A group of 95 persons, mostly academics but including activists and other professionals, have petitioned for the withdrawal of the General Sir John Kotelawala National Defence University (KNDU) Bill which they claim ‘attempts to expand the existing Kotelawala Defence University in alarming ways”.

The Bill which was gazetted on April 6, 2018, would, they claim, ‘goes well beyond the original objectives of the institution which were to provide training to military personnel in military related disciplines,’ and moreover would allow for operations ‘outside the purview of the Universities Act of 1978 or the University Grants Commission’.
They argue, further, that it would set ‘the dangerous precedent of linking the military to the education of civilians.’
It would provide the Minister of Defence extraordinary powers to intervene on the pretext of “national security” and could potentially use military power to crush any form of dissent on national higher education policy, the petition argues.
Finally, they claim that it is ‘a blatant effort to facilitate the privatization of higher education through the use of the military’ and demand that the government completely withdrawsthe Bill through a gazette notice with immediate effect.

Petition to withdraw the KNDU Bill
The General Sir John Kotelawala National Defence University (KNDU) Bill which was gazetted on 6th April 2018 attempts to expand the existing Kotelawala Defence University in alarming ways.
First, this will mean that the KNDU can create new units, link itself with other educational institutions (private, state or foreign), levy fees and award degrees to all sectors of the public, in any academic discipline. This goes well beyond the original objectives of the institution which were to provide training to military personnel in military related disciplines. All of this will be done outside the purview of the Universities Act of 1978 or the University Grants Commission. Instead, these educational activities will be controlled by the Minister of Defence and the Board of Governors composed mostly of military personnel, thereby setting up a dangerous precedent of linking the military to the education of civilians.
Second, the Bill will enable the Minister of Defence to take “all such steps necessary” to control any situation that is seen to endanger national security or upset the smooth functioning of the University. Since the proposed bill allows for the expansion of the University extending its existing scope excessively in terms of geography as well as structure, it provides the Minister of Defence extraordinary powers to intervene on the pretext of ‘national security’ and could potentially use military power to crush any form of dissent on national higher education policy. Additionally, the Board of Governors will be compelled to act according to the dictates of the Minister of Defence, usually a portfolio held by the President.
The contents of the bill are a blatant effort to facilitate the privatization of higher education through the use of the military. The implications for the quality of higher education and foundations of university education such as academic freedom, autonomy, dissent, freedom of thought and conscience have been completely disregarded in this bill. Although the bill is presumably being presented as a response to the crisis faced by the medical students enrolled by SAITM, the provisions of the bill go over and beyond that remit in extremely dangerous ways.
We demand that the government completely withdraw the KNDU Bill through a gazette notice with immediate effect.
We also call upon the authorities to systematically and consultatively review and transform higher education structures, policies and regulations to meet changing societal needs. Ad hoc efforts at creating new higher education structures are creating unnecessary crises in the system. The changes that are required should uphold the values of higher education as well as the best traditions of the existing system, not least, the values and spirit of the philosophy of free education.

It was not a military training program. It was a leadership training program. That program could have helped to produce well disciplined graduates. Some who want to control university students for their political survival did not like that program. Lack of discipline in society is the biggest problem in Sri Lanka and in other countries in South Asia. That is one of the factors why South Asia is lagging behind while East Asian countries with better discipline in society are progressing.

Even foreign countries say, do not stop children going there for studies. We even give them scholar ship. Because students coming for studies in western universities and registered academic institutions is a way to earn income and select prospective citizens who are well educated and work for lower salaries and wages. Sri lankan students get medical degrees from Bangladesh, Nepal, CHINA like countries too. I heard shan wickramasinghe had his broadcast engineering degree from Jamaica,a little island. IT is well known that sri lankan students leaving and countries money are going overseas because of that. So, SAITM like institutions are needed. Even in the case of SAITM there are other degrees offered by the same company. what the govt has to do it to make reasonably profitable. Even the western universities, even though givt subsided, they have money earning projects and even foreign investments. Over regulation kills inovation and entrepreneurship. Military schools cannot be allowed to teach medicine.
It does not happen anywhere.
If this is allowed, they will ask to be allowed to teach Veterinary Science, Law, Agriculture, etc.
All these proposed irregularities are only because a few SAITM students are related to politicians and doctors.

The GMOA should be out Lawed and banned for good for obstructing the progress of the people. All the greedy vultures controlling it, should be put behind bars. The civil society should raise up against these blood thirty and greedy GMOA vultures for they brought down this the noble profession to the gutters. Owing to GMOA blood sucking vultures, the common man consider the doctors even below the ranks of the pathalayas. The good doctors should feel the pulse of the people, and raise up against the thuggery of these GMOA vultures. They extract money to teach ‘foreigns’ and fail 85% while all state are pushed out of medical schools 100% to make room for yearly intake. These vultures want money from SAITM to oppose judicial decisions to somehow delay SAITM with jealousy, wickedness and inner hatred. Guess how they heal with compassion. Apart from SAITM, GMOA terrorists fail and chase 85% foreign qualified out of SL causing severe shortage for citizen’s needs. This is a sick nation chronic disease increasing.

for a long time higher education was provided by ecclesiastical authorities(monastries, pirivenas, madams, athinams in the hindu context). after modernization came in it was under secular control (state, private sector, trusts etc). there is nothing in the history to say army played a role in this sector. in this context, i would say the yahapalanaya govt. is trying to contribute towards innovating higher education by making the army to play a role. army can be responsible for training army (sandhurst etc). west has something to learn from SL as a result of this bill. over to you trump and putin.

The KDU amendment bill to absorb all SAITM to KDU was presented in Parliament on June 8th to do justice to the govt. accountable UGC admitted SAITM students some of who have MBBS judicially approved for internship training. This is not the new KNDU bill prepared with wide defence powers, which these nameless are protesting about and which has not been introduced. The current KDU amendment is about giving justice to SAITM which was being destroyed by GMOA/SLMC combo. The GMOA went to the extent of offering an illegal, fake, unacceptable failed twin Nizhny degree with inability to practice in SL, offered on its website to grab some SAITM for bribes. The Criminal Investigation Department (CID) yesterday arrested Dr. Senaratne for allegedly staged the shooting together with a Pradeshiya Saba member……….”.
