Déjà Vu: Srisena Issues An Order Calling Out Armed Forces To Exercise Police Powers

The new President Maithripala Sirisena has issued an order calling out the armed forces to exercise police powers under the pretext of public security.

Issuing an “Extraordinary” Gazette notification yesterday (February 02) the President said; “By virtue of the powers vested in me by Section 12 of the Public Security Ordinance (Chapter 40), I, Maithripala Sirisena, do by this order call out all the members of the Armed Forces specified in the First Schedule hereto, for the maintenance of public order in the areas specified in the Second Schedule hereto.”

        A state media station has spent nearly Rs. 2 million to “train” the dummy presidential candidate who looked like President Maithripala Sirisena.

        The dummy candidate had been stationed at Sri Lanka Foundation Institute throughout the election period and the state media station had looked after all his expenses.

        During his stay at the Sri Lanka Foundation Institute, Sirisena had been given a special training by a hired personal trainer to impersonate Maithripala Sirisena, who was then the Common Candidate of the opposition. The personal trainer had also been paid with tax payers’ money.A former head of a state media institution had overlooked the entire operation on behalf of the former President’s campaign managers.

        During the presidential election period, this dummy Sirisena impersonated Common Candidate Maithripala Sirisena on TV ads, making a mockery of the entire electoral process. Some of his election advertisements were run by a bogus organization called ‘R. A. Sirisena Foundation’

        Former President Mahinda Rajapaksa, when he went to cast his vote on January 08, also took R.A. Sirisena with him, along with members of the former first family. R.A. Sirisena, a resident of Medamulana, also wore a Modi-like jack, strongly resembling presidential candidate Maithripala Sirisena.

        Dummy Sirisena was the person who impersonated Maithripala Sirisena in the popular political comedy ‘And Company’, aired by Swarnawahini.

      Hey Vishvajith, this is nothing to do with the North or East as far as I have heard so far. However the fascists seem to have decided to fight back by making an attempt to topple the government and seize back control of the state. They are being instigated by a large number of “Intellectuals” headed by the great DJ with a larger number of violent men and women to spearhead their attack.

      The warning was delivered by two sources over the last two days. There are thirty thousand (30,000) foreign “civilians” working on projects in the south and another sixty thousand “civilians” working on projects in the north. If the fascists make a grab for the Sri Lankan state and show signs of succeeding you will see the “rainbow rising” and many of us will get crushed in the sandwich as the “civilians” working on the projects in the south and the “civilians” working on the projects in the north join the fray.

      The birds of pray will land at Wirawila and let us hope that the long drawn guerilla war envisioned by the DJ will be quelled before it begins and democracy prevails.

    CT has given us wrong information before.

    However if this is true I must say that My3 has taken a wrong turn, a really wrong turn.

    Giving the armed forces police powers at this juncture is unnecessary and is a slap in the face to all Tamils who voted for My3. Furthermore it promotes a state of seige, the forte of MR’s rule.

    We expected some reality checks with My3 but he keeps treading the same path as MR.

      The armed forces stationed in the North and East already had police powers, they were also doing police duty. We thought the new govt. may confine them to the barracks (keep them away from the public)and have a civilian police force.

      What MY3 has done is, he has extended the police powers that the army had in the North and East to the other parts of the country. This can be a temporary arrangement for a certain period due to some kind of threat from his opposition. I do not think people should worry much about this change.

    This is very interesting. Even at the end of the election, there was no violence to the extent of calling the Armed forces to assist the Police. All this means on the surface, firstly Sirisena is made to believe to expect real trouble, secondly it is so big that the Police cannot handle it even with its STF. Some of these intelligence inputs are like Saddam having weapons of mass destruction when not a single WMD is yet found in Iraq. The another interpretation is that since the Police is under a different Ministry other than Defence, there seems to be a loss in the grip of affairs. The only legal way to counter is an order under section 12 of the Public Security Act.

    There is an opinion expressed that the reduction of prices of the so called 10 essential items only include those consumed by the minorities and not the majority community. Further discontent is voiced that the recent appointments to high places have a disproportionate amount of ethnic minorities in comparison to their proportion in population. If Sirisena is told to watch out for trouble because of this and indeed he is reacting to this then he verily believes that he has offended the majority community. In any case, he has invoked provisions of the Emergency regulations. What requires is the amity of communities and not military action when it is not warranted. Fairness to everybody is a good tool to prevent real trouble.

    Nevertheless all this means the presence of armed forces in ALL DISTRICTS, including that of the North where its Chief Minister is clamouring for the eviction of troops.

    I don’t think the Gazette notification is printed on the same day as the President makes an order. I am sure this is a doctored document. Don’t judge the President before carefully checking your sources. These are MR cronies publishing altered documents like the one Tissa produced.

    “Maintenance of Public Order” does not mean “police powers”.

    “police powers” mean the power to arrest citizens, make investigations and produce them before courts.
    “police powers” were given to armed forces long ago – they were already arresting citizens mourning their dead etc. and, those suspected of being LTTE members.

      The army also exercises judicial powers – university students and others who protest against perceived injustice, and those who mourn their ancesters, are/were arrested and “sentenced” to a process called ‘rehabilitation’ which is imprisonment in remote army camps without even informing their kith and kin.It is allegged that they were “indoctrinated” to prevent future complaints.
      A rights activist and EPC member Ananthi Sasitharan was threatened with ‘rehabilitation’
      When President Rajapakse visited Jaffna before the recent election, parents of university students under ‘rehabilitation’ presented a peitition to him and he ordered their release.

    IF the CT information is correct, then it may be that the President is becoming more aware of different agenda of the various parties that backed his candidacy. As President he will now be having access to intelligence assessments and receive regular briefings.

      in a country such ours – not even a single politician would have a 100% clean record in their service. What you found right – was found by others as not right. All these are connected to the prevailing law and order in the country. I know you once added to be living in Uk while I myself live in Germany. But I am well aware of the facts how the Germans are bound to their law and order while facing their duties. Their consitituion contains each and every step helping them react right. It is like a living one. How many of them add more favourable people s friendly reforms to the prevailing laws. But if you would go to do them in our country, how many of would be standing on the way… it is more than the fractions that support any kind of processes. Latter is what has blocked lankens being achieving anything in a propermanner. Not that we the lankens have not enough knwoeldgeble ones. But mostly there is something blocking them passing it. SO this is the problem in the country today.
      Lead of Bribery commission is alleged to have gone wrong… but the law provision prevailing seems to be not able to sack him easily. Even if JVPers or others would attack the new alliance being late to have done the primary step, those who know are aware it well.So best thing is to start structuring laws of the country. Here they can get the support from EU coutries.

    This man Sirisena is no different from Mahinda. As I stated in these columns a couple of weeks ago, Sirisena and Mahinda are as the Tamil saying goes coconut husks soaked in the same pond (“Orae kuttayil ooriya mattaikal”).

    Not just this order giving police powers to the armed forces, look at other developments under his one month old rule. A political opponent Tissa Attanayake who is also a Parliamentarian has been arrested and remanded on criminal charges for forgery which in most circumstances would only invite a civil action without even notifying the Speaker. Several people have been arrested and remanded over an incident in the South where Ranil was alleged to have been threatened more than an year ago with the police now suddenly filing criminal charges against them. Passports of various high ranking offficials and or politicians have been impounded after mere allegations were made against them. The worst actions of this yahapalanaya President was the bizarre announcement that the former Chief Justice’s appointment was null and void paving the way for the illegal reinstatement of the impeached former Chief Justice Shirani Bandaranaike. Many experts say even the appointmnent of Ranil as Prime Minister is invalid.

    Sri Lanka is certainly not on road of yahapalanya.The country’s President is doing what all his predecessors had been doing. The only difference now is that the former Presidents did these types of things on their own will but this fellow is doing these things as advised by his puppet masters.

    You must understand he is walking on a thin rope , all his ministers, supporters and his and his family’s lives are in danger, he has made a wise decision ,it has to be in place until the people endorse a majority in parliament in the next election ,otherwise it is suicidal.

    There are two ex terror groups still fully armed by the ex-government in place and ,even worse the ex-president’s massive private force , fully armed to the teeth , which includes the BBS,Th Ravaya ,Th Ravana, some members working in executive ,in levels ,in the media & communications, ex armed and police officers, his people are every where in the immigration to ports , to Three wheel drivers , to executives working for private firms ,businessman ,small time restaurant owners, street vendors ,beggars ,parliament staff ,to security, private security companies. Do not take Mahinda lightly , he is a November , they are known as the grey Lizard Scorpions, they will never forgive , never , the most spiteful and ruthless, behind the humble face and smile lies and waits a monster ,given the slightest opportunity ,will attack and paralyze every single of its opponent. you lived in a hellhole for so-many years without hope , wont you have a little trust for a man and a his supporters who risked their own lives to pull all of us and the country from the clutches from a dangerous political cartel that south Asia ever saw? one small slip and God-forbid the entire cabinet could be wiped out. the Ex-Terror leader who was killed was only a puppet , the real killer is still very much alive and very powerful and freely roaming about . so think and think again before you may regret if you and I become the reason the sabotage the present regime and let the country be lost forever .Patience shall be rewarded and sincerity will pay someday.
