U.S. Millennium Challenge Corporation Selects Sri Lanka For 5-Year Grant Compact

At its quarterly meeting on December 13, 2016, the Millennium Challenge Corporation (MCC) Board of Directors selected Sri Lanka, Burkina Faso and Tunisia for new MCC compacts – five-year grants – to encourage economic growth and reduce poverty, the US Embassy Colombo said in a statement.

“MCC’s considerable support is a major boost to our six decades of development partnership with the people of Sri Lanka,” said U.S. Ambassador to Sri Lanka Atul Keshap.

“For a country to be selected as eligible for MCC assistance, it must demonstrate a commitment to just and democratic governance, investments in its people, and economic freedom, as measured by third-party policy indicators on MCC’s annual scorecard.” the US Embassy Colombo said

“By partnering with developing countries that meet rigorous standards for good governance, from fighting corruption to respecting the rights of women and the rule of law, we are maximizing our ability to fight poverty and transform people’s lives,” MCC Chief Executive Officer Dana J. Hyde said.

According to the US Embassy Colombo said: “Sri Lanka, which was selected in December 2015 for a threshold program, will now transition into the compact program after showing continued improvement on its scorecard, including demonstrated progress on democratic rights. Tunisia is also new compact partner for MCC, while Burkina Faso successfully completed its first MCC compact in July 2014 and has demonstrated clear policy improvement on its scorecard since the election of its new government in 2015.

“In both Sri Lanka and Burkina Faso, the Board recommended that MCC explore investments that address obstacles to economic growth – both domestic and regional – while recognizing the need for statutory authority to optimize regional impact.”mcc-sri-lanka-2017-scorecard-final

    Thank you.

The Paras in Lanka, illegally occupying the Land of Native Veddah Aethho, critically need any help they can get. They have made a mess of themselves since Independence, in 1948, and they need guidance, including the current the President, Prime Minister, and Politicians and civic leaders, especially the religious leaders, who are drowned in Myths and going berserk, because there is no separation of church and state.

IMF, World Bank and MCC should use their Washington experts to track down all the stolen funds from Sri Lanka which are kept in off shore bank accounts to pay off Debt of Sri Lanka instead of more loans to the corrupt Bond Scam Ranil Wickramasinghe and his UNP cronies which poor people have to pay as taxes!

I do not know what is the “compact level means”. But we welcome the American help provided America will supervise the help given is spent on needy, not transferred to foreign banks account. Chinese loans are exclusively being used to develop white elephant projects in South and while they are a load on everybody.

The scorecard of third party does not look impressive.

    Control of Corruption,
    Government effectiveness and
    Rule of law
are showing compared against 0 median. There, Lankawe is somewhere in green area. This make one to question if this scorecard was not manipulated by Lankawe. It is well known that Lankawe governments has well paid to International Rating firms through PR firms to boost its appearances, in the past. Ajith Nivard has accepted hevy central bank’s expenditures on the firms collect and publishes statistics. They are firms still evaluating the government.

Aluthgama has accused $100 millions were paid by Chinese to initiate the Hambantota sales. Snake smell the snake’s route. Central Bank case is not resolved. Chandrika has said from the borrowed monies, only 10% were really spent of projects.

Goverment has not kept any of its promises. It is not just in North-East. But if there is poll is conducted, Sinhalese will vote in very high margin to indicate the negative effectiveness of this government. It is reported that the government will neither investigate the war crimes nor change the constitution to give a small relief to Tamils whom were suppressed with $200 billion money as per one of the partner who supported of the government on the war.

So far not one Tamil area rape and muder by armed forces and paramilitary is being investigated. These are drain on those families’ left over or the borrowed money while suffering for the loved ones. Even UNHRC and UN’s human rights both reported extensive tortured in 215-2016 years.

It appears Obama government’s soft approach has over rate the government’s

After spending $200 Billion in bombs and $18 billion in drafts for foreign banks there is no more places to borrow! What to do?

Still a better deal than selling 60 square kilometers of Royals Hambantota land to the Dragon. A more better deal than selling the Colombo Harbor Land to Port City. After Lorenzo De Almeida, Dragon has captured the Kotte harbor.

Modias quickly get worked-up and fight – in west African people do the same, they are very good people if you please them or agree with their bad behaviour, same in srilanka. Singhalese unnecessarily started fight with LTTE and lost fortune (obviously Tamils lost as well buy we lost srilankan-wealth not foreign-wealth). Now we are taking our begging bowl to many countries including once poor African countries. Chinese are so clever, once very poor and now very rich, second in the world. We were in a good shape until British leave(they took revenge on srilanke knowingly giving the power to Modias) but now worst than many African countries were behind us. Now we are fighting to open embassies in many once poor countries. We could be still rich if Modias not peruse their hidden agenda of supressing native Tamils – Now to a certain extent Tamil benefited by the fight with LTTE – main losers are Singhalese but still they did not learn any lesson. West companies flourish because they always correct any past mistakes – they do not repeat same mistake but we do the same mistake again and again. Until Singhalese get-rid of resist bastards we will never come up – sink to the bottom.

It would be wise decision, if this grant is utilized in developing the hospitals and schools in the remote areas where facilities available in Cities are hardly available. Involving state agencies will end up with a commission in their pockets. It is better to deal with the schools hospitals and local govt. agents of the respective area.

Presently Sri Lanka is at a stage the political and the rest of the masses have to act with caution, responsibility and wisdom. It is nearly seven decades after independence and still we are struggling to sort out basics. The country has been mismanage by the politicians and politics. No amount of foreign help can salvage the country unless we ourselves understand our predicament and do the correct things irrespective of political and other allegiances. We thought the Yahapalanaya government may measure up to this pressing national need. Sadly, it too is slipping. Unless our political leaders have the moral conviction and courage to be correct in handling many ills including bribery and corruption we will continue to be in the same rut. This, much anticipated commitment is not shown by the present leadership as nakedly established by how the PM is shielding the international robber baron Mahendran and his gang of robbers and how the President as the Head of the Executive silent on the whole episode. The external sources should exert pressure on these people ad compel them to do the correct things so that the ordinary suffering people can have some hope of a better future.

    S. Alles -asking some other country to exert pressure on the Government is not practicable. If I am a business man , I can do small help to my struggling neighbour thinking to earn some brownie points from God, but I will not help him to set-up a business and come up in life and become equal to me- for me to be rich, some others have to be poor. So lot of countries prefer srilanka be poor and fight among them. We only can change our fate and we have to work hard towards that, we are not permanently disable people to depend on others – are we not capable for anything – Old BT advert about good GCSC results in pottery and failed in all other subjects.
