US Wants GSL To Seek The Truth Through Independent, Credible Investigations And Prosecutions

The United States remains committed to working with the Government of Sri Lanka to promote greater peace and prosperity for all of the people of Sri Lanka, says the US Embassy Colombo.

Issuing a statement the Embassy says; Ambassador Stephen J. Rapp visited Sri Lanka from January 6-11 to meet with government and political leaders, civil society, and to tour former conflict zones.  He heard about the progress made since the conflict, but also the Sri Lankan people’s continuing desire for reconciliation, justice and accountability.

“During Ambassador Rapp’s discussions, he listened to eyewitness accounts about serious human rights abuses and violations of international humanitarian law, including those that occurred at the end of the war. In that context the government of the United States encourages the government of Sri Lanka to seek the truth through independent and credible investigations, and where relevant, have prosecutions.

“The United States remains committed to working with the Government of Sri Lanka to promote greater peace and prosperity for all of the people of Sri Lanka. It is vital that all sides come to an agreement on events, have appropriate redress, and move forward as a unified country that upholds the rule of law and respects the principles of democratic governance.”

    When the 8000 students who sat for the G.C.E(O/L) exam were taken away for compulsory training by the LTTE the TNA kept mum. Some of them are now dead and others are under detention by the Government. Where are the children and grand-children of the TNA MPs. As for the statement of Ananthasangaree, people have taught him lessons in thye general and Provincial Council Elections.

    As for Anandasangaree he was begging Rajapaksa for years by writing letter after letter to to him to put right the various wrongs that were being done to the tamils but he never ever even received a reply. Over the years Anandasangaree’s public pronouncements were used by Rajapaksa to further his case to kill the tamils. Anandasangaree was a divisive figure among the tamils and the tamils showed how much they hated him by not electing him to the NPC. So, there is no point quoting Anandasangaree.

    I am glad that at last one person has called Rajapaksa’s bluff. Rajapaksa may fool the poor uneducated Sinhala masses for a long time but educated outsiders aren’t going to be fooled. The US has seen enough of Rajapaksa’s tomfoolery and has decided to Rajapaksa’s deception.

    The embassy twitter is a warning to the regime that the US possesses the evidence to prove war crimes and crimes against humanity. LLRC has not been implemented as promised and now Rajapaksa wants a TRC. What happened to the APRC? APRC was buried and now he wants a PSC. What a joke.

    A true international, impartial and trustworthy investigation is absolutely necessary to find the truth about war crimes, crimes against humanity and genocide of Tamils. Truth is fundamental to Buddhism. So, all Sinhalese should welcome this investigation. It is not against SriLanka, it is against those who are against true principle of Buddhism. Do you need corrupted criminals to run this nation? Do you need corrupted criminals to destroy the human principles and Buddha’s precious preachings.

    I saw a “newly-enlightened” statement from you in another media in which you now recommend that Sri Lanka should be open to “internationally credible investigation” if Sri Lanka is to survive the upcoming avalanche of international accusations and possible sanctions. I understand your reservation in writing to media that allows reader responses such as CT. Nevertheless I am sure you follow CT and thought I’d post you a note, hoping you will man-up for your past sins.

    You have been chest thumping in the last four years that you had single handedly won a victory for Sri Lanka – you were told many a time that what you achieved was not a victory, but rather a temporary hood-winking that would inevitably be quite short-lived. You were far too conceited to listen.

    As for the need to find the truth, you had repeatedly claimed arrogantly and chauvinistically that “we the majority don’t care a rat’s ass.” You condemned as “domestic Diaspora” anyone who suggested that a credible independent investigation was a reasonable request.

    If not for your utter stupidity, egotism, and the servile pandering to “royalty,” the investigation that you now suggest would have happened four years ago – and the country would be well on its way to healing. It is you who set the machine in motion that has now snowballed into the current morass, threatening to get worse with every passing week. All that for your utter greed for French wining and dining – right?

    Don’t you owe the country and every rational Sri Lankan, Tamils, Sinhalese and others, a huge apology.

          Thank you for your kind words and also for pointing out the correct article for Laksiri’s comments/responses. I applaud you for your forthright and intelligent stand and am truly disappointed in Laksiri’s comment, however gentle and gentlemanly it may sound.

          The concern with Dayan’s writing is not that he changes his mind, but that he changes his mind to suit his political/professional convenience with utter disregard for any moral and ethical responsibility as an intellect or academic – hence MR’s odious comment to Al Jazeera about DJ’s reason for changing position that left DJ at a loss for either courage or conviction to defend his own honour.

          Also, I would like to express my deep disappointment in Laksiri’s comments, that are not even ‘internally” consistent! He proposes that the rebuttal should be based on the subject matter rather than be personal and yet see how he himself chooses to defend his old-friend Dayan – “But having known him from his student days, I see something consistent or honest in his way of approaching issues.” Is that not personal?

          Similarly, bringing up the issue of using pseudonym is nothing but an unscrupulous attempt at discrediting (again distracting from the subject matter), and is not a concern that is expressed with any sincerity. Laksiri is obviously not unaware of the ground situation that has existed in the country for more than possibly three decades, and which has only worsened during the current regime.

            Welcome to CT , i remember your earlier writings in GV as well and it was really good , i stopped visiting and commenting in GV long time ago ,as GV tried to curtail my thoughts & ideas in a very irrational manner , no wonder GV’s readership is being declined !. There was a dire need for a platform where fair minded people can meet and discuss & debate on various issues in a very open and constructive manner, luckily CT has come to fill that urgently needed vacuum and has been doing an excellent job, we must thank CT Editors for creating this wonderful platform and allowing us to have a very robust , healthy debates on various topics without any unwarranted, undue restrictions . He challenged DC to visit West bank and Gaza while downplaying the the need for Accountability in Sri Lanka! That performance won the Palestinian highest award for MR!

      I think DJ to his credit realized that what we have on the island is a zero sum game. Either the Sinhalese win a complete victory where the concept of Tamil nationhood is destroyed within and outside the island, or the Tamils win a complete victory where Ceylonese Tamil nationhood is recognized worldwide in the form a new state.
       

      Before you criticize DJ, you should stop to think about whether an international investigation can lead to anything other than Eelam. Do you really think that International investigation is going to conclude that the GOSL did NOT commit genocide on the Tamil people, and do you know of any remedies for Genocide that do NOT include a separate state? If you do, please let us know!!
       
      For the record, I support an independent, international, investigation into allegations of war crimes, but unlike DJ (and you), I do so because I also believe that the Tamil people on the island constitute a nation, the NE is their homeland and they have the right to self-determination in their homeland

        That aside, there is no personal attack. It is DJ who incessantly boasted for four years that he single handedly won a victory in killing the initiative for a fair investigation. Does he not have a responsibility to explain why he has now changed his view to recommend that an internationally credible investigation is a necessity? Aljazeera asked the President a similar question for DJ’s sudden change of mind- and President felt that DJ was prostituting his talent. DJ is still to give an explanation even on that.

        DJ claims to be an academic, intellect and political scientist. Do you think he displays the integrity required for a claim to any one of these, if he is unable to even honestly provide an explanation on his flagrant “right-about-turns” at his convenience?

        As for your question about his greed, yes most certainly I believe that he pandered to the Regime for the favour of a diplomatic posting – and received it. In fact he went on to support the regime’s majoritarian agenda, including cheerleading for the frivolous Victory celebs, declaring that “after all the protest against apartheid was rooted in majoritarian aspirations.” That from a Political Scientist?! Why do you think he did that if not as servile pandering?

        With every action DJ encouraged and supported the Regime to move further and further from democratic practices. DJ certainly played a critical role in the wrongful direction country has taken since 2009.

        Dayan is now recommending that “internationally credible investigation” is a necessity. Did he not have the foresight when he killed the same initiative in 2009? What is the worst that could have happened if in 2009 the country had allowed the same “internationally credible investigation” that DJ is suggesting now? When many other true patriots made the same suggestion for credible investigations in 2009/2010, it was DJ who castigated them as “domestic Diaspora.” If such investigations were conducted promptly after the war, and the miscreants, if any, were dealt with appropriately, do you think the whole nation will be facing the threat of becoming an international pariah as DJ fears now?

        The regime and the supporters such as the thugs Mervin, Duminda etc had little or education or intelligence, and so their wrong doings were a result of their ignorance. That was not the case with DJ. DJ’s actions did not result from ignorance, but rather they were intentional deceit aimed narrowly at personal gains, never mind what it cost the country. That and that alone is my gripe.

You will never see him critiquing MR. MR is the president and bug should stop with him but Dr DJ prevaricates and write pointless articles!         Dayan assured us all that “GOSL has demonstrably met the JUST MEANS requirement of war” That implied an assertion that NO genocide was committed – right? If he believed that why his previous objection to independent, credible (not necessarily international) investigation that rational Sinhalese supported in 2009/2010.

        Or was DJ aware or at least suspicious that genocide was committed, and all his efforts were intentional lies to protect a Government that he felt may have committed war crimes?

          An IC lead impartial investigation is only a disaster for the MR regime. I for one think that, apart from dealing with Accountability, Justice and Reconciliation, such a probe will bring about good governance and hopefully change of regime. There is no appetite for Eelam among the International Community; India in particular is dead against it and Eelam would be inimical to internal polity of India. So, I would not loose sleep over prospect of Eelam materialising. Moreover, deep down the Tamil community will be more than happy with power devolution with dignity and respect; this is what they want!

    It appears that many are hopeful that something definite will happen this time around at the UNHCR sessions in March this year. I have my reservations. People were similarly hopeful when America flexed it’s muscles before, with a Resolution against the MR regime where they laboured for an Elephant and delivered a Rat. Thereafter when MR had not implemented the LLRC proposals, again hopes were built that action would be initiated, much to the disappointment of the hopefuls. I will not be surprised if nothing serious happens, like how David Cameron reacted without calling for the Reports of the CJ Impeachment, to be tabled and taking Kamalesh Sharma to task, which he has conveniently avoided.

    This rapp guy say he met the eye witness, those so called eye witnesses were staged by the TNA. What do you expect from these bogus eye witnesses other than utter lies. What action did he took to verify the credibility of those people.

    Any international investigation should be by an impartial group which includes the role of foreign countries in the war.

    Any international investigation can not be only for the last days of the war, it has to be for all 35 years or so.

    Any such investigations should involve China and Russia too.

    US should first talk how USA helped both the Tamils and Sri Lankan govt in the war.

    How USA provided aereial photographs to Sri Lanka, how provided military training to Sri lankan military, why did US ask SL-GOVT to use Cluster bombs in the No fire Zones where LTTE was having their artillery and troops.

A balanced view from CT on the content of Rapp’s utterance should have been accompanied by the record of the nation he represents – the nation that has murdered millions of innocents globally, who posed no threat to US.
    Majority Sri Lankans have no problem with their conscious as to the manner in which the LTTE was extinguished, but have every right to celebrate the peace divdend enshrined upon the nation.
    Does the killing of American Indians, by the white American amount to genocide? Would Rapp care to answer?
    Is CT decending to the low level of TamilNet? The Tamils worldwide are ashamed by the activities of militants who claim to be their representatives, propagating violence and crime in France, UK, Canada, little Indias of Singapore and Penang. Could CT also provide a few insights into Tamil culture, dance, literature (rather than being just a mouth piece for the ugly Tamils who want to potray a view of being victims, and extract vengence?).

    Hope Rapp will pay another visit , perhaps an extended one to meet with Bishops Raiappu and Saundaranayagam again immediately after the Southern and Western PC elections, so that the President himself can call for a snap election.

    Hopefully Rapp will visit Iraq, Libya , Syria. Afganistan and , most importantly the West Bank and call for independent and International Investigations to encourage the inhabitants in those countries to move forward as united , peaceful and prosperous nations

    BTW , Will Rapp be meeting with Rev Emmanuel who must have real time info on those Cluster Bombs and Chemical weapons having administered last rights to LTTE fighters including Child Soldiers..

    Sri Lankan Sinhala Buddhists and Sinhala Buddhist Politicians have got away with crimes for so long, so that the LTTE emulated their crimes to get fair relief that finally ended in 2009 with more war crimes.
    2, has a moral responsibility to take Sri Lankan war criminals to task for its crimes against its own people, and move on. South Africa had done it and many other countries have done it with the help of the international community.

    Please do keep the pressure and do what is needed. Just ignore the Sinhala Racist Buddhist Monks running amok, ignore the Shills of the regime demonstrating, and do what you have to do. You did what was needed in Bosnia and do the same here.

    The people of Sri Lanka NEED a responsible state with accountability for its actions. Do not let yourself be fooled by the false claims that Sri Lanka is a Buddhist Country. It is not. The facts speak for themselves. What Sri Lanka follows is called Monk Mahanama Sinhala Buddhist Racism or Mara Buddhism. The “Buddhist” Sinhala Monks and the Sinhala politicians exploit it to the maximum.

    Didn’t attacks take place somewhere down south in Sri Lanka on two Christian places of worship led by some Buddhist monks on 12th January. Was this a move by anti Sri Lanka forces to embarrass the Sri Lanka government ahead of the Geneva UNHCR meeting in March? If so why did the law enforcement do? Who are the guardians of the law in Sri Lanka now, lets forget the past.
