Foreign Ministry Confirms President’s Son Sought UK Visas

In a letter addressed to Colombo Telegraph, S. Rodrigo, Acting Director General – Public Communications confirmed that the Ministry of Foreign Affairs did in fact intercede on behalf of Daham Sirisena, son of President Maithripala Sirisena, and three other persons to facilitate the obtaining of UK Visas.Daham Sirisena

An article on your website regarding the application for visas submitted by Daham Sirisena and three others to visit the UK has been brought to the Foreign Ministry’s attention. Regrettably, the article contains a number of inaccuracies and distortions.

The actual facts are outlined below.

  • The passport of Daham Sirisena and three others was sent to the Ministry of Foreign Affairs on 1st March, 2016 requesting the Ministry’s assistance to obtain visas to visit the UK.
  • The Ministry issued a Third Person Note to the British High Commission to facilitate the issue of visas.
  • The relevant visa was issued to Daham Sirisena. However, due to insufficient information the remaining three applications were withdrawn.

At no point did the Secretary/Foreign Affairs nor the Chief of Protocol summon the Deputy High Commissioner of the UK Mission to the Ministry to lodge a protest regarding the issue of the relevant visas.

The Ministry is well aware that any decision on visa matters rests with the Mission concerned.

Editor’s Note: We thank the Ministry of Foreign Affairs for responding to our report and confirming all the main elements we have exposed.

Our report said that Daham Sirisena and his three friends (the Ministry simply calls them ‘others’) requested Ministry assistance to obtain visas to visit the United Kingdom. We challenge the Ministry of Foreign Affairs to reveal the names of the three friends who they describe as “others.”

We boldly reveal today that one applicant recommended by Daham Sirisena had earlier overstayed his visa and had been blacklisted. Another applicant was blacklisted for submitting fraudulent documents. Thus, in effect, the son of the President of the Republic of Sri Lanka was trying to smuggle into the UK two persons who have broken UK laws.

There are serious issues that arise from this situation. Is this an attempt by Daham Sirisena to smuggle fugitives? How can the Ministry of Foreign Affairs (more to the point, M.R. Hassen, the Chief of Protocol) accept the responsibility to obtain visas for those who are not entitled to diplomatic privileges? If this is allowed, theoretically even Wele Suda, the drug mafia boss, could persuade some influential persons to ask the MFA to issue a Third Party Letter to support an application for a UK visa.

As the MFA says the Ministry issued a Third Person Note. The only difference in our report is that we said it was a note from Hassen (on behalf of the Ministry) supporting the applications of law breakers.

We have checked on the MFA claim that Deputy High Commissioner (Laura Davies) was not summoned to the Ministry. We have confirmation from a source at the British High Commission that she was present at the MFA on March 17. There was no necessity to summon her, we were told, since she was there for a conference regarding the British Council. We say with full authority that Foreign Secretary Chitranganee Wagiswara sought Davies’ explanation regarding the non-issuance of visas for Daham Sirisena’s friends. This is when Davies bared all the embarrassing details which we revealed in our post.

The Ministry of Foreign Affairs is totally silent on what happened next. Why did President Maithripala Sirisena impose a news blackout on this incident? Is the partial response from the Foreign Ministry also a sinister attempt to embarrass him. After all, they have confirmed the main thrust of the Colombo Telegraph story. Why doesn’t the MFA release the three names?Is MFA trying to turn the spotlight on what Sirisena tried to blackout?

    Going by the contents of your article and the ministry response I am dismayed to know that tax payer’s monies that is being utilised to run the administration of this country and to pay ministry staff are being used for personal reasons. This is fraudulent to the core and unacceptable. Wasn’t it for these reasons that we voted MR out and ushered a new era in through the election of MS and RW? Is this what we call good governance. Will Sri Lanka ever be capable of good governance since this government is letting us down wholesale?

    In any other advanced democratic country the President would have had to resign forthwith for such a reason. God help us !

    How do I obtain Third Person Note from Ministry of External Affairs requesting the British High Commission to facilitate the issue of visas?

    Ministry of External Affairs (by the way is no longer called Ministry of Foreign Affairs MFA) says:

    “The passport of Daham Sirisena and three others was sent to the Ministry of Foreign Affairs on 1st March, 2016 requesting the Ministry’s assistance to obtain visas to visit the UK.”

    Could we have the name of the person who sent The passport of Daham Sirisena and three others?

    Were there any follow-up phone calls from Sirisena, Mangala, Ranil, …. Mrs Sirisena, …….. ?

    Why do these four want to travel to the UK? Who is paying their travel expenses? Is Sri Lankan Airline fly them free?

      It is a big deal because people elected this government to get rid of such malpractices that were the hallmark of previous regime; moreover, MS came to power on the promise that he would return the country to an incorrupt model country, and that he would immediately stop abuse of government institutes by well heeled and powerful politicians, and their “battas”.

      Remember MS opting out of Temple Trees and Queen’s House preferring to stay in his humble home: two up two down in some obscure place in Colombo. Well his promises and pretenses appear to have been forgotten,and now, this boy is doing what MR’s battas have been doing for some years. So do you expect us to keep quiet. We have been taken for a ride, and the dreadful behavior of battas has started all over again.

      Has MS forgotten all his promises after a few trips overseas. He seems to be enjoying his trips and hobnobbing in Europe, US and China etc in his imitation wool, nylon scarf, and always hands in his pocket. Simple manners and tell tale marks of a country gentleman have been abandoned, and this ogre of a spoilt kid is being projected.     There is no excuse for MFA acting on behalf of a private citizens private trips to a foreign country. Daham has no diplomatic reason or a role, and just wants to go and waste tax payers money in his silly cowboy hat. When would this juvenile learn to grow up.

    This incident proves again that all politicians and their kith and kin, no matter what color they are, are all hell bent on corrupt practices and want to make hay while their sun shines. Curses to them all. Government offices are there to serve them as slaves at their beck and call. Shit, what sort of garbage country we have inherited.     In any case, I feel happy,because if this happened during the last regime of MR; CT would have been “Blocked and Blacked” immediately and possibly a “White Van” “RIDE” for anyone connected with it would have been provided at Govt. expense account. Now this is some consolation for being able to EXPOSE this type of idiotic administrative bungling of those put in place by the present Government. As “Native Vedda” questioned, can anyone who seeks to obtain visa to UK or as a matter of fact to any other country, forward his/her application through the Foreign Affairs Ministry? I am referring to that “Third Person Note” the Ministry officials chose to send to the UK High Commission. Say, out of respect and to accommodate a request from the President’s son, that “Third Person Note” was sent. Didn’t this “Officer” who handled the matter care to “Read” through the respective applications and satisfied that all the RELEVANT INFORMATION has been provided.? If he did not do that, he/she must be taken to task; or in the event of such relevant missing information was in fact, “Detected” but elected to “IGNORE” and asked for assistance in the issue of the visa, he/she must be found GUILTY of a serious lapse of bringing the Ministry and the Government to DISREPUTE and punished accordingly without DELAY. That will send a STRONG MESSAGE to all others who NEGLECT their duties and disrupt the Administrative Functions of the Government.

    Mr. President and Prime Minister: Do you see how the “Social Media” works? So be aware of the POWER of it and the SOCIAL RESPONSIBILITY it holds. CT: Thank you informing us of the relevant “BACKGROUND” of those “THIRD PERSONS”.

    By sending the letter of explanation by the foreign ministry to CT,
    they have made the case worse for the govt. and caused embarrassment
    to the President & FM Managala Samaraweera. How on earth the ministry could intervene and ask the UK High comm. to expedite visitor visas
    for four individual citizens, who did not hold diplomatic passports,
    and wanting to do a private visit to the UK. We all know that Mr. Daham Sirisena does not hold an important position in the government or private sector, which could have necessitated an urgent trip to UK,
    if he led one.

    The President should have a serious one on one talks with his children
    and ask them not to use his name or worry other ministries and ministers for favours and spoil his good name, he has earned among the masses by his simple ways, hard work and power,not misused. There is a daring example in front of every body, the down fall of the former president due to controversial decisions taken unilaterally, by his siblings and children without his prior knowledge, which changed the tide against him and people expected this Govt.leant a lesson with it.
    In other countries, specially in the West, the FM would have resigned
    on this issue but it appears that he was unaware of what happened and
    there is proof of out side interference, for which reason Mr. Sirisena
    left the grand old party and parted ways with MR.
    People are shocked that things like this happening in this govt. and
    thanks to CT, the public cam to know and only God knows, how many such
    things are happening without the knowledge of the media.

    Getting a VVIP’s son or daughter’s visa via the Foreign ministry is standard practice. Nothing wrong with the third party note for thug son Daham. All VVIP’s kids have been processed that way. Ranil’s brother Shan on the other hand, used to throw his weight around and visit the US embassy all the time from 1977 to 1994 until the US embassy expressed their ire.

    Now sneaking in visa applications for thug gamarala buddies is wrong and cannot be condoned ..how does Daham get so much money?

    It’s at times like this that I miss the humorous Kehelmalla Rambuttanpotha – the great denier – and last known ‘spokesman’ for the Liberator. Old Kehelmalla would have kept us in suspense with “I have to speak to the Presidential Secretariat before I put my foot in it”.

    He would have relished this situation – the most the local papers now have to sex up is the four rupee bread hike – whilst the Prez’s loose sprog is trying to inveigle his gang of perverts into the Old Country.

    What the fuck is this. Why must the MOFA submit Dahams application for a visa. After all he is only the son of the president and not privileged to have diplomatic priority. He is an ordinary citizen and like any other ordinary citizens if he wishes to obtain a visa he should have made direct application with the British Embassy which is the normal procedures. MOFA should not intervene in visits that are of a private nature just because this idiot happens to be the son of the president. As far as the friends are concerned they all appear to be thugs and criminals trying to peddle influence through this nincompoop Daham. The British embassy should ban these bastards for life for breaking the immigration laws of the UK.
    Well done CT, keep up the good work. constant vigilance and monitoring is required to keep these guys on the straight and narrow path of morality.

      Rajapakse’s small shit – rocket Rohitha had the audacity to send his passport to MOFA to get his visas. This was after his father was rejected twice and sent off packing to Medamulana. His passport was returned by MOFA declining the request.

    Sending a VVIP’s child’s passport via MOFA is standard practice even for the British or Americans. THERE IS NOTHING WRONG WITH THAT. But he should NOT be entitled to a Diplomatic passport. What was WRONG with Gayly sending other crooks passports sneaked in with Daham’s passport. THAT IS WRONG and NOT fitting protocol. But then again when you have outsider Gamayas now as Chief Of Protocol, it makes me pine for amazing classy able Chiefs of Protocol like Manel Abeysekere. Neither CBK, or for that matter Mrs. B or JRJ would do things like this for outsiders. This is the breed of people brought up on Rajapakse culture. Afterall, My3 became rich enough to send his son to school at Uni in England to learn English because he was a very senior minister in Rajapakse’s cabinet.

    So Again, I say those who criticize MOFA for sending Daham’s passport you are WRONG: Thatg is standard operational practice. Trust me, I have been there and done it for so many other VVIP children. WHAT IS TOTALLY OFF is sending some thug mudalali or gamarala sons passports along with the President’s sons passports. I worked with Manel Abeysekere. I know how much class and INTELLECT diplomats in that era had. Now it is all yes sir yes madam classless types bred by Sajiv Vaas. Even Kshenuka who is Respected Colvin R DeSilva’s niece shamed herself because of caste(they are the same caste from South) considerations and became Sajin Vaas’s tool.     There is nothing wrong with MOFA sending Daham’s passport it was done for all VVIP children. What is wrong was sending Ambattayas kudu type gamaral nhot phot passports for others.

      I don’t think you can blame Kshenuka or ascribe her actions to caste. Sajin Vaas effectively ran the Ministry and was extremely vindictive to those who did not fall in line. He created so many problems for Romesh Jayasinghe probably leading to his early death simply because he did not personally meet him as requested at the Airport on his visit to Delhi, something usually done only for Ministers.

    Instead of acting outraged about a bra being thrown at a singer, the President should spend some time teaching his good for nothing son some manners, and what protocol should be followed. He should use that sting ray tail to wallop him, not those enjoying music.     There is one thing that is certain. No respectable Sinhala family
    of any standing or recognition will ever give their daughter to either the sons of Sirisena, MR or Kudu Mervin – be they President, PM or whatever. In the eyes of most decent Sinhala families these irresponsible, ill-educated brats are nothing but dirt.
