WikiLeaks: Menon Proposed That The US And India Coordinate Closely To Press The GSL

A Leaked “CONFIDENTIAL” US diplomatic cable, dated April 23, 2009, recounts the details of a meeting US officials in New Delhi, India has had with Indian Foreign Secretary Shiv Shankar Menon. The Colombo Telegraph found the related leaked cable from the WikiLeaks database.

Chargé d’Affaires Peter Burleigh met with Indian Foreign Secretary Shiv Shankar Menon April 23 for a discussion on the urgent humanitarian situation in Sri Lanka and its ramifications forIndia and wrote “Menon began the conversation by noting that External Affairs Minister Mukherjee had requested a telephone call to Secretary Clinton for later in the day. Mukherjee will expressIndia’s concerns over the situation in Sri Lanka and propose to the Secretary that the U.S. andIndia coordinate on an international response which would force the GSL to take appropriate political steps to bring stability to Sri Lanka and a return to normalcy in the Tamil regions. Menon said he hoped the outcome of the telephone call would be that the leadership on both sides would signal to the working level to coordinate and take action. Menon noted EAM Mukherjee’s actions the night before, where he had called a cabinet meeting to discussSri Lanka, with the cabinet deciding to make a new appeal to the GSL to pause military operations and provide relief to civilians trapped in the combat. Menon denied press rumors that Sri Lankan Presidential Advisor Basil Rajapaksa was visiting India, saying India had told Rajapaksa he would be welcomed but only if he had a significant new message.”

“Describing the Sri Lankan government as being “in its moment of victory,” Menon saidIndiadid not feel a sense of urgency by the GSL to start plans for reconstructing the north and allowing internally displaced persons (IDPs) to return to their lands or re-establish a “normal” existence. IDPs are currently being herded into camps, and Menon worried that without international presence on the ground, such as the United Nations and International Committee of the Red Cross (ICRC), the government would keep the IDPs effectively locked up. ‘That’s where the international community can help,’ Menon said, agreeing with the Charge that, if left unchecked, the GSL would be unlikely to rehabilitate the region.” Peter Burleigh further wrote.

      India’s ugly behaviour towards SL is not a revealation for people who know the world … This thuggish neighbour of SL is a curse …. Srilankans are still grappling with that killer amendment 13th and no relief in sight … Many of these robbers, rapists, power hungry, corrupt and unmoral characters entered into politics through the system created by 13th … 13th is a design by India to bankrupt (around 67 cents out of 100 cents go to these politicians) SL and to corrupt the whole political system in SL …
      With all these pathetic behavior of India towards SL, how come SL has so many Indian lovers?

    India’s history is shameful. When I first learned of Bush’s plan to share nuclear secrets with India I was furious-like at most things Bush did-, but grudgingly came to realize that we need India to help contain and unnerve the Beijing regime which is a top national security objective.

    But now we ARE pushing GOSL into the wicked embrace of that Evil Empire, I presume at India’s behest. I know the US was officially the sponsor of the shameful UNHCR resolution in March but it must be a quid pro quo with Delhi because my government cannot be that brainwashed by LTTE propaganda. They simply cannot be that gullible as we have CIA agents everywhere (including, no doubt, within the LTTE/Transnational Government of Tamil Ealam/TNA).

    History of Sinhala racist oppression and genocide were not taken seriously even when genocide was taking place. Shame on India, the US and the whole world.

    At least the UN should act seriously now, against the colonialism of Tamil Eelam, a criminal offence against the UN resolution of decolonisation of Colonies.

It is booming and very live and notice the freedom of people there … Do you think they are Eskimos …. I guess the people in there belongs to your mythical ‘genocidal’ community …. 99.9% of the people of this region ( almost one million) are your so called ‘genecidal’ community …

      Speaking about ” History of Sinhala racist oppression and genocide ” it is the LTTE which ethnically cleansed the Sinhalese and kicked 27,000 of them out of the North between 1971 and 1981, by killing and terrorizing. Then , in October 1990 LTTE kicked out 100,000 Muslims out of the North giving them 24 hours to move out. After those dastardly acts, a handful of Tamils ( mostly the diaspora ) and the racist minded TNA still believes that the North and the East are purified and are for the Tamils alone.

      Now the racist Tamil dispora’s biggest worry is about Sinhalese and Muslims returning to the North and the East. Tamils can freely live anywhere in Sri Lanka and they form 41 percent of the population of the capital Colombo and own 75 percent of the prime real estate of its suburb Wellawatte, and yet, keep out the Sinhalese and Muslims from the North who have every God given right to own and occupy real estate there, especially in Jaffna and live and work there and to be happy ever after like Tamils living happily in the South and the Hills.

      Now that we have been freed from the clutches of LTTE rightly called the world’s most ruthless terrorist organisation ( but now demised; and this is the pain people like Sanwan should get rid of from their system and embrace the ground realities)let us not start another fight. Let’s not kill each other with another 30-year war. Our Tamil brothers in the North and East better learn to live peacefully with the Sinhalese and Muslims as they do in the South and the hills of Sri Lanka .

      They better get used to seeing the business signs of Silva Bakery, Perera Grocery Stores and Sumana Kopi Kade in the heart of Jaffna, as much as we have got used to seeing and patronizing Selliah Thosai boutique, Rajaiah Pharmacy, Suppiah Sari Emporium and Nalliah Jewellers in the heart of the capital Colombo.

      Do not spread rascism and learn to live within the multi-cultural and multi-ethnic United Sri Lanka.

        I will continue to speak about Sinhala/Buddhist oppression and genocide against my people for the past 2,500 years.

        If anything my people are the real victims of genocide. Please don’t play the victim card.

        Your racist state kicked out nearly 350,000 up country Tamils whose forefathers and mothers built the estate economy back to India. If that was not ethnic cleansing then what is?

        My long term objective is to get rid of Tamils and Sinhalese from my ancestral island. You better get used to the idea of living with your Tamil cousins in Tamilnadu.

        It won’t be called Ethnic cleansing, it is about reclaiming what is rightfully ours.

    India is a snake in the grass. Untrustworthy of a neighbour. Indira Ghandi, Rajiv Ghandi and now Menon, all betrayed Sri Lanka while pretending to be friends. Sri Lanka should never trust India and be vigilant all the time. It may well arm the tamil terrorists again as they did in the past. They have a record in this type of behaviour in South Asia, namely in Bangladesh. CPRF (?) a paramilitary group set up by the Indian government is killing the Adivasi popultaion in Nagaland charging them of collboration with Maoist. There was a documentary on Al Jazeera TV today about that story. Have a look!

    Your people over 2,500 years continue to kill my people and grab our land. Charity begins at home. First you better address your people’s appalling track record on the treatment of my people then worry about my cousins in India.

    Left to their own devices they know how to survive.
