Chandra Wants Answers On Casino Business (Regulation) Act And Betting & Gaming Levy Act

Good governance activist and former Chairman of the Ceylon Chamber of Commerce, Chandra Jayaratne has written to the Minister of Economic Development and the Minister of Investment Promotion requesting clarifications on the provisions of the Casino Business (Regulation) Act and Betting & Gaming Levy Act.

Honorable Ministers,

Seeking Clarification Re Application of the Provisions of the Casino Business Regulations & Betting & Gaming Levy Act

The Daily FT of Friday, January 3rd 2014, page 14, presents a pictorial account of the “The Gatsby Party” held on the New Year’s eve at a Hotel in Sri Lanka, and carries a picture titled “ Bally’s Gaming Lounge was a hit”, implying that a gaming lounge was operated that night at the Hotel, presumably by a licensed Casino Operator.

I would be most grateful, if in the interest of all stakeholders of society, (especially the private sector business operators, private clubs and citizen groups engaged in tourism, entertainment, leisure and gaming activities as well as citizens using such services and investors in such businesses), you will take URGENT steps to clarify the following issues in terms of the provisions of the Casino Business (Regulation) Act and Betting & Gaming Levy Act;

1. Are private sector business operators, private clubs and citizen groups, engaged in tourism, entertainment, leisure and gaming activities free to legally permit and allow business premises, private properties, residences and public places for occasional or regular operation of a gaming lounge by a licensed casino operator?

2. If the operations referred to in 1 above are legally permitted, ;

  • Are there special regulations applicable to such operations which must be complied by the licensed casino operators as well as by any private sector business operators, private clubs and citizen groups?
  • If there are special regulations, do they define the places, areas and zones of the island Sri Lanka, adjoining islands and the sea and rivers around island, where such operations may be permitted and /or are there any such other special or exempted zones where such activities are freely permitted?
  • Are the licensed Casino Operators required to have a special permit, prior registration and compliance with specified regulatory processes and due accounting of revenue from such operations to engage in such activities?
  • Are the private sector business operators, private clubs and citizen groups allowing and / or inviting the casino operators to operate a gaming lounge temporarily or on a regular basis required to obtain any permit or license on a temporary or permanent basis prior to permitting such activities?

3. If the operations referred to in 1 above cannot legally be permitted under the presently applicable statutory or regulatory framework;

  • What penal consequences will apply to the licensed operators and private sector business operators, private clubs and citizen groups allowing their premises to be used for such activities?
  • What enforcement action is likely in such an event and by whom?

4. Will you in the interest of all stakeholders of society make public the clarifications sought above?

Kindly note that the above clarifications are sought in public interest and in line with the assurance of good governance and upholding of the rule of law, all of which are paramount commitments of the present government and so outlined in the Mahinda Chinthana.

    How Old are you?,
    because five years ago,
    The Jarapassa superb good Governance started a free ride White van service,
    for pensioners, they have special service with pay after service.
    may be Caretaker Hothambaya will take extra care of you.

    It would have been very appropriate if the eminent writer raised these issues at the time when Casinos were first launched in Sri Lanka. Never too late.

    Mr. Jayawardene… thank you for your sincere effort to get some morons to answer a simplifies question in a more simple letter even a 8 th grade student will understand.
    But, these scum who brains are filled with egotistic dreams and ‘ i am God ‘ attitude will not care a hoot or two in replying to you.. for simply even the english in it will have to be translated by like the kins in parliament who jump up and down with ‘ a point of order ‘ or ‘roar lk a wounded lion ‘ even though one has no point (!) and the other has lost the sincerity in his roar of his breeding.
    The minister in charge and the coterie will steam roll their way with the Casinos’ and other Special project which will infuse life into this industry.. come what may and at any cause.. Very soon the respected area of DR Wije.. mawatha and the historical Fort of colombo will be a Las Vegas, a Pat pong, a genting highland and red light district beating all other Countries….
    Sir, you and i Can’t but WE, the voters and true citizens of all religious race have to come together and send these scum bags to political asylum soon.. and for a start..GET READY PLS TO ‘ VOTE THEM OUT OF POWER @ once and for all.. so that our future generations will have the old ceylon/lanka/sri lanka.. we were used to.

    Mr. Jayaratne: Please DON’T stand on our way to be the MIRACLE OF ASIA.

    We are mostly “Half Way” through, by being involved in “HIGHEST” Drug Rackets in Asia with the patronage of High Offices and establishing mega millions HOTEL CUM CASINO Businesses in the hub of our capital city. With all these steps taken, we are also on our way to establish a GOD FATHER CONGLOMERATE.

    Before you take this course of action of QUESTIONING , I urge you to sit in the comfort of your home and watch the movie “GOD FATHER” – the full series. This is a friendly advice.

    Thank you Mr.Chandra Jayaratne. Those who read will note the points you make, but apart from assuaging your conscience and educating us, it is doubtful that the Minister will take any notice, and these letters though well intentioned, may never yield any result. I think you should address these letters to the citizens by way of advertisements in the national newspapers, and TV. Start an anti corruption organization for a start.

    It is so sexy these Sinhala concerns about casinos. Where was this Chandra Monkey when Tamils were being killed? If he had waved his fat tail and shouted at that time we would not be in this mess now. I hope he is roasted and genocided like the tamils.
