As Manik Farm Is Shut Down, Sri Lanka Should Apologize To Its Tamil Citizens Interned In The Camp

Sri Lankan English language newspaper Lakbimanews in its editorial has advocated that the Sri Lankan government should apologize Tamils who had been interned in the controversial mass internment camp Manik Farm, which was closed down after three and half years in existence.

“At the moment, the government and its leaders would find an official apology in this regard as ‘belittling’ of its military victory. However, every great nation has, at one point of time, acknowledged wrongdoings in the past.”

“If Sri Lanka is not yet prepared to do that, it will do so one day. That day will denote Sri Lanka’s coming of age in its full democratic political transition. That will be the day Sri Lankans of all ethnic communities can proudly claim that they are part of one great nation, ” Lakbimanews editorial written by acting editor Ranga Jayasuriya stated. Below we produce the editorial in full

The National Security State

The National Security State reigns supreme even three and a half years after the end of the war. A military camp erected in a remote hamlet of Keppapulavu in Mullaitivu has prevented 110 families among the last batch of Internally Displaced Persons (IDP), who were released from Menik Farm from returning to their original village. This misguided decision, which betrays the current regime’s over-reliance on the doctrine of national security state, has now landed the very government in a controversy over its handling of the IDPs. Sadly though, the negative coverage has, in fact, overshadowed what could otherwise have been a significant achievement of the government, i.e. the shutting down of the Menik Farm IDP camp which at its height housed nearly 300,000 IDPs under crowded and shoddy conditions. These developments are taking place in the wake of the scheduled Universal Periodic Review (UPR) of Sri Lanka to be taken up at the United Nations Human Rights Council next month. The scheduled UPR, of course, influenced the government’s decision to dismantle the IDP camp.

To begin with, the decision to shut down the camp is a milestone in the post war resettlement and rehabilitation process.

However, that salient achievement has now been dwarfed by the controversy over the forced relocation of 110 families, who, according to some sources, have been forced to resettle in a cleared jungle with only tarpaulins for shelter. (See page 5 for our coverage of Menik Farm.) It is understandable that the government wanted to project the closure of the camp as proof of its commitment to the post war reconciliation, thereby assuaging concerns of the international community. But now it finds itself at the receiving end of negative publicity for the ‘forced relocation’ of IDPs.

The root of the problem lies at the government’s over-reliance on the doctrine of national security state. The leading characteristic of a quintessential national security state is the primacy of place held by the military in the affairs of the state. The role of the military in a national security state is not merely confined to defending the nation from internal and external enemies of the state. The military there plays an all encompassing role in civilian life and wields an overwhelming power in deciding the direction of the political, social and economic lives of the citizens; Democracy and political pluralism are viewed with suspicion and, perhaps with contempt, despite the false appearance of the state to be democratic.

The Sri Lankan State has retained some of those characteristics even three and a half years after the end of the war. The government spends US$2.1 billion or over 3.5 per cent of the GDP to maintain a large peace time military. That is a much higher percentage of the GDP than the rising China, or India annually allocates for defence. In contrast, Sri Lanka’s education budget for 2012 was a paltry 1.9 of the GDP, while other lower middle income countries spend over 4 per cent of the GDP on public education. Military officials continue to call shots in the civilian administration in the north and the east. Military imperatives continue to reign supreme in post war Sri Lanka, despite the absence of a clear security threat, measured by any rational assessment.

Those skewed priorities in peace time, in effect, question the integrity of the current regime and the sincerity of its expressed commitment for reconciliation and peace building.

If the government’s efforts for a true and meaningful reconciliation is to be successful, the north and the east should be demilitarized; the military should make themselves progressively redundant from civil administration, and the social fabric of a free and democratic society should be rewoven.

To achieve those objectives, it is imperative that the government rethinks about its obeisance to the national security state.

Menik Farm, Japanese Americans and an official apology

The underlining rationale of Menik Farm at its outset was preventive detention. The camp was set up to intern 300,000 odd residents of the former Tiger territory of the Wanni, some of whom might have actively collaborated or sympathized with the decimated Tamil Tigers.

The movements of the residents of Menik Farm internment camp were tightly controlled during the first six months of the camp. The tactic of preventive detention deployed in Menik Farm has historical precedents, one such example being the mass relocation and internment of 110,000 Japanese Americans in the United States during the Second World War.

Japanese Americans living on the Pacific coast were interned in camps in 1942, after imperial Japan attacked the Pearl Harbour. The Roosevelt Administration feared that Japanese Americans would collaborate with the imperial army during a possible Japanese attack against the US.

It took a three decade long campaign for the surviving former interns to receive reparations and finally an official apology from Washington. Finally, in 1988, President Ronald Reagan signed a legislation which apologized for the internment on behalf of the US government. Under the 2001 budget, the United States Congress, also decreed that the 10 sites on which the internment camps were set up were to be preserved as historical landmarks: “Places like Manzanar, Tule Lake, Heart Mountain, Topaz, Amache, Jerome, and Rohwer will forever stand as reminders that this nation failed in its most sacred duty to protect its citizens against prejudice, greed, and political expediency.”

Last week, Sri Lanka dismantled the Menik Farm internment camp. However, the suffering and humiliation endured by 300,000 Tamils who had been interned there would not go away. The Sri Lankan State and its political leadership ought to do a great deal of soul searching vis-à-vis its treatment to its Tamil citizens who were involuntarily housed in Menik Farm.

At the moment, the government and its leaders would find an official apology in this regard as ‘belittling’ of its military victory. However, every great nation has, at one point of time, acknowledged wrongdoings in the past.

If Sri Lanka is not yet prepared to do that, it will do so one day. That day will denote Sri Lanka’s coming of age in its full democratic political transition. That will be the day Sri Lankans of all ethnic communities can proudly claim that they are part of one great nation.

      If anyone is to apologize to the Tamil People, it should be the LTTErs and it’s tails for getting them in to this situation. Did you guys who morn apologize to Mr. L. Kadiragamar’s family or to any other Tamil politicians families who’s lives were taken by the LTTE?? They killed their own kind. This was utterly necessary for mainly 2 reasons. 1. to ensure no tails wag 2. to ensure that land is cleared off mines so that people could actually go live in the areas. With all rubbish this government does, this is one thing we could agree that was necessary for the country’s safety.

        That is not the complete story. Try and jog your memory, in time you might recover from your selective amnesia.

        This is not the first internment camp. There were many camps in the past in which a large number of Tamil speaking people were detained for simply being Tamils and eventually sent back to India as stateless migrant.

      Agree with u 100%. SL gov has many other reasons to apologize from the Tamil people and even sinhala ppl, but surely not for internment. internment camps was a necessity. Most of the commentators here n LTTE supporters do not have any idea of reality.

    For a start after 30 yrs of terrorist running the area and after the war how do you find which one is guilty and which ones are not? I am talking about serious crimes here and only way to get them is to screen them methodically so that this ugly would not rise again.
    Second part is most of them did not have any homes since some are illegals from TN and others have serious issues like mine field clearance and lack of infrastructure to support them.
    Worst of all, those overseas tamil agitators did not even give a cent to help their brothers and sisters and why should the SLG apologises since those funded those bunch of blood thirsty morons should apologise for the whole country, so that all the citizens can move forward.

    Dear Real Tamil, Rohan and others!
    Well. All of you put the blame on the LTTE. Sri Lanka, USA, West European countries, their allies, India etc. have declared the LTTE as a TERRORIST group. Even China, Russia and other countries gave assistance to the government of Sri Lanka to defeat LTTE militarily!But the important question is who and what created the LTTE Terrorists?
    The LLRC appointed by HE the President in it’s Report (Para 8.150) says that:
    “The Commission takes the view that the Root Cause of the ethnic conflict in Sri Lanka lies in the failure of successive Governments to address the genuine grievances of the Tamil people. The country may not have been confronted with a violent separatist agenda, if the political consensus at the time of independence had been sustained and if policies had been implemented to build up and strengthen the confidence of the minorities around the system which had gained a reasonable measure of acceptance.”
    Thus the LLRC accepts that the violent separatist agenda was the outcome of the failure of the successive Governments of Sri Lanka to address the genuine grievances of the Tamil people!
    Further, under “The Different Phases in the Narrative of Tamil Grievances” it has mentioned in para.8.163 of the Report:
    “The decisive rift in the inter-ethnic relationship came first with the riots of 1958, then in1977, and culminating in what is known as ‘Black July’ of 1983, and the heinous failure of the then Government to provide adequate protection to Tamil citizens. The problems pertaining to the Tamil Community and their grievances cannot be fully addressed without a fuller understanding of this culture of violence that marred the relationship between the Sinhala and Tamil communities.”
    Thus, the LLRC indirectly accepts that the “culture of violence” was introduced in the country NOT BY THE TAMILS, but by the Sinhalese and it was indirectly catalyzed by the Governments of Sri Lanka!
    At this juncture it is very important to note that the LLRC has not mentioned in its Report what actually caused the successive Governments of Sri Lanka to implement policies and actions that produced genuine grievances to the Tamils and other minorities of the country.
    Here the LLRC should have analyzed and come to a definite conclusion on WHETHER THE GOVERNMENTS OF SRI LANKA FORMULATED AND IMPLEMENTED POLICIES AND ACTIONS BASED ON SOME DOCTRINE OR NOT!
    Here the LLRC has either failed or conveniently got excused itself from talking about a very important question!
    Here only the Paragraph 28 of the UN Panel Report becomes very important. It states that:
    “After independence, political elites tended to prioritize short-term political gains, appealing to communal and ethnic sentiments, over long-term policies, which could have built an inclusive state that adequately represented the multicultural nature of the citizenry. Because of these dynamics and divisions, the formation of a unifying national identity has been greatly hampered. Meanwhile, SINHALA-BUDDHIST NATIONALISM GAINED TRACTION, ASSERTING A PRIVILEGED PLACE FOR THE SINHALESE AS THE PROTECTORS OF SRI LANKA,AS THE SACRED HOME OF BUDDHISM. THESE FACTORS RESULTED IN DEVASTATING AND ENDURING CONSEQUENCES FOR THE NATURE OF THE STATE, GOVERNANCE AND INTER-ETHNIC RELATIONS IN SRI LANKA.”
    The UN Panel Reports thus emphasizes that the ‘ROOT CAUSE’ of the problems of Lanka has been its Sinhala Buddhist nationalism based on SACRED DOCTRINE: Sinhala – Sinhalese – Buddhism – Lanka doctrine with one to one correspondence.
    Please tell who should be blamed for all these? LTTE or the Governments of Sri Lanka? or the powerful nations like the USA. India , the West Europeans and others?

    Nabil, there are many in Sri Lanka who see each other equally, and wish for peace. Essentially there is no real need for any of us to apologise to anyone, unless we have been part of either a past GoSL or the LTTE. It is these people who have to apologise. As can be seen from the comments here, it is a continued argument of you apologise, no you apologise, no you apologise. It is always the fault of the other side…

    It is amazing how people with bias can find a spec from the otherside to be a plank, and the numerous planks from their own side to be non-existant! It is such people who fuel the likes of the GoSL and LTTE. It is therefore also such people who should be apologising, not to Tamils, not to Sinhalese, rather to all Sri Lankans, who actually just want to live out their lives in peace.

    If the conduct of the Sri Lankan government was fair and driven only by the effort to eliminate terrorism, then it would prove it with apologies. During a war and in the immediate aftermath it is difficult to handle properly the rights of all the people involved. It is understandable that for security reasons, the people coming from LTTE areas had to be checked. It took too long, but this is why apologies are needed. It will show that the government was moved by good principles. On the contrary the impression is that the government of Sri Lanka moved a war against the entire Tamil people and wanted to occupy their land and crush their culture and identity. The reactions to this article are a good example of how Sri Lanka is far from even starting a true process of reconciliation.

    Why is that we have so much hatred in our hearts ?. For goodness sake – we are talking about human beings- real people. What is the point we blaming the LTTE when all is supposed have been eliminated 4 years ago.
    We have the luxary of sitting back and either blaming someone or passing the buck without a real solution. These people did not have a choice with the terrorist, remember people when the JVP -Desapreme guys went around swithcing lights and lamp post killing – to an extent we as citizens did not have a choice but to comply . The Tamil community in the North and Wanni were and are in a similar situation. When a writer exposes or express his opinions or concern it should worked upon rather than giving negative comments. Our people will never realise until its too late, seems everyone at the top are celebrating until it comes to bite them in the bum. I sympathies with the Tamil people for the current state of affairs, Until it is recognised that we are all Sri Lankans and Human beings – this racial, 2nd , 3rd class treatment will be difficult or impossible to let go.

    Good article… But the author needs to realize that only decent people will apologize. Even Americans took way too long to apologize and many families lost all their homes and property and died in poverty.

    Same with the Jews who were in concentration camps for one or two years. Millions died… Conditions would have been worse for the Tamils if WE the diaspora did not scream BLUE MURDER from all corners of the world. So it took only 2-3 years to get everyone out of the “Rajapakse concentration camps” of the 21st century..

    The human rights laws and Geneva Conventions, on treatment of POW’s and connected civilians have changed for the better… Still, Rajapakses got away without any reprimand as yet… But that is also why there is more IC interest on investigations, because they do not want African, Arabian, Latin/Central Americans or even Burma and other countries to do the same murders and crimes and get away…

    It would be just a free licence to rape, torture and murder.
    Besides, The Tamil diaspora from 2007 beginning with Tamils For justice have been focused on investigations by the US and IC, on HR violations and later War Crimes… Every thing was in motion and attorney Bruce Fein was well experienced..

    More than the apology, the immediate need are their homes and land.. Then education and health via well equipped schools and medical clinics/hospitals. All this was destroyed deliberately or in the crossfire… Reconciliation will only come in genuine goodwill, and removing the murderers, rapist and torturers from their site.. At very minimum costs a good local police force who can provide safety and security…

    Chandrika apologized for the 1983 riots as President, but that was very in-genuine… Apology also has to come with compensation to all. Or else this festering wound will become cancerous, and beyond a few of us…

      C’mon Donald, who you kidding? There is plenty that can be said about the corruptness and selfishness of the various GoSLs since 1948, but that is not to say that the ‘diaspora’ is any better! After all, the diaspora is as much to blame for Tamil suffering, as the various past GoSLs and the LTTE!

      The conditions for Tamils and Sinhalese alike would never have reached the inhumane levels of 2009 had the diaspora screamed BLUE MURDER on the LTTE when they were abducting innocent Tamil children and arming them with weapons for decades! Or when they were building network after network of global drugs, weapons and human smuggling rings. Or when they were blowing up innocent people throughout Sri Lanka. Or even when they were using innocent Tamil civilians as shields in more recent times.

      Instead the diaspora funded and grew the LTTE. And only cried foul when the LTTE itself was threatened. They depended on the LTTE to get them residency in developed countries, while contributing to further depletion of Sri Lanka, so they can continue to demand ‘asylum’ from the west. Why so many Tamils moved to Europe, the States and Australia, when Tamil Nadu was just a stone throw away, is the clue to the truth… It was never, and never will be, about Elam. It is about living it up in the west! VP was just as much a scapegoat of the diaspora as the various other Tamils who have lost their lives as a result of this whole concoction. A concoction of the Tamil and Sinhalese elites!

      The LTTE diaspora has worked hand in hand with the likes of the MR clan (and numourous past GoSLs)! they claim to be foes, but in reality, it is only a high stakes show, with plenty of back scratching! One side kills a few people, the other cries blue murder. Then they kill a few people. The other side cry blue murder. The innocent are only ever needed for images of suffering to fuel propaganda!

      No one with an ounce of intellect or general knowledge of the world will buy into your superhero view of the selfish and shameless LTTE diaspora (I say LTTE diaspora because I know all Tamils are not supporters of the LTTE). But I appreciate you have no interest in convincing anyone with intellect. Just the already converted gullible and opportunistic fools who continue to scream Blue Murder, while fueling the murders themselves!

    There is no need for anyone to apologise to anyone else. Everyone has sinned one way or another. Let us also not forget the past. However, let us all resolve to forgive each other for trespasses of the past and resolve to never let our tainted history repeat.

    This is the only way forward. If not, we will be involved in debating who did what to whom first ( the chicken or egg first story) , well into eternity.

    The best thing we can do to as a first step is to come forward as individuals and collectively to help the war-affected poor. This would involve visiting the war-affected areas, seeing problems there and identifying people/families that need help. Such people should not be given fish, but the fishing rod!

    This act alone will help build a united Sri Lanka, The process of doing so will then start with the hearts and minds of those coming forward to help and touch the hearts and minds of those who are the recipients.

      I don’t think so.

      The apology should be on record so that down the line future generations can learn and enlighten themselves how these two stupid people have unleashed mindless violence against each other and among themselves.

      When people realise that they have done injustice to others it is only appropriate for them to apologise to each other. However I don’t expect the parochial Sri Lankies to behave magnanimously.

      If anything these two peoples have to apologise to my people for 2,500 years of cumulative genocide.

    prominant word found in sinhala dialect is denial. the word apology is alien to sinhala dialect. by the way as a general rule i don’t like muslims. However, the only exception is bangaladeshis. i love them for what they are doing in bangladesh and i wish they could do it over here in sri lanka.

    LTTE was non existent when 300,000 were incarcerated in concentration camps. Yes, diaspora made a lot of noise, campaigned, and lobbied hard. So did the NGO’s and other HR organizations..
    Same with the War Crimes issues.
    I have been in the forefront of the Tamil issues even before July 1983, and most vociferous and in public thereafter. I was a bachelor..

    My custody issues and property issues is No Blood business of anyone. I had full, 100% custody of my young kids from day one, and never lost it at all even at the appeals court… One of the very few Father’s to accomplish that…

    Killing Tamils from 1956, 1958, 1961, 1977 and 1983 are serious crimes and violations. Thereafter from 1983-2009 or even now Tamils are being raped, tortured and killed.

    100,000 Tamil civilians were killed in 2009. Those were War Crimes and Crimes Against Humanity..

    Anyone who speaks up, White, Black, Yellow Indian or Tamils are labelled as LTTE Tiger Terrorist, so that they will back off.. That has been the tactics of Sinhala, Buddhist, racist, chauvinist, Jingoist and State terrorist and their rump. Typical liars… and Sh…………

    Holding civilians like POW’s in a camp for years on the pretext of demining is a gross human rights violation and will come back to bite the government because the tamils have long memories.So much for winning the hearts and minds of the tamils with these crude actions and this will come back to bite the government in future elections and also in international sympathy for relief for the tamils with their own state one day.Lack of foresight seems to be a hallmark of this government though they seem to be good at getting things done in the short term.
