Easter Attacks PSC: Public Administration Secretary Makes Shameful Display Of Racial Bias In SLAS

Testimony by Secretary to Ministry of Public Administration, J J Rathnasiri before the Parliamentary Select Committee (PSC) probing Easter Sunday bombings today, was a shameful display of racial bias in the Sri Lanka Administrative Service.

Rathnasiri was questioned by PSC members on the circular he issued a few weeks ago that imposed regulations regarding government employees’ dress code, which discriminated against Muslim women and the Abaya.

Responding to queries he said the circular was issued following a discussion at a Secretaries’ meeting and the subject Minister Ranjith Madduma Bandara was made aware of it.

When questioned whether Cabinet approval was sought before issuing the circular he said it is not the usual practice.

Rathnasiri went on to say the circular serves as ‘a reminder’ in keeping with previous circulars issued on public sector employees’ dress code and that religious, ethnic or communal identities are not considered when making such decisions.

“No matter what religion or community, the dress code must be adhered to and that includes uniforms issued for various sectors. . . After Easter attacks it was pointed out there was a need to issue a reminder about the regulations on dress codes for government employees; previous circulars were issued but they were not adhered to,” he added.

Rathnasiri seems to take after Sirisena when it comes to being aware of repercussions of his actions. He says he has not been made aware of any cases where employees have faced inconveniences due to the regulations imposed by his circular.

“We are ready to take action upon discussing with the Minister, if we are made aware of any injustice or inconvenience…The instructions so far is to revise the circular and not suspend it,” he added.

He also went on to criticize those who sought assistance of the Human Rights Commission with regard to the matter.

“If a state sector official was subjected to injustice, they should be seeking help from the Public Service Commission – not the Human Rights Commission,” he remarked.

PSC Member M A Sumanthiran inquired him of the direct link between the dress code and security, noting since the bombers wore trousers and shirts, they should be banned from being worn as well as per the logic displayed in Rathnasiri’s circular.

To that he said his circular simply refers to ‘what is appropriate’ in terms of a dress code as employees of state sector workers.

      The Turban was an alien (British?) idea that the Sikhs took to readily.
      They were allowed to wear it when they fought for the British.
      I think that when Sikh immigrants in Britain who joined the police wanted to wear it, there was refusal initially, and the Sikhs eventually had their way.

        It looks like, now a day, the professors who are reading PhD thesis are not able to decipher what the PhD students are thinking, from their thesis. So it leads like this type of horrible situation.
        People who have no capacity to explain why Britain allowed Sikh men to wear turban instead of helmet in its force and eventually police allowed to skip uniform, are telling because Britain is allowing Turban so it has proven Religion is more important in Police administration. This guy only living in Lankawe, but Britain has many levels of police and not all following the same policy for Muslim women Police or Sikh men police.
        Probably this guy did not read the long essay Dr. Amir had written here arguing why Muslims should adopt the dress based on Lankawe environment. Will human evolutionary habits develop both ways? Are the Eskimos are in need of saying prayer to kill Sew Cows like the Arabian doing for Halal meat cow? How the Arabian fisher men doing their pray for each fish they catch?
        All Democratic governments should operate with secular admiration polices. Especially if it is multi community state, then that is the only way that government has to follow, religiously. No alternate.

            Don’t bring ethics in religious ID dressing issues. Ethics, your assumption is only religious laws. Ethic is secular principles bind human conducts, doesn’t control the garment Industry beyond the Industrial, business and professional Ethics.
            Just because you don’t get anything, don’t look at every issue like “Chithambara Chakaraththai Pey Paartha Maathiri”
            Dress is a matter for, beyond the uniforms’ specific circumstances for which they are designed, art, fashion, taste, weather, culture….., nothing to do with Ethics and thus your assumption of religion.

      The rankings can be argued, however, the fact is that the Sri Lankan public service stinks. Inefficiency across all sectors with a don’t care attitude to the public (tax payer who gives them a salary). Productivity must be one of the lowest in the world. Public service is for politicians to stack their stooges, so what can we expect. Ministry of Public Administration needs to get their priorities right, not the Dress Code.

    Honestly, I do not see any racial bias here for requesting that the dress code be adhered to especially in state services. Even at private events, people request that a certain dress code be adhered to.
    The article is trying to inflame the situation and create bigger divisions.

      In a multicultural and multi ethnic country the dress code of the majority should not be imposed or forced upon a minority. The rights if everyone matter according to the constitution. In public events i just one off event, but making it a rule is pure injustice ignoring the minority of the country. What makes our country beautiful is the diversity.

        The teachings of Islam say one thing, whilst its followers as individuals commit sin which are antithetical to Islamic way of life. Their actions of debauchery are not reflective of the pure and pristine teachings of Islam. What you have cherry picked and quoted happens all the time within most Faiths, and worse still, is that those crimes are committed by the clergy (like priests and monks) – people who are supposed to be the best as examples. The main orifice in our body, anus and mouth were not meant for sexual pleasure, but now people are demanding the right to use it as they please. The only thing Islam prohibits is the display of such acts in public, to prevent the corruption of young minds. It is not the duty of police to go searching for such unnatural acts as long as it is kept in private. A Muslim is always happy to show his or her identity as a Muslim through their dress code. What is wrong with that? If all members of the clergy want to flaunt themselves through their own dress codes, why shouldn’t the Muslims who wish to do so do the same?

      What are the choices available to them? On basis have they been chosen?

    That means a Bus driver does not have to stop for a gunny faced woman if the driver cannot see her face. Get used to it or get out.

    I wanted to arrange a kumbamela festival in Srilanka similar to the one in India, where participant devotees parade naked with holy ash applied on their body. It is a well known and respected religious event in India, covered by international media. Indian govt allows it without any restrictions. Will our govt allow it or insist to follow a dress code ?

    JJ Ratnasiri can explain it any angle, but he never had authority to tell what to wear, but he can say but shouldn’t be worn(avoid). Uniform is work related. It is not considered as dress. It is pointless he drag uniform into this question. Uniform is designed to protect from work hazards, designed to increase specific workers efficiency. Why this dump is connecting the Uniform in this type of circular, other than simply telling “Uniforms are exempted”.

    See in the middle east, all the muslim women that cover the whole body are very fat. They are not liked even by their husbands. I am not sure whether Sri lankan muslim women are also fat and ugly. So they want to cover everything this they have.     Covering one’s face should be prohibited for security reasons, and the black garb is imposing, but Muslims should not be discriminated, and allowed to wear colored dress with head cover. We should make sure we do not ape the Saudi’s, and Muslim women should realize that apart from those black garments being unsuitable for our weather, it is for their own safety they differentiate from the Saudis and follow what the previous generations of Muslim women wore, saris or shalwars, with their head covered if necessary.
    It has now come down to the safety of these women and their families, unfortunately, so why bring any attention to who they are? The Quran has stated that they must dress modestly, not wear black garments and cover their faces. They should keep in mind that we are all living in a multi religious nation, and try not to antagonize others.

    I was listening to the clip in which Public Administer Official was talking to the Idiots from the Parliament. I think that official is very unfortunate to work under these Scum. They were just badgering and trying to over power him. PSC members did not have any self respect. I could not believe some had lived in the most democratic country. Just stupid bums. I am lucky I did not have to work for or under these idiots. Some MPs were simply donkeys or Goats.

    This article, published by the Colombo Telegraph is boot licking article to support the politicians who thinks that they are the gods in Sri Lanka. I watched this video. Specially, I noted the behavior of members of this committee. There are politicians participating in this committee who have serious allegations on various matters. There is a one who resigned from the Ministerial position indicating that they want to allow independent inquiry. Then how come he be the member of this committee and asking biased racial questions.

    I really appreciate the way that the Secretary of Public Administration answered the questions. The public officials should not be boot lickers of party politics. I am sending this comment from overseas and I have seen how the public officials in Developed countries behave. They never be boot lickers of politicians. They always try to maintain their independence. The Sectary’s behavior should be highly appreciated.

    In the public service, the customer is general public. So that the dress code or whatever of the public sector should be meeting the standards of the general public. If a public servant’s dress can make a fear or inconvenience in the general public, the priority should be given to the public safety and convenience not the dress of the public servant.

    Hats off to Mr. J.J. Ratnasiri, Secretary to Ministry of Public Administration.
    Officials of the Sri Lanka Administrative Service are the pillars of any government entity, who ensure the effective performance of all government activities.
    Mr. Ratnasiri has given excellent answers to kindergarten Parliamentarians who knew nothing about government rules, regulations and circulars.
    I couldn’t stop laughing at the question whether he sought the Cabinet approval to issue a circular!!!!!
    It is apparent that these politicians have no idea about what type of proposals and actions the Cabinet approval is needed and what is a government circular.
    This is the sorry state of Sri Lankan Parliamentarians.
    No wonder people don’t want to see them ever again.
    In fact, the Secretary/M/PA needed not to testify before this stupid PSC-FOR-WHAT.
    This particular circular has nothing do with the Easter Sunday carnage, as this dress code rule had always been there.
    Also, this dress code has no racial bias as the saree is a common dress for all three communities.
    It is the stupid PSC-FOR-WHAT which tried to interpret the circular as bias.
    Sumanthiran’s logic deserves a place in the legal eagle comic book.
    And again, this may be the first time that these Parliamentarians have heard about the Public Service Commission!!!!!
    A General Knowledge Paper followed by an IQ test should be made compulsory for all future candidates for Parliament.

    There is nothing racist , what has been stated is secular western dress so long as it is decent or the saree in it various forms. Kandyan or India style and for the Muslims saree with a scarf covering the head or the end of saree covering their head as per the local Muslim custom. Not the Arab Nikab, Burkha or Abaya which are all alien to island and its South Asian Hindu/Buddhist or even the local Tamil Sufi Muslim culture. These Arab dresses have nothing to do with Islam but with Arab tribal customs. Many of these Islamic extremist do not realise that the Black Abaya has its origin in Judaism. If these radicalised fake Arab Dravidian South Indian origin Wahhabis cannot see sense then and want to bring alien Arabic , Arab culture , dress forms and food in to the island by force or stealth , they will have to be forced to see sense and behave themselves to local customs and what is acceptable. No one of asking them to give up their own indigenous Tamil Sufi Islam, dress and customs but these alien aggressive Arab forms of dress, customs and forms of Islam and thinking that had created so much of chaos , especially in the Tamil areas. Other than the dress forms , they did not do much in the Sinhalese areas like changing place name . Arabic on place and street boards , stealing land but this was very rampart in the Tamil areas , as they felt the Tamils were weak and they were able to get away with this. Once they had marginalised the Tamils and stolen their lands in the north and east for their Islamic Caliphate and established themselves , they definitely would have started their games in the Sinhalese area, until then they were still playing their double games with the Sinhalese , stating how patriotic they were during the war and sided with the Sinhalese, how awful the Tamils are but how nice the Sinhalese are , despite all the beatings from them .

    They were never patriotic but very treacherous, backstabbing and opportunistic. A patriotic and just person will not deny their actual origin and would have stood up against state sponsored racism , marginalisation and genocide against Tamils . They did not, despite being ethnically Tamil and speaking Tamil , they joined the Sinhalese in their genocidal dance against the Tamils , thinking they can steal the Tamil north and east for their immigrant South Indian converted community with Sinhalese help. Now everything has gone awry and crying and making lame excuses and still want curry favour the Sinhalese and run down the Tamils until they get a foothold.

This stupid partisan committee tried to throw him under the bus by forcing him to admit that he issued the circular by himself without minister’s knowledge. And it turned out it isn’t true. In fact it was the minister who ordered him to issue it with the approval of the cabinet. This spineless government want to take back the circular now because they fear they might lose Muslim votes. So PSC is trying to save the government by forcing Mr Rathnasiri to lie about the circular. It failed big time. PSC and the government has been exposed. And what this idiotic news paper blathering about ? racial bias ? It’s a damn dress code. If someone can’t adhere to it they can go somewhere else.Colombo telegraph can go pound sand.
