Why Not A Representative Police Service

I refer to the statement issued by SSP Mr. Ajith Rohana, calling into question the statement made by the Chief Minister of the NPC. Police spokesman Rohana has said that nowhere in the world were personnel recruited to police forces on the basis of ethnicity, language, caste or creed. True,  appointments are made on the basis of qualifications and suitability not on race or creed.

But in a plural society where there are several ethnic and religious groups there is a case for a representative bureaucracy and a representative police service. Yes, we need a competent police service where recruitment is based on merit rather than on ethnicity but the principle of competency must also be combined with the principle of representativeness. This is a sine qua non in a pluralist democracy.” In fact argues Van Riper (History of the United States Civil Service Review by Donald C.Rowat in Canadian Journal of Economics and Political Science XXV May 1959 pages 225-227) that the creation of a representative bureaucracy has been the main theme, historically in the development of the United States civil service.

For it to be responsible and representative to the people’s needs and desires, he argues that a bureaucracy must 1) consist of a reasonable cross section of the body politic in terms of occupation, class geography and the like 2) be generally in accord with the ethos and attitudes of the society of which it is a part.

So The Chief Minister is only echoing a need for a representative police.  How do we set up one? I happened to read an essay by the Retired I.G.P Dr Frank De Silva in the OPA magazine where he analyses the causes for the deterioration of the Sri Lankan Police force. It should be compulsory reading for all those interested in good administration. But I am referring to it only because he has pointed out that the single unified Police Force we have today was not there all the time. It came to existence only in 1865. He says from 1802 up to 1865 there were a number of police forces with separate police administrations.”

There are several ways of establishing a representative police service. A certain cadre of officers to serve only Tamil speaking areas could be recruited who are drawn from Tamil people only. It would promote national integration to make them part of the national police. But as per analysis by Dr Frank de Silva there is no hope for a proper national police service since the present structure of police administration violates certain fundamental principles of public administration called the principle of unity of command and power commensurate with responsibility. The independent Commissions should be there only to check on politicization of the service but they have split power and unity of command and unless the position during the Soulbury Constitution is restored as prior to 1972, there will be only the politicization of the police and when criminals are in politics it will mean the criminalization of the police.

    Most developed countries have programs to actively employ women and minorities as it would be representative of society.

      Ajith Rohana, like his name suggests is another stooge plum in the bosom of the regime. He knows no quality and his soul..well it has been enslaved for a few years in service of the regime. Police officers in the caliber of the late IGP Lucky Kodituwakku will probably be seen again due to the heavy politicization that opens doors wide open to undesirable rodents to creep in..as we now see in the caliber of army and tri-service officers. Wide doors means rodents in the ranks of officers, “oppisers”

      Ask the bugger to get out the country and see it in the UK, US, South Africa, france or some parts of Germany too to clear the facts.

    From the 50s onwards not only police force and other armed forces, all govt instituions have been recruiting Sinhalese much more than the Tamils in proportion to population ratio. Will the Statistics department release the figures for the last 60 yrs please?

      Rajapakshes spend millions unnecessarily. This is no secret. They get their public speeches written by hiring UK firms. They pay millions of dollars unnecessarily to Asia tribune just for COVER UP propaganda. They surely do lot more on these areas.

      If they have a love towards the nation, at least to some extent….
      Through diplomatic connections, MR admin should work on getting the police well trained through German OR Swiss POLICE dept. I dont think the Swiss or German would not deny this if the top leadership would make genuine efforts on this.

      At least first FEW batches should be gotten a first class training. German CDG or other institutions would not say no if Diplomatic lines would approach them accordingly. THIS IS THE GREATEST ASSITANCE THAT EU COUNTRIES OFFER TO BRUTALLY HIT CURRENT DAY LANKA. I also read somewhere,they the buggers would INTEND to appoint graduate qualified for the LOCAL POLICE which I think is a good thing.

      If Lanken police would work as the German or Swiss would do, there will have no space any kind of criminals (be them the minister or president offsprings) – regardless of the family background, perpetrators should be punished rigorously.

      Then only, we can even think of focusing to work on BECOMING WONDER OF ASIA.

        Police service of a state should work without being biased for anyone. Even if President would deviate the laws, media should have guts to criticise them LOUDLY as they can.

        Composition of police include all communities depending on the demography. I have seen head policeman wearing sheik headcovering somewhere in Birmingham. Authorities have respected it by appointing them. So why not muslim brothers in SL could do the same, if they would be appointed in muslim dominated areas.

        German, Singaporean, French, Dutch, UK and Swiss police services are the best I have noticed so far. Australian Police is also very smart.

        We must not underestimate the service of police if our goal is to develop the country. Any deviations made by police should be highly criticised and called them to disiplinary actions without delay. Salaries of policemen should be made double by reducing the numbers of ministers (instead of caring for labbogini purchase, abusive president could better think of moneies to be invested in such areas).

        Now with introduction of new express ways, there should also be a special unit in the loacl Police for traffic (traffic police) that must work unbiased to maintain the security and care of the users of the express ways. Last december travelling to SL, I myself felt, that vehicles with crystalators should have long been introduced to lankans, because gases produced by heavy vehicles covered the seethrough of drivers behind them. Consequence will be the vehicle accidents.

        German traffic police is the best I have ever seen on the world. High way network includes no speed limit zones unlike it is on FRENCH, SWISS, DUTCH and other european high ways, so the abusers that use faster tracks are the most create mortal accidents. But the great service of traffic police keep everything under control.
        Freaky russians nowadays keep coming to enjoy faster driving on German highways and get punished by traffic police, as never they would repeat the mistake. Higher the sum of fine, better it would be on high way driving.

    Although there is a formal process for these things isn’t there? Everything is possible with dialouge isn’t it really? Every country has a system – a process where by these issues are resolved. The platform is provided for this already I beleive.

    RMB talk as if he was born yesterday.

    There was a representative police service in Sri Lanka with many Tamil servicemen serving as IGPs, and senior officers.

    It was the separatists and their henchmen politicians who discouraged, threatened Tamils against joining the police force and killed Tamil policemen (inspector Bastiampillai comes to my mind).

    These new born babies including the NPC CM Wigneswaran act as if they know nothing of that history.

    The whole ‘ethnic issue’ is based on a big lie. No solutions can be found to a lie.

    Not true at all; the US has affirmative action programs that does require the police to hire minorities. Having all or mostly White officers policing predominantly Black or Hispanic neighborhoods has been one of the worst aspects of US history, because all to often the non White civilians were subjected to discrimination and police brutality, resulting in a very antagonistic relationship between the police and the people.

    The SL government does pick police on the basis of ethnicity, how else does one account for soo the Sinhalese dominated polic force in the North , when the vast majority of the public are Tamil.

    The policy matters are the responsibility of people’s representatives, not of the government officers like Ajith Rohana. The purpose of police service is to ensure safety of the people, ensure law and order are maintained according to the principles and make sure that their service is unbiased irrespective of religion, race,disability and gender. Majority of Northern people speak Tamil and therefore it is necessary that they must have the trust of the police force and able to communicate in their mother tongue. He is not appointed by the government to serve an individual Gotapaya, he should serve for the constitution and law of the country, not law of the jungle.

    After thirty years of bondage under their OWN kith and kin the Tamil population did not excel at education. The free-educated Tamils from the previous generations went abroad any which way they could for economic gain that could only be dreamed of in Sri Lanka. I am certain that when suitable candidates are available this deficiency, not of our making, will be corrected.

    Police force as it is today is a corrupt insititution and also an insitution that does what the government wants and not neccessarly up holding the law of the land

    The Police officers are like beggers in front of MP’s.. It is revolting to see Police officers posturing themselves like beggers in front of the MP’s

    The Police department represent the problem of Sri Lanka…

    It is better and there will be a more effective Police force if the police are serving from the same area as they are from. Maybe then they will learn to serve the public and hopefully less posturing & Corruption.

    We have to have a system of community policing, in addition to provincial and national policing. Each with a defined mandate and playing complementary roles. The cost of community policing should be borne by institutions like the Municipal Councils and other local government institutions. This will ensure better interactions between the people and the police. The police will also be accountable to the communities they serve. I have seen this system in operation in Canada over several years and was impressed by it.
