After Port City, Gota Set To Sell Colombo Fort, Slave Island Heritage Buildings To China-Backed Firms

The Government of President Nandasena Gotabaya Rajapaksa looks set to sell hundred acres of prime land to Chinese companies in the Colombo Fort and Slave Island areas, as Beijing continues to seize strategic control of Sri Lanka’s capital city, its major highways, and ports, Colombo Telegraph learns.

China Harbour Engineering Corporation (CHEC) is the company that built and now has virtually complete management, administration and jurisdiction of the Colombo Port City, the reclaimed landmass that was annexed to Sri Lanka’s territory.

This week in a brazen move, the Nandasena Government which is already under fire for rushing through the Port City Bill in the middle of a major coronavirus outbreak, handed over an elevated highway project to CHEC. The Cabinet of Ministers decided to award the contract to build the 17 km Kelaniya-Athurugiriya elevated highway to the Chinese state-owned CHEC sans a competitive bidding process. By winning the bid worth USD 1 billion, CHEC will become the first foreign company to own a major highway in Sri Lanka on which it will operate a toll.

CHEC will operate the New Kelaniya Bridge highway for 15 years, during which it will earn revenue. In 18 years, the Highway will be transferred back to Government of Sri Lanka ownership, Cabinet Spokesman Udaya Gammanpila said. The Cabinet made the decision to hand the project over to CHEC on the basis that the company would take the least amount of time to complete the project and the shortest period by which it will recover the cost, Gammanpila said, without elaborating on a transparent bidding process.

The Company was exposed by a 2018 New York Times investigation for “donating” over Rs 800 million to Mahinda Rajapaksa’s presidential re-election campaign in 2014/2015 through its Standard Chartered Bank account in Colombo. The payments were made from a subaccount controlled by CHEC named the HPDP Phase 2, shorthand for “Hambantota Port Development Project”, the New York Times revealed in its report. In 2011, the World Bank officially blacklisted China Communications Construction Company and all its subsidiaries after an investigation into fraudulent practices in a Phillipines Highway project. CCCC is CHEC’s parent company.

CHEC has reaped massive returns after the Rajapaksa family was returned to power in November 2019 but the procurement of thousands of acres of land in Colombo City would be essentially a seizure of Sri Lanka’s most strategic landmass by China. Beijing is vying for geo-political influence with other foreign powers including the US, Japan and India and Sri Lanka has become an important linchpin in this process.

But the Gotabaya Rajapaksa Administration has much bigger plans for CHEC, a company that has a reputation for oiling the palms of corrupt politicians world over.

Over the next two years, the Government plans to sell hundreds of acres of prime state-owned land in Colombo Fort and its adjacent Slave Island area, including property currently being used by the Sri Lanka Air Force and Sri Lanka Army. Colombo Telegraph learns that the bulk of these properties have been reserved for China Harbour Engineering Corporation, through an intermediary local firm created specifically for the purpose of easing the path for transfer to the Beijing-owned entity and other affiliated investors.

Many of these properties were already listed for diversification by the Yahapalanaya Government and other administrations who hoped to transform Colombo City into a commercial and financial capital and move the state administrative headquarters inland. However, that diversification was to be streamlined under a competitive bidding process for interested investors.

Selendiva Investments Limited in which the Treasury holds 100 percent of shares was established last year.

According to a Cabinet Paper submitted on May 17 by Prime Minister Mahinda Rajapaksa, in his capacity as Urban Development Minister Selendiva Investments has been tasked with transforming several underperforming state-owned assets into “viable, profitable and marketable” assets. Selendiva Investments is empowered to enter into long-term lease agreements with commercial entities about any land owned by the UDA. With private investors in these UDA properties and holdings, Selendiva will “smooth the way” for easy approvals from the state sector.

Based on the proposal now before Cabinet Selendiva Investments will set up Special Purpose Vehicles for specific investments.

According to the Cabinet Paper, the UDA is seeking approval to move ahead with three investment portfolios – namely: The Colombo Fort Heritage Square, The Immovable Property Development and The Government-owned Hospitality Sector under Selendiva Investments.

The proposal seeks to open multiple state-owned properties and UDA holdings for investment.

Ear-marked for “investment” under these portfolios are the Grand Oriental Hotel (GOH), the Gafoor Building, York Building, Republic Building (Ministry of Foreign Affairs), the General Post Office building (Slave Island), Hilton Hotel, Water’s Edge Hotel, Cey Nor Restaurant (Slave Island), International Coordination Centre, Kankesanthurai (Jaffna), and Grand Hyatt Colombo.

Colombo Telegraph learns that the second phase of this Rajapaksa leasing/selling spree will include the Sri Lanka Air Force HQ, SLAF Grounds, other military holdings including the FCID headquarters on Chatham Street where CHEC already has its plush offices in Colombo.

The moves are especially ironic for the Government that swept to power on the basis that the previous Sirisena-Wickremesinghe administration was selling national assets.

Colombo Telegraph learns that the Chinese Government hopes the transactions will be complete by 2022. Chinese firms are often preferred investment partners for the ruling Rajapaksa family because of the potential for massive kickbacks.

Spearheading the work for this major acquisition by the Beijing owned company is Urban Development Authority Secretary Siri Nimal Perera.

Perera was reportedly instrumental in securing the former Army Headquarters in Galle Face for sale to the Hong-Kong based Shangri-La corporation without a tender process on a free hold basis. Perera held office as Chairman of UDA when President Mahinda Rajapaksa was in power.

When the Rajapakasa were last in power, China built a port, an airport, a cricket stadium and a series of other white elephant constructions in the Hambantota region.

Eight years later, with the Government having changed and struggling to pay back massive foreign loans due to Beijing, China wrested control and operation of the Hambantota Port, the most strategically important of the Rajapaksa vanity projects it had bank-rolled when Mahinda Rajapaksa was president of Sri Lanka. Of Sri Lanka’s deep-water ports, Hambantota lies closes to the busiest international east-west shipping lane.

The Rajapaksas are engaged in a sustained effort to make their political survival in Sri Lanka, Beijing’s official business, a foreign policy analyst told Colombo Telegraph.

Unseating the Rajapaksas will be a herculean task, with any Government that hopes to succeed this one likely to be compelled to pledge fealty to Sri Lanka’s overlords in Beijing, the analyst noted.

“By the time Gotabaya Rajapaksa concludes the first term of his presidency, China will have wrested control of several ports in the island and strategic inland property. It will own the bulk of Sri Lanka’s debt, as Colombo repeatedly leans on President Xi Jingping for bailouts amidst a serious debt crisis. Any Government that follows this regime will be saddled with this economic and strategic subjugation – there will almost be no way out,” the analyst, who did not wish to be named, told Colombo Telegraph.

Colombo was already behaving like a vassal state, with the President himself or five-man ministerial delegations going to the airport to accept delivery of the Sinopharm vaccines being donated by Beijing, the analyst pointed out. “There is no question that with every move it makes, the Rajapaksa administration making it known that it is a willing client of the Chinese Government and a supporter of Beijing’s expansion in the Indian Ocean,” the analyst told Colombo Telegraph.

As it expands its strategic advantage in Sri Lanka, Beijing has been careful to invest in all influential sections of society in the island – Buddhist temples and their chief incumbents, senior journalists and media houses, powerful trade unions in the port and medical sectors and local politicians, Colombo Telegraph learns authoritatively. Beijing also has assets situated in senior levels of the ruling Gotabaya Rajapaksa administration that are constantly looking out for China’s interests in all matters, it is learnt. Beijing’s cyber-intrusion into Sri Lanka’s social media landscape has also been noteworthy, and seen an escalation in recent months it is learnt.

It was the determination to create a monopoly on the island’s ports that led to Beijing’s mobilisation of monks and trade unions and other stakeholders to staunchly oppose the lease of the East Container Terminal in the Colombo Port to an India-Japan led joint venture, the analyst explained.

“The west terminal of the Colombo Port is very different – there is nothing there yet in terms of infrastructure, and the way the deal was manoeuvred to be handed over to the Adhani Group of India, it doesn’t look like the Indian Government will have a major role to play in the transaction,” the analyst noted. In the coming years, Sri Lanka’s national electoral battles will also become a form of proxy war between Beijing Vs. The Quad. We saw some measure of that in the 2015 presidential election when the Chinese Ambassador in Colombo himself became a canvasser of votes for the sitting President. We should expect to see this on a much bigger scale in the future,” the analyst added. (By Nimal Ratnaweera)

      Rajapaksas are not selling any land in their vote bases. They are selling in areas with a massive minority population diluting their presence in these areas and creating problems for them. Majority of Sri Lankans are not worried. They are disgusted of Rajapaksas for letting THEM down economically.

      If Rajapaksas can give the majority economic benefits at the expense of the minorities, Rajapaksas will sweep the elections again.

      Or if the majority feels the main challenger UNP/SJB are going to give more economic benefits to minorities if they come to power, again Rajapaksas will sweep the elections in 2024.

      Gota has no minority votes to lose from 2019. He doesn’t need them.

          They started “proper-schooling” in January 2019 in a school in Lanka. In the Sinhalese Medium class, with my daughter preferring it to the English class and the Tamil class.

          They are now in an International School in Malaysia; English Medium, that’s the desideratum of most Sri Lankans, isn’t it? Additional languages: Malay, and Mandarin Chinese.

          This was forced on us.

          My elder daughter bears many scars. I don’t know any Tamil, but when she was 3.5 years, she was sent to a nursery school. I told her that there class (Tamil) was hers. Then a year in the Sinhala class. There was an English class, which we avoided.

          In the “proper school” at Gutrutalawa she stayed with the family of a friend of mine, “Jaffna Tamils”. 1979. She was also taught Elementary Tamil by a Miss Jennifer Lawrence (no, not the film star). This Jennifer married a guy named L.A.M. Chandrasekera. A Buddhist, he got baptised for marriage.

          My daughter entered Hillwood College, Kandy, in 1985. Later head Prefect.

          Fast-forward: 1989, October, I think: “New Headmaster”, Gurutalawa, Bala Gunasegaram, and wife, shot dead at 2.00 am.

        Tamils thought it is good if they can have a separate State which is entirely in their hands without involvement of Sinhalayo and passed the Vaddukkodei Resolution and declared war against Sinhalayo to grab a part of their country. As a solution to the war which was dragging on, Ranil gave one third of the country on a platter to Tamils. Everything was entirely in the hands of Tamils. What was the outcome? A total disaster. There was no peace, no democracy, no freedom of expression, no respect for human rights and killings went on unabated. When Tamils miserably failed to rule themselves, Sinhalayo had no other choice other than to get rid of Tamil leaders and bring North East under the control of the Government. After that Tamil people in North East were able to enjoy peace and prosperity.

      After all this is why the Hybrid War is escalating in the Indian Ocean, with the threat of acid filled burning ships – Curiously called ( MV Pearl and the prreious was MV Diamond – Code?), in Sri Lanka’s waters to threaten the citizens and the Jarapassas Brothers who are asset stripping and selling off Lanka, willy nilly!

    The problem with such articles is that they quote the New York Times which has a rabid anti-China bias. It would be refreshing to read an independently researched article providing pros and cons that does not get involved in East-West rivalry. As I understand it, Sri Lanka, like all countries with a capitalist economy, wishes to attract foreign investment. Just because that investment comes from China, or Russia or wherever, should not be the basis for adverse comment and rejection. Journalists must not submit their writing fists to the agenda’s of influencers with an axe to grind.

      Finally China has realized that the harbour, stadium, roads, and soon Port City are bringing no returns, and have learned from the West’s investment strategies to buy up the only money making thing – hotels. Unfortunately we will now have Chinese hotels upon hotels till we are oversaturated with hotels. These Chinese do not have the expertise and sophistication of the Western capitalists, and our leaders are too stupid and caught up in greed to see it. We are an embarrassment. Soon our beautiful forests and natural landscapes will go too.

      While it is true that the NYT is notorious for articles attacking all perceived ‘enemies’ of the US, let us keep an open mind
      More importantly, I think that this article should be followed up by responsible persons in political parties.
      Let us hope that none of it is true for the sake of the country.
      There are prime properties in Colombo that have gone to Indian developers and they should also be mentioned.

      Yes the USA and New York Times are all biased, so states this government but Nandasena saw to it that his grand child was born in the USA and will automatically become an American citizen. Could have packed is son and daughter in law to China or Russia so the grand child can be born there. Some one needs to enjoy all the stolen ill gotten wealth that was stolen from Thamizh and from the public funds, all in the name of Chingkalla Buddhism. Half Chinese part Malay now Chingkalla Buddhists are now taking everyone for a ride. From the time of independence all these so called Chingkalla leaders who were ruling the island and beating the anti Thamizh drum were all descended from recent South Indian immigrants . Now being led by part Chinese/part Malay immigrants from Malacca.

      Actually, if China or anyone takes over the whole country will be good for the Tamils and Muslims because thereafter all become equal citizens. There will be no majority having special privileges and a minority to dance to the fancies of the majority. No more majority telling all dirty things against Tamils and Muslims and who cannot talk back fearing repercussions. So many Tamils thinking of their safety goes out of the way to please the Sinhalese. Go to the Buddhist Vihare and meet the monk and talk nicely praising them but cursing them inside their mind. All this pretending just for the safety sake will go. All will have an equal chance.

      The biggest mistake Tamils made was to unite with Sinhalese to get the so-called freedom, from the British colonial rule. Actually, we lost our ‘independence’ on February 4th, 1948. We should have done what Ali Jinnah did for Pakistan.

      Before the foreign rule Tamils had their own territory and Kingdom. The British for their administrative convenience combined both kingdoms and when they left, did not dismantle the combined territories and Tamils trusted the Sinhalese and did not clamour for their kingdom. We got cheated and now the Sinhalese are denying we ever had one.

So there will be partiality. Like we are having, the referee is from one of the teams. so naturally the referee is not an independent referee.

Our colonial masters did not bother whether we were Sinhalese, Tamils, or Muslims and that was something private. They did not classify us according to our race. We all were just Ceylonese.

              They did not discriminate one race over the other for University admissions unlike what happened to us in the 1970, and 80’s through the media-wise standardization. There was no state-sponsored colonization to alter the racial mix of that area. So during the colonial days, the citizens here in Ceylon were equal. All transactions were in English. One rule for everyone.

            No doubt that Tamils (Demalu) came from India but Sinhalayo did not come from India. There are no evidences to support that claim but there are solid evidences to support the claim that Sinhalayo evolved in this country along with Sinhala language.
            It is true that Dravida invaders occupied Northern part of the country. Whose land they occupied? It was land belonged to Sinhalayo. These invaders were chased away by Sinhala Kings. At the time Portuguese came Northern part of the country was under the King of Kandy. Portuguese did not sign a treaty with a Tamil King. A large majority of Tamils who live in the North are descendants of Dravida people brought to Yapanaya by Portuguese.
            Tamils can live with honor as equal citizens in a unitary State but they cannot claim part of the country of Sinhalayo as their ‘Traditional Homeland’ and attempt to create a separate State.

              The KoK which was being under constant attack from the Portuguese raiders of the King of Portugal (KoP) seeking South Indian (Madurai) assistance/intervention to stave off the assault. The western coast was under the control of the KoP and did not materialise. The writ of the KoK, was confined to the Central highlands and the Eastern part of the island, from where the KoK had access to the sea and was considered a vassal state.
              The Pearl Fisheries Project (PFP) of the North western and western coast too was administered by the KoJ.
              Historical records, the administration of the North western region, PFP, by the KoJ was through the writ of the “Vanniyars” extending along the North Western and Western coast of SL, up to Negombo and Panadura, with an Administrative Centre of KoJ, for PFP project in Puttalam at its peak.

Sinhala students with lower marks were given preference for university admission.

              It was that broke the Tamil youth and gave way to the Tamil youth unrest and resulted in the formation of LTTE and other liberation groups. It was the Sinhala Governments’ injustice towards the Tamils that paved the way for the clamour for separation. Tamils did not do what Ali Jinnah did.             Duttan means in Thamizh someone evil the Sanskritized version is Dusthan. Kayavan means some one cunning and evil . The son of Thamizh Naga King Kakkai Vanna Theeesan or Kaavan Theesan was aptly called Dutta Kayavan , which was later deliberately Prakritized to Dutta Kaimunu and later to Duttugemunu. Like Thevanai Nambiya Theesan ( Theesan who had immense trust in god) got deliberately Prakritized to Deva Naam Piya Tissa( Tissa who loved the name of the lord or god). Both more or less convey the same meaning in its original Thamizh name and the Prakritized version. Just like origina Thamizh Manal Aru and its now Sinhalese name Weli Oya

    The high-priced imported organic fertilizers could be more questionable than chemical fertilizers as some organic fertilizers are made of bone meal, powdered egg shells, powdered feathers, fish emulsion, poultry manure, chicken litter, horse manure, etc. They usually have a high amount of ammonia and the odour is unbearable.
    We have to be very careful as these fertilizers, although organic, could even change the taste of the crops and therefore, certainly not suitable for paddy cultivation. Cow manure from our local dairy farms is a much better and a cheaper option. Whatever it is, there is at least a 3-year transitional period and therefore, it has to be planned carefully so as there won’t be any shortage of food next year or the year after.

    China forcing its influence in third world countries is no secret. In return for ‘aid’, China has procured national resources, such as, minerals rights & access to the country’s wealth when unable to service the debt. China even approached UK with various nuclear energy partnerships & 5G platform proposals during the Cameron period but since then, has backed out, mainly due to EU pressure. Australia too, invited Chinese investment but now seem to be cautious, as does New Zealand. Nevertheless, Montenegro, a tiny principality in South East Europe with only a 4.9b Euro GDP, has undertaken a ‘highway to nowhere’ at a cost of 1.2b $ & has fallen into the debt trap of China, for which, govt. corruption is being investigated.

    China’s corrupt influence is widely accepted & SL is one country that has succumbed to their ‘generosity’. History will reveal the treachery but in the meantime, those who benefitted will enjoy the fruits.

        This measure of “No response on issues in SL” has been going on for some time now, (6 months). Post Jaishanker’s visit early 2021 as special envoy of Narendra Modi with request to expedite East Container Terminal (ECT) and 13th amendment implementation before end of 2020. This visit brought the first tranche of $500 million currency SWAP, along with the first 500,000 doses of Astra Zeneca vaccine to commence vaccination, immediately thereafter (January 2021).
        Noticeably post Jaishanker’s visit to Colombo and the debacle/fiasco of the (ECT) dead silence. No response. Narendra Modi and all government spokesman in India have (purposely avoided – very notably) on the goings on in SL, whether good or bad. Indifferent towards SL matters.
        People and specially politicians and so called, ‘know-all’ declared that India was busy with state elections and thereafter with Covid 19 breakout in India. That is not been the previous experience.
        India has elections nationally and state elections (20+ states and territories), which occupies lot of the annual calendar. Nevertheless, India has been very engaging in the past with Matters Sri Lanka!
        Never before this muted response or may I say, No response, whatever happens in SL. We need to note here that, Narendra Modi has been and is a very vocal leader too.
        Dead and deafening silence is indeed very disconcerting.

    What we get is silence from the so called nationalists who were outraged that America was going to have a base in Trincomalee, and accused Sri Lankan Muslims of taking over the country (which was statistically impossible), and went around with signs supporting “Sinha Le”. What happened? Where is the outrage? This is WORSE they are now going to give over our historical buildings to the aliens, and we are going to lose our sovereignty. We are going to be yet another Chinese acquisition, as they are vultures who prey on struggling countries, give them gifts of building, ports, and obviously pick on leaders who are unethical and corrupt, and gradually take over. Take a look at nations in Africa and South America, and you can see just how China’s quest to have power over many countries, has worked. Soon we will have to learn Mandarin.

      The Sri Lankan Muslims, who are ethnically Indian Tamil, were not trying to take to take over the entire island but were conniving, planning and plotting with the Sinhalese establishment to take over the Tamil north and east, after the fall of the LTTE , all in the name of Islam, Wahabbism/Salafism and a fake Arab origin. Especially the east. The native indigenous Tamils were being systematically marginalized and their lands being taken over for this Islamic expansion.     1) Port City was on the political cards for years, where public was kept clueless. Today it has not only materialized but legalized by parliament. 2) I was told about this during MR,s first term ,when Siri Nimal Perera was appointed as Chairman of the UDA. Gotha was then closely involved in earmarking buildings and land for sale/lease. I had a close friend who was then a senior staff in UDA ( I remember writing this in one of my comments) who mentioned this to me. 3) Rajapaksas after succeeding in sale of Army HQ in Galle Face to Shangri-La was planning to go through with more such sales. But due to unexpected change in government their plans were put on hold. 4) Now the roles have changed where MR is in charge of UDA and Gotha is calling the shots. How convenient.

      Media is writing that a Chinese Sri Kotte Kingdom’s Princess is in living in China and she presides and honors Lankawe’ diplomatic celebration in Peking on behalf of Lankawe. Remember Don Juan slept with a Portuguese Servant Girl and Kotte was lost to Portuguese?     Recently, a “Veteran Leftist” (from his birth) who is a Minister (always a Minister by changing camps) MP of “Pohittuwa” Vasudeva Nanayakkara, reported having said, in reference to the “Burning Ship”: “We will be getting much needed “Dollars” for putting off the fire”. In response, I read a FB posting that would be interesting to everyone: ” These bastards will even sell “Temple of the Tooth” (Dalada Maligawa) if they can secure Dollars”. There were hundreds of responses, but this is the best I chose, because, to me, that gives a “Mirror Image” of the peoples’ opinion (“6.9 million” Sinhala Buddhist votes) ) of this “GR” Government.

      He had a very honourable record until he decided to join MR in 2005.

        SJ: Thanks. I know Vasu N’s “Political Career” from his young days. We both are from the same area in Galle. Apart from that, I know this guy from the days of his association with LSSP back to the era of the 1970s. For your information, I would give a “clue”, because your comment prompted me to go back to my “days” serving as a “Committee Member” of the “PSL” – Public Services League of which the “Patron” was Dr. N.M. and this “Very Honourable” Vasu. However, I stop with that because those “Memories” to be called back are very stinky.

It may well be too late in our lives for us to actually meet each other, but it is possible that our children may get together if we pass links on to them; it may end up in close friendships developing and even discovering that just a couple of generations back there were identifiable kinships.

          If we go on like this, it may get boring for other readers, unless we extrapolate from there, and reach out to the brilliant Professor SJ, who is from Trincomalee, but who is essentially “one people” with us, only we’d have to go back many generations.

          Some people may be inquisitive in a nasty way; then it is disgusting to everybody. On the other hand, there can be healthy curiosity. So let me tell you that Bandarawela-Shantha-Thomas-Iskole-upan-Uva-Palathe-Vishramika-Gambada-Ingirisi-Iskole-Mahaththaya also had his progenitors all coming from that area.

          I have met Vasu, his formidable mother, and his ever-cheerful sister Dharma who is married to my closest friend in school. His formidable mother was a Wijesekera-Dissanayake, my gentle mother was a Wijeratne-Dissanayake from Nehinigala, Urala. Her father, was Truton Wijeratne-Dissanayake, all now resting in peace except Dharma Gammampila and hubby.

          Ah, but I’ve missed out on Charlotte Agnes Wikramanakaye, of Hill-House, Kalegana, Galle, who married the gentle-giant, Truton.

          On the spear-side, my grandmother was Emilia Sophia Dissanayake of Lelwela who married David de Alwis Kodituwakku Idrisinhe (sic.) of Halpatota, Baddegama, on the banks of the River Gin. I’ve visited all those places, the last being quite picturesque. Just after passing the property, there’s a huge bend in the river. Sand is collected from there – clearly deducible from Google maps.

    Ha…ha…karma in full grip within such a short time. What a tragedy. 4th colonial masters are here but they won’t go away like others. Only thing our Sinhala men and women need not go to ME to wash and clean and sweep and instead they will have enough work with Chinese mahathmayos. Soon our great Sinhala Buddhist patriots will change to Chinese names and learn to eat with chopsticks. As a bad omen already a ship with tons and tons of acid are burning near harbour already polluted the entire area.     This china buying out Sri lankan assets is just a commencement of what ‘s going happen to the country in future. This process will go on until china would play a major role of acquiring many vital assets in the south and then , the rulers will have to turn towards India or any others for help to meet the growing liabilities to China. Finally, would end up in selling other valuable ports and other assets in the north and east to the bidder probably India. However, Sri lankan voters would be the end- losers ,whilst Rajapaksas or any other paksas (parties) would receive their financial benefits.
