Easter Attacks PSC: Public Administration Secretary Makes Shameful Display Of Racial Bias In SLAS

Testimony by Secretary to Ministry of Public Administration, J J Rathnasiri before the Parliamentary Select Committee (PSC) probing Easter Sunday bombings today, was a shameful display of racial bias in the Sri Lanka Administrative Service.

Rathnasiri was questioned by PSC members on the circular he issued a few weeks ago that imposed regulations regarding government employees’ dress code, which discriminated against Muslim women and the Abaya.

Responding to queries he said the circular was issued following a discussion at a Secretaries’ meeting and the subject Minister Ranjith Madduma Bandara was made aware of it.

When questioned whether Cabinet approval was sought before issuing the circular he said it is not the usual practice.

Rathnasiri went on to say the circular serves as ‘a reminder’ in keeping with previous circulars issued on public sector employees’ dress code and that religious, ethnic or communal identities are not considered when making such decisions.

“No matter what religion or community, the dress code must be adhered to and that includes uniforms issued for various sectors. . . After Easter attacks it was pointed out there was a need to issue a reminder about the regulations on dress codes for government employees; previous circulars were issued but they were not adhered to,” he added.

Rathnasiri seems to take after Sirisena when it comes to being aware of repercussions of his actions. He says he has not been made aware of any cases where employees have faced inconveniences due to the regulations imposed by his circular.

“We are ready to take action upon discussing with the Minister, if we are made aware of any injustice or inconvenience…The instructions so far is to revise the circular and not suspend it,” he added.

He also went on to criticize those who sought assistance of the Human Rights Commission with regard to the matter.

“If a state sector official was subjected to injustice, they should be seeking help from the Public Service Commission – not the Human Rights Commission,” he remarked.

PSC Member M A Sumanthiran inquired him of the direct link between the dress code and security, noting since the bombers wore trousers and shirts, they should be banned from being worn as well as per the logic displayed in Rathnasiri’s circular.

To that he said his circular simply refers to ‘what is appropriate’ in terms of a dress code as employees of state sector workers.

The Turban was an alien (British?) idea that the Sikhs took to readily.
They were allowed to wear it when they fought for the British.
I think that when Sikh immigrants in Britain who joined the police wanted to wear it, there was refusal initially, and the Sikhs eventually had their way.

It looks like, now a day, the professors who are reading PhD thesis are not able to decipher what the PhD students are thinking, from their thesis. So it leads like this type of horrible situation.
People who have no capacity to explain why Britain allowed Sikh men to wear turban instead of helmet in its force and eventually police allowed to skip uniform, are telling because Britain is allowing Turban so it has proven Religion is more important in Police administration. This guy only living in Lankawe, but Britain has many levels of police and not all following the same policy for Muslim women Police or Sikh men police.
Probably this guy did not read the long essay Dr. Amir had written here arguing why Muslims should adopt the dress based on Lankawe environment. In that I too had asked if Eskimos and Arabian can use the same dresses. Isn’t the reason Mammoth was wooly but, Indian or African elephant doesn’t have long hair? Will human evolutionary habits develop both ways? Are the Eskimos are in need of saying prayer to kill Sew Cows like the Arabian doing for Halal meat cow? How the Arabian fisher men doing their pray for each fish they catch?

The turban has no religious significance in the Sikh faith as many imagine. It is the knotted hair that is one of the five identifying features.

‘Hindu’ women there cover their heads and faces to varying degrees during social occasions.
Culture is far too much of a mix to prescribe one as unique to a people or transcending time.

                Anney paum,

Isn’t it you sitting and issuing lazy indicative threats to other commentators on public website? If that was not you then who was that? Didn’t you publicly write Diaspora should not be given chances and you worked hard to block Dr. Thiyagarajah? I didn’t know if you done anything for the way you done for him in CT. Didn’t you write comments under four names, Sivasegaram, Savasegaram, Segaram, and SJ. Why do you write in four names? Is that a multiple personality disorder syndrome? Is there four different opinions for one man on the same matter and they all can be genuine too? Is that with lot of tolerance you challenged me that you are going to ridicule all my comments? Even when I wrote condolence message to social service lawyer who appeared for rebel boys who were kept under PTA, you had struggled to ridicule that.

In my assessments most of your comments are sarcastic quips on commentators, rarely touches the topic.

After doing all that if this is your whining, then you are hypocrites.

Don’t bring ethics in religious ID dressing issues. Ethics, your assumption is only religious laws. Ethic is secular principles bind human conducts, doesn’t control the garment Industry beyond the Industrial, business and professional Ethics.
Just because you don’t get anything, don’t look at every issue like “Chithambara Chakaraththai Pey Paartha Maathiri”
Dress is a matter for, beyond the uniforms’ specific circumstances for which they are designed, art, fashion, taste, weather, culture….., nothing to do with Ethics and thus your assumption of religion.

Once again don’t be dumb enough to write an answer for things I didn’t quote. For Sikhs, Turban is important, but read my earlier comment. I didn’t say that there. So don’t drag the talk all over everywhere.
            Important things I mentioned:

1.You have no idea how , many of the British police divisions ended up allowing Sikhs to wear Turban.
            2. Uniform has nothing to do with dress. Dress has nothing to do ethics. Democracy has nothing to do with Religions. Your imbecile quip is demanding Dress should be made to comply with ethics and because British police is complying with ethics, Sikhs, there wear turban. Please don’t put knots between the knee and bald head.

” If you are a PhD student, I can assure you that nobody with a functional brain will figure out what you have in your mind. “
Absolutely! “Kazhuthai Ariyuma Karpura vasanai?” (What kind of inspirational feeling donkeys get out of Camphor smoke smell?)
Isn’t that the reason the EPDP gang in UoJ kicked out Dr. Thiyagarajah? You don’t have to tell; I understand EPDP gang feels serious comments are like their past rehabilitation orders at psychotherapy sessions.

I think the sikhs look very smart in turbans.Their brawny looks with their turbans and beardsmake them very handsome and in singapore before world war 2 started when the white women saw them in the british forces they used to go nuts.similarly the muslim women with their headgear and shawls look very beautifulThe gonibilla dress of full black from head to feet is awful and i feel sorry for those wearing it.

Smartness apart, the point I made was that the Sikhs accepted the turban which came from outside and the British who let them wear it during the war, tried to disallow it when Sikhs sought to join the police in the UK.

      Shankar,
The rankings can be argued, however, the fact is that the Sri Lankan public service stinks. Inefficiency across all sectors with a don’t care attitude to the public (tax payer who gives them a salary). Productivity must be one of the lowest in the world. Public service is for politicians to stack their stooges, so what can we expect. Ministry of Public Administration needs to get their priorities right, not the Dress Code.

  • 27
    14

Honestly, I do not see any racial bias here for requesting that the dress code be adhered to especially in state services. Even at private events, people request that a certain dress code be adhered to.
The article is trying to inflame the situation and create bigger divisions.

In a multicultural and multi ethnic country the dress code of the majority should not be imposed or forced upon a minority. The rights if everyone matter according to the constitution. In public events i just one off event, but making it a rule is pure injustice ignoring the minority of the country. What makes our country beautiful is the diversity.

In Azerbaijan 100% Musulim country men are,not allowed to go to office with beard and cap.
Religion is a private matter is the policy of state here.

Azerbaijan women wear western dress no head covering many don’t even fast.Still they pray 6 times daily.
European can marry these women without any problem.

Joke is here Suddenly Musulim women wanted to wear Bedouin dress and you have to allow this.

The standard dress of SL Musulim for 100 years in SARONG and SAREE for women.

If you allow their demands for votes
Tomorrow, they will say we need separate working place ..we cant work with Kafirs because we are the best in the world.

Today video clips of a Maysian Cabinet minister having sex with his boy friend in viral there.

These Malays talk big about Isulam and homos and lesbians are common and drug using is increasing among Musulim professional .

KeKeKeee Malaysia has got even religious polices but these police never enter star class hotels.

      What a super religion …all talks that’s all .

you fucking asshole…first of all it is MUSLIM and not Muslim and
        ISLAM and not Isulam.
Secondly the sarong is NOT worn by S/L muslim men, it is the dress worn by the Sinhala goviyas…and in all Sinhala homes.
The Sinhala people are originally from India, and their women wore
        the Saree.
Why not introduce the AMUDEY for all Sinhala men and the Redda &
        Hetta for the Sinhala women.
For god sake leave the MUSLIMS alone.
Remember our main foreign exchange from from Muslim countries.
You shameless Sinhala fellows are selling your women to the Arabs

the redda and hetta sends my dick up like a rocket. Please don’t try to get rid of it.We all need some simple pleasures in life cos life is short.Similarly there may be women who are turned on by the amude.Think of them a bit when you write these things.See how bored house wives are.If they see some amude wearing fellow coming and doing some garden or tree climbing work while the husband is away,it will make their day so much more beautiful you spoilsport.

          • 1

            Shankar,

Indeed. If the redda and hatte doesn’t wake up a male, then that male must be impotent.

And not only the amude when it comes to Sri Lankan women even certain words or things would make some women horny.

Once about 35 years ago when I was very young, I was chopping wood in my ancestral home just as an exercise. Just watching me chop the wood turned on my Sister in law.

Even Burmese president and ministers wear SARONG at the office.

He He He here Musulim political clowns wear Kafir dress.

I repeat in the past Musulim men wore sarong and women saree maybe you have just awake after a long coma at the hospital.

The teachings of Islam say one thing, whilst its followers as individuals commit sin which are antithetical to Islamic way of life. Their actions of debauchery are not reflective of the pure and pristine teachings of Islam. What you have cherry picked and quoted happens all the time within most Faiths, and worse still, is that those crimes are committed by the clergy (like priests and monks) – people who are supposed to be the best as examples. Being homos and lesbians is an abnormal condition, and such feelings are only a heightened urge for a temporary respite, which has now gone mainstream, with gay weddings and rights activists. The main orifice in our body, anus and mouth were not meant for sexual pleasure, but now people are demanding the right to use it as they please. The only thing Islam prohibits is the display of such acts in public, to prevent the corruption of young minds. It is not the duty of police to go searching for such unnatural acts as long as it is kept in private. A Muslim is always happy to show his or her identity as a Muslim through their dress code. What is wrong with that? If all members of the clergy want to flaunt themselves through their own dress codes, why shouldn’t the Muslims who wish to do so do the same?

          Marwan,

How Ratnasiri enforcing his laws through dress code is wrong, that much wrong Muslims enforcing Abaya (please note, not Burqa); period! Don’t fool others saying that 100% of Muslim women are dying hard to wear your modesty Burqa. That is Taliban enforced dress. Not one single person will like to wear that other than the women went to fight with ISIS. Every woman wearing that on the road is either forced or extremist.

There are Muslim women went to fight with ISIS. You claim that they are not Muslim. Muslims are leaving them to be taken care by America. Then you war against America, joining with those non-Muslims. How many of you stand up and say America is right if it is warring with the women who ran to fight along ISIS? Then you go to America as refugee. There you create troubles. How many women are raped in Germany, France….? Then blame back that it was created by America. Now you pretend like Zahren and partners be buried in the town wherever they were born. You are pressing the government to bury them in Hindu Cemeteries. If Zahren and gang were not Muslim and you had honestly told that to police, then how you and Hezbollah had them in your houses, but fighting with Tamil to make their blood river flow? How many of you opposed when Hezbollah said in PSC that it was not he wanted kill Tamils, but it is Muslim pollution is the one wanted to kill Tamil. Zahren who killed only 250 Tamil Christians is not Muslim, Hezbollah terrorist who wants to make Tamils’ blood river flow, is a Muslim? How many of you complained, after listening to his speech, to police. Then what kind of Muslim are you?

Can one of you create list and publish in all three languages dailies the names of all those whom you declared as non-Muslims and you have complained already about them to police.

What are the choices available to them? On basis have they been chosen?
How about redda-haetta for women and amude for men?

This official could be representative of SL’s public service. From Brad Weerakoon down. Inefficient, authoritarian, corrupt & insensitive. However, Rauf Hakeem’s Grand Standing bordering on Whining is LAUGHABLE! Hakeem has spent his life peddling despicable ethnoreligious politics to the Islamic gallery. A practice that should have been banned long before the horrific Easter Sunday Attacks.
      Cheers!
PS: 99% Muslim, but secular Turkey has a total ban on religious symbols such as the Abaya or Nicab in public service. Modern Turkish Republic’s founder Mustafa Kemal Ataturk was a great modernizer. He rescued and elevated Turkey’s oppressed daughters from suffocating fundamentalist, Islamic religious Ottoman tyranny. Hakkem does not say a word about the utter, fascist social coercion being applied on Muslim women by conservative Muslim men to adhere to the Islamic dress code. HYPOCRITICAL LIAR! It’s all about safety and saving lives. To hell with communal rights and racism. Even here in Canada, the province of Quebec at the end of the month will make it mandatory that people show their faces at public institutions to receive service.

That means a Bus driver does not have to stop for a gunny faced woman if the driver cannot see her face. Get used to it or get out.

Imagine if they did not have to stop for brainless brown racists. You should be glad they are unable to recognize one, or you would have to get used to it, or get out.

        Mahes,

I will never travel on public transport even if I have to die on the road. Public transportation is full of LGBT people, minorities and leprosy patients.

I am a veteran of the Armed forces of Sri Lanka. I drive a Mercedes.

        No thanks.

The entire Canadian state must make it mandatory that you wear mask if you want to receive services, from state institutions, government handouts, benefits, mental health treatment, ………… including paranoia, ….. However it would be financially prudent if they deported you back to Lankapuri.

I wanted to arrange a kumbamela festival in Srilanka similar to the one in India, where participant devotees parade naked with holy ash applied on their body. It is a well known and respected religious event in India, covered by international media. Indian govt allows it without any restrictions. Will our govt allow it or insist to follow a dress code ?

JJ Ratnasiri can explain it any angle, but he never had authority to tell what to wear, but he can say but shouldn’t be worn(avoid). Uniform is work related. It is not considered as dress. It is pointless he drag uniform into this question. Uniform is designed to protect from work hazards, designed to increase specific workers efficiency. Why this dump is connecting the Uniform in this type of circular, other than simply telling “Uniforms are exempted”.

See in the middle east, all the muslim women that cover the whole body are very fat. They are not liked even by their husbands. I am not sure whether Sri lankan muslim women are also fat and ugly. So they want to cover everything this they have. If they walk in gowns or micro-skirts, it would be like we are watching the Mahanuwara Perahera. Generally women like if men watch them, Bit not these women I suppose.

Women in Morroco.Tunis..Algeria. and in CIS countries today wear European dress ..no head cover.

Young girls from Bedouin Saudi Land is running out of the country to enjoy life in the west latest incident were the daughters of a top Bedouin Saudi official during his holiday in SL both his daughters escaped to the west via Hong Kong.

Covering one’s face should be prohibited for security reasons, and the black garb is imposing, but Muslims should not be discriminated, and allowed to wear colored dress with head cover. We should make sure we do not ape the Saudi’s, and Muslim women should realize that apart from those black garments being unsuitable for our weather, it is for their own safety they differentiate from the Saudis and follow what the previous generations of Muslim women wore, saris or shalwars, with their head covered if necessary.
It has now come down to the safety of these women and their families, unfortunately, so why bring any attention to who they are? The Quran has stated that they must dress modestly, not wear black garments and cover their faces. They should keep in mind that we are all living in a multi religious nation, and try not to antagonize others.

        Are you sure?
The Buddhists, Christans and Muslims are most simply attired when they go to pray.

How they dress is non of your business .
But there is no need for Bedouin Arab dress in SL fill stop.
In early Mecca the Arabs who lived there were uncivilized ..savages..probably to escape from these sex maniacs this full packing would have introduced by uneducated mullah who scared for his 55+ stocks at his private harem.

We know There is no UNP Cabinet anymore.
Did Madduma Banda run this past Dr Rail at least,

In the government service where the staff belongs to multicultural such, It is essential a Norn should be fixed in the dress code for Men and wone. In the discussion between the government servants and the public, they should see each other face Covering the face should not be permitted. Just because the bomber was beard man does not imply that government servants should be barred from having bread April bombing has created side issues related to name board, signs appearing in three-wheelers, dress, Knives kept at home or mosques, etc. This looks absurd The government is spending more time in enforcing the law related to this which n turn Human rights abuse by Police. When attending the Parliament a dress code is applicable. Woman MP accept come in mini skirt and Male sex MP in shorts or underwear

Covering the face of women is a crime against humanity
These sort of silly things should be banned in Sri Lanka

We should not be a shamed of our body we are who we are
Only thing is there should be some degree of common decency
Men should be able to control their desires forcing women to get into a sack is not the solution.

It is written in history that a young and beautiful woman could walk from Dondra point, to Point Pedro unaccompanied without any risk of molestation.

Your bottom line “he said his circular simply refers to ‘what is appropriate’ in terms of a dress code as employees of state sector workers.” explains the real situation.
    /
Most of our problems as a nation are caused by senseless adoption of American and other Western plots designed to exploit the diversity of our society for their advantage. Their local agents led by NGOs and other agents (read Paikiyasothi Haravanamuttu and Gamini Wiyahagoda) for this purpose.

So patriotic government servants like Mr Ratnasiri need to be supported if we are to progress as a free country.

I was listening to the clip in which Public Administer Official was talking to the Idiots from the Parliament. I think that official is very unfortunate to work under these Scum. They were just badgering and trying to over power him. PSC members did not have any self respect. I could not believe some had lived in the most democratic country. Just stupid bums. I am lucky I did not have to work for or under these idiots. Some MPs were simply donkeys or Goats.

This article, published by the Colombo Telegraph is boot licking article to support the politicians who thinks that they are the gods in Sri Lanka. I watched this video. Specially, I noted the behavior of members of this committee. There are politicians participating in this committee who have serious allegations on various matters. There is a one who resigned from the Ministerial position indicating that they want to allow independent inquiry. Then how come he be the member of this committee and asking biased racial questions.

I really appreciate the way that the Secretary of Public Administration answered the questions. The public officials should not be boot lickers of party politics. I am sending this comment from overseas and I have seen how the public officials in Developed countries behave. They never be boot lickers of politicians. They always try to maintain their independence. The Sectary’s behavior should be highly appreciated.

In the public service, the customer is general public. So that the dress code or whatever of the public sector should be meeting the standards of the general public. If a public servant’s dress can make a fear or inconvenience in the general public, the priority should be given to the public safety and convenience not the dress of the public servant.

This article is a complete bullshit article published to satisfy the needs of this racially biased politicians. There should be only one legal system of Sri Lanka.

    What a comic gathering !

The chairman says he is a communist but is drafting laws for Ranil. The 19 amendment he drafted is a example how rank amateurs do huge damage to a country.

There is Hakim whose girl friend was brought to parliament by Mangala to commit suicide. He cannot explain his wealth.

This so called 5 star general was cashiered from the army for corruption and jailed . Now like Sakvithi Ranasinghe he is out on a presidential pardon from Sirisena.

Ravi K. is an accused in court on the bond scam.

Sumandiran is an overrated lawyer all out to undermine the country.

Marasinghe has already decided the issue as he recently demanded that the Muslim cloak should be removed .

Can these people pretend to be a serious inquiry/judges?

    Bravo!!!!!
Hats off to Mr. J.J. Ratnasiri, Secretary to Ministry of Public Administration.
Officials of the Sri Lanka Administrative Service are the pillars of any government entity, who ensure the effective performance of all government activities.
Mr. Ratnasiri has given excellent answers to kindergarten Parliamentarians who knew nothing about government rules, regulations and circulars.
I couldn’t stop laughing at the question whether he sought the Cabinet approval to issue a circular!!!!!
It is apparent that these politicians have no idea about what type of proposals and actions the Cabinet approval is needed and what is a government circular.
This is the sorry state of Sri Lankan Parliamentarians.
No wonder people don’t want to see them ever again.
In fact, the Secretary/M/PA needed not to testify before this stupid PSC-FOR-WHAT.
This particular circular has nothing do with the Easter Sunday carnage, as this dress code rule had always been there.
Also, this dress code has no racial bias as the saree is a common dress for all three communities.
It is the stupid PSC-FOR-WHAT which tried to interpret the circular as bias.
Sumanthiran’s logic deserves a place in the legal eagle comic book.
And again, this may be the first time that these Parliamentarians have heard about the Public Service Commission!!!!!
A General Knowledge Paper followed by an IQ test should be made compulsory for all future candidates for Parliament.

There is nothing racist , what has been stated is secular western dress so long as it is decent or the saree in it various forms. Kandyan or India style and for the Muslims saree with a scarf covering the head or the end of saree covering their head as per the local Muslim custom. Not the Arab Nikab, Burkha or Abaya which are all alien to island and its South Asian Hindu/Buddhist or even the local Tamil Sufi Muslim culture. These Arab dresses have nothing to do with Islam but with Arab tribal customs. Many of these Islamic extremist do not realise that the Black Abaya has its origin in Judaism. If these radicalised fake Arab Dravidian South Indian origin Wahhabis cannot see sense then and want to bring alien Arabic , Arab culture , dress forms and food in to the island by force or stealth , they will have to be forced to see sense and behave themselves to local customs and what is acceptable. No one of asking them to give up their own indigenous Tamil Sufi Islam, dress and customs but these alien aggressive Arab forms of dress, customs and forms of Islam and thinking that had created so much of chaos , especially in the Tamil areas. Other than the dress forms , they did not do much in the Sinhalese areas like changing place name . Arabic on place and street boards , stealing land but this was very rampart in the Tamil areas , as they felt the Tamils were weak and they were able to get away with this. Once they had marginalised the Tamils and stolen their lands in the north and east for their Islamic Caliphate and established themselves , they definitely would have started their games in the Sinhalese area, until then they were still playing their double games with the Sinhalese , stating how patriotic they were during the war and sided with the Sinhalese, how awful the Tamils are but how nice the Sinhalese are , despite all the beatings from them .

  • 4
    0

They were never patriotic but very treacherous, backstabbing and opportunistic. A patriotic and just person will not deny their actual origin and would have stood up against state sponsored racism , marginalisation and genocide against Tamils . They did not, despite being ethnically Tamil and speaking Tamil , they joined the Sinhalese in their genocidal dance against the Tamils , thinking they can steal the Tamil north and east for their immigrant South Indian converted community with Sinhalese help. Now everything has gone awry and crying and making lame excuses and still want curry favour the Sinhalese and run down the Tamils until they get a foothold.

Kudos to him!! What he said was 100% correct. This stupid partisan committee tried to throw him under the bus by forcing him to admit that he issued the circular by himself without minister’s knowledge. And it turned out it isn’t true. In fact it was the minister who ordered him to issue it with the approval of the cabinet. This spineless government want to take back the circular now because they fear they might lose Muslim votes. So PSC is trying to save the government by forcing Mr Rathnasiri to lie about the circular. It failed big time. PSC and the government has been exposed. And what this idiotic news paper blathering about ? racial bias ? It’s a damn dress code. If someone can’t adhere to it they can go somewhere else.Colombo telegraph can go pound sand.

Jokers should know that so-called Indian subcontinent was ruled by Moghuls for 600 years.
    Moguls spoke the Persian language.
Though Musulims they never accept comic Arab Dress or promoted Arab language was alined to them.
But only here especially after Bedouin Arab oil boom want Arabic dress to show Arabs they are super Mususlims and get the monthly payment.
There was no Bedouin Saudi Arabia before 1935 why the hell Musulim here adopted Arab dress then?
Why now after money flow to Terrorists?
Even late Razik Fareed …Badi Kaakaa all loved Kafir dress .

    Cheers
