DA Rajapaksa Foundation Owes SLRDC Rs 47 Million For Rajapaksa Memorial

A sum of Rs 47 million is owed to the Sri Lanka Land Reclamation and Development Corporation (SLRDC) for the construction of the ‘D A Rajapaksa Memorial and Museum’ at Medamulana in a project approved while Gotabaya Rajapaksa was the Secretary of the Ministry of Urban Development.

The then Chairman of the Corporation, Harshana Silva, who had replaced Karunasena Hettiarachchi in 2010 when Rajapaksa was appointed Secretary, had written to the Navy in September 2013 to commence work on the said memorial, following a meeting with officials of the Defence Ministry and the Urban Development Authority.

The Navy had written to SLRDC in January 2014 for the release of the said amount. Accordingly, upon approval of Silva Rs 10 million had been released to the Navy on February 13, 2014. However Board approval for the same had been obtained only on February 13, 2014 (Board Paper No HDS/3714). The Navy had commenced work with the SLRDC providing machinery and materials.

Although the initial estimate was Rs 33.9 million, a total of Rs 81.3 million had been spent on this project. The memorial and museum were ceremoniously opened on November 5, 2014.

The Auditor General launched an audit query into the matter of Rs 62.1 million being spent on the ‘Medamulana Project’ on March 24, 2015. SLRDC responded to the Auditor General on May 14, 2015. A subsequent audit query had been launched on June 10, 2016 regarding the balance not being paid, to which SLRDC had responded on August 5, 2015.

The Rajapaksa Foundation, after the new government was formed, on August 21, 2015 had written to the SLRDC, requesting an invoice. SLRDC responded, directing that Rs 25 million be paid by the Foundation until a final estimate of costs is done and a fresh invoice issued. Accordingly the Foundation had deposited a cheque for Rs 25 million to the SLRDC’s Bank of Ceylon Account on August 31, 2015.

On June 1, 2016, the Legal Advisor to the SLRDC M.C. Jayaratne wrote to the Foundation demanding that the balance Rs 56.3 million be paid. On July 13, 2017 the Foundation had deposited Rs 8.9 million to the SLRDC account. On the 20th of the same month, SLRDC had written to the Foundation instructing that the balance amount also be deposited.

The Foundation is yet to do so.

According to sources Harshana Silva is said to have told the newly appointed General Manager and Deputy General Manager that the SLRDC had made profits in 2013 and that the money should be used to ‘please Gotabaya’ (Gotabayata selakiya yuthuyi). He had further said that the Medamulana Memorial should be better than the Bandaranaike Memorial in Attanagalle. When it was pointed out that Board approval was necessary, the relevant Board Paper was prepared by the Defence Secretary’s office, according to sources.

Meanwhile the interim order, preventing FCID from taking action against Gotabaya Rajapaksa under the Public Property Act, was extended till December 25 by the Court of Appeal on December 15, 2017.

Gotabaya Rajapaksa in this matter petitioned the Court of Appeal on November 24, 2017 to prevent the IGP Pujith Jayasundara, CID Director Shani Abeysekera, Financial Crimes Investigation Division DIG Ravi Waidyalankara, ASP Kamal Paliskara and the Attorney General from proceeding and/or relying upon the Certificate filed under the offenses against the Public Property Act.

Let alone today, people – the masses that are further being manipulated should have every right to know how abusive Rajpakshe Management had been.
Why on earth media GIANT men keep away from reporting the truth. Instead they make head lines to underestimating anything Rajapakshes have abused.

Sure, their terms found fullstop to the TERROR in the country. HoWEVER; that was a collective task,

Just because his terms deserved it, but war victory by lanken millitary should not be the licence Rajapakshe or anyone else to loot the state funds the way they the abusive family deliberately made.
Today people have to face high taxes.
No matter all these have been but truths, MEDIA giants to keep away not reporting the gravity of the harm Rajapakshes have made is beyond my comphrehesion.

Ranil abused his high office to loot the Central Bank. The loss is amounting to 1 TRILLION. Public outcry was so much, the President was COMPELLED TO appoint a Presidential Commission, findings of which were a disgrace to any politician. Once their Report is finalized, a court case is necessary.
What Rajapaksa clan did is also wrong. The Court may ask them to pay the money back or otherwise they can pay back on their own personal will and settle the issue.
That is not the issue. How could Ranil pay back the money looted from the Central Bank? I like to see a headline like this:— “Sri Lankan High Court ordered to confiscate all the properties of the Prime Minister Ranil Wickremasinghe in order to recover the loss he made to the country.”——
Sri Lanka will be much better without both.

You are talent Champawathie… anyways, they have abused you to the core so that you ve been so servile to them.

Please wake up CHAMAPA wathie. We have the signs that your number customer Wimal wEERAWANSE has sense it at least a little and the bugger is made silent for these days.
May be the drag queen would be dreaming how he would be spending or sharing his bin with eminent imprisonment.
That aunty of WW too should be jailed for herfilthy mouth… no second to a street woman she had abused the langague few months ago. That says everything about Wimal the eunach.

        Champa,
If Ranil abused his power then he should be punished. First we should punish Rajapakse for abusing the power. What you are trying is to Justify Rajapakse abuse by bringing Ranil. You should know now both your Sinhalese leaders are cheating Sinhala masses by killing thousands of innocent Tamils and Sinhalese youth. In other words they fill their pockets using blood of Tamils and ordinary Sinhalese.

NOPE. Ranil should be a role model if he wanted to punish others. Is he?
Sinhalese leaders didn’t kill innocent Tamils. They killed terrorists to save innocent civilians. Tamils and Muslims in the North and the East were the most benefited.
I am shocked to see in this forum there are some Tamils who wished LTTE survived. Those who never raised a voice against LTTE for fear, those who left the country, those who hid under beds and those who spent nights in the jungle, now talk big after they were vanquished by our Army.

            Champa,
So, you accept that Rajapakse is a criminal, misused his power during his 10 year rule. He robbed the nation. You should remember Ranil is only a prime minister but the President is Mithiri. So he can punish Rajapakse. Can you tell who killed Tamils in 1958, 1977 and 1983? Did they kill only terrorists? Of course if LTTE is alive there is no chance for Rajapakse family or Ranil to rob the nation. You yourself accepted that Rajapakse and Ranil robbed billions only after LTTE. You should kindly look before before LTTE and see how brutal terrorists you were! Even after we saw how brutal you were with muslims.

Your assumptions are not my assumptions.
PCoI has ample proof to prosecute Ranil. If Ranil could do this without power, if he was the President, what he could have done was unthinkable. Ranil should be punished first.
Why do you ask me who killed Tamils in 1958, 1977 and 1983? You should have asked UNP.
If the barbarian Prabhakaran was alive, none of the TNA Tamil politicians would have been alive and you too.

          I am telling you a true story…

Mr RajapAKSHE former Mafia kings wife was seen to have bought – hand bags each cost 1 lack, but in a dozen or more… while visiting an exhibition in BMICH in the high days of lanken Mugabe s adminstiration.

This is a true story, one of my famliy ones had obsreved it – as had questioned, how they could manage to throw that much of money ?

Even europeans would not throw money that way even fi they could afford themselves.

Our cheaters, not their money, but people taxes, to have abused for their extra vaganz life styles should be PUNISHED by sending them all in a PVT jail.

          Me wa hena gahana aparaadha.

And SF has questioned, loudly as he could, the gold bars that LTTErs to have handed over to Army had then been abused by former first lady. She had been running a gold business in COLOMBO circles, no matter she thought would have been.. she did it. The kind of illiterate women to become countries first ladies should be stopped..
Today, the president is like a gajan appo… would not even use a plane for his own to go out of the country. Nor would her wife mediate in any of the extra vaganzas…
          but he has been attacked.

WHO ARE TO BE BLAMED IF NOT PUNNAKKU EATING FOLKS ?

Yes they should be prosecuted for large mega scams and corruption, but where are the charges and prosecutions, court hearings and punishments. UNPers have been spreading wild rumours, and even if they are true, the government has failed to carry forward their accusations to a natural concl;usion. suggesting that they were false propaganda to brainwash people.
CT is making another headline of this 47 M, which is nothing compared to the mega national asset stripping by the former leaders, and the current leaders of the present government. This is a feeble attempt to trick the voters yet again, first to make them vorte UNP and second and more importantly smoke screen the much bigger BOND SCAM perpetrated by the ministers and the PM of the present government with the help of 2-mega crooked businessmen and their acolytes.

        Thrisu, you may be right.

But all in all, deal making here and there have been covering them keeeping away from prosecuting.

FCID and other bodies they brought have analysed the gravity of high profile fund grabs ranging to billions, but not a single person to have been beheaded yet – says every thinga bout the deal makers

Either the current duo have much more to loose if they would expose and work stand Rajapakshe kin pins, or they both add something and totally different is being kept in their backthoughts for party winning.

Media men are the third force, they abuse the situation like the flies found in the heaps of KAKKA left by FORMER men.

Sirasa has guts to talk every second hour about BOND SCAMING…. but they utter not a single word about former man sfund grabs – rumoured to have been kept in DUBAI bank.

        Why is that ?
If Rajitha or any other UNPers have added the comment containing those allegations levelled at RAJAPAKSHE to be truths,
why on earth, MEDIA men make no efforts to find them and make away the people.

And today, headlines say, Udayanga weerathunga, a man loudly is alleged tohave been searching by INTERPOL has been uttering his comment on the sudden eminnet ban on TEA EXPORT to Russia ?

How can Udayanga one antoher GIANT mafia man of Rajapakshe robbers, who is under search of INTERPOL add the kind of comments.

Either these men are fooling us or state is fooling us ? WHAT IS THE ROLE OF MEDIA ?

Nay, nay, nay, big or small corruption is corruption.
Only issue is this government which is run by the biggest fraudster of Sri Lanka’s history, namely Ranil Wickremasinghe has no right to talk about other people’s corruption and fraud.
Further he proves again and again that he is not a Statesman but a cheap crook who knos nothing about governing a country. Any idiot can run a country by selling its assets and making money to cover day-to-day expenses. Same like a drug addict who sells his belongings to buy drugs first then steal other people’s property to find money.
Money earned by selling the Magamapura Port will be over in no time. India was silent of the issue all this time. Suddenly they started talking about security concerns. The result will be losing Mattla airport to India. US has already talked against Sri Lanka’s involvement with China. Therefore, Ranil will be compelled to sell another national asset to US. What will happen next? Ranil has already started selling valuable lands. He is eyeing for valuable lands adjacent to Katunayake airport. What will be next? The list goes on and on.
The future is very bleak to Sri Lanka. If UNP wins LG elections, they will take it as an approval for all of the above (economic front) which is disastrous. Further, the value of one vote, one man system will be deteriorated and newly emerged corrupts and fraudsters will take over the decision of making future leaders.
Sri Lanka is in a decisive “corner.” A dead-end. We can’t move in this direction anymore. UNP should be defeated with all might.

          Champa,
How can Mattala airport and Hambantota port be “national assets”? They were built with borrowed money for the glory of one man. They have not earned a cent since they were built. Assets my foot, they are national Liabilities. Sell them off to the highest bidder.

      47 million

      470 lacks of SRILANKEN rupees

      2 60 745 Euros

my flight costs me like 700 Euro each time travelling to lanka from Europe.

So I could travel to lanka 400 times…. using that money (We cant affort to travel more than once a year, not having leave adequately – medicos in Europe)

if a poor family would have been given 5 lacks each,

      – 9.5 millions of under poverty living families could well be given a life. – it is exactly the portion of the poorest in the nation

      – we watch TV news almost everyday, there are masses in the country over 40% living under poverty – not earning 5 dollar a day, that would have been living better, these buggers instead saved the sums for the benefit of those people/citizen of this nation.

This is just one of the high profile money grabs the ABUSIVE family is proved to have made.

They thought it was their pvt properties. No matter the poor sank in their bins… they enjoyed th elife and even today they abuse it further.

THIS MAN RAJAPAKSHE SHOUDL BE MADE CLEAR; THAT THESE SUMS SHOULD BE PAID BY ANY MEANS.
It was not their Famliy properties. It was the money of the tax payers in this country.

How could a woman just because she was first lady to buy that expensive gifts to her friends or even pets ?

It was all like monkey took the knife.

Rajapakshes are no go in money management.

Today, current duo are like little simon. They just use charter flights to go abraod, but ballige putha abused lanken airline to the core as nothing can reverse.

All these funds should be made as their pvt bills.

At the time, Premadas destroyed the nation I thought it i sthe last who would do so, but after15 years after a man of the same nature – like wine in different bottles came into being in order to loot th enation.

          Amarasiri,

tell me why they talk only about Bond Scam, but not about all the mountaenous debts left by them – these were deliberately made… not having proper knowledge to manage them. Mismanagement of the funds had been gone beyond all margins.

I mean, we shoudl also charge BOND scam related men, but not forgetting the high criminals that looted every household for their own fame.

I TRULY BELIEVE IT IS THE MEDIA MEN TO BE BLAMED FOR SOWING BLATANT LIES AS TRUTHS :
Even today, please listen to Derana,
          Please listen to Sirasa
          please listen to Hiru…
All have no information about Thadjudeen killers. Nor would they bring any coverage on Rajapakshe high profile wastages

How on earth DA Rajapkshe be treated with the same manner, SWRD has been.?

SWRD was a great leader to entire south asia. He had the education and background and talent to win the hearts of people. DA Rajapakshe instead produced sons that looted the lanken state abusing their powers as no other leader did ot this nation.
At the time, Premadasa behaved himself like a bull in pocelan house in terms of lanken politcis, entire world warned the country.
There i also added my name onto the pettition. OVER 50 k youth were burnt down on tyre pyres be them resulted from JVP or UNPrshave not yet been investigated.

It was Rajapakshe power, even rascals were awarded with titles.

This psychologist call – inferiority complex. Rajapakshes are no worth people.

What they could not achieve – they make efforts to grab by force.
That is what they did during entire period of the reign.

Even today, Derana, Hiru and the like telecasting senders are servile to Rajapakshe, since their existence came into being through Rajapakshe illegal handlings.

Acutally, all these to have ended up this way, lanken Media had been complacent over the years. Even today, MEDIA has not decided to be independent.
Given that they the media is given enough powers, but they have been continuing to be biased to their pay masters.

So long people remain just punnakku eaters,

not just Rajapakshes but anyone come out of the prison can become heroes in this country.

It is just a grand work of MEDIA mafia. Needless to say how HIRU run by Kudu Duminda s brother came into being….

How Derana is formed by the black money offered by GOTABAYA but for their survivial only.

This came to light once that most abusive Mahindananda added that Derana was made by them.
Today, Chathura Alwis or others keep travelling to lanken diasphora in Korea, Dubai or any other places for their money collections.

That is how the bunch of thugs have been funded.
Those labour communities working communities are fed with false info.
So in their mindsets, they would believe that Rajakashe are the only hope.
In the truth, Rajapakshe s are blood sucking politicians that abuse the poor voters for their political stability.

These people should be made clear with the facts can help people further

I herd that every one of rajapakase,s including extended family has cheated the public or had collected samthosams. But, the yahapalanaya is not interested in collecting those money lost because yahapalanaya politicians also got payouts from that.’ Some payouts has been been as high as Rs ten billion. where money is invested is also known. Even Ranil know it. How ever this story is wrong. what I herd from another source that this is completely political. the owed amount was about 35 million and they had paid 25 million and owed another 9 million. According to this article they had paid out 9 million too. When the memorial was built, they had built a police station too. This govt is asking money even for the building of that police station. that is how it goes to 84 million or to a higher construction bill.

Some relevant facts of which I am aware are:

    1) D A Rajapaksa was a Politician from the South (representing the Beliatta electorate) and he was a founding member of the SLFP when SWRD formed that party. He lost his seat on a couple of occasions at the hustings.
    2) He had nine children and one of them is Mahinda Rajapaksa.
    3) A Memorial and a Museum has been constructed in his memory, during the period of the former regime (allegedly, using State resources and funds).

    Many questions can be raised relating to this activity of building a memorial. Some of them are;

    1) Was there any criminality involved in this exercise or were all due processes complied with?
    2) Were State resources used to construct this memorial or was there a Loan/Funding agreement in place?
    3) If State resources were used, was it ethical to do so?
    4) Was this individual of such importance and relevant in stature and was he a person who achieved anything of Value for the People to warrant such a Memorial to be built at State expense (after all he even lost his own seat and thus rejected by his own electorate on a couple of occasions)?
    4) Were there any other memorials built at State expense for any other MP’s in Sri Lanka or was this the first (and I hope the last)? What is so special about this individual? Is it merely because he had progeny who followed his footsteps and took to Politics like himself and one of them became the President of the country, a position of power and influence?
    5) Was this a waste of state resources when there are millions who live below the poverty line and struggle to see ends meet?
    6) Was this exercise only a symptom of a greater problem and what ailed the previous regime?

    • 14
      0

More such relevant questions can be raised.
Realising the true nature of the former regime that can be described as corrupt, arrogant, despotic, dictatorial and self serving (an example is this memorial exercise in question), majority of voting Public wished for a change in January, 2015 and so elected a new President amidst many obstacles. A solemn pledge MS gave at that time was that all allegations of bribery, corruption, murders, disappearances, crimes etc etc will be investigated and if proven guilty, such persons so indicted would be duly punished without any fear or favour. He has two more years left in his Term of Office to fulfil that solemn pledge / promise and we the Public wait in hope! A similar pledge was given by the UNF as well. They have 3 more years to fulfil all their promises.
This particular case is before the Courts. So it would be inappropriate to comment other than hope GR will front the Court without avoiding on technicalities, present his arguments and clear his name.
BTW, in my humble opinion, Rs. 47M is pea nuts for this family, considering the extent of money that is alleged to have been looted by them during their infamous rule/reign in power. I have no proof of this other than my own observations and allegations that are yet to be proved. Here is one opportunity GR has got to prove he is innocent. So I hope he will grab it with both hands. If not people may realise he may be having something to hide?

      Dear Gamini,

The facts that you have given are very relevant.

      *

Let me take this story back a few more decades to a period when there was a guy representing a larger area (incorporating the present Beliatta), called Hambantota East.

      *

That area was represented in the Legislative and State Councils in the late 1920s and early 1930s by Vincent Stuart Wikramanayake, a proctor, who happened to be my maternal grand-mother’s brother. One of his key supporters was his clerk, D.M. Rajapaksa (Don Mathew). In something like 1933, this elder sibling of Don Alwin (how on earth did they get these names unless one or two generations earlier they too, had been Christian – at least nominally?) – as I was saying, Don Mathew decided to contest the seat on his own, and defeated my Grand-uncle.

      *

Ditching his boss was not a crime committed by the elder Rajapaksa brother. That is part and parcel of the rough and tumble of politics. But respect Maithri for his courage in risking all by contesting the January 8th 2015 Presidential Election. He’s been rather timid since then; there are a few rumours of nepotism, but whatever Maithri has done wrong cannot at all compare with what these Rajapaksas have done.

      *

This is partly just family lore. Please point out if there are inaccuracies.

      *

Please consider all this when you vote two months from now!

During Mahinda Rajapaksa’s rule there was no distinction between public and private funds. The then Defence Secretary misused his position to give illegal orders to any government Ministry/Department/Corporation to carry out his wishes. The civil servants were only too glad to please Gotabhaya Rajapaksa like in this case. It is a shame the Rajapaksa family could not complete this project without engaging government agencies. Even the land is leased property from the government. After
completing the construction they don’t want to pay the full cost of Foundation. This is an insult to their father D.A.Rajapaksa.

But defence secretary keep adding his thoughts as nothing wrong a ct was wasted or corrupted by him why ?

Either Rajapakshe genes are inborn corrupted or they dont care about corruption since it is part and parcel of lanken so called budhist culture.

Entire world know by date, that they Rajapakshes or the kind of king looters of people s funds stay behind srilnaken buddhism… buddhism has been abused as their shields to do whatever they thought of right.

Man, man, All jungle laws and democracy, and it’s Sri Lanka. The law says, if any one steals state property, it’s non bailable offence. In Sri Lanka, it’s applicable only for the lesser mortals but not for the rich and powerful, that’s how the black coat liars and judiciary interpret it. If this is the trend, May God save Sri Lanka.

My neighbor, Jamis Maama -the “Bakery Owner”, whose father, (deceased) provided “Bread”- the most hunted food during the “Bread Lines” in the 1960s , wanted to build a “MEMORIAL” at his burial place in the village general cemetery. He asked me how and what to do to commemorate his father who did unforgettable service to the village folks during those trying times. I told him to PLANT a JACK FRUIT TREE at the burial place. He did this, six years ago. Today, that MEMORIAL JACK FRUIT TREE is bearing fruits and it is a pleasure to see the villagers consuming “KOSS” (Jack Fruit). All of them while taking away the produce could be heard saying: ” Jamis Maamage Thaatha Budun Deka Niwan Dikkithwa” (May Jamis Maama’s father meet Buddha and attain Nirwana). What do the village folks at Weeraketiya say passing that D.A.Rajapakse Memorial? Any GUESSES or ACTUAL utterances heard?

The fraudulent Rajapakse’s treated this country as their private property and the people as their slaves. If the people did not abide by their commands they would be beaten or killed.

They should never be allowed to rule again.

But still over 50 Lacks fo GRASS EATERS are after them ?

      Why ?

Failure lies on Rajapakshe or COW DUNG fed voters ?

Above all, Sanga Constume wearing eunachs should be punished. They are the ones who pave the ways Rajapakshes or anyone to abuse it to the core.

Like for example, if a monk stands and say, it is buduras- for what is being triggered by light refelctions in Somawathiya… ALL PUNNAKKU eaters as worshipers would not see anything beyond, but believe in what Monk said:

Even if tomorrow one woudl rise up and call a dropings of dog as a medication or blessiong, SINHALA folks woudl follow it wihtout talking twice.

That is the nature of our stupid people.

Western folks are well aware of lanken stupidities.

And rascals like Rajapakshe denasty would know it better, since, they are killing and crime friendly gene bearers from the begining on.

Please GO AND check how AND what a charactor Rajapakshe had been in Beliatta earlier.
They were called IRC men in Beliatta. no other title they hung at that time.

      God bless srilanka.

This happened in Hambantota where poorest of the poor send Rajapakse family to the Parliament. They are so poor some see stars in the night when they sleep through holes in the roof. Some cannot find money to give a decent burial to their kith and kin. To compensate may I suggest that we donate a clay brick each engraved with the names of voters who sent Rajapakse’s to Parliament to mark their graves. So much so for building a monument to beat SWRD’s Bandaranaike did not consider D A Rajapakse suitable for Cabinet position.

Did the Rajapaksa brothers honor their father or disgrace his memory?

Karma is a bitch it does not even spare the dead for bringing crooks and murders to this world.

If you love Lanka vote for JVP.
It is the only party that can get red of corruption.
No one else could do it
You vote for JVP to see all change.
They will never loot public money .they will never do harm for economy.
    They live by principle..
UNP and SLFP have been fooling people

Hooooooooooooo, JVP will get rid of corruption? Wijedasa Rajapaksa revealed sometime ago that UNP gave Rs. 2.5 million to Anura prior to 2015 Presidential elections and it is no secret that Ranil has the habit of bribing MPP for their votes in the Parliament. How much “wealth” JVP has accumulated so far by “criticizing Ranil and the UNP” is not known. Who knows, blackmailing Ranil may be the easiest way for JVP to make money.
JVP should be the last to consider for voting, only if there are no NFF candidates and independent candidates.

        Champoo,
You think every idiotic statement that is not denied by Ranil is true? If you are so sure about it, show us the calculations. I am challenging you. I know you will run away as usual.

Oh, c’mon, I have quoted a government Minister, so check his statement. When there were articles about Bond scam a few months ago, I have written rigmaroles along with calculations. As I told someone else too, there is a “thing” called “Archives”. Don’t expect me to cut and paste my previous comments every time someone ask me the same questions over and over. Besides parents are not allowed do children’s homework.

            Chumpy,
Why not admit that you really don’t know? The calculations won’t take more than 5 lines. So you believe anything that any government minister says? Then you probably believe that Ravi Karunanayaka is innocent because he said so?

I am sure, you must be a product of the oldest profession in the world. Perhaps, the key player who ushered you to this world may not know how it happened. I am sorry for you.

So the foundation made two instalments, 25 million and 8.9 million.
Which equals to the initial estimate of 33.9 million..
    Does this say something??
    I’m curious….
