A Dividing Society, A Divided Self

Not only is the government increasingly divided, I am too.

It was almost the end of 2016 and at the society wedding of the year attended by the incumbent President, the Prime Minister and two former Presidents (of wildly unequal popularity even in an elite setting), that a very senior retired civil servant posed the following question to me in the buffet queue: “Dayan, have you ever seen a government that was quite as stupid as this one?” My prompt answer was “nope”.

The inter-party, intra-regime contradictions proliferate over quite fundamental policy issues, cracks show in the coalition and the government fissures before our eyes. That said, I have a confession to make. As the Yahapalana enters its third year, I find I am a divided self. One part of me urges that the government stops the nonsense it is embarked upon and changes course– and that part of me publicly recommends viable alternatives. The other part of my divided self hopes the government will continue its nonsense and inevitably ignite the firestorm that will consume it and its supportive strata. These two sides of me are the Realist reformist vs. the Romantic (ex)revolutionary; the policy analyst vs. the political intellectual and ideologist.

The Realist in me is appalled at the anarchy that is manifesting itself in government and the reckless courses of action that it is pursuing. One the other hand the Romantic rebel recalls Chairman Mao’s delighted exclamation that “there is great disorder under heavens; the situation is excellent!”

Consider the Constitutional cock-up. The constituent parties of the misnamed Unity Government are unclear as to whether the objective is a new constitution or the modest reform and renovation of the existing one. The UNP insists that the executive presidency be abolished as allegedly promised while the official SLFP says that no such mandate was obtained and that the executive presidency should remain while devolution should be on the basis of the 13th amendment– thereby avoiding the requirement of a referendum.

That poses a problem within me. I am in agreement with the SLFP’s evolving position because I think it is the best for the country. JR Jayewardene rightly regarded the executive presidency as a sine qua non for economic takeoff and sustainable high growth in Sri Lanka. However the other side of me hopes that the UNP and its TNA partner will do something stupid and overreach – and be forced to go for a referendum which it is likely to lose, with uncontainable consequences to itself. The abolition of the executive Presidency would automatically mean a power shift to the PM and the Chief Ministers, to wit, Ranil Wickremesinghe and CV Wigneswaran. Would that pleasing prospect get a majority YES vote at a referendum? The rebel in me says, says “go ahead, make my day”.

What is quite crazy is that the UNP is openly critical of its coalition partner and its decision to retain the executive presidency while limiting the scope of devolution, even though it is precisely the SLFP’s moderate stance that will save the UNP by stopping short of the referendum requirement. And yet the UNP is openly exacerbating the contradiction within the government by trashing the SLFP’s pragmatic position and thereby undermining regime stability.

The SLFP’s Chandrika Bandaranaike Kumaratunga has also contradicted the moderate SLFP front-rankers on the issue of the executive presidency and the Presidential election of 2020 (actually December 2019).

The report of the Consultative Task Force (CTF) on Reconciliation is a new source of political friction and fissure. CBK has come out swinging in support while swinging her handbag at critics. The Reconciliation Task Force recommendations have been applauded also by the TNA and the Global Tamil Forum (GTF), which brings to light the new reality that the TNA is as much the local wing of the GTF/BTF as the old Communist parties were the local chapters of Moscow based Soviet communism. As Chief Minister Wigneswaran has recently stressed in Ontario, the project is “to coordinate the Tamil identity globally.”

The Reconciliation Task Force report has been praised by the UN High Commissioner for Human Rights, Human Rights Watch and Amnesty International, all of which have urged the implementation of its recommendation of hybrid Special Courts and a Special Prosecutor’s office.

Connect the dots: CBK- CTF-TNA-GTF-OHCHR-HRW-AI. The network is revealed, the agenda transparent. Proceeding along this network’s anti-national line is electorally suicidal. Therefore the official SLFP will either lose its vote base to the JO or resist and eventually get out from under, with or without President Sirisena.

On the Reconciliation Report too, my attitude is dualistic. One side of me will work with anyone including “the devil’s grandmother” as Trotsky once put it, to block its implementation. The other side of me is aware that such measures were never taken in most countries because they would blow up in the face of anyone who tried to target a victorious patriotic military and threaten the glory of the historic victory. That side of me hopes that the stupid exhortations of the liberal human rights and Tamil lobbies will be heeded by the government, which will then have to face the music.

An axiomatic fact of our existence is that Sri Lanka is a small island in the Indian Ocean, a mere 18 miles away from a historically hostile populace of 80 million. Our location makes everyone want a foothold in this place while our size means that we can’t afford to give them such a foothold. What we primarily lack is not capital (‘investment’) but sheer physical space.

That is what we cannot afford to give any outsider, for any significant period of time. We fought a war to restore our territorial integrity but now the ruling UNP elite is giving away our territorial space. It is about to give away large chunks for long periods as spheres of influence to outside powers, from all over this island creating a situation defined as “semi-colonialism” by Mao, in which a single external power does not dominate a country (“colonialism”) but several external powers are “granted concessions” i.e. ceded areas of a country, as was China’s situation as the 20th century dawned.

The UNP elite’s willingness to cede vast tracts of land to foreigners, grant more power over control of land to the Northern and Eastern provinces abutting Tamil Nadu, and the PM’s vision of “combining” and “integrating” Sri Lanka’s economy with that of Tamil Nadu and other South Indian states, when taken together, poses such a fundamental threat to the nation’s existence that it has sundered the very basis of the communitarian Social Contract on this island.

This existential threat must be defeated “by any means necessary” (Malcolm X), and that task presents itself to us with “the fierce urgency of now” (ML King).

Until now, however great the crisis, the leaders of this country’s Establishment were always too flexible and pragmatic, and the system itself far too much of a moving target with its competitive two-party dynamics and electoral safety valves, to permit a national liberation struggle fused with a people’s revolution. But with the arrogant, socially insensitive, dogmatic and quite out of date economic neoliberal Mr. Wickremesinghe at the helm, partnered by the no less rootless cosmopolitans Chandrika Bandaranaike Kumaratunga and Mangala Samaraweera, and the shutting out and locking up of the numerically significant Joint Opposition, the situation is so polarized, the policy agenda so delegitimized, the safety valves so tightly shut, that the fusion of a nationalist backlash and socioeconomic frustration could actually ignite a people’s national–democratic revolution.

Everybody except for those seated on top of it know that there is a volcano, can hear the rumblings, and are aware that it will erupt sooner rather than later.

      It was not overlooked the gravity of you and your divisions – even if the size of govt s divisions are still within their frames. Actually, if Dr Merkel too would not admit her govt is divided increasingly, nevertheless she has achieved most of what the govt pledged themsevles at time it was built.
      Likewise, in a country such as hours with almost the population of saboteurs are overflowing than that of supporters, things cant move the same way as is seen in GERMANY, but not having any other options left, you have to wait. Why I consider Germanys model here is their govt is too a grand coalition of higher smiliarities to that of current govt in SL.

        A well functioning democracy is a consultative process; it’s never going to look clean and clinical. If you want something that looks clean and clinical, go for a moustached dictatorship.

        In all its ham-fisted foolishness, a good consultative process – uncharacteristically open (for SL) – is going on in SL right now. That, my fellow countrymen is democracy!

        This is how a democracy functions; warts and all. Perhaps, not many Lankans have seen one before! So, get used to it.

        People who have rarely tasted freedom, subconsciously, always, look for jackboots to lick.

        Poor Dayan needs Rajapakse-clans’ firm hand to guide him in his dotage!

        Nostalgia for Gota’s white-vans, eh?

        In the absence of the Rajapakses, Lankans are condemned to be free. And freedom can be terrifying.

            Dayan is the Manuel (Fawlty Towers) of SL political commentary. Sure, he has read a few books and has a few quotations in his kit-bag. But, I don’t think, even he himself believes, what he writes. If he does, then it’s time for the “men in white” to haul him away. And for all the psychiatrists in the place wherever he is taken-to to abandon ship.

            No need to get excited. The truth is, Dayan cant sway one vote! I’m not kidding; that’s the worth of Dayan’s influence on the voter.

            Manuel didn’t last long; just enjoy the entertainment while it lasts.

            Who knows, one day – like Andrew Sachs – we’ll begin to miss Dayan. We, Lankans, should learn to appreciate our blessings.

            Very few, can dish-out such great comedy with an absolute straight face.

            I say, Dayan is a national treasure!

      NV, this man is hallozinated by all theories as nothing can help him further. As a sexagenarian, I never thought the man would repeat his verbal diahrrea the same manner as had been before. But current articles is an another not far different from the previous. I wish him sooner recovery- since if he would become normal only, we can ever expect Rajapakshe evil men to sense to some extent.

      Srilanka had always been a divided society especially along ethnic lines, and there is nothing new to crow about. I salute the Sinhala members of the task force on war crimes for the bold and impartial recommendation. It is people of this calibre that Srilanka needs and not racists like Dayan, to unite its divided society. Please remember that Sengalese troops are waiting to enter Gambia to oust the President who is refusing to vacate despite losing. Same is likely to happen in Srilanka if either Military or Mahinda/Gothabaya try to usurp power. A fair political solution is a must for reconciliation, which should empower Tamils to rule themselves their lands of historic habitation. That area abutting Tamil Nadu is not a good reason to deny Tamils their inherent right. If Sinhalese refuse to set things right, international intervention will become a certainty to restore justice.

        Sadly to my mind, DJ will remain forever, a man of unfulfilled promise, driven largely through his incurable tendency to dine with the wrong set – be they uncultured or not – all the time. He has lacked the independence to think independently, and be respected.

        In a pea-nutshell, he is a romantic who has sat on his compass and didn’t know it. As a consequence he followed a compass needle which showed up the wrong Pole all the time.

    I say Ranil Lied to Sri lankans. Mangala Paid back what he promised to Tamils in Singapore. CBK told that Sinhala domination Sri lanka should be destroyed. So, it is happening. Soon after the election win, Ranil planned the Central Bank Robbery. He is the instigator. HE took over the ministry of finance. He did that robbery twice. The second time, even when people objected to it. He is that arrogant, that shameless and ridiculing and humiliating voters. He simply did not care voters at all. I think, because of that, Ranil’s UNP is very rich. He is preparing to fight any comeback of Mahinda Rajapakse. Ranil keeps FCID underhim and made FCID uselss becuase he knows next time he would be caught for the grand theft of a central bank. They use their power to rob the country. So, no one goes to jail. Does that means sri lankan laws need to be changed confrnt these thieves?

      Last night on GERMAN TV, I happened to watch a programme, in which a panelist was under hypnosis. She was not aware of that she was hypnotised by a hynotist in the production. However, keeping her in the hypnotised condition, she was explained things how she would market her music. So she reacted as she was asked to so. After some times, the hypnotist too her back to normal state.
      Now to the context we have been discussing here – I believe DJ-themost known mythologist of the nation is hypnotised by MR vicious groups or some others for their devious agendas.
      So, for some he has been an analyst
      So for some he has been chamelian
      So for some has seen as a laughter figure.
      So is also GLP – the man was oxford educated. So was Malinda Seneviratne -he was harward graduate. All in all, no matter what university education these fellows have obtained, their stances have not been changed helping the masses of this country. This is very natural to developing nation folks

    Batalanda Ranil’s UNP Faction which now has GTF & BTF lead TNA as a major partner. in addition to the traditional Elite, Anglican and Vellala factions has a secret agenda.

    That is to destroy the Sinhala Buddhist influence in Srilankan Politics.

    Divide the nation in to Paddocks along Ethnic lines , so that the UNP Rule can be perpetuated in at least a few centres , mainly the ones which are affluent and Hip, along side the Tamil and Muslim Paddocks.which will be run by their own.

    That is the big picture.

    When CBK promised to abolish the Executive Presidency (ExP) in 94, RW opposed it, but now 20yrs on he’s in power thanks to MS, now he wants to abolish or does he really or just going through the motions until 2020, as he steadfastly rebuilds the country (nah…the UNP) cos he believes he can finally score the big goal for himself and his party.
    Implement 13A, and let the provinces govern and fund themselves, police and judiciary too, land to be managed via 33yr leases, the centre be responsible for sea/waterways, arterial roads, rail and air space, foreign and monetary policy.
    If we waste more time experimenting with changes nothing will happen and before long will be in turmoil again

    The reality of intra-state division is nothing new, however I have never seen it adressed in academia in the way that Dr. Dayan J. has adressed here. Thank you, sir for being so honest.

    Like many countries we are a divided land. In some place the solution to a divided self was a physical division of territory. I cannot recall successful divisions or secessions, unless you count Bangladesh and Pakistan. These still
    have their problems.

    The second best think to unity is peaceful division – not physical division that will result in violence but division where the peaceful expression of widely varying ideas from the nationalist to the cosmopolitan from convervative to liberal is taking place. To put it bluntly, as long as no-one suffers physical violence, that is OK.

    It’s up to each person to make the best of the situation within whatever political situation that we find ourselves in, and try to make a change.

    RW will easily win the Presidency; and therefore he is not that keen to change the system. Sirisena will be left stranded in an Amudey possibly in a third place if the MR faction puts forward Gota. RW will win. The so called come back rally on Jan 27th will be a big failure for MR. Look at all those surrounding him. Best bet for MR to sate his greed for power is to hitch with Sirisena and plot to become a PM but his ego is bigger than Donald Trump’s small hands.

    Prediction: Executive Presidency will remain. Sirisena has tasted power; and so has his gamaraala family. Cars, mansions, servants, liveried dinner service, silver serving plates, chefs etc mesmerizes all ordinary commoners.

    Is Dayan, as I mentioned in one of the earlier comment of mine, trying to climb the wall as he could see that Rajapakse gang is losing the fight with the Yahapalana Govt? Dayan wants to sit on the wall so that he could jump on to the winning side. He calls some SLFPers “Moderates who are opposed by Chandrika”. How can they be moderates? They all worked against President Sirisena and supported Rajapakse. Subsequently when President Sirisena won they all jumped ship. How can they be moderates? Dayan please do not tell us stories, write the truth.

    Dayan do you realize all the problems the Yahapalana Govt has is because of the Joint Opposition and Rajapakse not accepting defeat? Rajapakse is stirring the pot in order to protect his family from the noose of the law. If Rajapakse like all previous Presidents accepted defeat and waited until the next election to fight his battle, as any decent politician would do, then we will not have all the issues we have now. Why don’t you write about this truth?

      And the question has always been -why him to fall that deep compelling the commentators to disagree with him this much ?

      His idiosyncratic thoughts and provocations but in the same time supportive arguments to please and comeback of Rajapakshes WHO MORE LOOTED THAN TO HAVE DONE something for the folks.
