Budget & Bullets

By Ameer Ali

Dr. Ameer Ali

President Anura Kumara Dissanayake (AKD) and his National Peoples Power (NPP) ministerial team are a mixed group of different shades of leftists. But AKD is the most experienced of them in parliamentary politics and from the beginning he had been insisting on maintaining stability and advocated pragmatism as the guide to reach the final objective of system change.  After all system change is a process and not an overnight transformation. That pragmatic approach has now become a crucial criterion in formulating and implementing government policies especially in the post-Trump environment of political turbulence and economic shocks worldwide. It is that pragmatism to maintain economic stability, policy consistency and gradualness which is again reflected in AKD’s maiden budget as Finance Minister. For all intents and purposes AKD has become a Fabian socialist.

Periodic salary increases to public sector employees, increase in pensioner allowances and aswesuma benefits, more fund allocation to health and education, broadening the tax base without burdening the vulnerable and continuity in the basic macroeconomic variables are some of the welcoming features of the budget to maintain stability with less economic pain. But the cost-of-living pain is not going to go away soon. Overall, the budget’s objectives and promises are achievable and could be fulfilled. The fact that CBSL, Sri Lanka Banks Association and Ceylon Chamber of Commerce have all given thumps up to the new budget is a testimonial for AKD’s economic prudence and stern commitment to make Sri Lanka’s economically independent. However, unlike in previous years when each annual budget was an independent exercise without any linkage with past or future, NPP’s next four or possibly five budgets should be a set of building blocks interconnected to reach the final targets such as AKD’s ambitious $36 billion export revenue by 2030. No doubt IMF too would tick the budget right for its realistic expectations and pragmatist approach.

However, the challenges facing the economy to “increase growth and reserves” as AKD pointed out at a post-budget forum are formidable. Unless the local production sector is incentivized and adequately resourced to increase its output to satisfy domestic needs with a surplus for export AKD’s twin objectives cannot be achieved. With reference to domestic needs food security should be the prime concern. There is no reason why an island surrounded by the sea and blessed with fertile soil and salubrious climate should suffer from frequent food shortages. To recollect from memory, it was in the early nineteen seventies that the late LSSP MP Leslie Goonewardene said in the parliament that Maldive Islands was able buy a ship by selling Maldive fish to Sri Lanka. He was only pointing out the failure of different governments to develop a fishing industry. It is time that Sri Lanka achieves self-sufficiency in food and other essential consumables. Likewise, increasing exports by diversifying and modernising the industrial sector requires heavy investment. Given NPP’s acceptance of the market model and open economic paradigm, entertaining foreign investment preferably from the East rather than from the West to open new industries with strong linkages with domestic sector should be the way to go about. In that respect, AKD’s visits to India, China and Qatar are encouraging endeavours.  In general, a Look East policy would help expediting economic revival and growth.

More than the promises of the budget and their sources of financing what should be more worrying to the government and the country at large is the resurgence of underworld crimes. The murder of a suspected underworld personality in broad daylight and inside the premises of a courthouse in Colombo protected by heavily armed security guards, although is not the first of its kind, raises serious questions in the wake of AKD’s resolve to clean up corruption, reassuring the independence of judiciary and reopening certain unresolved crimes such as the murder of journalist Lasantha Wickrematunge and the Easter massacre of 2019. It is widely believed in the community that certain politicians and security personal were involved in those crimes. Reopening those cases therefore has the potential to bring those criminals to justice and identifying the politicians and officers associated with those crimes.  Hence, it is possible that the same politicians may have decided to eliminate those criminals before they are brought to trial. It is suspected that the one murdered the other day was one such personality.

Rise of the underworld also threatens the political stability of the country because of its links with political personalities. The old order and its stalwarts are not going to entertain any system change that threatens their power and position and will do everything possible to thwart the progress of the new government. For instance, AKD’s pathway to achieve ethnic reconciliation without denying ethnic identity is a step in the right direction. But the champions of ethnic supremacy will do everything possible including an ethnic riot to sabotage his moves. What is handier to these elements than to employ the underworld to do the dirty work? This is why AKD and the NPP government should “clean up the fossils in administration” and security and destroy the underworld before it destroys the country. Eliminating the underworld is certainly not going to be possible within “two lunar months”. It requires a crusade.

Underworld is operated by Over world. Sri Lanka has a 99% Buddhist Sinhala military and intelligent services which was funded by Sri Lankan state. They are well established and they now proved that you cannot eliminate not only two months but also two decades.

    Dr. AA,
For you “the murder of journalist Lasantha Wickrematunge and the Easter massacre of 2019 are the major issues that have not been fairly addressed by the past SL govts and the judiciary. You simply fail to mention the major issue that was not addressed is “the racial discrimination against the SL Tamils”, because you consider your community is not Tamil. Am I right? Even though AKD is favorably looking into the issue, people like you the NPP minions don’t like it!!

No, even educated ones like him who should know better, and coming from the Tamil east, have been brainwashed from early childhood by their elders, clergy, politicians and elite, that are all purely descended from Arabs/Moors and they are not Tamils at all and to hate their actual Tamil origin, heritage, ethnicity, language and culture, despite speaking Tamil and more than 95% of them looking like typical Tamil Dravidians from South India, from where they actually originate from. Dr, Amir once wrote the term Moor describing the Sri Lankan Tamil Muslims, was incorrectly given by the Portuguese to all Muslims, whom they met and ruled during their colonial era, and does not relate to their actual race, or ethnicity but only to their religion, as they only Muslims they had met before their travels and conquest were the Moors from North Africa, who ruled the Iberian peninsula for a 1000 years. This is the reason they started to call every Muslim they met as Moor( Moro) especially the South Asian variety. All other South Asian Muslims, including their parent population the Tamil Nadu soon discarded this incorrect name given to them by the Portuguese, just like the way they called the Jaffna Tamils Malabars, as they were similar to the people of Kerala, and the Sinhalese as Siamese but these Sri Lankan Muslims jumped on this incorrect name to claim a blanket fake Arab origin that they hardly have and to deny their 95% or more Tamil Dravidian origin.

Now note in the name of Islam and this fake Arab origin only this so called learned professor but all other Sri Lankan Muslim bloggers and columnists come here and constantly cry about the Palestinian Arabs and condemn what is happening to them but remain very silent and overtly and covertly support the structural genocide, war crimes and ethnic cleansing on the island’s Tamils again in the name of Islam and this fake imagined Arab origin and this brainwashed professor from Australia is no exception, despite all his education and power to think. Shows the power of peer pressure and childhood brainwashing.

“After all system change is a process and not an overnight transformation. “
That’s rather hilarious, coming from Dr.Ali, who not long ago was promising a practically overnight transformation.
One needs to change the people before the system. As Dr.Ali has now realised rather too late, “(AKD) and his National Peoples Power (NPP) ministerial team are a mixed group of different shades of leftists”.
It doesn’t help when a proposal to ban private tuition by government teachers is shot down by the Labour Minister, who is President of the teachers union and a Tuition Master himself.

“You simply fail to mention the major issue that was not addressed is “the racial discrimination against the SL Tamils”, because you consider your community is not Tamil. “
Not only Dr. Ameer Ali but also most of the authors and NPP are afraid or reluctant to talk about the misuse of power not only in the past but also now. No one talks about what happened about those who surrendered to the military? Why? Even after bankruptcy, if you fail to address the real issue, the fate of Sri Lanka cannot be changed.

This allegation is wild and is based on prejudice about Muslim writers.
AA has seldom prioritized Muslim issues over other matters.
Neither issue he has highlighted really concerns Muslim interests.
Both concern serious crimes where systematic cover-up is suspected.

Velu, another Velu created most discrimination which sadly the tamil people of the country suffered from.

        0

Sinhalese Christian nut case, it was not the other Velu who created the most amount of discrimination, sadness, marginalization and war crimes against the island’s Tamils, but state sponsored Sinhalese discrimination and marginalization of the island’s Tamils, that was started by all Sinhalese led governments from the time of independence. Looks like this government is no better. The other Velu was no saint, but he was also a product of Sinhalese state sponsored discrimination, Indian opportunism and what he did to the Tamils and to the rest of the island, was nothing to what the Sri Lankan state, armed forces and the Sinhalese in general did to them and are still doing. He is dead and gone so why is all this marginalization, discrimination, forced ethnic cleansing and illegal land grabbing by the Sinhalese armed forces and government department of Tamil lands in the north and east still continuing? You mean he is orchestrating all this from the grave?

        • 1

It is Sinhalese racism. Scratch 99% of the Sinhalese, even the so-called liberals and even bible thumping so called born again and out comes the anti-Tamil venom. Never admit to what they did, and the root cause of the problem is themselves but always want to blame the victim, for fighting back. However sadly they are also supported by self-hating Tamil snakes here, who come here and support everyone else’s liberation struggle, but not the struggle of their own people but side with Sinhalese racists and fake Arab South Indian Tamil origin so called Sri Lankan Moors.

As correctly highlighted by the writer, the parasitic elements that remain within the system that had supported crimes and criminality, deceit and duplicity have to be removed before any more damage is done to the country. These elements not only undermine the government that the poor people of the land brought to power, but they, through sheer habit, do everything in their own interests rather than common interest or to develop the country. The quiet cultural revolution underway must not be thwarted by these grossly unsavoury elements. The NPP government must act swiftly and decisively.

I am amazed that the Police keep using the same old tactic to eliminate undesirables over so many years. This lack of imagination casts serious doubt on their efficiency. Does anyone actually believe these stories of accused miraculously shooting at police with hidden weapons? Previous governments did nothing about this. Isn’t the NPP supposed to be different.

      S M ,

Don’t you see here the pattern is a quite regular one by the
police ? System Change was not intended to interfere with
      established practices of 76 year curse ? Will they , the J V P/
N P P get into action that will respect your trust in them in the
next five months ? One month is already gone from your six
month calculation . My bet is , They Are A Better Choice But The

      Key Promise .

        Dear WW,
“My bet is, they are a better choice but will not touch the system. This will not fulfill their main promise.”

I beg to disagree that it was a good choice because we knew that AKD had no tthe least knowledge other than dwelt on the funds of others. In eruope, there student excahnges that enriched the knoweldge of the graduates, once they are offered degrees. Through that they have matured having studied the culture, education and other areas of others countries. AKD thhough is a basic graduate, he seems to have not the least knowledge about many areas. Nor is he aware how to get on with foreign missions. This was lately proved to the nation through his 3 foreign trips arleady made ont he cost of the people.
        :
Bimal Ratananayake dares to say that national security is not at stake. can you imagine ?
Some experts questioned how they would interpret it if the judge was caught by the shoot of the killer, on that day when Ganemulla Sanjeewa was gunned down.
. Taking things lightly would take the country back to the days of former President Sirisena. Certainly, the AKD will not achieve even 1% of the progress (compared to that of RW and small cabinet), because his pre-election rhetoric and governance politics is obviously – the sky-earth difference. There are real sources that prove that they did not work with their own budget, but they relied on the budget already prepared by former Presdient and his cabinet.

          L M ,

Before I get down answering to your opinion , I got a little
confusion with your English time to time . For instance ,
your reply to me here right now and further down to L S are
not the same standard I suppose . Is someone else is training
with your computer ? Now , back to the point , ” They are a
better choice ” means in my opinion , they are at least trying
to do something better in and out of parliament . I keep watching
their very modest behaviour inside the parliament despite having
such a full powered majority . They do , in most or all cases, handle
it with utmost care . Shouldn’t they deserve credit for their hard
work ? I do have loads of differences with them , disagreements
about their plans for the country and its economy but still , I don’t
want to be seen a bitter enemy of them as such . No interest .
There’s always in everything two sides which the opposition can
use to their advantage . Take a deep breath and look at the opposition
today . Will people want them back ?

Don’t you think there is a fault in your logic?
During the last government, and the one before, there were crime waves. People were shot in the street. There were gun battles. So, who was behind all that? Are you suggesting that the JVP was behind it?

        o c ,

        J V P / N P P deserves credit for holding a General Election
that was peaceful . Throughout our election history , none
was without violence . And also credit must go to Ranil for
organising a peaceful president election . One should not
forget that it was always the SLFP led coalition that unleashed
violence during and after every election and UNP under JRJ
started to retaliate with maximum force . UNP , SLFP and JVP ,
who has the recorded history of being the most violent ? Is the
JVP not known in the world arena of politics as a Rehabilitated
political party that had a history of violence now trying to be
the Heroes of Democracy ? All major parties have Thugs , Rogues ,
Fraudsters , Murderers and Racists and Also Monks with Temples .

Yes former big Boss and his paid coolies did many things in his power and in his family power after 2005 but former Big Boss did not burn Jaffna library in 1981. former big boss did not burn Tamils and Tamil Businesses in Colombo in 1958, former big boss did not attack Tamils around the country in 1983. former big boss did not brought “special status to Buddhism” in 1972 constitution or Sinhala only in 1956. The seeds was planted from the day of the so called independent or little before. There were lot of partners in this drama including the big boss and JVP.

      Hello Nimal,
Many of us Western Europeans have some Neanderthal DNA, They were bigger, stronger and possibly more Intelligent than Modern Humans. The Neanderthal DNA is probably expressed best in the Lewis Chess Piece “The Berserker”. In the midst of a Fight/Battle they were known for their fearlessness and superhuman strength. https://rueroyalestone.ca/products/lewis-berserker
Many amongst my family and Ancestors suffer (if that is the right word) from “Red Mist Syndrome”, my two brothers have it, me not so much. This results in your Moral Compass being over-ruled.
But this is different from the deliberate, cynical, usually Criminal Behaviour of many Politicians and their “Hangers on”. Sycophancy of this sort is not just a Sri Lankan Phenomenon, look at Trumps State Appointments and Spokespeople. The Enlightenment produced the idea of a Social Contract. Trump and his Project 2025 Cohorts are destroying it World-wide. But today people in the US are protesting. https://www.youtube.com/watch?v=GZlQbRz794I
How will it end, only DTG knows, he completed his Prophecy Apprenticeship and is ready to give actual dates for the “Second Coming”. Many Muslims also think we are in the midst of the “end times” and the end of the World is nigh.

        LS,
        .
What is the 1% difference between chimpanzees and humans?
Humans and chimpanzees shared a common ancestor approximately 5-7 million years ago (Mya). The difference between the two genomes is actually not approximately 1%, but approximately 4% – involving approximately 35 million single nucleotide differences and approximately 90 Mb of insertions and deletions.

        Are humans 98% apes?
Chimpanzees and bonobos share 99% of their genomes with humans in regions of their genomes that can be directly aligned and compared. Gorillas are in third place, sharing 98%, and sharing 97% of their genome with us.

This is why we see more ape-like behavior in our humans.

If CT critics need a better example, Lester and Deepthi Silva are real good examples to understand this. Both of the above mentioned people behave like inferior people in their malice, wickedness, hatred and other traits. They both look down on their own people, assuming they are of the “higher caste”. It is very psychological. Both are sick people, and no matter what they say on this forum, most of us will disagree with them.

          Hello Leelagemalli,
As I have said before- Look into the eyes of an Adult Chimpanzee and you will see a conscious being looking back at you. Watch the behaviour of young Chimps, just like Human Children. Or watch the sneaky subordinate Male waiting for the Alpha Male to be distracted before quickly hiding out of sight to mate with a Female. Bonobos are a little more flexible in their Sexual Behaviour.
Consciousness is not the sole preserve of Humans or Tool making, however we are the only Species here on Earth that have developed Articulate Flexible Languages.
We are all members of the Hominidae Family even Lester and Deepthi.

            Hello LS,
Even though we all belong to the same zoological family, our behaviors are uniquely portrayed by where we grew up. I have nothing against the slum dwellers of Colombo, but Lester or others like him who have luckily left the country in search of greener pastures, apparently, have completely forgotten the beginning.

Have you ever read that Lester would accept any factual information if you add to your comments? Never.

Similarly, the desperate Deepthi never respected anyone, but believed that she knew everything. She reduced you to be a terrorist or canibel. Remember ?
And the facts were right in front of her eyes, she tried every trick as our gaslighting coach.
Above all, she pointed the finger at us South Asians as if SHE belonged to the royal family (truth may be she worked as a cleaner in her whole 40 years). Not once, but dozens of times, she has been doing it. If I were to take the side of all Sri Lankans in moderation, they would label me a “Tiger supporter” or “I was born in the Vanni”. Not a single statement was made by me and our good Codger that wasn’t attacked. Probably for nothing more than to stand out in the CT forum. AND stay fidgeting their “Thumb up meter” to see them being the most welcoming commenters (Attention grabing syndrome).

            LS

Thank you. Even chimpanzees have learned to respect those they deal with. Isn’t that a much more advanced behavior compared to our despicable man, Lester?
He thinks everyone else is inferior but always thinks he should be kept above. Just like some Indian artists in India are so praised by superstitious people.

Ask yourself, why should the man who is sitting above on a Swing be in that high position.(he is inflated by that culture, to the same manner SRILANKEN stupid media did it with Rajapakshes for no good reason).. It is understandable to Sri Lankans, Europeans would not take more time to realize it. This is the culture that has been instilled in that part of the societies fully based on myths.

LankaScot, you don’t seem to be aware that setting dates for the 2nd coming is forbidden. Simply watch the biblical patterns given

          Hello DTG,
“setting dates for the 2nd coming is forbidden”. Where does it say this in the Bible?
Jesus does say “But concerning that day and hour no one knows, not even the angels of heaven, nor the Son, but the Father.”
The previous line says ” Heaven and earth shall pass away: but my words shall not pass away”.
Now that is a Revelation – “Heaven and earth shall pass away”
          Best regards

            DTG,
Even Pope Francis has expressed support for the people of Gaza who are being murdered by Israel. This includes Catholics.
“he has continued to do some work, including on the first two days of hospitalization, holding his daily phone call to Rev. Gabriel Romanelli and his assistant, Father Yusuf Asad, in Gaza City, northern Gaza. They have been in frequent contact since Israel launched its bombing campaign and siege on the enclave, following the October 7 Hamas-led attacks.”

Now are you telling us you know the Bible better than the Pope?

old codger, The bible is inspired revelation from Jehovah God. You cannot compare God’s knowledge with that of any human beings.

                Dear DTG,
We are so sorry, you seem to have no other life than talking biblical parrots. Where are you geographically? If you live in Sri Lanka, why can’t you try “Anuradhapura Appachchi”? It’s not too late today.

Luckily, my most religious neighbor, Silvia (Catholic, age 78), is not as bad as you. She at least listened to others. She is one of the few Germans I have ever met who never allowed herself to be given the “Covid-19 vaccine”. Instead, she licked the “church grounds” to offer her heartfelt devotion to God. I help her whenever I see her in need. I think of my deceased mother and volunteer to help many people who are seeking inner peace in my mind.

                DTG,
Who are you afraid of? Why don’t you say a word about the Pope?

              Hello OC,
As DTG says below The Pope is not infallible, but he knows better.
              Best regards

LankaScot, you have answered your own question. Apart from the book of Revelation, Isa.65,17 says he creates new heaven and new earth. Rev.21, also has new Jerusalem. Even so, come Lord Jesus.

Leave aside the learned AA and SJ thinking. Seriously/really do we expect that AKD or NPP can do away with the misdeeds done during the past 76 yrs or so, after the independence (??? from whom??) can be undone in 5-6 months. This is the most illogical thinking we all have. All this killings, failed judicial things, and underworld involvement in politics are mostly linked/panted are brainchild of the past 76 yrs of the failed corrupt regimes NOT to AKD or NPP who are here to fix these misdeeds and they identified these issues in the election platforms and trying to do their best. Instead telling us that AKD or NPP should have rectified these in 5-6 months is ridiculous and people who claim so are either brain dead or trying to hide the misdeeds of the past 76 yrs regimes. It seems these people, past 76 yrs regimes patrons, are good at convincing SL population who have got long term memory loss.

      Velu,
“Instead telling us that AKD or NPP should have rectified these in 5-6 months is ridiculous “
Please remember to change the above in 2029 as:
“Instead telling us that AKD or NPP should have rectified these in 5-6 years is ridiculous “

        OC,
The mass media of the failed regimes (past 76 yrs) are highlighting that AKD and NPP should have rectified all the misdeeds in 5-6 months not by 2029. Even few commentators in CT believe in 5-6 months period. If I am wrong please cite examples where these mass media has highlighted the period as 2024-2029, instead they highlight it as 5-6 months from 2024 Sept-until now.

Subjective defenders of the NPP government make it hard for the government to be honest about its policy decisions.
we see that the budget is consistent with IMF policy than with the declared policy of the NPP, and that is why it has fewer critics among our economists.
The NPP is not a group of committed socialists, let alone revolutionaries. there are vested interests within that will obstruct even feasible measures in public interest.
It will not take long for the current defenders of the NPP government to become far more hostile to it than any realist who warns about the dangers lying ahead.

          SJ.
I think Velu hasn’t quite got the gist of what I meant.
