DA Rajapaksa Foundation Owes SLRDC Rs 47 Million For Rajapaksa Memorial

A sum of Rs 47 million is owed to the Sri Lanka Land Reclamation and Development Corporation (SLRDC) for the construction of the ‘D A Rajapaksa Memorial and Museum’ at Medamulana in a project approved while Gotabaya Rajapaksa was the Secretary of the Ministry of Urban Development.

The then Chairman of the Corporation, Harshana Silva, who had replaced Karunasena Hettiarachchi in 2010 when Rajapaksa was appointed Secretary, had written to the Navy in September 2013 to commence work on the said memorial, following a meeting with officials of the Defence Ministry and the Urban Development Authority.

The Navy had written to SLRDC in January 2014 for the release of the said amount. Accordingly, upon approval of Silva Rs 10 million had been released to the Navy on February 13, 2014. However Board approval for the same had been obtained only on February 13, 2014 (Board Paper No HDS/3714). The Navy had commenced work with the SLRDC providing machinery and materials.

Although the initial estimate was Rs 33.9 million, a total of Rs 81.3 million had been spent on this project. The memorial and museum were ceremoniously opened on November 5, 2014.

The Auditor General launched an audit query into the matter of Rs 62.1 million being spent on the ‘Medamulana Project’ on March 24, 2015. SLRDC responded to the Auditor General on May 14, 2015. A subsequent audit query had been launched on June 10, 2016 regarding the balance not being paid, to which SLRDC had responded on August 5, 2015.

The Rajapaksa Foundation, after the new government was formed, on August 21, 2015 had written to the SLRDC, requesting an invoice. SLRDC responded, directing that Rs 25 million be paid by the Foundation until a final estimate of costs is done and a fresh invoice issued. Accordingly the Foundation had deposited a cheque for Rs 25 million to the SLRDC’s Bank of Ceylon Account on August 31, 2015.

On June 1, 2016, the Legal Advisor to the SLRDC M.C. Jayaratne wrote to the Foundation demanding that the balance Rs 56.3 million be paid. On July 13, 2017 the Foundation had deposited Rs 8.9 million to the SLRDC account. On the 20th of the same month, SLRDC had written to the Foundation instructing that the balance amount also be deposited.

The Foundation is yet to do so.

According to sources Harshana Silva is said to have told the newly appointed General Manager and Deputy General Manager that the SLRDC had made profits in 2013 and that the money should be used to ‘please Gotabaya’ (Gotabayata selakiya yuthuyi). He had further said that the Medamulana Memorial should be better than the Bandaranaike Memorial in Attanagalle. When it was pointed out that Board approval was necessary, the relevant Board Paper was prepared by the Defence Secretary’s office, according to sources.

Meanwhile the interim order, preventing FCID from taking action against Gotabaya Rajapaksa under the Public Property Act, was extended till December 25 by the Court of Appeal on December 15, 2017.

Gotabaya Rajapaksa in this matter petitioned the Court of Appeal on November 24, 2017 to prevent the IGP Pujith Jayasundara, CID Director Shani Abeysekera, Financial Crimes Investigation Division DIG Ravi Waidyalankara, ASP Kamal Paliskara and the Attorney General from proceeding and/or relying upon the Certificate filed under the offenses against the Public Property Act.

      Ranil abused his high office to loot the Central Bank. The loss is amounting to 1 TRILLION. Public outcry was so much, the President was COMPELLED TO appoint a Presidential Commission, findings of which were a disgrace to any politician. Once their Report is finalized, a court case is necessary.
      What Rajapaksa clan did is also wrong. The Court may ask them to pay the money back or otherwise they can pay back on their own personal will and settle the issue.
      That is not the issue. How could Ranil pay back the money looted from the Central Bank? I like to see a headline like this:— “Sri Lankan High Court ordered to confiscate all the properties of the Prime Minister Ranil Wickremasinghe in order to recover the loss he made to the country.”——
      Sri Lanka will be much better without both.

        If Ranil abused his power then he should be punished. First we should punish Rajapakse for abusing the power. What you are trying is to Justify Rajapakse abuse by bringing Ranil. You should know now both your Sinhalese leaders are cheating Sinhala masses by killing thousands of innocent Tamils and Sinhalese youth. In other words they fill their pockets using blood of Tamils and ordinary Sinhalese.

              PCoI has ample proof to prosecute Ranil. If Ranil could do this without power, if he was the President, what he could have done was unthinkable. Ranil should be punished first.

UNPers have been spreading wild rumours, and even if they are true, the government has failed to carry forward their accusations to a natural concl;usion. suggesting that they were false propaganda to brainwash people.

        Further he proves again and again that he is not a Statesman but a cheap crook who knos nothing about governing a country. Any idiot can run a country by selling its assets and making money to cover day-to-day expenses. Same like a drug addict who sells his belongings to buy drugs first then steal other people’s property to find money.
        Money earned by selling the Magamapura Port will be over in no time. India was silent of the issue all this time. Suddenly they started talking about security concerns. The result will be losing Mattla airport to India. US has already talked against Sri Lanka’s involvement with China. Therefore, Ranil will be compelled to sell another national asset to US. What will happen next? Ranil has already started selling valuable lands. He is eyeing for valuable lands adjacent to Katunayake airport. What will be next? The list goes on and on.
        The future is very bleak to Sri Lanka. If UNP wins LG elections, they will take it as an approval for all of the above (economic front) which is disastrous. Further, the value of one vote, one man system will be deteriorated and newly emerged corrupts and fraudsters will take over the decision of making future leaders.
        Sri Lanka is in a decisive “corner.” A dead-end. We can’t move in this direction anymore. UNP should be defeated with all might.

    I herd that every one of rajapakase,s including extended family has cheated the public or had collected samthosams. But, the yahapalanaya is not interested in collecting those money lost because yahapalanaya politicians also got payouts from that.’ Some payouts has been been as high as Rs ten billion. where money is invested is also known. Even Ranil know it. How ever this story is wrong. what I herd from another source that this is completely political. the owed amount was about 35 million and they had paid 25 million and owed another 9 million. According to this article they had paid out 9 million too. When the memorial was built, they had built a police station too. This govt is asking money even for the building of that police station. that is how it goes to 84 million or to a higher construction bill.

    Some relevant facts of which I am aware are:

    1) D A Rajapaksa was a Politician from the South (representing the Beliatta electorate) and he was a founding member of the SLFP when SWRD formed that party. He lost his seat on a couple of occasions at the hustings.
    2) He had nine children and one of them is Mahinda Rajapaksa.
    3) A Memorial and a Museum has been constructed in his memory, during the period of the former regime (allegedly, using State resources and funds).

    Many questions can be raised relating to this activity of building a memorial. Some of them are;

    1) Was there any criminality involved in this exercise or were all due processes complied with?
    2) Were State resources used to construct this memorial or was there a Loan/Funding agreement in place?
    3) If State resources were used, was it ethical to do so?
    4) Was this individual of such importance and relevant in stature and was he a person who achieved anything of Value for the People to warrant such a Memorial to be built at State expense (after all he even lost his own seat and thus rejected by his own electorate on a couple of occasions)?
    4) Were there any other memorials built at State expense for any other MP’s in Sri Lanka or was this the first (and I hope the last)? What is so special about this individual? Is it merely because he had progeny who followed his footsteps and took to Politics like himself and one of them became the President of the country, a position of power and influence?
    5) Was this a waste of state resources when there are millions who live below the poverty line and struggle to see ends meet?
    6) Was this exercise only a symptom of a greater problem and what ailed the previous regime?

      More such relevant questions can be raised.
      Realising the true nature of the former regime that can be described as corrupt, arrogant, despotic, dictatorial and self serving (an example is this memorial exercise in question), majority of voting Public wished for a change in January, 2015 and so elected a new President amidst many obstacles. A solemn pledge MS gave at that time was that all allegations of bribery, corruption, murders, disappearances, crimes etc etc will be investigated and if proven guilty, such persons so indicted would be duly punished without any fear or favour. He has two more years left in his Term of Office to fulfil that solemn pledge / promise and we the Public wait in hope! A similar pledge was given by the UNF as well. They have 3 more years to fulfil all their promises.
      This particular case is before the Courts. So it would be inappropriate to comment other than hope GR will front the Court without avoiding on technicalities, present his arguments and clear his name.
      BTW, in my humble opinion, Rs. 47M is pea nuts for this family, considering the extent of money that is alleged to have been looted by them during their infamous rule/reign in power. I have no proof of this other than my own observations and allegations that are yet to be proved. Here is one opportunity GR has got to prove he is innocent.So I hope he will grab it with both hands. If not people may realise he may be having something to hide?

      Let me take this story back a few more decades to a period when there was a guy representing a larger area (incorporating the present Beliatta), called Hambantota East.

      That area was represented in the Legislative and State Councils in the late 1920s and early 1930s by Vincent Stuart Wikramanayake, a proctor, who happened to be my maternal grand-mother’s brother. One of his key supporters was his clerk, D.M. Rajapaksa (Don Mathew). In something like 1933, this elder sibling of Don Alwin (how on earth did they get these names unless one or two generations earlier they too, had been Christian – at least nominally?) – as I was saying, Don Mathew decided to contest the seat on his own, and defeated my Grand-uncle.

      Ditching his boss was not a crime committed by the elder Rajapaksa brother. That is part and parcel of the rough and tumble of politics. But respect Maithri for his courage in risking all by contesting the January 8th 2015 Presidential Election. He’s been rather timid since then; there are a few rumours of nepotism, but whatever Maithri has done wrong cannot at all compare with what these Rajapaksas have done.

    During Mahinda Rajapaksa’s rule there was no distinction between public and private funds. The then Defence Secretary misused his position to give illegal orders to any government Ministry/Department/Corporation to carry out his wishes. The civil servants were only too glad to please Gotabhaya Rajapaksa like in this case. It is a shame the Rajapaksa family could not complete this project without engaging government agencies. Even the land is leased property from the government. After
    completing the construction they don’t want to pay the full cost of Foundation. This is an insult to their father D.A.Rajapaksa.

    My neighbor, Jamis Maama -the “Bakery Owner”, whose father, (deceased) provided “Bread”- the most hunted food during the “Bread Lines” in the 1960s , wanted to build a “MEMORIAL” at his burial place in the village general cemetery. He asked me how and what to do to commemorate his father who did unforgettable service to the village folks during those trying times. I told him to PLANT a JACK FRUIT TREE at the burial place. He did this, six years ago. Today, that MEMORIAL JACK FRUIT TREE is bearing fruits and it is a pleasure to see the villagers consuming “KOSS” (Jack Fruit). All of them while taking away the produce could be heard saying: ” Jamis Maamage Thaatha Budun Deka Niwan Dikkithwa” (May Jamis Maama’s father meet Buddha and attain Nirwana). What do the village folks at Weeraketiya say passing that D.A.Rajapakse Memorial? Any GUESSES or ACTUAL utterances heard?

    This happened in Hambantota where poorest of the poor send Rajapakse family to the Parliament. They are so poor some see stars in the night when they sleep through holes in the roof.Some cannot find money to give a decent burial to their kith and kin. To compensate may I suggest that we donate a clay brick each engraved with the names of voters who sent Rajapakse’s to Parliament to mark their graves. So much so for building a monument to beat SWRD’s Bandaranaike did not consider D A Rajapakse suitable for Cabinet position.

      Hooooooooooooo, JVP will get rid of corruption? Wijedasa Rajapaksa revealed sometime ago that UNP gave Rs. 2.5 million to Anura prior to 2015 Presidential elections and it is no secret that Ranil has the habit of bribing MPP for their votes in the Parliament. How much “wealth” JVP has accumulated so far by “criticizing Ranil and the UNP” is not known. Who knows, blackmailing Ranil may be the easiest way for JVP to make money.
      JVP should be the last to consider for voting, only if there are no NFF candidates and independent candidates.
