Austin To Be Replaced By Another Fernando As President’s Secretary

Austin Fernando‘s short stint as the Secretary to the President Maithripala Sirisena is set to end soon with high-ranking Sirisena aides actively looking for a replacement, Colombo Telegraph learns.

The likely candidate is current chairman of People’s Bank, Hemasiri Fernando one time Secretary to Sirimavo Bandaranaike who also held chairmanships at Sri Lanka Telecom and Airport and Aviation Authority.

Colombo Telegraph reliably learns that Fernando has been approached by senior Presidential Aide Shiral Lakthilaka regarding this appointment.

Austin Fernando, who is currently in Austria on a special assignment on behalf of President Sirisena, when contacted said that he is unaware of such a move.

It is unknown whether relations between the President and the Secretary have soured, but observers point out that that the ban on the website lankaenews was imposed during a previous visit to Austria by Austin Fernando who is also the Chairman, Telecommunications Regulatory Commission (TRC).

Coincidentally, the move to block the television station TNL after it aired a programme criticising Sirisena also happened when Austin Fernando was in Austria.

According to sources close to President Sirisena, Austin has already tendered his resignation.

Sirisena appointed Fernando as a presidential adviser on 15 January of2015. He was thereafter appointed Governor of the Eastern Province on the 27th of January 2015. He resigned in order to become Secretary to the President of Sri Lanka on the 1st of July 2017.

When contacted Lakthilaka said, “Hemasiri wanted the post of defence secretary and he is not interested in the post of the Secretary to the President.” He also confirmed that there is no issue between the President and Austin. “Austin is still the Secretary to President,”he said. Lakthilaka also said “call the ‘lokka’ (the President) for further clarification”. Colombo Telegraph then pointed out that neither Sirisena nor his media staff responded to our queries.

Hemasiri was not available for comment.

        How about Ranil? When he went before the PCoI, AG blocked anyone from questioning him. PCoI was intimidated that is why they had to send all the questions in advance.

    About Austin Fernando, when there was talk last year that Austin Fernando was tipped to be President’s Secretary, I wrote to President (via CT) not to appoint him as his “belly is white.”
    I am not surprised if Austin has followed orders from someone else to put the President in trouble.
    President has trust issues. That is where the problem is.

        Of course NOT. MR’s former Secretary was one of his closest people who put him in trouble. Many raised eye brows when the slave government re-appointed his wife to Insurance Board in 2015. Even in the infamous Rs. 600 million Sil Redi Case, he put the blame on MR when in actual terms it was him who violated government Financial Regulations and Election Laws. MR was too soft on people who were close to him because he placed lot of trust in them. They all blocked him from getting first hand information. Ultimately it was his closest people who betrayed him including civil servants. If MR called for election two years early based on astrology, that means the astrologer was manipulated by interested parties to mislead MR. If he called for early elections based on Secretary/Finance’s advice, then the interested parties should have manipulated him to mislead MR as there was no truth in the notion that his government would have collapsed if stayed or there would have been sanctions. All these are lies.

    In my opinion this mentally cracked President Sorrysena has to be replaced by another capable one (not the Rajapaksha’s) instead of replacing Secretary. Whoever who comes to that place has to chase this curse (Shiral Laktilaka) out from the President’s office.

    Austin Fernando has been known as a hardworking, efficient and courteous civil servant by all of us who were his senior colleagues. Never arrogant, he has always been helpful. I don’t think we should bring his reputation to any scrutiny.

      Oh yeah Shyamon, Austin was very “hardworking” towards the success of CFA which was drafted by Anton Balasingham and approved by Ranil without any amendments. And Yeah, Austin was so “courteous” to visit LTTE terrorist Pulidevan when he was treated at Apollo hospital with an apple bag and he was the coward who said “Shhhhhhhh, don’t make LTTE angry, they will attack us.”

      Ranil wanted to continue the war in support of LTTE for another 40-50 years through CFA and Austin fully supported it. Then he wrote the book “My Belly is White.” In 2008, Ranil wanted the Parliament to monitor military warfare. It was the same view of Austin Fernando. Ranil’s aim again was to drag the war in support of LTTE. He told the Parliament in 2008 that the Army should not resort to killing LTTE terrorists although they kill civilians. If there was no Executive Presidency, Sri Lanka would never be able to eliminate LTTE.

      Given all the signs emerging from North for a possible resurrection of LTTE’s political wing and Ranil’s intention to appoint the (Executive) President from the Parliament via his lapdog’s 20A, and considering his initial suggestion in 2008 to control military warfare through the Parliament, I strongly believe that the entire country should be on alert mode and protest against 20A, IN ONE VOICE.

Even if a PM is selcted from his own party, he would start back stabbing after a few years. Ranil knew he could never win as a president.       Thanks for letting us know there are exceptions to norms in SLAS.
      However, I still believe back boneless SLAS is the main reason for the rapid destruction of the state, disharmony among people, dishonesty among various organs of the state not to mention blatant racism in its recruitment and promotion policies and how ordinary people are being treated.

      Speaking to many members of SLAS over a period of time what I noticed is they wear arrogance on their sleeves, racism in their heart, ….. displaying a sense of running a huge Sinhala/Buddhist empire, ……………never accepting their mistakes, .. never seem to give wise counselling to their political masters, ………….. it appear they collude with them to cover up every crime and/or benefit from them.

      In an nutshell they are not fit for the purpose.

      Could you name one SLAS officer resigning from his job on a matter of principle.

        I can name one :Austin Fernando. He resigned prematurely from Public Service in mid nineties because he did not want to be a part to a corrupt deal carried out by his Minister Amarasiri Dodangoda with the full endorsement of CBK. When CBK asked him to do or leave he LEFT. You know so little of the history of Public Service in Sri Lanka. There are so many others who have told the corrupt politicians to shove it. Austin Fernando comes to light because of the controversial nature of the work he is fated to do. But there are so many honest upright men and women who serve the SLAS. Please grow up without childishly generalizing. Thank you.

          I agree I know little of the history of Public Service in Sri Lanka. Even the the little knowledge and opinion I have of them does make me feel proud of the service. However had those public servants put their foot down and told their political masters to get lost in every step of their career they would not have lasted more than 10 years in the service. The country would not have hit the bottom.

          By the way has the service ever publicly owned up those cock-ups fatal or otherwise they have had individually or collectively made or responsible for in the past 70 odd years?

          If there have been many honest upright men and women whom you think served the SLAS, then why the country is in such a mess?

          Remember SLAS is part of the permanent state, politicians come and go, the functionaries are supposed to be the guardian of state resources and have fiduciary duty to protect cash and property of the state.

          Are you telling us despite their honesty the politicians have been looting the treasury, bleeding the country of its resources, ………..

          One example Champika was the minister in charge of the project Lakvijaya Power Station from A to Z. Why the project was over priced, does not work, since commissioning the power station it has cost millions in repairs and find it unable to get it up and running to its full capacity? Who was responsible for the Administrative mess at Champika’s ministry?

          SLAS is manned by people who shouldn’t be there in the first place, incapable, inefficient, uninformed, crooked, arrogant, ……………………. self-centred, self-serving, ………….

    I am aware that he has an unblemished record in service. He is not the yes Sir, Very Well Sir types who now adorn the Public Service.
    He must have been awfully uncomfortable WITH the onetime GSN!
    I have posted somewhere else on CT that AF will release another book. I would suggest that the title be My Belly is full of Hoppers!

      Crap. Austin Fernando was Ranil’s right hand!!!! He was one of the strongest supporters of Ranil’s CFA. All his work is manipulated by Ranil.
      I wrote to President last year, not to appoint Austin as he will put the President in trouble. But after appointing him, at a meeting, President said that President’s Secretary only follows President’s advice (so there is no need to worry.)
      Look at the Bond Report. When there was pressure from every quarter to publish the concealed part of the Report, Austin said that he sent it to Archives!!!!! In whose favour? In Ranil’s favour. He wanted to save Ranil+UNPgang. Otherwise who will send Sri Lanka’s most important document (next to Constitution) to Archives? People have a right to see the document through the Parliament as nearly 2/3 of Parliamentarians are involved in the Central Bank Bond related bribery directly/indirectly.

      President’s office is full of Ranil’s people. But Ranil couldn’t penetrate President’s closest circle until Austin’s appointment. Last year there was some drama involving President’s former Secretary Abeykoon involving GMOA forcing President to sack him. Then suddenly for no reason Austin resigned from the Governor post and the following day Ranil proposed his name as the President’s Secretary. It was well planned. But President fell into the trap. I am not telling this now. I wrote all these to the President last year through CT. I told him to not fall into Ranil’s trap.

      President should sack Austin at least now. And he should sack Srilal Lakthilaka too, as he is also acting against the best interests of the President.

      As voters have no way to officially identify corrupt Parliamentarians who accepted Bond bribes, the best option is to send the entire Parliament+Ranil home at the next general election, except JO.

        There isn’t much flaw in your logic.
        If Weerakutty is seen as hero by you, you are right in seeing Austin as traitor. After that you all are judging the people and advising the mass how to behave or whom to vote. Then, what the country can do other than slipping down the hill?
        Austin must understand something. There isn’t anything good in Yahapalanaya for him to do in a different way. All what he can do is some good for him. Instead of getting caught in scandalous dealing, he can resign the post when the air is clean. Then he cannot be tainted as he resigned for that or this. It has to be his resignation; it should not be the term end or his boss let him go. If the wind is too polluted, he can wait a month to this scandal subside & then he can resign.
        He should not mind about the talk of chaff people like you, but he should mind about the talk of the people of his class. That is how he can preserve his hard earned, life time name.

    So Sirisena has blocked ITN after they critized the President.. what false talk he gave about media freedom and how after Sirasa continuously unfairly critized the PM he defended them when somepeople protested in front of their station,,,Sirisena looks a real double tounged liar and wants to cling to his position by hook or by crook and showing he is the nice innocent guy critizing others ,,whereas most underhand things are eminating from his office.

    In the 70s Hemasiri Fernando married Fonseka the jewellary merchant of Mudalige Mawatha’s daughter. From there onwards he rose and rose. Was born to a poverty stricken family in Wanathamulle, Borella.

    Is he an efficient man? – I don’t know.

    The fact that he held high positions under Chandrika and Mahinda Raja are signs he may not be honest and straightforward. Obvioulsy must be a very good, grade 1 deal maker to start work as MY3’s secretary.

They will be able to personally contribute to shaping the strategic directions, policies and programs of the President’s Office. They will have demonstrable experience in dealing with complex issues, and the intellect and judgement to develop appropriate solutions. They will be effective communicators who can build organisational capacity with a culture of achievement and improvement. They will be strong relationship builders, who exemplify professionalism and integrity in personal behaviour. Relevant criteria of academic/educational qualifications and professional experience are essential.
    One cannot say that I am having professional experience but not academic/educational qualifications

    An another issue is selection of a suitable person to avoid the saying “Whereever the person goes there is a mess”

    Austin was a well known pro-LTTE man. HE was the one who said do not make LTTE angry they may attack us. HE was a Avid supporter of RANIL’s CFA. I think austin Fernando is getting ready for the next PREsident’s Secretary appoint under Ranil, I suppose.

      Despite what some have said here in defence of Austin it is no surprise and takes little imagination to discover that everyone to a man who tried to defend Austin spoke from the UNP/LTTE political quarter! Austin is a well known supporter of the LTTE for reasons I am not aware of, but allegedly monetary ones. He is said to have made some outrageous decisions asGov of Eastern Province. All that aside however, his role in trying cover up corruption associated with the bond scam is obvious. Why would he have sent the report to the archives where it will remain inaccessible for 30 years. How much was he paid by Aloysius gang to do this?
