UN Calls For Lt. Col Kalana Amunupure’s Repatriation From Mali Over Alleged Involvement In War Crimes

The UN has asked the Sri Lankan government to repatriate a military officer who is functioning as a peacekeeper in Mali due to alleged involvement in war crimes.

A UN spokesman announced on Friday that the request for Lt. Col. Kalana P.L. Amunupure’s repatriation made “based on recently received information”.

This was the first time the UN has asked the Government of Sri Lanka to repatriate a peacekeeper because of his participation in alleged war crimes during the country’s civil war.
“We are delighted to see the dossier we submitted on Amunupure to the Department of Peacekeeping Operations in June this year has now resulted in this step,” said the International Truth and Justice Project’s executive director, Yasmin Sooka.

“We still don’t know how many tens of thousands of Tamils died in the 2009 war and not one person has been held accountable – maybe this small step can give survivors a little hope that one day they will get justice. There is no doubt this action sends a very strong message to Sri Lanka that alleged war criminals can no longer be rewarded with prestigious UN jobs and in future will not escape stringent vetting,” added Sooka.

A statement issued by the International Truth and Justice Project said; “During the final phase of Sri Lanka’s civil war in 2009 Amunupure was second in command of the 11th Sri Lanka Light Infantry which operated under the 58th Division. A UN Investigation in 2015 found reasonable grounds to say the 58th Division was involved in the repeated shelling of UN sites and hospitals as well as the killing of surrendees and torture. Amunupure’s unit is named in contemporaneous sources, including governemnt reports, as having been involved in the assaults on Puthukkudiyiruppu (PTK) town in February 2009 and Putumattalan in March 2009, both of which involved extensive civilian casualties. The UN report described doctors in Putumattalan being unable to reach the dead and dying because of intense shelling and gunfire. At the time the ICRC, which rarely makes public statements, called the impact of the military’s attacks on densely populated civilian areas near Putumattalan’s makeshift hospital “nothing short of catastrophic”.

Amunupure was despatched as commander of the Sri Lankan contingent in Mali in December 2017. At his departure ceremony, the Sri Lankan army commander described the UN assignment as an international endorsement of the military’s record.

“Sri Lanka must not be allowed to keep on using peacekeeping to pretend it has got away with its conduct in 2009. Three years ago the country co-sponsored a resolution at the Human Rights Council in Geneva promising, among other things, to establish a Hybrid Court and to vet public and security officials. These commitments have not been honoured,” said Sooka.

“It is also totally unacceptable that Amunupure’s commanding officer in 2009, Major General Shavendra Silva, is now the Adjutant General of the Sri Lankan Army. This means one of the most notorious alleged war criminals actually oversees the Army’s human rights directorate and also is the officer who would investigate any violations abroad by peacekeepers. In addition, the commanders of the 2009 war have been training the younger generation of officers, including in the Institute of Peace Support Operations Training Sri Lanka (IPSOTSL), which does not send the right message of reform.”

In February this year, all deployment of Sri Lankan peacekeepers was suspended after the Sri Lanka Army tried to send peacekeepers to Lebanon whose human rights vetting had not been completed. The Army has announced deployments will resume in December 2018.

In 2007, 134 Sri Lankan peacekeepers were repatriated from Haiti after a UN investigation alleged they had been involved in systematic child sexual exploitation which occurred over three years from 2004-75. Amunupure was part of the first contingent of UN peacekeepers posted in Haiti in 2004. To date the Sri Lankan Government has given contradictory details about how it disciplined the alleged perpetrators of sexual abuse but none was put behind bars for this grave crime6. In 2016, the UN Committee Against Torture asked Sri Lanka for information on how the repatriated peacekeepers were punished and this has still not been supplied two years later.”

        Everybody knows Yasmin Sooka is an Indian-origin South African who is NOT an expert on Terrorism.
        She has worked in cases related to South Africa (apartheid), Sierra Leone (a coup erupted to capture diamond fields bordering Liberia) and Sudan (2nd Sudanese war erupted to capture oil fields in the North-South border.) None of the three countries suffered from terrorism and have no similarity with Sri Lanka. She has no experience whatsoever about terrorism or terrorism related atrocities.
        Then why she is after Sri Lanka?
        The African National Congress (ANC), especially its Indian origin South African political leaders had a long standing relations with Prabhakaran/LTTE that goes back as far as 1970s. It’s a known factor that LTTE provided military assistance to ANC to fight against the Apartheid Government. Even there was a permanent LTTE Wing operated from South Africa with fully equipped military camps and front organizations. LTTE fighters who came from Sri Lanka trained Sri Lankan Tamils in South Africa and then South Africans too. All trained LTTE cadre were then dispatched to Sri Lanka via LTTE ships to fight with the Sri Lankan Army with the full support of ANC.
        Yasmin Sooka is a self-proclaimed human rights activist (lawyer) who is bias to the core.
        Otherwise she should have first sent a report to UNHRC requesting them to punish ANC for war crimes in South Africa. She doesn’t do it as she is a South African.
        Then she should have sent a report to UNHRC requesting them to punish IPKF for war crimes in Sri Lanka. She doesn’t do it as she is Indian-origin.

        South African Ambassadors who worked in Geneva or UNHRC maintained close rapport with the LTTE diaspora who met them frequently.
        UNHRC is full of corrupt officials. I didn’t say that. It was revealed by top US administrators. It is no secret that UNHRC officials are bribed by LTTE diaspora to punish Sri Lankan Army in any way, be it denying visa en masse, hurling war crimes allegations or repatriating them from UNPKF.
        Yasmin Sooka is clearly funded by LTTE diaspora.
        And why does UNHRC only talk about the “last phase of the war in Sri Lanka?” Because otherwise they have to admit that it was LTTE who committed war crimes not the Sri Lankan Army, who only fought to protect their country from terrorists.
        If they call for an investigation on the 34 year terror era in Sri Lanka, the UNHRC has to file cases against the exiled LTTE cadre living overseas including in South Africa and hardcore terrorists in prisons in Sri Lanka.
        Therefore, Yasmin Sooka’s “human rights drive” is only confined to the “last phase of the war in Sri Lanka” in favour of the LTTE diaspora, whose money talks.
        You should know, you van der Poorten, Sri Lanka is not a Dutch colony. Therefore, Sinhalese have every right to raise their voice in the name of their motherland.

    The Island editorial on Learn from History (13 Oct) touched on an important issue concerning the use of children and teachers in the North to canvass the release of LTTE terrorists now in custody.
    As mentioned in the editorial the irony of the effort on the part of the organizers of the movement was to force the Jaffna parents and the students to forget the reign of terror unleashed on them by the LTTE in little over 8 years ago.

    I have not had the opportunity to read the Sooka dossier in full to make an assessment. But the publication in CT about the officer is sketchy. I am under the impression that names of all service personnel are cleared by the Sri Lanka Human Rights Commission. If cleared how come that Sooka material was not available to them? Before anything takes place it is important that the allegations in full must be inquired by the SLHRC. Clearly, a person guilty of “war crimes” must be prosecuted with a view to convict and at the same time allegations of this nature should not surface belatedly to serve a sinister agenda.

    The Sri Lankan Armed Forces remain under UN investigation and as such should not be deployed to carry out any international duties until outstanding charges are resolved.

    The UN must be desperately short of peacekeepers if it has to resort to those still under its own investigation.

    UN always first asks explanation. In that case, in all possibilities are Lankawe might have officially explained about the incidents UN asked for explanation. UN is still not satisfied and they see Yasmin Sooka details are more self-evident. Possibly UN might have communicated through HRCSL. If Deepika was with Lieutenant Colonel Amunupura, then there is little can be done now. If she was not, still some more left to Lankawe. It can approach a court and ask the incidents in questions to investigate and clear this Colonel.

    But in total it is better to wind down HRCSL and let the staff go home. They miserably failed for almost 15 years. UN upgraded them only to encourage them under Yahapalanaya which had West’s blessing. Deepika is misunderstanding that fake upgrade and trying for few years of lease.

      I understand that Deepika Udugama has explained that HRCSL was not a party of verifying Lieutenant Colonel Amunupura’s credential. She is saying General Krishantha De Silva has cancelled their services on that issue. If either Deepika or HRCSL is not a party in evaluating, they cannot accept the responsibility. But the sad part is Rapist Army is the one seems to have engaged HRCSL to verify the the ones serving in UN Peacekeeping. So they unilateral dismissed the HRCSL’s service. This is why we have been saying HRCSL is not an organization can do any strong service on human rights. They all must go home and the people’s tax money should be saved.

    Remember in 2007, Lankan Army personnel were sent for peace keeping duties at Haiti. some 114, including officer cadre, were sent back for sexual violation of impoverished children for the price of a lolly. The then Lankan Foreign Secretary Dr Palitha Kohona dismissed the issue as a fanfare. None of the 114 faced charges as late as 2017.

    In the present case a Lankan peace keeper in Mali Lt. Col Kalana Amunupure has been repatriated for alleged war crimes in 2009 (??).
    We are in the UNHRC radar and so a prudent reaction is called for. Crying “Conspiracy, conspiracy, conspiracy” is not good.
    In the ‘throat-slitting-gesture by the Lankan Defence Attaché in the UK’ case, the Lankan Army Commander claimed “No wrong doing” without a proper inquiry.

    It will be wise not to send our troops for UN peace keeping duties in the near future.

    UN is fast losing credibility by acting based on rumours started by the likes of Yasmin Sooka. She is notoriously messed up and has totally misunderstood what human rights are all about.
     
    Funny thing is that people like Sooka throw diffuse unfounded allegations of “killing thousands” of Tamils but even after 9+ years of repeatedly telling the same lies about SLA killing 40,000 to even 300,000 Tamils, Sooka and her gang still do not know the names of the victims!!! This is actually a joke. The Tamils and their lackeys like Sooka have made a joke of international humanitarian law.
     
    If there was any basis for these allegations then there would be a list of these “genocided 300,000” Tamils, but what do we have instead? Just, Jasmin Sooka-type rumours and fake estimates done without following any scientific methods for estimating populations. Anyways we do not need to estimate anything in Srilanka as all citizens are registered at birth, so counting people is easily done. Why has this not been undertaken by the Tamil parties or these socalled human rights groups upto now? The answer is simple – namely because they cannot come up with a list of “300,000” killed Tamils as they know that these numbers are grossly exaggerated and the allegations against our Armed Forces are totally baseless and false.
     
    When it comes to the allegation about bombing of hospitals – it is not against international law to bomb hospitals if they are used for military activities-such as to hide military forces (in our case LTTE cadres) or weapons. Eyewitness accounts and LTTE’s own propaganda videos and radio-communication show the LTTE clearly using the hospitals and launching attacks and weapons being stored just outside the hospitals.
