The Secretary Defence has pointed out that the demand for the replacement of the Governor Chandrasiri was not justified merely because he is a retired Army Officer. He has pointed out that Colin Powell a retired U.S Army General was appointed as the Secretary of State in USA.
A better comparison is perhaps General Douglas Mac Arthur who commanded the Pacific Forces that defeated the Japanese. He was appointed as the Commander of the Military Occupation and carried out extensive reforms of the structure of the Japanese State democratizing it and recognizing civil liberties and human rights. Japan was transformed into a democratic State. On April 10, 1946, an election with 78.52% voter turnout among men and 66.97% among women gave Japan its first modern prime minister, Shigeru Yoshida. The 1947 Constitution also enfranchised women, guaranteed fundamental human rights, strengthened the powers of Parliament and the Cabinet, and decentralized the police and local government.
Thereafter the Military retreated to the background. Troops were reduced drastically and when the Korean War broke out shortly thereafter the balance U.S troops were deployed in South Korea. The San Francisco Peace Treaty signed on September 8, 1951 marked the end of the Allied occupation, and after it came into force on April 28, 1952, Japan was once again an independent country, but with a democratic Constitution for the first time in its history.
General Chandrasiri was the Commanding Officer I believe during the war against the LTTE. True that he is now a civilian but does he have the flexibility of mind to change from being a military officer who waged war to a peace time Governor who will respect the Tamil people and their representatives. Could he be committed to democratic rule and respect the rights of the NPC to govern according to the wishes of the Tamil people like General Douglas Mac Arthur did after the occupation of Japan.

MERELY BECAUSE is an irrelevant interpolation for diversion by S/D. No one on the Tamil side invoked this argument. It was the said Governor himself who has worked out his disqualification for this office. In the entire period of his governorship,he failed to be independent or detached or impartial or balanced. The midemeanours of the military in the Northern Province were a standing condemnation of his tenure. All the faults of his acts of commission and omission displayed his partisan conduct towards the government and partiality for the military. They showed his incapacity for change from a military disposition or growth to the expectations from an exalted office.
More disconcerting was his dalliance with criminal elements, identified without doubt by LLRC and whose prosecution was emphasized by the Commission. The commanding officer in Jaffna, an insignificant functionary in the Defence hierarchy, flouts all the norms of his official duties and engages in selecting candidates from among criminal elements for the NPC election. All these were done with the Governor overtly acting in cohort. The litany of misconduct is endless. The Governor has brought both himself and the office into contempt among the Tamils and they clamour for his replacement. Enough is enough with the military and we seek a fresh breath with a sober, sedate, scholarly, independent, respected and respectable civilian Governor.

I do not believe Hon. Wigneswaran nor the TNA have a problem with General Chandrasiri’s military background…it is more to do with him being a regime player that flouts all norms and mores of a civilian administrator that ignores international covenants and standards. It is made worse by the lack of solid and transparent policy by the central government. If Chandasiri was anything similar to the likes of retired Major General Niranjan Ranasinghe, a Trinitian things would have been different! It is this lack of integrity, character and credibility that plagues almost all choices of the Rajapassa regime. After all, how would they appoint anyone with mire of these foundational qualities than them for they lack it altogether! The late President Premadasa, although from the lower rungs of society had respect for professionals and senior officials..this is due to the humility he possessed…in the case of the Rajapakse brothers, this humility has been replaced by their ass-load of arrogance!

I mean Northeast Provincial Council had General Nalin Seneveratnae and Major General Asoka Jeyawardene as Governors during pre 2009.
The firat was the appointed the first Governor of the Northeast Provincial Council in 1988 and he worked with even Varatharajaperumal without any problem and Chandirika had appointed Asoka Jeyawardene during late 90s.
Both functioned efficiently and respected by the people in that province.
The same cannot be said about the present Governors of the Northern and Eastern Provinces.
Rear Admiral (Rtd) Mohan Wijewickrama the Governor of the Eastern Provincial Council is the impediment for the UPFA controlled Eastern Provincial Council from functioning smoothly.
Major General(Rtd)GA Chandrasiri is the Governor for the Eastern Provincial Council appointed in July 2009.
From the day he took over as Governor in 2009,he worked efficently restored the civil administration effectively within a short period, but unfortunately he had also destroyed the then vibrant public service.
His approach is dictatorial and loyalty is the only merit and in the process the public servants lost all their dignity and independence.
Democracy is anathema to him.Now is the time for him to leave and for the democratic process to take over.
I doubt the Chief minister could do anything with these spineless officers.
The first priority for the Chief Minister is to revamp the entire public service and introduce new blood and expertise in governance.
To make 13A effective is a herculean task. The Public servants need exceptional skills to work within the parameters set by the 13 A and explore every avenue for the benefit of long suffering people in the North.
The proper approach in implementing the 13 A will lead to the full implementation of 13A and discredit all the opponents and pave the way for a effective machnism for an enhanced system of devolution that satisfies the aspitrations of the Tamilo and Muslim Communities within a united country.
Otherwise the TNA will live to regret and the country as a whole would have lost a golden oppurtunity.

Whatever said, Governors are appointed by the President under 13 A of the constitution and CM of NPC wants full implementation of the 13 A. The issue here is not whether Ex-military men are suitable candidates for the post but whether the President, as the Commander-in-Chief of armed forces, could achieve restoration of normalcy in war torn provinces. Things happening in politics of N and E provinces, will leave the President with only one option but to keep the armed forces battle ready for at least 20-more years.
The other side of this picture is carrying out physical development work of urban development programmes by using the labour of service personnel. It is better than demobilizing the armed forces. It falls short of compulsory military training for citizens above 18 years as practiced in many countries. Sri Lanka appears to be getting ready for legalizing this practice through providing leadership training to students selected to enter universities. It is good to start with the cream of the society. The JVP may not like it because they would not be able to “conscript” innocent village youth to serve in its IUSF.
