‘Appoint Ratnajeevan Hoole As Senior Professor Of Computer Science’ – JUSTA

Following the rejection of Ratnajeevan Hoole’s application for the post of Senior Professor of Computer Science, the Executive Committee of Jaffna University Science Teachers’ Association seeks the UGC’s intervention and urges upon the University of Jaffna to appoint him as Senior Professor of Computer Science on the basis of his senior professorship at Peradeniya.

The Executive Committee of Jaffna University Science Teachers’ Association yesterday wrote to the Chairman and Members of the UGC.

Rejection by University of Jaffna of Application for the Post of Senior Professor by Senior Professor S.R.H. Hoole DSc (Lond.), FIEEE 

Considering that Prof. Hoole’s case has been dealt with at the levels of the UGC, USAB and His Excellency the President’s office writing to the UGC, it is proper that our appeal in this instance should be addressed to you.

We understand that having, on 30th January, considered the application of Prof. S.R.H. Hoole for the post of Senior Professor of Computer Science at the University of Jaffna, the selection committee did not recommend the candidate’s appointment ‘as the candidate had not obtained the required minimum marks for Teaching, Scholarship and Academic Development, and Contribution to University, National/International Development.’ The bias in the Selection Committee report is already evident from the fact that it refers to him as Dr. Hoole, although he has been professor in several recognized institutions for many years. However, Prof. Hoole, DSc London (1993), Fellow of the Institution of Electrical and Electronic Engineers, USA, (1995), Professor of Electrical and Computer Engineering at Michigan State University and supervisor of several doctorates in Computer Science and Engineering, has the kind of widely recognised attainments that are invaluable to our university, and would give confidence to young lecturers and students, who would benefit from guidance in research and international contacts.

Curiously, the selection board, where Peradeniya was represented, does not appear to have asked how he in 2002 was made senior professor at that university. As someone who has been academically active he should certainly have had more points in 2011 when he applied. Moreover, how could someone who is professor at the well-renowned Michigan State University which has an active programme helping Jaffna’s Agriculture Faculty be unqualified for Jaffna? It is a matter of common sense the man-on-the-street understands, apart from the credit his attainments have brought to the country and the value of his services in advancing our learning and research environment. We will take a quick look at how Prof. Hoole’s applications were dealt with over the years by the University of Jaffna.

In 2002 Hoole applied for both the advertised chairs of Engineering and Computer Science (CS), and was processed for neither.

In July 2004, Hoole applied for the advertised post of Professor of Computer Science (CS). Without appointing a selection board to decide his suitability, SAR Academic (as minuted by him) suppressed it after consulting the Vice Chancellor, following adverse minutes by Dean Science and Head Computer Science to the effect that the applicant was unsuitable because he had neither a doctorate nor a first degree in Computer Science.Hoole upon seeing the post re-advertised in May 2005, learnt about the suppression of his application the previous year and contested it before the University Services Appeals Board (USAB). In its judgment of 21st February 2006, the USAB ordered the University of Jaffna to process Hoole’s application for the post of Senior Professor of CS and make the appointment before 31st March 2006.

The university authorities in Jaffna, were extremely reluctant to let a selection board, comprising mainly its appointees, decide on Hoole’s suitability. The Dean Science in his personal capacity petitioned the Court of Appeal on 30th March 2006 to quash the USAB’s order. He said, “The material issue before the [USAB] was whether [Hoole] possessed a degree with specialization in the relevant subject [of Computer Science]”. By making the University a respondent, he made it cough up large sums in legal fees without achieving the objective of the Court endorsing him.

Dean Science, who was subsequently made Acting Vice Chancellor, writing to the Chairman UGC on 4th July 2006, gave additional reasons for not following the USAB’s order. One was the time given being insufficient, the other importantly, that it being 21 months from the closing date of the advertisement (July 2004), ‘the validity of the application is lost according to UGC Establishment Circular [Letter] No.17 (CL 17) of 3rd November 2005’, wherefore the post is being re-advertised. Ironically, CL 17 provides rather for expeditious appointment to senior professor of eminently qualified persons and says nothing about the validity of an advertisement.

Upon Hoole’s return to Sri Lanka, having resigned his position at Rensselaer Polytechnic in the US, His Excellency the President wrote to the UGC Chairman on 13th September 2010, calling for Hoole to be appointed as Senior Professor of CS in Jaffna in accordance with the orders of the USAB.

The Vice Chancellor, writing to the UGC on 4th December 2010 repeated the same positions taken by the former Acting Vice Chancellor, including the applicant not having a first degree in Computer Science. Without any reference, he claimed that the validity of an advertisement lapsed after 18 months. On this misunderstanding, his response to the President’s order was to re-advertise the post on 14th January 2011 calling for a fresh application from the applicant.

In response to Hoole’s fresh application to the USAB, the present Vice Chancellor responded on 26th July 2011, justifying the misuse of CL 17, claiming the University has acted reasonably in implementing the USAB order of February 2006, and is further implementing the President’s directive by processing the fresh application made by Hoole.

Thus all three chief executives of the University have acted on a gross misrepresentation of CL 17 as regards validity of advertisement without the caution of checking back and piously claimed to follow the rules. The period of validity of the process is addressed in UGC Circular 699 of 1997, qualified by 732: A decision must be reached on an application within six months of the advertisement, extended maximum two times, three months at a time, with UGC sanction. This takes into account the fact that a qualified candidate cannot and should not be kept waiting indefinitely. It is certainly unacceptable for the University to sit on an application without processing it and then demand a fresh one claiming expiry of the advertisement. More pertinently, the University ignored the salient fact that a cutoff date does not apply to a court (i.e. USAB) order. The University of Jaffna has wantonly violated the rules without the UGC checking it. Two important points stand out in the entire processing.

First, none of the four subject specialists in the recent selection board, the two senate nominees and two UGC nominees, assessing Prof. Hoole’s application has a first degree in Computer Science. CS is a new area and practically all senior academics in the field are from engineering or an allied field. Indeed, Jaffna’s first CS department head, Dr. S. Kanaganathan, was Prof. Hoole’s PhD student.

And second, the interview arranged for Prof. Hoole on 30th January 2014 was a fraudulent exercise unworthy of a university of standing. The Vice Chancellor assured the USAB in July 2011 that Prof. Hoole’s application to the post advertised in January 2011 was being processed. The fact of making him apply again was based on the inexcusably fictitious representation of CL 17 as pertaining to the expiry of an application, ignoring the USAB order. Thus interviewing Prof. Hoole for the post 36 months after he applied was a parody of the rules alien to CL 17 and completely against the spirit of Circular 699 (732), besides an affront to the President’s directive. It was an exercise in fooling the applicant and members of the selection board.

As said earlier, there is a commonsense answer to this problem, recognized in the much abused CL 17, which says, ‘an applicant for the post of Senior Professor does not have to be evaluated according to the strict marking scheme for the post of Professor.’ It is meant to allow persons who have earned international renown and distinction to be recruited without the red tape that has been abused in Prof. Hoole’s case. Asking people who do not have a corresponding level of attainment to sit in judgment on persons with undeniable international acclaim, leads to the kind of unfortunate situation that brings down the system’s reputation for integrity and commonsense.

The strategy followed by the University of Jaffna has been to make the applicant reapply again and again for no fault of his own, each time incurring a delay of around three years or more. When reapplying in a hurry details such as service on committees which bring points get lost. Besides, those with a phenomenal publication record tend to be diffident when asked to produce certificates and proof of past activity, when publications speak for themselves. Another application and another three years would bring Prof. Hoole to the threshold of retirement and he should not be asked to go through this again.In making Prof. Hoole apply three times afresh, it is likely that documents he had submitted earlier would not all have been submitted again and were lying in the University’s basement without being used to complement fresh applications. However, UGC Circular 838 does not require an applicant for senior professor having to submit all documents. The Panel knew that he had been senior professor in their system. They had kept him waiting to be interviewed on Skype for over four hours in the night. They could have asked him to show important missing documents or significant new documents. They dispersed after meeting briefly ostensibly upon discovering that he lacked points, without a word to him out of courtesy. Going by their training in the local system, they simply totted up points on documents the University provided for miscellaneous things, as a clerk could have done, and completely missed out on the larger picture of a scholar and his work. (Why did they ask him to come all the way for an interview when he lacked the points?) The ordeal has been very unjust, and even vindictive, to Prof. Hoole and destructive to the University of Jaffna. While good universities seek out scholars and bend regulations to accommodate them, we have abused and misinterpreted regulations to keep out those who come.

We, the Executive Committee of the JUSTA earnestly seek the UGC’s intervention to take the commonsense view of Prof. Hoole’s case and urge upon the University of Jaffna to appoint him as Senior Professor of Computer Science on the basis of his senior professorship at Peradeniya. Obliging him to repeat the process once more will only make him ineligible on account of age. Circular Letter No.17 above provides a way to do this expeditiously. His experience and presence would also benefit the newly founded Engineering Faculty.

    A JUST RECOMMENDATION TO UGC

    Criteria for university teaching positions should not be based solely on academic qualifications. Equal importance should be given to character and personality. A teacher by definition should be of a good moral character, a person of honesty and integrity. Further he/she should be a good role model for students. In order to be a good role model he/she should be open minded not only with regard to the subject being taught, but more importantly with regard to social issues. To put it simply, he/she should not have any religious, caste or political bias. When it comes to personality, he/she should be able to get along smoothly with students, colleagues and the rest of the university community. He/she should not be arrogant, cantankerous, confrontational or divisive. In short he/she should have good people skills.

      MY OBSERVATION: Mr. Professor. Dr. Shamugalingan is very good at moving smoothly with students. That’s why he was Vice Chancellor (‘vice’ needs to be emphasized). To Mr. Professor. Dr. Shamugalingan – social status of a student never mattered, and he was willing to open-up very frequently to them.

      CRITICAL ARGUMENT:

      SO, this MR. Dr. Professor. DSc Hoole person, how can he compete with our Shanmugalingan Professor? Let me know clearly pls. I want the answer!

          Reason why Hoole is being portrayed as the protagonist is because of the presence of antagonists like Shanmugalingan and Arasaretnam.

    I wish bring to kind notice of the Jaffana University Science Teachers’ Association (JUSTA) that the problems in Teaching Staff Appointments at the University of Jaffna should be dealt as a common problem, not as individual problem, i.e., there were lot of irregularities in the appointments and promotions at the various departments. Talking on individual problems does not amount to be a good trade-union practice.

    Also, the Prof Shanmugalingan’s (former Vice Chancellor) and the present Vice Chancellor Prof Arrasaratnam’s appointments as a Lecturer at their respective departments were in blatant violation of the appointment procedures as well as ethics in academic norms. Based on the above facts think about the feature of these students? In these scenario how is their promotion as Associate Professor and Senior Professor respectively.

    So that, I kindly request the JUSTA to look into this matter as a whole, not as an individual case.

    The refusal to appoint Prof Hoole is a conspiracy to prevent Jaffna Universitty from developing.

    Look at the speeches made by the VCs which are simply like the President’s addresses at election propoganda meetings and Chief Minister Vigneswaran’s speech, the keynote address is not posted on the website. What does that mean?:

    Professor Hoole was hell bent on “serving” the Tamils by becoming the VC.Tigers refused to support him.TNA tried,but as usual they couldnt do anything.He testified in front of LLRC and praised Douglas Devanada and after that sought his recommendation for the VC post.He also refused and Hoole became frustrated and started writing articles attacking the government and DD.

    In this appointment process Mr. Anapananthan Senior Assistant Registrar, Academic establishment must have played major roles right from the beginning. As he is the person doing all kind of these tricks at the University of Jaffna. Non of the Vice Chancellors (Including Prof. R. Kumaravadivel) have taken disciplinary action against his irregularities. Further, he is always furies against to academics and his logical views are such mad.

    Yes before appoint Dr. Hoole to low level Sri Lankan Universities as teacher, Authorities (may be President appointed Committee) has to re-check all the publications and qualifications of Sri Lankan bogus professors. You will find less than 1% are real international professors. In order to be a professor your PhD must be from top ranking good University and minimum 20 publications in international high impact indexed journal such as ISI,SCOPUS, COMPENDEX..etc. Take Sri Lankan Engineering faculty professors in Sri Lanka Universities over 99% Eng. professors have only publications in IESL un-indexed non-listed two journals and all other faculties same story. Arts and management worse. Kalaniya, Colombo, Ruhuna, Sabaragamuwa…etc professors are jokers. Sack them and expose them for eating poor tax payers money covering to wrong title. Another faculties are worse than this. Take Colombo University Economics Dept inside. It is a family business sons, sons friends, grandfather, henchmen are the lecturers. All the recruitment for this dept are outdoor connected and sending to grandfather’s friends Universities and getting bogus PhDs. Absurd thing all of them now professors and run few faculties. Take now Sri Lankan University teachers are going to do PhDs to Malaysia, India and Thailand. No one is going to get PhD to these countries. Take Malaysia anybody apply get PhD only they only look for money. Many countries are now not accepting this country PhDs. But UGC silent in Sri Lanka. With immediate effect stop and do not promote to do PHD in your own University. It is a joke and many cases husband offer PhD to wife. Around 20% University academic staffs are husband and wife and 67% have some blood relationship. Say all the SL professors to show their 15 to 20 International journal publications and PhD. n all Sri Lankan Universities family connections, mafia and sex is the main operating mode in academic depts. Some depts are full with blood relatives as Lecturers. With immediate effect do not allow husband and wife and sons and father and son-in-law and uncle to work in same University to start to clean this mafia business. Higher education Ministry Sec. must be booked for using wrong Dr title which he does not have. His all advisers are just his friends especially fake Senior Lecturers from the Universities who appointed this Sec. as a Visiting Lecturer for their degree programmes. Recently I met aggressive lady without PhD or any single journal article in high impact journal but working as Chief adviser to Higher Education Ministry.     I can’t understand why an alleged eminent professor from a high grade uni in USA wants to get into a post in a lower grade university in SLK. He should have the intelligence to understand that there is an issue, which cannot be resolved by repeated application to the same university. In SLK politics play a major part in all walks of life. Obviously no one likes the corrupt practices in SLK except those who benefit from this state of affairs. But at the same time, intelligent people should be able to figure out when and where to cross the road and separate themselves from the parties that they won’t get on together. Actually if the professor’s life in US is a lot more lucrative and dignified, he should stay where he is and enjoy the remainder of his life. No need to keep confronting a load of idiots in SLK and get humiliated.

      professor Hoole is well educated and hails from a Jaffna Vellaalla family(he mentiions in most of his articles).If the professor’s life in US is a lot more lucrative and dignified then what I cant understand is :

      -Why should he go after Sammanthan seeking his recommendatiion for the VC post?
      -Why should he seek the support of Prof.Carlos Fonseka?

      -Why should he seek the support of Douglas?

      CAN HE DENY THE ABOVE?

      A PERSON OF HONESTY AND INTEGRITY WILL NEVER BEG THE CORRUPT POLITICIANS GET THINGS DONE THROUGH THE BACK DOOR.

    Best thing Prof. Hoole start private University and challenge for low quality SB’s public Universities. Even Eng. Medial and other professional courses must be privatized.

    Kindly take a note at Present Vice-Chancellor’s publications (available at the Jaffna University web cite).

    All of these were done by taking a pre-formatted research paper model (inclusive) of conclusions and just changing the data and numbers.

    The one published at Lund – has been fabricated well, to make it look like and original, but the Jaffna Paper… Visanthy Araikirukkuratnam might have thought that there’s no use spending time/effort to fabricate it – as no one will notice/bother/care…

    This kind of people are promoted over the back-door and running the show at the Jaffna University.

      Earlier, I knew that Jaffanistan Students were having special kind of Advanced level examination in which they were allowed to engage in all kind of corrupt activities in order to get through the exam.

      Now, you say, JAffna university promotes people through the back door.

      There was a story earlier that one Jaffna University professor asked ONE NIGHT STAND from a visiting Diaspora Tamil woman. Story is in the news papers.

    Recently I checked Sri Lankan University Professors qualifications and internatonal professorships they got and serve by using their leave. It is shame and very shame. Ruhuna University 90% professors do not have PhDs and any single international journal publications with impact factors. What a foolish nation you are. How do you appoint professors? family, sex, henchmen are the norm in University system in all faculties.

      If Sri Lankans get their Phd in the West, they will try to remain in the West for the quality of life . So the only ones who return either couldn’t remain , do not want to leave family behind , are homesick or really want to help out Sri Lankans.

    The situation in our university system in SL is going through a wearisome state. The lackadaisical approach to higher education has given rise to this poor quality of university teachers. The governments should be blamed for this situation. It is their policies and plans that provided the backstage for political cronies to get into the academic positions, starting from the UGC Chairmanship to VCs, DVCs. It has gone worse now as the deans and heads of departments are also appointed after seeking political consent. Lecturers are promoted to professors based on bogus certificates. Even after they were found guilty the university has not taken any action against them. Instead they are made full professors and appointed as heads and VCs. The only way out is to make the universities independent of political maneuvering. The other important change that should be introduced to the university system is to make the recruitment of faculty based on an open advertisement system. If those vacant positions are advertised globally qualified foreigners can also apply for those. The quality of teaching and the prestige of the universities depend on the academic qualifications and research work of the faculty members.

    If Prof Rathnajeevan Hoole is so eminent and qualified to be a senior professor in computer science department in Jaffna University his publications in computer science should be displayed in database of computer science research publications called “DBLP”. Searches under Rathnajeevan Hoole or S.R.H. Hoole produced nothing in this computer science data base.

      1. I do not like the way Jeevan Hoole goes about with his business. But, that is immaterial here.
      2. The computer science and engineering papers and journals are very confusing to judge. But his CV is very impressive.

      I checked Web of Science under “Hoole, SRH” and found many journal articles on Computer Science. Even his undergrad. and post grad.students have publications. Check it out before slandering the Prof.

      I have also checked out the names of Sri Lankan Professor’s in Comp. Sc, Alas! Most of them have no entries. The others have about two or three.

      There is a Tamil proverb that says “A Scholar is honored wherever he goes”. Alas! Jaffna students are kept out of benefiting from Prof’s mentoring. It is people like you who attack scholars contrary to evidence who are to blame for our plight.

      Gurupad seems to think that computer science is data bases because according to DBLP itself “Initially the server was focused on DataBase systems and Logic Programming (DBLP), now it is gradually BEING expanded toward most other fields of computer science.”

      It is therefore used mainly by those working with data base systems and is only now being expanded to cover other areas of computer science. Hoole works on computation and not data bases.

      Moreover, DBLP is not used in evaluating academics because it is maintained by individuals and tracks conference records. To publish in a conference you usually need money and that is why conference records are not valued in evaluating the work of an academic.

      The correct records used to track a scholar are ISI and its super-set Web of Science which include CS publications.

      Hey, when I was in SL, the head of the Comp Sci. Dept at Moratuwa University was Dr. Abhaya Induruwa, a graduate of Electrical Engineering from Peradeniya who did his PhD in Electrical Power Engineering. I met him at some seminars in Colombo. No one made any fuss that he didn’t have a degree in Comp Sci. And Prof. V.K. Samaranayake then the leading Comp Sci guy at Colombo Univ., came from another field, I think Math.

      Poorly qualified Jaffna Univ. academics and those at the UGC, with the focus mainly on undergraduate teaching, are not in a position to dictate terms to, or demand better qualifications from, any established electrical engineering professor in any field with sufficient exposure to software engineering.

      Hoole my not have some interpersonal and political skills needed to be the chief administrator at a state university, but it is a travesty for anyone to say he is not qualified to be a senior professor at Jaffna in any field related to electrical engineering–e.g., Computer Science, Mathematics and Physics. The only thing going on is pure politics.

      At the same time, I don’t think the accusation of some Hoole supporters that it is due to him not being a Saiva Vellala, is false. Maybe some of those like Douglas Devananda who don’t like Hoole are raising this privately as a redherring. But from what I know it is not the reality.

    As the Jaffna University Science Teachers’ Association (JUSTA) has very clearly explained there is no reason other than ‘non-academic’ motives to deny the position of Senior Professor to Prof Ratnajeevan Hoole by the present authorities of the University of Jaffna. These motives could be personal or social on which I don’t intend to speculate. Why a Senior Professor in one University (Peradeniya) in 2002 is not suitable for a similar position in another University (Jaffna) in 2011 is mindboggling.

    I have known Ratnajeevan at Peradeniya, and happened to see his outstanding CV somewhere in 2003 when I was at Colombo. He has always been a committed academic who fought for justice on others’ behalf. I know this personally. I only regret that I could not put my weight behind him when the news appeared earlier.

      Oopla, Please dont ask any questions.JUSTA is JUST A letterhead organization.Like perennials,these JUSTAs come up and then go underground. All what you need is some letterheads and writing skills.These are the people who speak about rule of law,human rights,corruption and democracy and these are same people who go behind the CORRUPT politicians looking for promotions and favors.

    Hoole has good education but,he has proven himself unworthy for a high position like the VC post. In the past he went behind politicians of all strides-government ,Tigers,SLMC,Douglas etc.. etc.He worked like a politician canvassing for an election by all unfair means. Rewind to the time of the last VC selection process.Fortunately for him the LLRC came before the VC selection process. He thought he could outsmart others by pleasing the government and Douglas. In his testimony to the LLRC Hoole said, “THE PUBLIC HAD SEVERE MISGIVINGS ABOUT MINISTER DOUGLAS DEVANANDA ONCE.BUT HE HAS WORKED HARD AND SEEMS TO HAVE EARNED A PLACE AMONG THE TAMIL PEOPLE AS JUDGED BY RECENT ELECTIONS WHERE HE HAD THE HIGHEST PREFERENTIAL VOTES IN JAFFNA”.
    With copies of these passport he saw DD and the government ministers and begged for the VC post.When he found that he didn’t get the VC post, he started to abuse DD and the government.So much for his integrity.

    NEVER BEFORE IN SRILANKAN HISTORY HAS A SINGLE PERSON STOOPED SO LOW TO GET A VC POST.
    OPPORTUNISTS ARE WORSE THAN ENEMIES.

      I think our schizo friend does not understand academic norms. What he/she quoted from Hoole, assuming it is also not a distortion, is

      That seems factually correct to me with nothing to be ashamed of. The public did have severe misgivings as Hoole stated. Dougie may not have understood that and thought it was in his favour. The academic style of hedging behind the word “seems” also has been lost on both Dougie and this three-persons-in-one writer who have seen it as an unqualified compliment.

      Yeah, Hoole has gone mad trying to canvass, cut and undercut to become the VC in amongst the Saiva Vellala Elitists of Jaffna.

      But, what have Vasanthy, Shanmugalingam and others NOT done? Have they been perfect people always? Haven’t they got what they had/have by going behind people with the whip and kissing many politically expanded rear-ends?

    Now a days Rajapaksa College students having special kind of Advanced level examination in which they were allowed to engage in all kind of corrupt activities in order to get through the exam.

    In 2005 how did Rajapaksa sworn into Power? All the way these governments paved the way to the back-door. At least how did the Present and Former vice-chancellors (Jaffna University) appointed? Who appointed them?

    All the vice-chancellors are being appointed by this corrupted government over the back-door, e.g., University of Colombo. During the Premadasa period all the public administrations seems to be good, thereafter …………

    As an academic (very senior – and enjoying all possible salary increments possible per UGC circulars) from the island nation, who is beyond any comparison – I hereby want to state;

    (1)Dr. Mr. Hoole does NOT engage in plagiarism (how can he be a professor if he does not know how to copy and paste from the Wikipedia?),
    (2)Hoole does not accept Wikipedia as the ultimate source of all information and knowledge in this universe – this is a big-time breach of academic integrity (or ethics or whatever),
    (3)He does not know how to befriend and please the Vice Chancellor’s son’s pet dog/cat so that his possibility for being considered for a teaching position can be increased,
    (4)He doesn’t understand and will not appreciate the genuine difficulties of intellectuals like me undergo to obtain masters and further postgrad degrees. Has he ever tried to push the pass by polishing a few (rotten) apples here and there or polished shoes here and there? Has he ever written an original thesis which is based on information obtained from newspapers, student reports and the internet?
    (5)Hoole believes that science and research are for everyone. How can this be so? Science and research is only to be done by senior lecturers who have been promoted in-par with UGC circulars!
    (6)Hoole has citizenship in western country. How will he know the hardships a senior lecturer faces locally to maintain and manage a brand new Honda Civic? Has he ever tried to create consultancy reports to western funding agencies to get paid in dollars so that he can maintain his Honda Civic in pristine condition?
    (7)Hoole can never be compared to people like present VC of Jaffna. They have done research in Jaffna and have only published in Jaffna. But Hoole has been not true to his roots as he had published in many foreign journals and also given consultancy to NASA.
    (8)Hoole is not a saiva-vellala elitist. So he cannot be considered an academic for Northern Sri Lanka.

    For these reasons, it is hereby, now and forever – solemnly declared that (hereinafter) S.R.S Hoole can never be considered for any higher education teaching position in Sri Lanka.
