Full Text: Sri Lanka’s Ambassador To Russia Dayan Advises Fake Premier MR On Countering “Reactionary Forces” Against Constitutional Coup

A document that is now in the public domain has revealed that Sri Lanka’s Ambassador to Russia, Dr. Dayan Jayatilleka, has advised former President and “fake prime minister” Mahinda Rajapaksa on sustaining his government formed after a “constitutional coup”.

The document is a printout of an email sent to Mahinda Rajapaksa by Jayatilleka through “comrade” Vasudewa Nanayakkara – a Parliamentarian of the Joint Opposition. The email is titled “Urgent for PM Mahinda Rajapaksa via Comrade Vasu from Dayan.”

The email offers seven pieces of advice to Rajapaksa, in point form, to counter the pressure exerted by the Western countries against the constitutional coup engineered by the Rajapaksa-Sirisena alliance.

He opines that the statement issued by the US Department of State was a blatant interference in Sri Lanka’s sovereignty.

Jayatilleka, despite being a diplomat actively in service, suggests Dinesh Gunawardena to become the Foreign Minister. The email crystalizes that Jayatilleka, under the new regime, has become a privileged individual under the new government who could suggest who his boss should be.

“The counterrevolution is mobilizing internationally and the Us embassy in Colombo, which has four officers posted from Ukraine, will attempt to destabilize the new government,” the diplomat says.

“In the battle of arguments, ideas, and ideology, the enemy is on the offensive and we are on the defensive.”

Connecting on the email when the Colombo Telegraph editor has published the email on his personal Facebook page, Jayatilleka admitted that he was the originator of the email. He added, “(I) don’t think it’s ethical to obtain private emails and publish them, but yes, I sent it way before the Cabinet was selected and I fully stand by the analysis. Please note the date and the email address– this is not from my official email or in my new designation and capacity

Responding to Jayatilleka’s claim, Colombo Telegraph Editor Uvindu Kurukulasuriya said, “this is not a private communication since you have written to your prime minister. For me the “fake” prime minister.”

Jayatilleka also stated, “if I use my private email and sign with my first name, do not use my designation or have an official title and an indication of status, then that’s private. I wrote FROM my private email and AS a private citizen, to someone I’d known and supported long before he became PM. Furthermore I haven’t addressed it to him officially as the PM. Surely you know how a letter is written. This was a note. So it wasn’t ethical of you to post it, unless either the author (me) or the recipient (MR/Vasu) had released it to you or into the public domain. No matter: I stand by what I have written in it!”

Kurukulasuriya, however, maintained that the e-mail was a matter of public interest as it was delivered by the Prime Minister office from the citizen of the country.

RIGHT OF REPLY BY DR. DAYAN JAYATILLEKA

Uvindu Kurukulasuriya (whom I regard as a friend, though less so now) has posted on his FB, and subsequently posted on his website Colombo Telegraph which he operates from London, a scanned or photocopied printout of a private email sent by me. I am not questioning the authenticity of the email and its contents, of which I am indeed the author, in my private capacity. 

I say “private email” because I have (a) used my long-standing private email address (b) not addressed the new Prime Minister, former President Rajapaksa officially in the body of the email or (c) signed even my surname let alone my designation. For these reasons I regard the posting/publication of this email, or otherwise releasing it to the public domain, as unethical.  

As a citizen of Sri Lanka deeply concerned about national and public events, I have every right to communicate with whosoever I choose to, and strive to provide inputs I regard as in the national and public interest, thereby influencing outcomes in a direction I think best, so long as I do so privately– and I have every right to expect my right to privacy to be respected. As such it was sent as a private email to a person I regard as a political leader of long acquaintance, and certainly not as part of an official communique from an Ambassador to the Prime Minister appointed by the Head of State, who is my appointing authority.  

As a public intellectual I have given political advice freely in the public domain since the 1980s, i.e. for over 30 years. For the last 5 and half years before this appointment, I have done this in my fortnightly political analysis program on national television, as the Sri Lankan public is well aware. The attempt to portray the suggestion of a name for Foreign Minister as some privilege accorded to me is ludicrous.

Now that my private email is in the public domain, I think it best to reproduce the full text, so it can be read clearly rather than speculated upon. It was as follows, and I quote:

  1. The initiative should never be allowed to see-saw. The offensive momentum should be seized and maintained by the new Government.
  1. The reactionary forces should never be allowed to consolidate and sustain a parallel power center/command center at Temple Trees. 
  1. The US State Department statement is a blatant interference in our sovereignty and should be replied to.
  1. The counterrevolution is mobilizing internationally and the US embassy in Colombo, which has four officers posted from the Ukraine, will attempt to destabilize the new Government. 
  1. The struggle will be fought out on the global arena. We must have a very able, senior, experienced, politically mature, ideologically clear and consciously anti-imperialist Foreign Minister. I suggest Dinesh Gunawardena. 
  1. There must be a massive mass mobilization– as big or bigger than Galle Face 2017– to demoralize the rightwing reactionary forces. 
  1. In the battle of arguments, ideas, and ideology, the Enemy is on the offensive and we are on the defensive!

I stand firmly by every single word I have said—except that a post script is required on a single matter. At the time of emailing (sent on Oct 29th 2018 at 3:18 pm), I did not know that the Cabinet had been appointed and Dr. Amunugama, whose name I had advocated as Foreign Minister for years in the mass media (including on CT), had been appointed to the post. He had never been given the chance and I thought he may have lost interest and may not be in the running or even on the shortlist.  After Mangala Samaraweera was removed and before Tilak Marapona was appointed, I strongly urged ex-President Chandrika Bandaranaike Kumaratunga across the table at the Pakistani National Day reception, that she intervene to secure the appointment of Dr. Sarath Amunugama, whose ample suitability for the post she well knew. She did not disagree but said “they don’t always do what I say, but I’ll try”. I was delighted by the choice of Dr Amunugama and have applaued his appointment publicly.

    As reported in the media, speaker has acknowledged MR to be accorded with the privileges of the PM in parliament. Therefore CT claim of MR as a ‘fake PM’ is clearly false, and pathetic. There is enough legal arguments to justify the validity of MR appointment as PM.

    Let it be tested in the court of public/people via an election (noting yahapalana junta repeatedly violated this supreme right by postponing the elections). Sovereignty of people is supreme and above everything else.

        You have got it all mixed up, as Sri Lanka is the DEMOCTATIC Socialist Republic of Sri Lanka, and NOT the Kingdom of Mahinda Rajapaksa Family and cronies. As CRONIE of Mahinda Rajapaksa, your 7 points are understandable, as what you are expected to do and paid to do, like some of the MPs who are currently being bribed.

        The debate here is about the Constitution and the Constitutional Process. Sirisensa has utterly failed, is a Traitor, and Should be impeached for the Coup.

      When Rajaakshes would take the control over the island, entire world that respect democracy and human rights would put us in an isolation.

      Unfortunately, our people or ,many in developing countries bend their heads down on any finacial offers. They dont care about the protection of democracy but their own pockets. This has been targeted by Rajakkshe men to buy opposition men so that they can prove in parliament, that the floor test carried out as the requirement of the PM appointment is now proved before 225 of parliamentarians.

      From the very moment he accepted the Ambassadors post he ceases to have private access to ministers and others. This fundamental aspect is unknown to Dayan Silva.

      How can a man unaware of protocol stay on as an Ambassador?

      Why DJ or any academic behaves against democracy in SL should be connected with personnel vendetta.

      Legitimate PM has reiterated that he is behind Democracy as the global community.
      His security has been in a threat. Appointment former President Mahinda Rajapakshe on the 26th Oct 2018 should be pronounced as unconstitutional.
      This step is a big slap on LANKEN Democracy. Today over 118 of lanken parliamentarians got together upon the request of incumbent Speaker. All they did was got passed an agreement that they all would support legitimate PM Wickramasinghe.
      However, the kind of floor test should be held in Parliament, in order to show that the newly elected PM is a FAKE.

    How is Rajapaksa going to pay millions of rupees to those politicians he is bribing to join him? From the Rajapaksa’s ill gotten gains?

    We urgently and desperately need a new people’ power Constitution with a senate of representatives from the government opposition and non political members appointed by the people to counter power balance and to protect the country’s resources, Our ocean, rivers, trees and completely eliminate pollution, to provide the best public transportation, best health care to all, Law and order and with zero tolerance to impunity.

    Remove the duty on all essential items important starting with medicine and educational materials with a mild GST only. So all our children can enjoy it not only the super rich.

    Establishing of good reputed foreign universities so that we can keep our youth with us and also our money, how many millions are sent out to educate our children, we can do this by establishing reputated universities or even merge them. With our local, offer easy loans to all the children, make available the English language Institutes in every village so that our very poor can access and replace the sending of Our poor house maid to the middle East by program to empower them to make a living here and most of all protect our farmers.

    We need a leader and government who can fulfill these, if not we will slide back to the same darkness again and again.

    Dayan or anyone of the likes, it’s the critics and pro who make them matter on Social media, if the pro of these individuals want to promote them at their own expense of wasting their bandwidth, you should say go ahead and make my day, people who believe in justice and with true conviction of humanity need to completely ignore these individuals and they will go away, don’t play into their hands, they are political proxies.

    PM of Pakistan for standing by the Law of the Country and saving the life a women who may have died for something she was never guilty of, we can take a great lesson from it.

    Tobacco duty should be reduced and a system of control of allocation of a quota must be introduced with a law insisting for them to have health insurance and care.

    This will also help end the biggest smuggling and loss of revenue to the country.

    The punishment for drug menace should be confiscating of all assets, stripping of civic rights.
    Death sentence is not the answer.

    What about dissolving parliament and going for a general election. Every body knows who is going to win. That is the most democratic way to find out . Both parties need to agree for that

    By promoting English to the village level you will be able to encourage the young and the aged to engage in productive good Tourism and enable them for an income or even as an additional source of income to the needy.

    Since of late our Tourism has been completely ruined, guests have been threatened, rape and murder of tourists, we need to address this not bury our heads in the sand.
    Tourism is the lifeblood of our economy.

    People in the age range of 50+ will remember, even though life was extremely hard during Srimavo’s period, our tourism was doing extremely well, we had massive inflow of foreign funds, we even had a super Tourist police protecting our guest visiting.

    Our Rupee was very strong, when Jr took over we had a very strong treasury and good foreign reserves and then it all ended.

    This guy Dayan Jayatillaka amazes me with his “Confident Ignorance” in spite of his impressive academic qualifications. He is nothing but a hired gun for the Megalomaniac Mahinda Rajapaksha. He first attacked the Slime Srisena and Ranil the fox Wickramasinghe collision of “Serving the Minorities.” He went onto say that the planned new constitution would federalize and divide Sri Lanka which will cause the “Sinhala National consciousness” to be atomized and disintegrate and empower the “Tamil consciousness.” He has also further suggested that the agenda of “Tamil Bourgeoisie” and the “Diaspora Capitalists” is to use the constitution to “Rewrite and Reprogram” the Sinhala consciousness so they can;
    1- Never win another war,
    2 – Divide an rule majority,
    3 – Weaken the national state.
    As we can all see he is good at fear mongering Sinhalese masses for the benefit of Mahinda the Megalomaniac Rajapaksha.
