Colombo Telegraph Blocked, How To Reach Us Now: Sri Lanka Telecom And Mobitel Joins The DPI Club!

Starting the Friday, 23rd of August 2013 a large number of connections to https://www.colombotelegraph.com were failing. Readers of the website started to report that the site was not available inside of Sri Lanka from some Internet providers.

Colombo Telegraph is strictly a public interest website relating to Sri Lankan matters and is run completely voluntarily by a group of exiled journalists. The site gives space to a wide range of political views and censored/ underreported stories. Colombo Telegraph has the honour of being first and only Sri Lankan site to be approved for inclusion in ‘Guardian Select‘. It was checked and approved for Guardian Select membership by Guardian editorial. Guardian Select bring together the very best independent publishers from across the web.

History of Colombo Telegraph blocking

First -December 26, 2011 – We are blocked but we will not be stopped

Second – May 8, 2012 –Colombo Telegraph Blocked Again

Third – March 29, 2013  – Sri Lanka Blocks Colombo Telegraph and Selected Tweets: Colombo Telegraph Unblocked

Other attempts

October 26, 2012 – Colombo Telegraph Was Hacked

August 9, 2012 ColomboTelegraph Password Cracking Attempt Blocked

Freedom House Report: Freedom On The Net 2012, Sri Lanka Is A Country At Risk

As the server has been blocked in the past, it was reasonable to believe that blocking was taking place again. In order to verify the cause of the problem we checked 500 different connections inside of Sri Lanka to see from where such blocking was taking place.

Who is blocking the site?

From our analysis we can see that connections from AS45356 and AS9329 are currently blocked. The providers are MOBITEL-LK and STINT-AS-AP

Other providers as AS18001/DIALOG showed signs of blocking the 24th of August but is currently open. The provider AS8966/ETISALAT has never show signs of filtering.

Image: Increase of failed connections from Friday 23rd August 2013 (orange)

How is blocking taking place?

The current blocking implemented in Mobitel and Sri Lanka Telecom consists in reseting the connections of the readers. As shown in the picture  RST packets (red) are send back to the client when a connection to www.colombotelegraph.com is requested

We could verify that if requests to the site do not contain the HTTP header

Host: www.colombotelegraph.com

such requests do not get blocked. We could also verify that if we connect to any other server in the Internet and we send the same header a RST packet is received.

But if we send a request to the site using the IP address instead of the site’s name we could bypass the blocking.

A request with the content

GET /index.php HTTP/1.1

Host: 62.102.150.145

Connection: keep-alive

Accept: text/html,application/xhtml+xml,application/xml;q=0.9,*/*;q=0.8

Gives a proper response

HTTP/1.1 301 Moved Permanently

Date: Tue, 27 Aug 2013 17:56:45 GMT

Server: Apache

X-Pingback: https://www.colombotelegraph.com/xmlrpc.php

Location: http://62.102.150.145/index.php/

Content-Type: text/html; charset=UTF-8

After examining the network traffic and our logs we can conclude without any doubt that active interference is talking place in at least two large providers Mobitel and Sri Lanka Telecom.

How to reach the site?

As a quick measure to bypass such filtering we have enforce secure connections to the website, we advise to all readers to reach the site using HTTPS.

I am able to access with my dialog connection since yesterday afternoon. It was blocked for a couple days until then. Mobitel is part of SLT, so the reasons are obvious. Highly idiotic and nonsensical decision by the rag heads who are behind this ban.

Mobitel is one of the worst racist mobile providers in SL. They can’t even send a single news/alerts/promotions in English as they think subscribers are only Sinhalese. Recently i got this message…

“samsung ace ekake watinakama anumana kara danma ‘Ownlt’ wethin eya dinaganne!…. blah blah..

Have you guys called to Mobitel customer service, you will get an option to Sinhala/tamil/english’ options as 1-2-3 but any number you dial they will continue with the Sinhalese…

What a crap provider in this country which is talking about equality to minorities and reconciliation …..

        Add Hutch to the list.
That too continues in the same trend when you dial their number,so I am ending my association with that crap outfit.

Keep up the great work CT!

Blocking in Sri Lanka means you are doing something right. And that CT is having a good imapct on public opinion in SL.

Regime is worried because of your journalism.

People behind the blocking are absolutely childish.

      They will ultimately fail.

      Cheers!

All Sri Lankans and Well Wishes,

Why do they want to block CT. What do they want to hide. Ask

We need leaders who can stand up to bullies in the top end of town , who never leave the citizen , if they are not to their liking.

      In Sri Lanka.

We have Mahinda Rajapaksa, a non-leader, a coward, who is afraid of BBS, Sinhala Ravya and other terrorist Monks running Amok in the country, with no-law and order and committing crimes, in the name of Buddhism, the Tipitaka and the Triple Gem.

What a farce. Call the terrorist Monks running Amok, the 3rd Gem of Buddhism. We might as well LTTE the 3rd Gem.

The Monks, the “Sangha”, call themselves “Sangha Ratnaya” Monk Gems.

This is what the Sri Lanka Sinhala Buddhist Laymen fools, called Upasakayas and Upasaka Ammas follow and believe.

Nobody, yes nobody has ever reached Nirvana, Nibbana, Rebirth, Samsara, Hell or Heaven despite over 3,000 years of chanting and preaching. Why?

It is all about Monk Hegemony and the Hegemony of the ruling class they want to protect.

The deep state headed by the Phsychopath GR is probably behind this move. Everything is a security issue for him. He must look under his bed for CT and diaspora before he goes to sleep.

Gota thinks he is the saviour sent by the god looking after Sinhala
Buddhists to save them from terrorism and help develop the country as it would also serve to eliminate terrorism. He is like the proverbial prince Diyasena destined to save Sri Lanka. So, anything in his view that directly or indirectly serves terrorism has to be crushed. For that he will use any means as for him the end justifies the means. He has no qualms of being the terror that crushes terrorism as he is not against terror per se but only the terror that threatens the Sri Lankan state. The problem is that the means he uses in his anti-terror and so-called development endeavors are not acceptable to Buddhist principles that he shows he espouses. So, when he shows that he is a Buddhist, Buddhism is also a means to serve his purpose. His action are also out of joint with the time and the space we live in which is a modern democracy in the 21st century dominated by democracy. It is only democratic power of the people that can be a deterrent to Gota’s action.

This is ridiculous. So they don’t like what the “free” press says, and they block the entire website. Democracy is dead in Sri Lanka. No one dares to criticize the rajapaksa’s nor publicize their crime.

      Daksha,

Democracy died a long long time ago. From day one of our independence all what we have had is one form of ‘Thugocracy’ or another. The present ‘Thugocracy’ supersedes all its predecessors in viciousness and suppression of democratic rights.

I am using telecom and for me CT has been blocked from the 23rd.

    using https://www.colombotelegraph.com/ works. Thanks.

filing a public interest case against mobitel and telecom is the thing to do.

Dear Colombo Telegraph Readers and any Subscribers to any of of the Blocking ISP’s

    “Who is blocking the site?

From our analysis we can see that connections from AS45356 and AS9329 are currently blocked. The providers are MOBITEL-LK and STINT-AS-AP”

    1. This is the 21st Century, not the 10th or 16th Century to be put in the index.

    2. Subscribers to MOBITEL-LK and STINT-AS-AP” pleaee inform your provider, if they DO NOT STOP THE BLOCKING, you will leave as a customer, and will tell all in your network to leave the service.

    3. Ask for a refund for a denial of service.

    4. Make it go viral.

    5. Tell your ISP provider to tell the State to Govern Properly, be transparent and hot hide facts from the populace.

Thank you CT for the yeomen service you are doing for the Sri Lankans who want transparency and accountability. It is a question of accountability.

    DeJa Vu.

Actually this can’t be a work of our Aadambarakara Thatha. I am sure there are some Officers doing this kind of dirty things and then people reminding Sanwedee Nayaka thuma’s Mother thinking this is his work. Also I am sure he doesn’t know anything about this.

If he wants to censor/block media he will not meet Editors of Print and Electronic Media and Journalists every month and advising about importance of Independent Journalism. Actually he has sent some of his Officers to Senior Journalist, Mandana Ismail Abewickrama’s House to see well being of the Journalists family but these police people upset the whole thing.

So even CT could participate Journalists breakfast meeting and ask some pre arranged questions from Aadambaraka Thatha like other Editors or Mr. Victor Ivan for that matter.

I Think CT also should become a “Deshapremi” web site or try become ape Minissu to avoid such harassments.

Just think about “Lankacnews” web site, no service provider is disturbing the web site and nobody is interested to see what is in the news site.

In my opinion, its not CT but LEN that should be blocked.

I say that because CT accept and post comments that oppose their writing and ideology but the so-called chronicle of democracy, LEN has closed down its comments section for it want nothing but lies propagated unchallenged in its lie machine. Shame on LEN.

I am not very techno-savvy to understand the jargon used in the article but do sympathise with readers who are regularly denied access to legitimate sites where a variety of perspectives freely flow.

It is however comforting to note that these sporadic impulses towards autocratic diktat are short-lived and good sense again prevails.

    Hi,
I am sorry hear that. This is not the first time that GSOL do this. They have blocked Tamil net , athirvu.com and 5 more web pages. This is clearly demonstrate , that there is no media freedom in Sri Lanka. But we will continue to write..

The finest acknowledgement of the success, public acceptability and effectiveness of an alternative medium of information in today’s IT-centric world in a despotic regime – fearful of just criticism and exposure of corruption and gross irregularities – is the planned blocking of the capacity of the other to publish/broadcast and function. In GoSL attempting to shut off CT the former presents a handsome compliment to CT. The regime provides the visiting UNHRC with definite evidence of bad faith. If in Alexander Solzhenitsyn’s analogy if a rogue regime fears a Writer like another Govt. the thought of an entire effective medium like the CT must be driving the fear of Moses into the Rajapakse regime.

True, in Sri Lanka, authorities have been blocking some web sites. But anyone with an iota of a brain can access all those sites and read their favorite slanders and lies and gossips through a proxy sites to get their daily kicks as easy as learning abc.

In the US and the UK however, regimes read all letters and listen to all phone conversations of every man, woman and child to include you and me. Amazingly, you freedom buzzers complain only about a useless and ineffective blocking of websites by some apathetic idiot, but accept reading our letters and listening to our phone conversation by neocolonialists without our permission as a fact of life. Isn’t that hypocrisy.

      Senguttuvan
Talking about write-ups here, I say, some of them are shear slander not just lies and gossips. Just criticism is writing a balance write-up. Do we see CT columnists do that here. Do we see it in the western press. No. I say western journalists are a modern day pirates out to destroy emerging countries. Did they not drum up Hambanthota harbor is a Chinese navy base. We don’t see them writing it any longer. Instead they have new topic to give you guys the necessary kicks. Government worry about they take the ordinary man for a ride.

Are you saying the so-called ultra democratic and the egalitarian regimes in the West allow free flow of information? Whichhunt against Snowsden proves they are worse violators of freedom of information.

Patriot, your forgetting something we are not discussing US listening to phone conversations in US but GOSL blocking CT in Sri Lanka

You chaps always complain about the west and say we have 2000 years of civvilisation etc but now in this issue your trying to compare with the big bad west, you cant have it both ways my boy!

        • 0
          0

          Peace Lover,
We have to highlight the hypocrisy of the West because because it is always they who tell us to do one thing and do another. In the name of Human Rights, Democracy, communism, terrorism and etc neo-colonialist club of the West did and do all the dirty things one can imagine to topple elected governments like Aliande. They have supported mass murderous junta like Pinochet of Chile in the name of anti-communism. They are supporting fanatical religious dictators like Saudis. They have invented and used R2P, chemical weapons allegations and etc to invade countries they don’t like.

Remember, the things that the NGO cabal said when we were fighting our terrorist war. They aid we can’t defeat the terras. All these NGOs writers wrote that Sri Lanka is a failed state. So much so, an Australian ex-prime minister wanted to topple our elected government under R2P. All such devious aims were reduced to mere plans because of China and Russia. Look at Libya two years after R2P intervention to bring about egalitarianism. Leave out democracy, the country is fast disintegrating to peaces.

Democracy is by the people for the people. And that’s what we have in Sri Lanka.

If the CT could change their articles in the following manner I am pretty sure that our Sambuddha Saasana Chakrawarthi and Gota will order Anusha Palpita and Prof. Ariyaratna Athugala to disband the censorship.

First there will be a Headline saying,

Colombo Telegraph Unblocked with Immediate effect on President Direct orders. – President said there should be a Media freedom according to Ahinda Chinthanaya and blamed Officers for blocking CT.

After that change the controversial head lines in this manner.

Expose – Justice Shirani Burhan Tilakaratna has not given false evidence before Parliamentary Select Committee.

Navi Pillay praises on Religious harmony as Ravana Balaya gave her a excellent welcome.

Expose – Shirani Burhan Tilakaratna did not advise Colombo Today Editor on reporting of Hon. Chief Justice’s case.

Journalist Attack – Police found the evidence to suggest that motive of the 5 persons broke in to Mandana’s house only Burglary and nothing else. Police found Rs. 2000/- from one suspect and all 5 persons are future Army deserters. Also 5 persons including the dead one are Fonseka’s Loyalists.

CT doesn’t have to change even one single word in the article and result guaranteed. CT will be unblocked. believe me there are such Ignorant “Kewattayas” giving advise to Aadambarakara Thatha who does not know anything about modern technology.

Last Wednesday Mandana said that the valuables found by police did not belong to her. And journalist association and civil right groups wanted through investigation. Before that, LEN wrote the robbery is a fake. Its real motive is to recover some ‘investigative’ journalistic material. LEN also said it’s a dirty job by Namal executed through Sajin Vass has gone awry.

But today, the ‘Island’ report says that one of the suspects in custody for the break-in of Mandana Ismail’s residence revealed that they broke into her house to rob valuables. Moreover, Mandana has accepted the jewelry recovered by the police were their property.

As usual, LEN stopped writing about the break-in and started new slanders and new lies for the consumption of anti-national and anti-Rajapakses. But we villages are the majority and we are getting better and well informed. So, Rajapakses are safe at the helm so long as they continue Mahinda Chintana.

As for the unfair ban of CT, we have written to all relevant authorities that it is not CT but LEN that should be banned.

        Patriot,

“As for the unfair ban of CT, we have written to all relevant authorities that it is not CT but LEN that should be banned.”

Lie is a Sprint. Truth is a Marathon.

Lie is a shooting Star. Truth is a Shining Star.

So let LEN say what they want, and if true, will prevail.

The State need ton come up with the facts and truth.

Their, The Mara, credibility is so shot, that people will believe LEN and CT are the truth.

I am lucky not to have experiecend this being out of the country, have been a regular reader to this wonderful platform where we can exchange many of our views about on going brutal rule of the Rajapshes.

I will even go that far to collect some funds and provide the CT with in the near future. This is the only platform, I find is fair for us lankens living abroad to read valuble articles like that of TG for examp.

As I expected the CT is blocked by SL government. If anyone go through the articles and comments, you will see how “lies’ are published from the Diaspora Tigers and other Sinhalese who oppose Rajapaksha.

M.Sivananthan is the biggest liar on CT. He invents stories from thin air and presents it as if it is true. Many readers have asked him from where you got this information (source) and he goes hiding or abuse the person who question him.

He is an ardent supporter of Doglas Devananda (EPDP) and Mahinda Rajapakshe (UPFA). Even though he lives as a refugee in Canada, he gets paid for his daily bread from the SL regime.

Is it possible to get around this by using Pirate Bay’s so called Pirate Browser? This is pretty terrible. The president of Sri Lanka has recently claimed that he is not a dictator. I don’t know how much data needs to be compiled before people realize that, in fact, he is a dictator. M.A. Sumanthiran warned of the troubling developments in media in a speech he gave to Parliament in the last few months. The response from his fellow MP’s was to heckle him. I have not even seen a Sumanthiran speech in a while and have been wondering if he has been censored as well….

Sumanthiran and the like of TNA and their buddies of NGOs had warned us of many things. Majority in this country disregarded all their advice as well as warnings. Hence we have defeated the terrorists and moving ahead in every aspect inspite all the obstacles by powerful backers of separatists and anti-nationals.

Mobitel is a political web, for example the bulk of the advertising goes through .CSN networks ( ad budget of around 700 million)the current CEO is married to Aravinda de silva’ s sister in law, where Aravinda and Welgama are partners at Mahindra motors.. Triad get almost 90 percent of advertising and scheduling. Two of the board directors children are working at Mobitel, which is a conflict of interest . One of the sons of an SGM is playing for Sri Lanka cricket … Do I have to spell out the gravy trail.

About the block – I have an SLT connection and have been wondering why I could not access CT but I saved a news link on my Facebook page and come in from there… Much easier…

The Rajapakses… gggrrrrrr….. But we Lankans deserve this cos we are keeping silent and WE are PAYING them from OUR money to do what they are doing… Which country would provide State security to a Ministers son to SELL drugs in 5-Star hotels??? This is of minor issue at the moment when looking at the rest but hopefully, it will be food for thought – We are paying this bunch of crooks to screw our once Lovely Country.

But what did we expect from a man who STOLE Tsunami money??? And that too, before he became President??? We all know HOW he attained his kind of “Nirvana”……..

Wish us Sri Lankans Wonderful times….. in the future… hopefully…

As a non-sinhalese person, I think minorities have it pretty good here compared to other countries. Nobody starts to accuse the Indian Government of racism and borderline authoritarian because Hindi and English are the only official languages despite their being 100’s of other languages being spoken by minorities. Our flag represents not just the Sinhalese but minority ethnic groups including the Tamils and Muslims and how many of these western countries do that? On topic I’m currently using a SLT connection to type this comment and have never had any problem accessing this website so to portray this as government censorship across the board is absurd.
