Bellana Seeks To Bleed NBTS Through Tender To Sell Excess Plasma

Dr Rukshan Bellana, quasi administrator of the National Blood Transfusion Services (NBTS), known as a frontman for the brother of Health Minister Rajitha Senaratne has been accused of a tender fraud in the form of influencing, manipulating and delaying a tender for the benefit of a drug company from which he is allegedly receiving monies as bribes.

It is revealed that although the Technical Evaluation Committee (TEC) had recommended that a tender for the sale of excess plasma be offered to the highest bidder (ABC Pharma) from among eligible bidders to ensure that the highest income is brought to the country, Bellana has tried to prevail on the members of the TEC to award it to DGH Medical Group, effectively causing a loss of Rs 47 million to the government.

ABC Pharma had offered Rs 5600.00 per litre of plasma whereas DGH Medical Group has offered only Rs 4535.00.

Price comparison

After the TEC declined to accede to Bellana’s request, he had received a letter purporting to have been written by a blood donor protesting the TEC decision. The letter is dated June 22, 2018 and has been received on the same day as per the date-stamp and this despite the strike that has crippled the postal service of the entire country. Bellana has since referred the letter to the Sri Lanka College of Transfusion Specialists, possibly to stir up a controversy and push the Tender Board to recall the tender.

Donor complaint

Colombo Telegraph reliably learns that ABC pharma which has learned about the violation of the Procurement Guidelines by Bellana has made their representations to Rajitha Senaratne, Minister of Health.

Colombo Telegraph earlier exposed the voice recordings where Bellana clearly states that the minister’s brother has discussed the purchase with him and that Dr Anil Jasinghe (Director General Health Services), Dr. Hemantha Beneragama (Deputy Director General , Laboratory Services) and Janaka Chandragupta (Additional Secretary Development) have all briefed him about the ministerial sibling’s interest in the purchase.

Speaking to Colombo Telegraph on Tuesday, Dr Bellana acknowledged the authenticity of the voice recordings published by Colombo Telegraph. He further said he was victimised because his speech against President Maithripala Sirisena where he said that the former Health Minister (Maithripala Sirisena) was corrupt. When asked whether he had evidence to say the President as the then Health Minster was corrupt, he said “yes”. He agreed to provide the evidence to Colombo Telegraph. He also said he would give his side of the story, but so far he’s failed to do so.

Bellana, who was interdicted in the aftermath of the formation of the Yahapalana government was appointed illegally to his current post which is naturally not sanctioned by the Public Service Commission. According to Colombo Telegraph sources, Bellana is occupying his current post in the NBTS as a politico-financial transaction between Rajitha Senaratne and Bellana where the latter supports the loot machinery of Senaratne’s acolytes and the brother. In exchange, a miraculous and illegal pardon to Bellana for defaming Maithripala Sirisena, Presidential Candidate and Chathura Senaratne, son of Rajitha Senaratne during the Presidential Election of 2015 has been mediated by Rajitha Senaratne.

    entire blood bank and affiliated set up appeared highly corrupt. First it was the corrupt lady Mrs. Bundusara who manipulated things in favor of bribes. Now it seems this Bellana fellow. Very soon the blood donors will refuse to donate blood to this corrupt institute. Both Bindusara and Bellana will end up in Hell one day for doing business with poor srilankan donors blood.

    When there’s ” Anarchy rules ” there will be no Law and Order in a country .
    Every dimwits have their own Law and order question solved in Srilanka.

    No need of a Regulated Ministry for law when the Judiciary of Srilanka playing double games .

    It’s a drama of walk the talk to the FCID and CID.
    The Law of the country is in Disarray.
    The Srilankan State Law and order is Inefficient which acts according to their whims where Money and Power ( political ) decides a case not the Judiciary.
    It proves that ITS A FAILED STATE.
    We cannot expect anything from this Defunct Bankrupt Government.
    Very sad for the People indeed who are hoping for better days to come.
    Politicians of the past and present including their hangmen / women are OK for centuries to come.
    The Question is whether this country can survive for long as an independent state??

    Most, if not all politicians, are now corrupt, and this state of ‘service’ has now pervaded the public service – this blood bank matter may be the ‘tip of the iceberg’.
    All medical officers, are supposed to be guided by the Hippocratic Oath.

    The ‘illegal pardon’ of Bellana has provided a corrupt acolyte for the minister, it seems.

    In the old days, any public servant faced dismissal for any fraud of Rs. 50 and over, proved by inquiry or in a court of law.
    During recent past, ‘cabinet appointed’ tender boards, ruled on such tenders.
    Where are they now?

    Why no action yet against the MPs who have received monies from Aloysius?

I heard JRJ is a FROG in diyawanna Oya, he is looking for the big house he built. So, after some time, how many frogs and Toads will be inside the building.

    they can set up a company to purify this plasma for different protein ingredients and medicinal ingreditents which would provide desperately needed employment to the country and foreign exchange that politicians would use to import duty free cars. I can not remember the anem, one country when their country’s foreign debt increased, the president or PM’s recommendationw as STOP MOST OF THE, some over thousands, IMPORTs. what does Sri lanka do. Take an international loan every week and keepon printing money.

    The next phase of mega-corruption is surfacing. A fake-tender process is set-up to mask the foot-prints. Possible only if corruption/nepotism/impunity synchronise.
    How many realise that corruption/nepotism/impunity are being respectified?
    Come elections, these will be made into a non-issue.

    thank Colombo telegraph for exposing such crooks. the he health ministry must stop dragging their feet and appoint a proper director to the nbts. Otherwise we the blood donors would stop donating our blood or organising campaigns.

    This chap used to hold a high post under the former regime. To date he he thinks because this regime is corrupt the former regime must be excused. In other words he cannot see what is right and wrong according to ordinary moral concepts. In his world right and wrong is based on which regime committed the most wrong.

    His palms must have been oiled through a variety of ways at the expense of the public and he should be brought to account.

    Look at his physique , does he epitomise a good healthy role model for the nation ? Seems he not only fails on his moral standards but on his appearance as well.

    These rogues should be brought to account and be disqualified for life. Otherwise someone else will do the same. Plenty of these characters in this country.

    You have failed to achieve an outcome from all your hard work. All parties you have implicated including the party who says that he will engage in any activity corrupt or not so long as he has the backing are scot free enjoyin themselves.

    It would be a good idea that you hand all your research and evidence to the Sinhala media and other local media agencies to further probe into this. Otherwise all your hard work is down the drain so to speak.

    I still congratulate and salute you for exposing this corruption to a few who have the privilege of read and accessing English Media in Sri Lanka.
