Activities Of Monks In The Guise Of Protecting Buddhism

It is undisputed that the prime duty and responsibility of the Buddhist monk is to strive for the protection, promotion and enhancement of Buddhism or Buddhist dispensation (Buddha-Sasana). In this respect activism among Buddhist monks is inevitable for the reason that the Buddha established the Order of monks with the vision of the promoting Buddhism. Only if monks follow the code of conduct (Vinaya) and give instruction to the people with regard to the practice of the path leading to the cessation of suffering (the Dhamma) they would be implementing the mission of the Buddha for an ideal society.

The exemplary conduct of life by the Sanga is a must for the promotion of Buddhism.This is quite evident form the objectives of the Order which are, “for the confidence of those who do not have confidence (appasannānam pasādāya) and for the increase of the confidence of those who have already confidence (pasannānam vā bhiyyobhāvāya). Jotiya Dhirasekara observes: “… the Buddha was always concerned with the esteem in which the public held his monastic organization. Such a consideration was vital for its existence and prosperity. The first remarks which he made to his erring disciples as he criticized their conduct always pertain to this”. In such occasions the Buddha criticized one who is the miscreant by saying “Oh! Foolish man, this does not lead to the confidence of those who do not have confidence and to increase the confidence of those who have already confidence.”

I made this remark in order to examine whether the activities of the Buddhist organizations headed by monks, that are uprising suddenly today in Sri Lanka lead to the proper fostering and the promotion of Buddha-Sasana. It seems evident that organizations with different names such as Bala Sena, Balaya, Ravaya and so on which claim that they are dedicated to protect and promote Buddhism engage in strange activities which we have so far not experienced in the history of Buddhism. On the contrary, such behavior is severely detrimental to the peace and well -being of the people in the country. The members of such organizations openly exhibit in their bodily and verbal actions a behavior similar to that of illiterate drunken people. There is no doubt that these unruly undisciplined and disgraceful behaviors of monks not only damage the image of Buddhism in Sri Lanka but also compel the Buddhist followers to feel ashamed for being Buddhists. The most dangerous repercussion of such behaviors of the monks will be that the new comers to the Order may be compelled to think that this is the proper way of the protecting Buddhism; no longer will they follow their predecessors. Ultimately it leads to an undermining of confidence in Buddhism. There is nothing to talk about the confidence of those who do not have the confidence.

What is interesting to mention here is that they claim that they are taking action for the protection of Buddha-Sasana. It seems that there are some lay followers rallying around those organizations who are misled into thinking that they are supporting Buddhism. On the other hand, they are only accruing demerit by harming the image of Buddhism and Buddhist way of life. Therefore, it is worthwhile to disclose what is meant by Buddha Sasana and the exact way of prospering and protecting it.

Today, the term Buddha-Sasana appears to be used in wrong identification with the nation of Sinhala. This is a result of certain attempts made by the politicians driven by selfish motivation. Therefore, the term ‘Hela Urumaya’ (heritage of the Sinhalese) is taken to be ‘Bodu Urumaya’ (heritage of the Buddhist) and vice versa. Moreover, the activities which have the connection with the nation are misrepresented as that of what is connected to Buddhism. It is really a gross misunderstanding of the Buddha-Sasana that leads to dangerous harm to true Buddhism and Buddhists. It is true that Buddhism in ancient Sri Lanka had the great impact on the life of the people so as to people led the Buddhist way of life. But, when we think of what is really happening in the present, one has to cry over the fate of Buddhism today in Sri Lanka.

What is meant by the real Buddha-Sasana can be understood easily when we pay our attention to the Buddha’s own definition of Buddha-Sasana. It read as follows:

Sabbapāpassaakaranam – kusalassaupasampadā

Sacittapariyodapanam – etambuddhānasāsanam

(Not to do all the evils, to cultivate wholesome and to purify one’s own mind. This is the Sāsana of the Buddhā-s.).

Thus the exact meaning of the term ‘Sasana’ is ‘the message.’ When we summarize the teachings presented by the Buddha during forty five years of his mission we find nothing other than the above mentioned message of the Buddha. This message of the Buddha when it is elaborated is reflected in Noble Eight- fold Path; and also with the Brahmacariya. The Buddha has pointed out even the way how his Sasana can be established, flourished and prospered. According to Pāsādika and Parinibbāna suttas of Dighanikaya, establishment, the flourishing and prosperity of the Sasana depend on the achievements of the four assemblies of the Buddha eg. Bhikkhu, Bhikkhuni, Upāsaka and Upāsikā. If we respect the Buddha as our religious master it is our duty to protect his Sasana in the way that the Buddha has promulgated. Any activity going against the way pointed out by the Buddha, would only serve to damage the Sasana.

The nature of the monk who is bound primarily to protect and preserve the Sasana is also pointed out by the Buddha in the Dhammapada as follows:

Na hi pabbajitoparupaghatisamanohotiparamvihethayanto

(A monk does not hurt another and one who harasses another is not a monk.)

Another meaning attached to Sasana refers to the Order which consists of the members who lead the life in accordance with the message of the Buddha. That is why the term ‘Bhikkhu-Sāsana’ came into existence. Here the Order is identified with Sasana emphasizing only the causal relation. This type of usage is known as Abhedopacāra (the identity of the something is affirmed by ignoring the difference and emphasizing only the causal relation). However, even in this sense it can be a Bhikkhu Sasana so long as it represents the message of the Buddha (Buddha-sāsana); other vice, it cannot be a Bhikkhu-Sāsana.

There is no doubt that taking action for the protection and promotion of the Buddha-Sāsana is a duty of the monks. That is what the Buddha expected of his disciples. If the message of the Buddha is to follow the right disciplines of Sila, Samādhi and Paññā then the duty of the disciples in the protection and promotion of Sasana is nothing other than to establish oneself in the discipline and persuade others to be so. But when we look at the present activities of the monks in Sri Lanka undertaken in the guise of protecting the Buddha-Sāsana, it is quite evident that those activities are directed for the purposes other than the protection of Buddha-Sāsana. Today, in Sri Lanka almost all the immoral activities such as killing, stealing, robbing, cheating, abusing, violence, bribing,  and so on are developing in unprecedented speed than ever before in every stratum of the society. What is surprising in this regard is that the authorities either political or religious who are assigned to protest against and to impede those immoral activities are silent as if nothing happens. Leaders who called for a‘Dharma-Rājyaya’ seem to be quite content as if they have accomplished their mission. The peace and wellbeing of the people are the most necessary conditions for the development either of a society or a religion. If these conditions are neglected no development can be expected. Further, these conditions are mainly based on the moral purity of the members of the society. It is the primary duty of the rulers to take action against injustice. According to the Buddhist social philosophy, one of the foremost duties of the rulers is to take the measure to stop all the unlawful and criminal activities of the country. If the rulers do not pay the attention to prevent such injustices, it is the duty of the religious dignitaries to take action to draw their attention to keep up justice in the country. That is the lesson given in the Cakkavatti-Sihanāda-sutta. According to that discourse, the advice given to king by the royal advisor is: “Make sure that there is no any injustice in your kingdom (Mā ca te tāta vijite adhammakāro pavattittha).

When our monks who are assigned to protect the Buddha-Sasana behave in  an unruly and boisterous way without any objection from the authorities of the Sasana, then peace loving people of the country might face  a predicament expressed in the proverb: “welat niyarat goyam kānam kāta kiyamuda me amāruwa”.

It seems to be a regular occurrence that miscreants in different forms are emerging rapidly from the Bhikkhu-sāsana in present Sri Lanka seriously damaging both Buddha-Sāsana and the Bhikkhu-Sāsana. We get daily reports from the mass media about Buddhist monks getting involved in such activities like killing people, abusing children and women, robbing, digging ancient treasures (nidhāna) etc. While doing all these things they pretend that they are proper monks and participate in the formal activities of the monks (vinaya-kamma). According to vinaya, formal activities of the monks such as higher ordination with the participation of such miscreant monks become null and void. Monks who engaged in such formal activities become blamable. The adverse outcome of improperly conducted higher ordination ceremonies is that an undeserving monk enters the Order. Such a monk is merely a robber who has taken the symbol of a proper monk (lingatthenaka); one who is disguised as a monk (samana-patirupaka).

When these weird things happen in the Bhikkhu-sāsana, one can think that the organization of monks is so bankrupt without any power or capacity to correct itself. In reality such thinking is wrong, because the Buddha has established the monks Order investing it with full authority to maintain itself in the proper way so that it can prevail for a long time for the benefit of mankind. The Buddha not only promulgated disciplinary rules but also made provision for prosecution against the violation of the rules. Disciplinary action against the offenders has been primarily authorized through the Pātimokkha which was formulated to regulate the life of the monks.

In addition, the Buddha has recognized four different types of cases coming under four headings referred to as Adhikarana which necessitate the legal proceedings. They deal with the matters arising from the offences relating to the transgression of vinaya rules (āpattādhikarana), disputes among the members regarding Dhamma and vinaya (vivādādhikarana), accusations against the fellow members (anuvādādhikarana) and improper procedure in all formal acts (kiccādhikarana). In these cases legal proceeding can be undertaken by the authorized committee appointed by the community of monks. The methods which prescribe the way to solve  disciplinary issues that  arise are also given by the Buddha in the  Adhikarana-samtha.

Furthermore, we can find in the vinaya five types of disciplinary action with  the authority to impose punishments recommended for certain short coming and reprehensible features in the behavior of the members of the Order. According to the degree of severity of those shortcomings, the following actions can be taken against miscreant monks: act of Censure, act of Subordination, act of Banishment, act of Reconciliation and act of Suspension. Authority to deal with all these disciplinary actions has been given to the monks through Vinaya institution. Therefore, the Order of the monks has the power and authority to maintain it as a well established and well disciplined religious organization. What is unfortunate in this regard is the apathy of responsible monks in the present Bhikkhu order of Sri Lanka to regulate the activities of the members of their Order.

Here is no requirement for a congregation of all the monks to take disciplinary action. And there is no need to wait until the decision comes from the prelate of the relevant Nikaya. Monks are given permission by the vinaya constitution to hold the formal acts on the provincial basis.

Therefore, monks who earnestly feel the necessity for the purification of the Sasana would have to take the prescribed punitive steps under their specific jurisdictions without waiting unrealistically for an overall or macro purification of the Sasana that would be hard to come by.

      Well stated. They do not follow the Tipitaka. Are the Monks the Third Gem of the Triple Gem? The Mara monks and their Mara followers re following the Mara Philosophy, which Buddha warned against.

      This reminds me of the Wahhabis,the Al Quedas, the Deobandis and Talibans, who have their own interpretation of Islam, and are persecuting the Sufis and other sects, courtesy of Saudi Petro Dollars.

      The politicians are going along with it, because it is to their advantage.

    This article is a little too late.

    It should have been written and published when the Jathika Hela Urumaya – a buddhist monks’ party was formed.

    The Lord Buddha never approved of monks becoming politicians.
    He only wanted them to take the Vows of Poverty and Celibacy,and propagate his teachings to mankind.

    He also did not request that his body be divided into hundreds of pieces,and that each of these be worshipped.

    Sound analysis that brings out the availability of Vinaya measures to control Bhikkhus that go violent. Hope this reaches the religious hierarchy.
    The problem is that the Buddhist Bhikkus in this case have the blessings of government as implied by the government’s and President’s silence over all their violent tactics. The law has not been clamped down on them. There is a hidden hand

    Buddhism, like Hinduism, claims Rebirth. The Jataka Stories are full of that. Does the Jataka Stories go way back to the primates as well? To the fusion of Chromosome 2?

    The Biggest Error in the Quran and the Bible is that they deny We come from Monkeys!. Does Buddhism say something about that? There is no proof for Rebirth.

    However, the biological evidence shows that in fact humans come from Monkeys, even though we have 46 Chromosomes, compared to the 48 for the monkeys, because chromosome was formed by the fusion of two chromosomes.

    At last one sane and sensible voice from a Sinhala Buddhist scholar
    against the upheaval in the Sangha now in the hands of an unruly few. Whatever happened to the Compassion and Tranquility – bedrocks of that great Code of Conduct by one of India’s greatest sons -whose teachings the majority of Lankan Buddhists have taken “to preserve them in their pristine purity”

    It is just as well, give the nature of matters in the country today, Prof. Abhayawansa makes these critical comments from the safety of far-away Thailand. Matters “detrimental to the peace and well-being of the people in the country” have been in evidence. These have sadly characterised the face of the country from the mid-1950s. It is revolting Buddhist “religious authorities are silent as if nothing happens” It has since reached alarming proportions. Sir, forget the “foremost duty of rulers is to stop all unlawful or criminal activities in the land” because violent criminals are going about their business with impunity and appear to have received Licences from the rulers not only to indulge in serious crimes but there is wide suspicion the spoils of such crime is being shared with those perched high in ruling cricles. Sadly your due observation “it is the duty of religious dignitaries to draw attention” to the compliance of cakkavatti sihanada sutta” is being followed in the breach by the Nikaya heads.

    It is now more the question of who is going to bell the cat. One hopes the alarm bells you ring will be taken up by others who matter and that there will be a national debate of this problem that is at the core of all our other socio-political crises for some decades.

    What a topsy-turvy world! Laymen such as Professor K.A. have been forced to lecture on what is Buddhism to the Buddhist priests of Sri Lanka today.Buddhism is being destroyed by Buddhist priests themselves in Sri Lanka.The Lord Buddha foresaw this. He said that towards the tail end of his Sasana there will be priests who wear only a yellow string round their hands instead of yellow robes while doing everything laymen do which means they will have wives, children, and property. Hasn’t that process begun in Sri Lanka? Isn’t the BBS accelerating the deterioration of the Buddha Sasana in Sri Lanka?

    Thank you for educating the public on the real position of Buddha’s teachings on this subject which has caused great problems and vexation to non-buddhist.

    We often wonder why the Buddhist clergy is silent on the activities of some and no action is taken. A person once said that no priest will go against another priest. So we cannot expect any relief from the clergy as they tend to remain silent.

    Prof. K starts off his essay as declaring that “It is undisputed that the prime duty and responsibility of the Buddhist monk is to strive for the protection, promotion and enhancement of Buddhism or Buddhist dispensation (Buddha-Sasana).
    The question that then needs to be asked is, Why does the SL Constitution authorize this same responsibility to the state (Chapter 2) ?
    With such a framework in place, it is inevitable the ‘The Buddhist Monk’, whoever they are, justifiably take upon themselves the burden of state affairs, such as law making, judiciary and administration of Law, policing and Defense of the Nation.
    So, Prof. K is somewhat irresponsible when he blames, what he calls “these miscreant monks.”

      Dear Rationalist,
      Identification of the duty and responsibility of the monks (really not only the monks but also all the four kinds of disciples of the Buddha) for the protection of Buddha sasana with that of the State is wrong. Two sections are bound to protect Buddha sasana in two different ways. Duty of the disciples of the Buddha is to adhere to the teachings of the Buddha and cause others to do so. But the Constitution of Sri Lanka has invested a responsibility upon the state to protect and promote the sasana in the way that the state should take action to prevent all kinds of threats to sasana coming from inside or outside against the sasana and to provide facilities to the Bhikkhu sasana for its wellbeing. The monks are not empowered to punish the people or institutions that are going against the sasana or those who engage in illegal, immoral or injustice activities. It is the duty of the state.

        What you are suggesting is that the, duty and responsibilities of the:
        1) Monks are to follow and compel others to follow the teachings of the Buddha (“….adhere to the teachings of the Buddha and cause others to do so”).
        2) State is to stop any counter ideas/behavior to that of the Buddha’s (“…. the state should take action to prevent all kinds of threats to sasana coming from inside or outside against the sasana….”) and to provide Pajero’s and air conditioned living quarters to the Monks at tax payers expense (“…and to provide facilities to the Bhikkhu sasana for its wellbeing.”)
        3) If any person or institution acts counter to the ideas/behavior of the Buddha’s, then the state should punish them (“The monks are not empowered to punish the people or institutions that are going against the sasana or those who engage in illegal, immoral or injustice activities. It is the duty of the state.”)
        What you are promoting is exactly the philosophy of the Taliban or ‘Mullahs’, and completely counter to Democratic values.
        Why don’t you wake up and admit that: There should be no place for promoting or protecting Religion in a modern Democracy.

    May be it is time that we disbanded the orders of monks, and entrusted the dissemination of Buddha’s teaching to laymen of the calibre of Prof. Kapila Abhayawansa. Buddhist monks are fast becoming irrelevant due to their lack of example and have already lost the respect of many. Buddhism does not need these monks. In fact Buddhism is purer without monks.

      Monks were needed 2,500 years ago a they were true Monks, who followed the Tiptaka, and earned the third Gem of the triple Gem.     I am grateful for this article highlighting many truths in Buddhism. I believe that the President as Minister of Buddha Sasana and as President is Defender of Buddhism. Like King Asoka he must promote Buddhism throughout the world. Action should be taken against monks who break the vinaya rules. This is an example to the entire World. I am a christian but the west is ready to accept many things that do not contradict their Basic faith in Religion. I accept many things in Buddhism and Sri Lankan culture like non use of Alcohol and the killing of animals. However when we see violence against fellow humans we are saddened. Secular humanism is popular in the west. Let us show by example that we can discipline and protect the vinya of the Buddhist. Let the noble truths of Buddhism be propagated right round the world.

    Prof. Kapila, Yes monks supreme duty to protect,promotion and enhancement of Buddhism. But Buddha never preach how can monks do that. During Buddha’s time monks spread the Buddhism only in India. Even though Buddha came to SL three times, that was to solve fights among tribal kings and not to spread buddhism. It was Emperor Ashoka that sent emiseries to neighbouring countries to spread Buddhism.

    When a country embrace a religion it automatically became their own. The religion they embrace mingle into their blood. So the race and the religion get interwined together. The Buddhism in SL became Sinhala Buddhism. [Some may ask why not it ‘s called Sri Lankan buddhism. The answer is before the British conquered our country, was called as a Kingdom of Sinhale. British change it as Ceylon.] In Thailand it is Thai Buddhism. Likewise Cambodia,Laos,Vietnam etc..

    So when an enemy[internal or external] try to invade or destroy a country or a race, the monks supreme duty to protect religion as well as race. Because without a race,religion not exist.The Pro-LTTE diaspora and also Western countries worried about this. Why not monks mind their religious matters and stay in temples? They keep asking. If that happened already the Sinhala race and the Buddhism erased from this country.

    So the monks supreme duty not only to protect Buddhism, but also the race. That’s why during last 30 years war, monks de-robe and join the army. Of course there are monks who were corrupt, who thought themselves rather than of the people. Or someone put on a robe and can do disgraceful things to insult Buddism and the monks for money. It is happening even now. That is government responsibility. Unfortunately the Ministry of Buddhism under a unable person and their first priority not to protect buddhism but to propagand “Multi religious” theory. That’s why political party like JHU, and organisations like BBS started.

    You do not deny that one of the duties of the Budhist Monks is to PROTECT BUDHISM among other duties to promote and enhance Budhism. If that is so what the Budhist Monks are doing is to protect Budhism from the Muslims and Christians who are a threat to Budhism and sinhala Budhist culture by becoming an unofficial police force in the country. Are you aware of the extend of fears and worries of the Budhist monks of Islam and one day how Sri Lanka will be a Muslim countries. Budhist Monks do not feel Budhism is protected by the state and that is why they have been awaken to this danger. You contend that the state also has a duty.This is why state patronage is given to the BBS and JHU notable by the Defence Secretary Gothabaya Rajapakse and the President to legitimize the objectives of organizations like BBS, Ravaya and JHU.

      I thought to make this remark on the comment made by Prof.W.S. Perera as he directly addressed me there. I am thankful to Prof. Perera for making me known that the so-called Buddhist organizations became an unofficial police force on which the legitimate power of punishment is imposed by the government. So far I thought those monks came forward with the pure intention of protecting Buddhism by their own accord. That is why I wrote my article on the topic “Activities of the monks in the guise of protection of Buddhism”. Now I can understand those monks became cat’s paw of some others. Do you know dear Prof. Perera how much this situation become disgraceful to the real monks and to the Buddha-sasana. A Buddhist monk can never be degraded himself to so much of lower level that he becomes a servant of laymen. While they claim that they are the excellent field of merit to the world (anuttaram puññakkhettam lokassa) how the monks become those who are persuaded even by a king to undertake the activity of the soldiers. I kindly invite Prof. Perera to read the following dialogue between the Buddha and King Ajatasattu with regard to the significance of being a Buddhist monk:
      “Yes, it is, great king. But first, with regard to that, I will ask you a counter-question. Answer however you please. Suppose there were a man of yours: your slave, your workman, rising in the morning before you, going to bed in the evening only after you, doing whatever you order, always acting to please you, speaking politely to you, always watching for the look on your face. The thought would occur to him: ‘Isn’t it amazing? Isn’t it astounding? — the destination, the results, of meritorious deeds. I, too, should do meritorious deeds. What if I were to shave off my hair and beard, put on the ochre robes, and go forth from the household life into homelessness?’

      “Not at all, lord. Rather, I am the one who should bow down to him, rise up out of respect for him, invite him to a seat, invite him to accept gifts of robes, almsfood, lodgings, and medicinal requisites for the sick. And I would provide him with righteous safety, defense, and protection.”
      I suppose that the King’s answer to the counter question raised by the Buddha may become the eye opener to the authorities of our country:
