Voters Have Spoken: Govt Has No Mandate, No Legitimacy

Mahinda Rajapaksa, after losing the Presidential Election, making his now infamous from-the-window speech blamed it ‘on the Tamils’. It was a crass, knee-jerk conclusion which was racist and a complete disavowal of his own and significant flaws. He has since sobered up.

Maybe the United National Party (UNP) will also sober up soon. It’s to their advantage to do so. Right now, it is apparent that the UNP is punch-drunk and even more incoherent than usual. ‘Even more’ because lack of clarity on multiple issues has been the hallmark of the UNP-led regime.

While some dismayed UNPers have called for Ranil Wickremesinghe’s blood, others have looked elsewhere to find reasons for the defeat. For example, Wickremesinghe’s closest political associates have pointed the finger at President Maithripala Sirisena. The UNP couldn’t really implement its economic policy, they argue.

So one might say that there is some self-reflection happening. What is strange however is that some stalwarts are blaming the defeat on the Government not putting Mahinda Rajapaksa, his brothers, sons and close friends behind bars. This means that either people didn’t want the Rajapaksas incarcerated or that was a non-issue for them or else they rewarded the Rajapaksas because, damn it, the UNP-SLFP yahapalana regime didn’t put them behind bars!

It’s as if a trail of broken campaign promises didn’t count. ECTA didn’t matter, neither did the sale of Hambantota. Constitutional jugglery starting from the flawed 19th Amendment which allowed for a bloated cabinet didn’t count. Attempts to smuggle in a federal constitution was a non-factor. Nepotism starting with the President with the Prime Minister and several cabinet ministers was forgotten. And no, the Central Bank bond scam just did not happen! This is what these people want us to believe. The truth is that the professionals and academics as well as staunch believers in the good-governance pledge got disillusioned with the regime pretty fast.

Still, Mangala Samaraweera and others will not believe it. Indeed, they believe the UNP won! According to him, 6.1 million people (55.3%) had ‘marched to the polls and voted against a return to the Rajapaksa rule. He says that whereas Mahinda Rajapaksa commanded 5.77 million votes in January 2015, he couldn’t even muster 4.95 million votes this time.

The numbers are correct. The interpretation silly. Sorry, stupid. Reminds one of that old line about falsehoods and forces me to add to it thus: ‘there are lies, damned lies, statistics and Mangala Samaraweera’.

Let’s apply Mangala’s logic to his party and that of the President. We could conclude that roughly 7.4 million and a whopping 9.5 million marched to the polls to vote against the UNP and SLFP/UPFA respectively. How Mangala interprets the following facts only he would know, but these are numbers that ought to rouse the UNP from its deep stupor.

The UNP vote declined from 5.1 million in August 2015 to just 3.6 million on February 10, 2018 which is a loss of around 1.5 million votes. The UNP’s vote share fell from 45.7% in August 2015 to 32.63% or more than 13 percentage points. So, follow Mangala, we can say that 77.37% have rejected the UNP and 86.62% have rejected Maithripala Sirisena and the SLFP/UPFA. Happy?

If you take out the areas where the vast majority of voters are Tamils, the numbers should terrify the UNP. The UNP lost the following districts which the party had secured in August 2015: Colombo, Gampaha, Kandy, Matale, Trincomalee, Puttalam, Polonnaruwa and Kegalle. The party retained Nuwara Eliya (down fro 59.1% to 37.3%), Digamadulla (down from 46% to 26%) and Badulla (down from 54.8% to 32%). Where the UNP lost, it lost badly, securing only around 25% of the vote. The ‘national’ figures are obviously boosted by the returns from strongholds where too there’s a decline in popularity indicated.

The coalition that defeated Mahinda Rajapaksa in 2015 is no longer together. If they were, then one could not only add what each got but it is likely that they would have polled more than they actually did. This is undeniable: the UNP, SLFP and JVP contested SEPARATELY. It is ridiculous to operate as though 2018 is 2015 and that the parties are united. They are not.

If this election was, among other things, a battle for the ownership of the SLFP then the party has gone to Mahinda Rajapaksa, one can conclude. Using Mangala-logic, it can be argued that in subsequent elections the majority of those who voted for the SLFP/UPFA is more likely to go with the ‘pohottuwa’ than the ‘aliya’ not least of all because the UNP has all but ended the marriage with the President’s party. Even if one were to split the SLFP/UPFA vote equally between the UNP and the Sri Lanka Podujana Peramuna (SLPP), the latter would gather close to 50% in some districts and well over 50% in most.

If the numbers are used to apportion district gains assuming it was a General Election, then with the bonus seats coming into play the SLPP would have secured a majority of parliamentary seats. If the system used at the February 10 election was employed, the vast majority of electorates would have been won by the SLPP. Perhaps using such frames Mangala could calculate who marched for what and where they ended up. Perhaps following the dictum ‘it’s good to hope for the best but expect the worst,’ Mangala could extrapolate this result onto the outcome of a general election where the SLFP/UPFA voters would vote for the SLPP en masse. That would sober everyone up.

As things stand, only those in the UNP who are in denial would find consolation in Mangala’s thesis on the local government election. I have no issue with delusion if it helps alleviate pain. What’s not pardonable is the distraction and deliberate fudging of political reality.

The UNP-SLFP regime has been proven to be incompetent and found to be corrupt. It was a vote of no-confidence on the regime; going even by Mangala’s Arithmetic more than half the total number that voted rejected the UNP-SLFP Unity Government. The numbers in Parliament no longer reflect the sentiments of the electorate. It is a travesty of justice to operate as though the people do not count. It is immoral to take refuge in the 19th Amendment’s provision for Parliament not to be dissolved before March 2020. The numbers can be found to introduce a special clause to facilitate dissolution.

The mandate has been lost and although Mangala and others feign to be at a loss to comprehend what has happened the fact has not been lost on the people. No mandate. No legitimacy. It is time to figure out a civilized exit strategy.

    What would have happen if this election did not held in 10th February 2018? This election actually would have come long time ago under Mahinda Rajapakse regime. But it was delayed by Mahinda. This election did not take place to find out whether the government has the mandate to govern the country. The government has a mandate to run for 5 years. You have to wait until the next parliamentary election. There is no constitutional and legal necessity to get another mandate before the time. It is time now to take all necessary legal action against Mahinda & Co for their crimes committed during their dictatorship. I think the current government should do that without any delay.

In a democracy, a government can be dissolved on completing its term or prematurely either by dissolving itself or being defeated in a major bill or on a no confidence motion. Since nothing of this has happened, to call for the government to be dissolved shows his agenda. What was conducted was an election for local government bodies and not a national one. Of course the verdict of the majority is an indictment on the present government and the way it has functioned over the last three years. Those who voted them into power in 2015 were disappointed that the pledges were not carried out, regarding corruption and murder. There is a leaflet going around which states about gullibility of Sinhala voters for rallying behind those accused for corruption and murder. No one doubts that there is a swing towards MR and his supporters. The person who has been humiliated most is MS and not RW. therefore if any person who has to go, it is MS and not RW. Did you hear what MR told SLFP stalwarts who met him – “I can any verbal pledge given by RW, but I will never trust even if MS gives in writing”. So the writing on the wall is clear, MR and RW will get together and chase MS out.

Everyone who voted for him began wondering why he is doing everything wrong. He started to appoint many infamous criminals who are Rajapakse acolytes to high positions. The Govi hegemony was doing this with the intention of scuttling the cooling period “Yahapalana” govt. They have no face to go before the Sinhala masses and call themselves as a Sinhala supported govt., so that they can keep the destruction of the nation on the track it was going during the Rajapakse period. Because, since the Govi team is working for the Zionist Western power in the NWO agenda and they will be seen as a foreign collaborator if they do not belong to the racist Sinhala Only genre. Both parties are united in keeping Rajapakse criminals away from the court cases, given full assuarance and security of no prosecution for the most heinous crimes they committed which is trecherous and explicably unpardonable. The media, Wijewardene Mafia Media (Lankadeepa and Divaina) gave full cover up to the crimes of Rajapakses. But, the Wijewardene Media launched scathing attacks on the Muslim community to divert the attention of the Sinhala masses. They gave full cover to their mercinery forces, JHU backed BBS to create more conflicts and large scale mob attacks and pogroms to keep the musinformation thing going on. The Govi Mafia has teams of professionals experienced in working for these kinds of anti social activities to work on the lines of the said agenda. Dayan Jayatilake, Malinda Seneviratne are some of those criminals working in their own speciality of the axis.

The Govi Mafia gave him the legal coverage by appointing lawyers and other legal professionals representing him and his terror outfit as the entire Judiciary is a tool of the Govi criminals infested with their brethren and dealers in the huge network of the Govi Mafi operations. Gnanasara is in reality a coward, but showed bravado due to assuarance given to him by the Govi Mafia with total Sinhala Mob diplomatic protection as he can do anything he likes under the scripted plots he has been given.

      There is no point in talking about people’s mandate of 2015. People has already decided. Yahapalanaya has no people’s mandate now. The most democratic thing is to dissolve the parliament without further ado.

      There’s no barrier for the so called gg govt. to continue for 5 years provided there’s majority support in the parliament

      We can argue that the recent poll was to elect local council members & it is totally different to parliamentary election.

      But what’s being spoken these days is political ethics, where the general public have indirectly demonstrated their strong displeasure over the way country was being ruled.

      We have to accept that we have a minority government, some parties united for the sake of defeating MR regime which was strongly criticized or being corrupt. But after 3 years no prosecution has been done successfully.

      Instead of prosecuting, the GG itself involved in many controversial frauds that led to lose its credibility.

      It’s under these circumstances that a public cry has developed to make drastic changes.
      To put in nutshell the credibility of the high rankers have lost so it’s unethical for the government to continue without a fresh mandate.

      Why does it matter what grade did BR has? Under what academic discipline that Mangala be able to hold the position of Finance Minister when he only posses a qualification in fashion designing?

      If BR deny that he ever knew the Malvana mansion then it is CID’s duty to prove him otherwise unless proven he is not guilty.

      Elections were held in this country for the past 10 years without much hassle. It is not Ranil W’s victory.

      If UC members ran amok then it was your duty to send them home not send Mahinda home. What happened after your little show in 2015 was that the good man went home but the bad guys were able continue their escapades under different leadership.

      The Commission on the bond scam was “initiated” by Sirisena that was why it went ahead so well. Would you think he’s own Australian bribery scam investigation would go as smooth as the bond scam?

    On 10 Feb. the Mandate was given to govern the LG bodies not the Country.
    Legitimacy and the Mandate to govern the country were granted in the last General Election. If one party can get the support of 113 MPs in the parliament they have every right to govern the country.
    You do not need a thesis or a PhD to understand this.
    Grow up Milinda, Grow Up!.

        Yes he campaigned and lost the Brixit referendum.
        In case if you haven’t noticed it was a referendum for UK to leave EU which was a hugely upsetting decision, not least for the economy but entire Europe and 26 or more countries.

        It was not a election for Local Government.

        In any case we do have a “2500” years of heritage to refer back to hence we do not need a foreigner whose grand fathers were our former colonial masters tell us what should be done when there is no crisis.

          Local government or not people have voted to show their displeasure to the ruling coalition. If the Yahapalana leaders had any decency they should have called for fresh election to secure their mandate. Not doing so indicates their greed and political helplessness.

            Instead of waiting for the horoscope reader to tell the auspicious time, when Old Royals lost on the 2013 PC election, they should have called for a fresh mandate from people. If that had been done, by now, President might have completed more than 4 1/2 years so the President can leave in six months. Then, before he goes out, he can dissolve the parliament too.

            But what I like most is, because people brought down the Old Royals accusing of corruption, they should ask the AG to file cases against them to prove that the court system still have faith on them, before they stand on any election. When a damaging PROCIFAC report is calling to remove their civic rights, the constitution should bar them to stand for any election without facing a court trial and prove their innocent.

            Whether Old Royals always demonstrate decency or not, I doubt that they can easily get out of the OISL accusation without facing war crimes.

          Ignorant veddo, in SL we had a nationwide election (it doesn’t matter it is LG). The govt lost it resoundingly. SLPP/JO requested voters to consider the election as an evaluation of 3 year majarapalana rule. Voters marked as a big negative. Do you know why the govt is in paralysis since the elections and it’s leaders are running around like headless chicken? Because more than you, the ignorant lot, they know they have lost their mandate and therefore the legitimacy to govern. Under such circumstances in order to re-establish political stability from present chaos, seeking a fresh mandate is the most prudent course the governing junta could take. If not, they can expect a much bigger rout at the next hustings.

    What happened was, even before the election, Just because Ranil was appointed the PM, he robbed the bank. Do you remember the drama jsut before the elelction. SO, there is no talk od recovering what was lost, prosecuting thieves who are still ministers and politicians, Arjum Mahendran is missing. there are 35 or so mMPs who involved in it. did you ever read the PCOLI report that released. Did you hear they talking that in the parliament. That just happend even before they were elected. Since then how many happened. Why Maitrhipala sirisena is Lame duck president. Jouranlsits are talking CRAP. and they support corruption. Was it the same during Bandaranaike era too ?

    Among other factors for Mahinda Rjapakse to loose the Presendency was the minority vote, which was due to the fanciful concessions offered to the TNA by the Wickremasinghe/Chandrika click and also due to misleeding the Muslims by manipulating a situation in Aluthgama putting the blame on the Presendency of Rajapakse. Malinda Seneviratne’s imagination seems to be running riot as he insinuates that Mahinda Rajapakse blamed his losing the Presindential election on the Tamils, calling his action racist at that. He sounds patronizing too when he says “he has since sobered up”

    Malinda is yet to find a subject to write an essay. He wrote once that world’s most indebted nation owns the world’ wealthiest nation. He has no idea why a nation heavily borrowing (it is irrelevant it is locally) but putting money on buying and keeping Dollar assets. Japanese credit rating is much below to America. In reality, Japan pays heavier interest rate on its debts rather than the interest rate it gets from Dollar asset. That means Japan holding dollar asset is net loss for Japan.
    Does he know what the word rewarding means? What Lankaweyens rewarded in the two elections of 2015 are rewarding for the services Old King did for the people. That time he was in power and servicing the people. In 2018, he did not hold any responsible position in the government. He did not serve to anybody for the past three years. There is nothing to reward for him. He is not a member of Slap Party. What he did a game of forcing a naive GLP to form a party and pushed into GLP’s hand the rape child he fathered. The government has to make an amendment to constitution to prevent people forming hollow, vacuum parties and playing game with people’s beliefs and expectation.

    (All the votes Slap Party got was racist, anti-government, disillusioned people’s votes)

    What if the UNP/SLFP wins the PC elections next. Change again? In the UK mostly local authority elections go against the incumbent govt. Nobody resigns but at general elections losing party leader resigns whether in govt. or opposition. Your reasoning is such as no party from the south won in the north can we allow the TNA govern the north. You are paving the way for separation.

      In the UK local elections are conducted on local issues and national policies are not the issues. Theelection held in SLwas not on local issues but on national issues where national leaders canvassed for the local vote. It was a litmus test for gauging national popularity.
      If the electors of the north elect theTNA then that’s their desire and should be respected. I think you are confused. See a psychiatrist.

    It has no bearing on parliament, or the mandate of parliament.

    “Voters have Spoken” – What have they Spoken?. In assessed to be a nearly 80% voter turn out, the spoken word is “STUPID” and it is none other than a show of “STUPIDITY”. Before the voting, it was “Munuth Ekai, Unuth Ekai” meaning “These and They are both the same”. If that “Understanding” and “Wisdom” penetrated into the gray matter inside the brains of the voters, this result could never have been what “Voters Have Spoken”. I know, 90% of the “Analysts” do not want to say it in public, because they fear a back lash and a outspoken condemnation. But the hard fact of TRUTH is both the “Winners” and the “Losers” are of the same PROVEN, in the PUBLIC EYE, incompetent, self seeking ROUGES & CRIMINALS , ably assisted and nurtured by “Invisible” back room “Power Brokers” on both sides. Wasn’t that the VISIBLE TRUTH from around 2009 to 2017. If that “Understanding” and “Wisdom” prevailed both these “Winners” and “Losers” would have been KICKED IN THEIR BUTTS. Here it is: “Mahinda Rajapakse Pol Lellak Geneth Thibbath Dinanawa”. “If Mihinda Rajapakse presented even a “Coconut Husk” that would have won”. Doesn’t that amply illustrate and describe the “Mentality” both of the Politician and the Voter that I described in my earlier comment. Next, I invite you to watch a programme tiled “Aluth Parlimenthuwa” (New Parliament) aired by “Derana” TV, available in social media, where a “Team” of “Professionals” ( in my understanding, those hidden, back room Power Brokers) were summoned to discuss and analyse the Local Polls. That “Analyses” further would prove my “Analysis” of the voter mentality and the “Hidden” agenda of those “Hidden Power Brokers”. All these views so far expressed by “Interested Parties” would tell the Big Picture and the Sad Story of a degeneration and a near COLLAPSE of a Public Friendly Governing System.

    According to Election Commission’s 2017 listings, over 15.7 million voters were eligible to vote at the LG elections. Out of 15.7 million, approximately 11.2 million have cast their votes. How about the rest? The 4.5 million who boycotted the election? Don’t they have a say?
    I bet, they cannot stand both government political parties and opposition parties. They are waiting for an alternative party, an alternative leader. 4.5 million people have NOT spoken. That means people are waiting for either presidential election or general election in 2020.

    The massive non-participation of eligible voters in the LG election tells the true story. Obviously, 4.5 million voters didn’t want to exchange ginger for chili. They didn’t vote Hora No. 1 or Hora No. 2 (Vayima or Bandumkara Hora) for the sake of voting. They have decided to wait until 2019/2020. They have clearly registered their objection to UNP/SLFP/JVP as well as JO/SLPP by boycotting the LG election. THEY ARE THE UNSPOKEN DISSENTING VOICE who have the power to change Sri Lanka’s political theatre and its lame actors. I am with them too.
