After reading Batalanda Ranil’s BS Economic Policy statement, I didn’t want to go through the same mental torture of reading Galleon’s schemes to rejig our Development work to look after their mates who were starved od Commission Cheques for 20 years.
And sell our national assets to pension fund of managers of the West.
Not a single construction job has been created since Yahapalanya kicked in.
In contrast, thousands of Dalits who earned a quid, at least shovelling dirt on our Highway to Kandy and New Harbpur city were deprived of the their meagre income and thrown on to the scrap heap.
Mahindodaya Vidyalas which would have given thousands of jobs to young graduates in Science and Maths have been shut out.
But the mates of Batalanda Ranil and this Treasurer from Bolemendhal are laughing all the way to the bank.
There is no need to elaborate as our CT has given enough info for several months now,for intelligent readers to digest.

“I didn’t want to go through the same mental torture of reading Galleon’s schemes to rejig our Development work to look after their mates who were starved od Commission Cheques for 20 years.”
Read below:
Chinese officials have busted the country’s largest-ever underground banking ring, involving transactions totaling $64 billion.
Some 100 suspects from eight gangs have been detained since police in eastern China launched the investigation last September, according to official state media.
The gangs were thought to be linked to a ringleader who allegedly operated multiple shell companies in Hong Kong engaged in money laundering and foreign exchange transactions.

In para 66 of the Budget Speech, Minister of Finance says:
“I strongly advocate the concept of Zero Budgeting in formulating the national budget”.
“Spending agencies will have to justify each and every item in their respective budget before requesting for allocations”
“This process will be strictly adhered to in SUBSEQUENT BUDGETS AS WELL”.
Suggestion is it was strictly adhered to in the 2016 Budget.
If such was the rectitude to principles, how come; Ministry of Defence increased the allocation by 20 billion to 306 billion for 2016, while Ministry of Health, Nutrition and Indigenous Medicine decreased the allocation by 8 billion to 174 billion for 2016?
How does Zero Budgeting differ from listless routine?
Did Defence argue so forcefully to succeed or Health fail so pitifully to be persuasive?
Defence in 2015 got 87 billion for OTHER ALLOWANCES against 62 billion for SALARIES.
Napoleon said “An army marches on its belly”.
Are we to take it that the “SL army marches on Other Allowances?”

Why have the punitive electricity Tarif rates not been revised? Why is the fuel surcharge yet in place? Arn’t the current cost of electricity for domestic use a burden on the people?
Has money been allocated for the ‘ Jaffna River Project’ and to bring the Mahaweli waters to the Vanni and the Jaffna peninsula?

This budget does not deal with each state enterprise/department.
I wish to know the capital & recurrent expenditure for defence, provincial councils etc.
Is it that these are purposefully not stated?

If those items are essential, even without a price increase can your Dalit inhabitants afford them?
Are you looking for state subsidy for all those luxury consumer items or be distributed free of charge? You should encourage MR and his crooks to include these pledges in his next election manifesto.
