Director General Of Bribery Commission Quits, Following Sirisena Attack

Just days after President Maithripala Sirisena launched a scathing attack against the Bribery Commission, FCID and CID, Director General of the Commission to Investigate Allegations of Bribery or Corruption (CIABOC), Dilrukshi Wickramasinghe today handed over her letter of resignation to President Maithripala Sirisena.

The decision comes just days after Sirisena accused the Commission, FCID and CID of working in accordance to political agendas.

Addressing an event last week at the Sri Lanka Foundation Institute, Sirisena said that he had informed Prime Minister Ranil Wickremesinghe, and the Cabinet of Ministers at a special meeting that ‘if the CID, FCID and the Bribery Commission act according to a political agendas’ then he would be compelled to take some tough decisions.

“I have not spoken about these things before, but I have been forced to do so and if necessary even take action,” he said.

Sirisena’s outburst however drew criticism from across quarters with even civil society organizations and political parties highlighting that Sirisena had forgotten his original pledge of taking action against corrupt officials during the run up to the Presidential Election in January last year.

Civil Society organisations which played a key role in electing President Sirisena in January 2015, have strongly condemned his high pitched speech at the ‘Sathviru Sanhinda’ programme held at the Sri Lanka Foundation on Wednesday the 12th October 2016.

The organisations, Purawesi Balaya and the National Movement for a Just Society last week reminded Sirisena of his election manifesto and urged the allegation leveled at the Bribery Commission to be withdrawn. This is besides requesting him to end the intimidation of other investigative bodies.

      First of all the People of Sri Lanka appreciate and thank you very much for the excellent and effective work you and your department have been ding to correct the rot the country has got into over the past 10 years,despite all the constraints put on you by the crooks and cronies.

      Please do not let Gon Gamarala, sideline you, your department and the People.

      Those crooks and cronies have also put a lot of pressure on President Maitripala Sirisena. Based on the speech and utterances of Sirisena last week, many law abiding citizens who wanted a n end to the corruption and criminality over the past years, wanted reform and correction.

      Many a citizen now refers to President Maitripala sirisena, as Gon Gamarala, Stupid Villager, who let himself to be manipulated and fooled by the crooks and cronies of Mahinda Rajapaksa and Gotabauya Rajapaksa. In Sinhala, it is called Gonata Andanawa, being dressed like an Idiot.

      It is rather unfortunate that the Gona, Fool, is the President. The People completely understand your dilemma, how can I work with a Gona, Fool.

      Please Reconsider your decision. Make a Double Determination, that you you will follow the Law and will bring all the Crooks to justice before the Law of the Land,

      In the meantime the people will work out a way to impeach President Maitripala Sirisena, Gon Gamarala, to be impeached.

      Has Gon Gamarala joined the Crooks and Criminals?

      Why not ask President Maitipala Sirisena, for a written explanation, of this recurrence, and clarify the situation in writing. After all he is a Gon Gamnarala, Simpleton, and may not know the gravity and meaning of his utterances.

      Reason behind president’s inflammatory speech known ! Impeachment imminent as attempts are made to rescue criminals !

      Lanka Vine News inside information division has been able to track down the reason behind yesterday’s odious and offensive speech of president Maithripala Sirisena which compromised the Independent Commissions including the Police Commission ; criticized the judicial process and sought to rescue the rogues and criminals. This speech was so outrageously inflammatory that it was tantamount to the president voluntarily consuming a cyanide capsule to commit political suicide.

      The investigations into three main and ghastly murders committed by the deposed and discarded Rajapakses during the nefarious decade have by now reached the final stage. The three murders are : Lasantha’s, Ekneliyagoda’s and Thajudeen’s.

      The criminals responsible for the three murders have been identified , and the crucial question now is , who gave these criminal orders ? What remains is to track down this culprit . Even the telephonic discussion for over an hour that was exchanged at Temple Trees at 1.00 a.m in connection with Ekneliyagoda murder had been uncovered .

      Already 11 reports have been furnished to court by all the intelligence and security divisions that Ekneliyagoda had no links whatsoever with the Tiger organization. Hence this was a clear political murder committed by the Rajapakses . Now investigations are at the final stage , and all what remains to be uncovered is , with evidence ascertain who are the Rajapakses who gave the instructions supported by evidence .

      Maithripala Sirisena made his explosive ‘cyanide speech’ and advanced stealthily in order to save the murderous Rajapakses.

      Based on reports reaching Lanka Vine News inside information division , it is a most infamous political Bhikkhu ,and a notorious wheeler dealer minister who sleeps with the Rajapakses on the same mattress who have instilled the necessary ‘poison’ into Maithri and got him round to blabber as he did yesterday . Maithripala who suffers from puerile drives and loses his sane thinking power more often than not , had fallen prey to the poison and destructive proposals , going by his thoughtless and senseless speech yesterday .

      No matter what ,yesterday’s ridiculous speech of Maithripala was tantamount to turning his back on the very masses that steered him to victory on 2015-01-08, and forcibly displaying his hideous back and bottom to them despite their stubborn refusal to see that ugly sight. Indeed the whole country has been provoked by his speech , and Maithripala has incurred the absolute displeasure of the entire population. Never has a leader earned so much wrath and curse of a nation in just a night , and tarnished his image this much.

      In the event of Maithripala taking the step of bringing the ministry of law and order under his purview or resorts to some other disastrous self destructive action , that will be the beginning of the end of Maithripala with an impeachment motion in parliament staring in his face.

      The political parties , Civil and professional forces, and pro good governance masses that steered him to victory were hitherto doing everything to save him as long as he was against the murderers , the corrupt and rogues , and discharging his tasks accordingly , have now realized , he is truly protecting and shielding those very criminals most traitorously . Under the present circumstances it is certain not even a dog in the street will come to his rescue .It is hoped Maithripala will take serious note of this warning .

    It is time that Prime Minister takes the bull by the horn and takes Sirisena head on. The President has been shooting his mouth out of turn far too many times and has made the PM look a fool. The ever-gentlemanly Ranil has not opened his mouth in public.     The President did a terrible mistake. He obviously does not know the extent of work done by the Bribery Commission and FCID. They cannot make public declarations of what they do due to the sensitivity of the matter being investigated. Mrs. Wickramasinghe was so fearless that she even got Namal Rajapakshe to courts when he disregarded the summons issued by the Commission due to his arrogance. How many people in this country know that she works so late due to the numerous hundreds of files piling up that she is compelled sometimes to sleep over at the office? That is the extent of commitment she had for her job and it is so sad that the President treated her so disrespectfully giving scant regard to the commitment made by her and her colleagues.
    Some are querying why she did not investigate Arjun Mahendran and the Bond issue. How can she investigate something that is not referred to the Commission and also does not fall within the parameters of her functions?
    This is such a sad turn of events…..

      She did a lot of work under difficult circumstances and that must be appreciated. But she owes a duty to the nation to disclose as to why she is leaving. Pressure of work causing health problems? Current situation in the wake of President’s statement about CIABOC, FCID & CID etc.?

      I disagree with this commentator that she did not investigate Mahendran because it was not referred to the Commission. She was looking at his activities too and at one stage she impounded Mahendran’s passport.

      I prefer to be a realist and understand that she definitely charged Namal for not appearing before the Commission and did not charge Rajitha for doing the same thing.

    The resignation of CIABOC’s DG is a slap on the face of President Sirisena. His irresponsible and despicable statement has undone a few good things he had done after being elected the President. I hope all civil society organizations which were the force behind his victory will distance themselves from him – shun him like plague. However, I wish that Ms.Wickrmasinghe did not resign and stood her ground to carry on the battle against bribery and corruption like a good soldier.

    You should write an official letter to the President requesting him to give you a list (in alphabetical order) of those who can be proceeded against and those who cannot be proceeded against. As a favour to other law enforcing agencies you can forward the list to them too. If you really want to cap the issue send the list to the Courts too.

    That will save all of us and you a lot of trouble and expense and no more sleepless nights.

    It is the President who should have resigned as he promised us that he will bring the rogues to justice and now protecting the rogues. Like Mahinda kicking out Chief Justice Shiranee, President has kicked out Dilrukshi DG with his speech to protect Gotabaya Rajapakse. President Sirisena has a deal with Rajapakse to protect Rajapakse Family. Further he was scared, as usual, Mahinda Rajapakse will form a new party. Its time to bring an impeachment motion against the President for trying to control independent commissions and their functions which is beyond his job description. Civil societies should demand the resignation of the President.

    With her resignation goes any hope on FCID. A FCID less her would exonerate all those who accused, and clear their names preventing from any future prosecutions. Part of the problem seems to be the power this presidency provides for these guys, it could easily make an average politician to feel as if he is a king. Even other presidencies of powerful nations have to answer to Senate, congress etc. whereas the one in SL, doesn’t have such needs or check and balance, all powers deposited upon one politician, who doesn’t have what it takes, result is what we have been witnessing, they cannot handle. At some stage HE would want to see himself poking his figure in every aspect of governance, and his advisers might be saying, yes, sir if you want to exercise authority and show the world that you are in control, do it this way. What he forgot was, he became the president because of UNP, not SLFP. SL political history shows somersaults have been very common and particularly there was an opportunity to find a solution to the main issue, something like what has started to happen happening is the norm, though unfortunate. Minorities have been all along watching what have been unfolding in disgust, since 48.

      DIG waidyalankara is in charge of the FCID and a competent man.Dilrukshi was CB,bribery commission.just like you everyone is confused with too many cooks spoiling the soup.They should only have the FCID and it should handle all cases that involve bribery and corruption too because they are financial crimes.

        You are right Shankar. True, with too many commissions you tend to get mixed up but hasn’t seen much outcomes other than Basil doing rounds between commission-prison-hospital.

        I have had some hope of this woman, but now with her exits the very commissions might be hauled to questioning in the next rounds to come, maybe waidyalankara if you say is right would be spared.

    As a senior Public Servant, you owe it to the General Public to explain your reasons for resigning. If not we will suspect you. Has it got anything to do with the recent controversy of “MPs” selling their permits?!

      However, President was also als the first servant of the nation just created a puzzele and left it not giving any detailed explanation.

      So, as the commissioner who had been teh head of the FCID to leave that way, comes as a result. ANyways, here president could have discussed it internally.

    We understand that 95% of the work is completed and the culprits
    involved in corruption & political murders are identified by FCID,
    CID & CIABOC with proof and all what you had to do is to present the cases to the courts through proper channels and what made you to rush with your resignation before court cases commenced. Is it an admission that you were discharging your duties in accordance to political agendas.? or you feared threat to your life ?

    Hope the President will not do a somersault as he did during the
    general election in 2015, many times, and accept the resignation,
    which will amount to dictatorship as this is mere interference in an
    area where he has no control.The officials in the above depts. did a
    great job against all odds, threats and fearlessly and let not the govt.spoil their efforts. The way the things are going, it will not
    be a surprise to the people if the cases are started all over again
    under a new Director and make the voters look fools.

    Any body who had seen the photo on CT where the Prez & PM were together after the emergency meeting, the usual grin on PM’s face was
    not there and the body language showed that both were angry at each
    other. This will not end here and more surprises are expected and a split may be a possibility as the President’s speech was provocative,
    defensive of the culprits and a direct attack on the PM., who were
    overseeing these departments.

    It seems to me that MS inadvertantly scored the goal for Rajapakshas. What a foolish thing to do, even to get this bad publicity. MS has been demolished, the two Principals are already out of the country, I think MR and camp are having a field day celebrating at home.

    Even if the Prez had concerns with FCID, he should have first discussed it with FCID and whoever the minister in charge quietly to iron out major concerns, away from public eye. But to express his feelings in Public unilaterally is a blunder, as he has played right into MR’s hand.

    This is really not MS’ style, but what made him do this error is difficult to figure out. May be he is trying to collect smartie points from war heroes. If not, Daham’s mischief might have unsettled him and worse still trying to rescue him instead of dealing with him according to the law might have made him irrational.

    SL needs a truly independent Bribery Commissioner who has guts to go after both ruling and opposition politicians and supporters. The resigned Commissioner was not seen independent because of her close ties to PM.
