All Party Parliamentary Group For Tamils Urges UK Govt To Consider Sanctions Against Sri Lanka

The All Party Parliamentary Group for Tamils (APPG for Tamils) has requested the UK government to consider all actions including sanctions against Sri Lanka, until the Government of Sri Lanka (GoSL) agrees to cooperate with the investigation led by the Office of the High Commissioner for Human Rights on the war crimes allegations.

The APPG for Tamils in a statement has called upon the UK Government to condemn the GoSL for rejecting the probe led by the OHCHR (OISL) and for refusing to cooperate with the Office of the High Commissioner for Human Rights (OHCHR).

The group’s Chair Lee Scott and Vice Chair Siobhain McDonagh in the statement have remarked that it is completely unacceptable for the GoSL to declare non-participation in the investigation and its continuation to find ways to regularly prolong and avoid the probe, even after the resolution mandating the investigation was passed in March at the 25th UNHRC sessions.

Meanwhile, they had also welcomed the speech by the new UN Human Rights Chief Prince Zeid Ra’ad Al Hussein in which he pledged his commitment to the OISL .

The APPG for Tamils has also called for an urgent moratorium on the deportation of Tamil asylum seekers and the potential witnesses to the OISL, pointing out the probe is being conducted outside of Sri Lanka due to lack of access and has urged the UK Government to ensure the safety of very vulnerable war crimes witnesses and rape victims who are already in the UK and under threat of deportation.

Moreover, they have also requested the UK Government to take up the matter of Sri Lanka proscribing organisations and individuals abusing the UN Security Council resolution 1373 and to work with others in the international community to ensure the proscription is rescinded.

“Give the GOSL a clear messaging denouncing their defiance against an inquiry for accountability and justice,” the statement further read.

    Sri Lanka is a member of UN but refuses to be abide by the democratic decision taken on the UN HRC resolution on independent international investigation.

    The SL president took oath to uphold the constitution and promised to India and UN that he would implement the terms contained in the 13A and go beyond it but he conspires with the extremists in the government to dilute it further.

    He removed the Supreme Court CJ illegally using his UPFA MPs in the PSC and appointed his loyal friend who went to UN to lie and protect his government.

    The president let the killers of journalists, aid workers, students, MPs scot free and postpones the implementation of the recommendations of his LLRC and thereby refuses to investigate the paramilitaries accused of crimes of kidnapping, torture and extra-judicial killings.

    President’s youngest brother prompt the military occupy the houses belonged to civilians and harass and intimidate them. He also guarantee impunity to the his henchmen, soldiers and BBS thugs who shoot protesters, destroy worshippng places and businesses of minority religions.

      The SL gov. is responsible for the security of all Sri Lankans. I supported the promise of of 13A at that time. But not any more. Why? The prevailing environment created by Tamil leaders in Sri Lanka and various Tamil diaspora groups all over the world (APPG for Tamils who’s actions reported here) and getting NGOs involved etc. are important and valid signs that no substantial security power should be given to any region in Sri Lanka. The sole power of security and peace should continue in the hands of the central gov. until it is safer to do so.

        “Arm twisting, threatening, granting favors etc. etc. to vote” in favour of the president in parliament is happening on daily basis. Look at what has been happening to those- journalists, protesters dissidents – who oppose the Rajapakses. Abductions, killing and torture. What happened to the SC CJ, Shirany Bandaranayake, when made a ruling on “divineguma bill” against the wishes of Mahinda Rajapakse, she was impeached using his cronies in the parliament. Can any UPFA MP say anything against the president?

        Security of the country and law enforcement are two DIFFERENT things. Security is in the hands of the army which even the TNA, the largest representatives of Tamils agree openly. But the police in Tamil speaking areas must be responsible to the Provincial Councils. Otherwise crimes committed within the provinces cannot be effectly controlled. For example, sands in those N-E provinces are sold by EPDP supporters and who knows what happen to the money they make. The ministers in those provinces cannot stop these sand erosion because the police are friendly to EPDP. Sand belong to the people of those provinces and not to EPDP.

        Further, 13A is part of the constitution which the president undertook to uphold at the oath taking ceremony. Land and police powers are contained in the Provincial List (List 1). The president cannot pick and choose the part of the country’s law to enforce and implement. He must be impartial and neutral.

          Abductions, killings and all other things that you list also needs to be stopped. But who can stop them? Only Sri Lankan voters! I hope that will happen at the next election. But Sri Lanka does not need any help from any of these terrorist and separatist Tamil diaspora like this “APPG for Tamils” and even TNA for that matter.

          You appear to be insane to say “Security of the country and law enforcement are two DIFFERENT things.”. Both needs to be under the Central gov. specially after 30 years of terrorism carried out by the LTTE linked to the TNA. What happens if the LTTE terror group reemerge and the central gov. needs the local police to investigate and provide intelligence for “security” actions, but the Police under the Tamil PCs refuses to do so or furnish fake intelligence? This type of consequence are the reason why I do not support any type of power devolving to the PCs until the SL gov. has complete trust of Tamil politicians and people of the N&E. Anti SL activities of “AAPG for tamils” is a good example for being extra cautious on these issues.
          The first step towards building trust is already begun, the Army and the Police has started recruiting Tamils. Some Tamil sections have even harmed families of these recruits showing resentment towards the Army/gov. Under these conditions you think the gov. can trust and hand over security to the N&E?

          You talk about the 13A. First you need to look at the circumstances that led to its creation. It was under pressure from India and the west and also under desperate conditions with no indications of the gov. winning the Terror war. The west repeatedly advised SL that there is no way they can win this war too. Then the circumstances changed, SL was able to get help from several other countries in tactics, funds, and ammunition. If SL was at this mode it wouldn’t have created any amendments under any type of pressure. As the conditions have changed now it is perfectly OK to reverse course and abolish this amendment anytime it wants. I am surprised that MR has not done it so far, if it was me I would have done it by now.

            Mm, you want 100% of what ethnic majority dictates and none of what religious and ethnic minorities wish – no compromise at all. In many families the head dictates and unwilling to compromise or listen to the wives and force separation. Unreasonable head leave no room for a united married life. that is also true for any relationship and countries with multi-culture/ lingual. This country is too small to be separated.

            Remember:
            Nelson Mandela requested and got sanctions by the west against white regime in South Africa and forced negotiations and a compromised solution.

            Kosovo was separated by UN from Serbia against the wishes of the latter.

            The present SL regime encouraged BBS to attack Muslims and their businesses, Mosques and churches and temples and and got the wrath of Muslim world against the government.

            13A is controlled by the governor and a white elephant. But, it resulted from Indo-Lanka Accord. Katchitivu was also given to Sri Lanka under a similar agreement. You know why the president has not not abandoned 13A.

            SL military destroyed LTTE mainly with the help of US’s satellite surveillance.
            Armed shipments of anti-aircraft missiles of LTTE were destroyed in international waters. LTTE was proscribed and their money collection was crippled in the west. US and EU said to LTTE to give up terrorism and compromise for a power sharing arrangement within united SL. If the ethnic majority does not want to compromise but persecute with the iron-fist military what will US and the west tell when another group(s) take up arms next time against the government. That is why they are trying to force the government to accommodate the minorities.

R Sampanthan was right in dismissing the PSC as a charade fit for clowns in a circus and that is exactly what it has turned out to be. The last time the TNA took part in the talks with faith in what MR promised but everyone knows the Tamils were taken for a ride and hence Sampanthan has now insisted the presence of an international observer to ensure MR honours his commitments. As a personal gesture, I would be pleased if MR sends you to assist the UNHRC ambassador.

Keep doing the same until generations of Tamils and you are dead and gone?
          Your aggressive stance may be the problem, have you ever given a thought to that? Every minority in every country has issues. Why don’t they resort to suicide bombings and inflicting violence on innocent civilians? most countries have more than 20% minority populations. Look at the Blacks in the US. They couldn’t even vote until a few decades ago. No right for an education, owning land and even sitting along side a white man. How do you think they won all these rights they have today without a single bullet fired?

          13A appears to be dead at birth. No one can dictate a country how to be governed other than the majority voters. Without the support of the majority voters you can’t win your so called “rights” what ever they are. So, try to win the trust of all Sri Lankans first.

        Yes, Israel must be humane towards Palestinians and the UN must implement all the UN resolutions passed by UN HRC and UN SC. That should not be an excuse for letting other countries that violate human rights and international laws off the hook.

        Enforced starvation of civilians and killing them, shooting of surrenders, raping, killing the captives and journalists and holding humans as shields are surely war crimes. Any country or group is alleged to have committed them must be investigated and justice done to the victims. If confessions are made amnesty can be considered. Otherwise more crimes are committed by the perpetrators.

        Unfortunately UN has become a political establishment. Every resolution must be voted in or out on the basis of its merit and not on friendly relationship of the country concerned with the members of UN or UN bodies such as HRC or SC. Veto yielding super powers have their proxies to support at any cost. US, UK and France support Israel and Russia and China other 3rd world countries. The result is humanity suffers and the weak persecuted.

      Let’s talk of 13A. SL signed it under duress exerted by India, it was not a one sided thing and required on India’s part to disarm the armed Tamil groups including the LTTE. This it failed to do. Conditions today are vastly different to what they were in 1987. Also not having been implemented for so long, 13A is a dead letter, dead, dead, dead. All that remains to do is to give it a decent burial.

    I commend the efforts of APPG to keep the pressure on GOSL.

    However I am quite cynical that anything will eventuate.

    Israel has consistently refused to corporate with any of the UN resolutions. Any UN resolution is deliverable only if it suits the US or Israel. In the case of Sri Lanka, to an extent it will be protected by the Israelis who are currently working covertly on all security issues of Sri Lanka. That is why MaRa keeps laughing about the UNHRC resolutions.

    The British Govt must seriously consider imposing sanctions against Sri Lanka, or least place travel restrictions on the Rajapakse family, if they do not abide by the mandate given by the Human Rights Council, which is an arm of the United Nations, to carry out an investigation of atrocities committed by the Govt as well,as the Tigers.
    Sri Lanka being a member of the United Nations, must abide by its rulings.

    Sri Lanka IS indeed a member of the UN, and the GOSL comes to high table, often in a pique, doesn’t say grace, throws food at those who protest at their behaviour and ends up sitting in the naughty corner with the likes of Israel.

    Those currently charged with representing the GOSL at International fora are inexperienced, lightweight and often identified by the nepotic baggage they carry on behalf of the Rajapaksa regime. They undo the good work of the VERY FEW capable participants acting to save what is left of Sri Lanka’s once good name.

    While the GOSL dithers, the Tamil Diaspora will continue to keep up the pressure, learning all the time, and getting better.

    If the GOSL and the Rajapakse regime thinks that ignoring our problems will make them disappear, THINK AGAIN!

      Adding to Spring Koha’s thoughts, do the Rajapakses have the savvy to know they are in the ruling positions in the most dangerous threshold the country has ever been subject to. It was not 1956, 1987 or 2009 that brought us close to disintegration – but NOW. Tamils have had enough of unjust and inhuman crimes against them. The denial to give them their rights characterised by popular vote in the last NPC elections may be the final straw.

      Now their lands and properties are being stolen in front of them and they are told “we are going to place that number of Sinhalese in Tamil areas to make you minorities in your own land. There is nothing you can do to stop this” Already the number of MPs in Jaffna are reduced almost by 20% The time is coming soon when the Tamil Nation may be justified to say “We have nothing more to lose. It is our freedom or death” If this is allowed to come to that, the South will not remain the same. Mahinda Rajapakse and his semi-literate brothers will go down in history as those who destroyed the Sinhala race. Ven. Sobita Thera will have to add a further new Chapter to his Addendum to the Mahawansa – now by Sinhala authors.

    The older Buddhist Commission report appears to influence this,as stated by Dayan Jayatilleke, former ambassador to the UNHRC.

    Most of the singhalese are good people.I thing the bad comments here may be from people connected to government intelegence to create an environment like most of the singhalese are against to tamils, which is not true.This country belongs to singhalese and tamils but one has to be minority, both can not be majority. Birth rate is concerned most of the singhalese and tamil families have average 2 kids. Having many kids is not fair on others because they consume more resource which is very limited.

    THIS IS THE REALITY;

    The United Nations (UN) has stressed that there are strong links and contacts between the armed terrorist organizations in Syria and the Zionist entity.

    The UN remarks came in a report by its Secretary General on the United Nations Disengagement Observer Force (UNDOF) during the period from May 29th to September 3rd 2014.

    The report said that members of the so-called “armed opposition” transported 47 of its wounded members through “the ceasefire line” and handed them to the “Israeli army”, indicating that the “Israeli army” handed 43 of the wounded who were treated at the Israeli hospitals to the armed terrorist organizations.

    The report talked about the attack of the terrorist organizations including Jabhat al-Nusra against the positions of the UNDOF personnel and how they seized a number of their vehicles and equipment and how they used the UN uniform.

    It added that the UNDOF Commander was in constant and regular contact with the Syrian Arab army in the area as the army provided all types of support to guarantee the evacuation of the UNDOF personnel.

    The report affirms what Syria has always mentioned about the close relations between the armed terrorist organizations and the Israeli occupation authorities which shows how much the Israeli occupation is participating in the sinister conspiracy hatched against Syria.

    The cooperation between the terrorist organization of Jabhat al-Nusra which has been designated as a terrorist group by the UN and the Israeli occupation authorities shows that Israel supports a terrorist organization which requires a response from the international community.

    The All Party Parliamentary Group for Tamils (APPGT) was urging Cameron to boycott the CHOGM a few months ago. Doesn’t look like they are taken terribly seriously, even by the jaundiced British government. This is the “genocide, Genocide, GENOCIDE!” lobby group’s work. Their Facebook page doesn’t look very active, but they’ve got a link to the Channel 4 “documentary” as one of their few postings.
