURITY. THE SECOND IS pharmaceutical manufacturing (not just pain killers) and heal sector related products MUST COME UNDER MINISTRY OF DEFENCE, Even USA is handling face masks via ministry of HOME SECURITY. Sri Lanka must take a serious look at how they govern. Because, the govt can ask every govt worker to grow foods instead coming to work.
    Food security, medicine and health sector, ports, seas around the island are important. Quality control of exports also must include new inclusions.

    *** Have you gone mad. How do you give Credit to a CRIMINAL , LIAR & a PARDONER. In his quest for Sinkala Supremacy he has thrown all civilised behaviour down the alley and attracted the wrath of the World . After a lot of cover up to force even people like to praise his effort the medical officer is now talking about 3000 case by this month. The true figure is aleady double that now and stands at 6000. But much more damaging to Gotha and hSri Lanka is te Colateral damage to the Economy and failure to attract foreign help due to 2 reasons.
    1) The Countries who can come to the rescue are themselvs struggling.
    2) With Gothas record and reputation no Country that matter will engage with him.

    In 2018 the Tourism Industry earned 475 Million USD nd that has completely dried up and America allegedly gave 1.3 million.

    Chinese help is subject to Indias approval

    So Sri Lanka under Gotha is doomed and the 6.6 millin who voted for him can now count the Chicken. Hard times with Street Riots are ahedd fighting for food with lockdown starting to bite.

    Tourism Industry is Finished for the forseeable future

    High Risk of Unemployment in the Sri Lankan Export Sector

    A global recession is likely to significantly reduce the demand for Sri Lanka’s exports, and lead to considerable job losses. During the Great Recession from 2008 to 2010, an estimated 90,000 Sri Lankans lost their jobs due to downsizing amongst manufacturing firms, especially in the apparel sector. Sri Lanka is also susceptible to delays in accessing raw materials for manufacturing from China. Moreover China’s economic slowdown could severely inhibit a major source of foreign direct investment (FDI) to the economy. In fact, in a recent research paper by the Overseas Development Institute (ODI), Sri Lanka was identified as one of the most vulnerable middle-income countries due to the impacts of COVID-19 and a resulting Chinese economic slowdown.

    In more bad news, the current crisis will gravely affect the tourism sector. In January and February alone, tourist arrivals to Sri Lanka fell by 6.5% and 17.7% respectively, compared to 2019. The closing of the Sri Lankan border for foreign passenger arrivals in mid-March, combined with global travel restrictions, will undoubtedly lead to further losses. Combined with the loss of revenue last year following the Easter Sunday attacks, the drop in global travel will lead to further job losses both in the formal tourism sector as well as ancillary informal services. Moreover, unlike the Great Recession and other recent external shocks, both developing and developed countries are likely to face significant economic downturns during the pandemic. Therefore, given the scale and cross-sectoral nature of the crisis, its economic impact is assumed to be greater than during the 2008 financial crisis. Even more worryingly, unlike in 2009, there does not appear to be a coordinated global response to minimise the effects of a global recession.
