Gota’s Claim On Appointing Retired Army Officers To Civil Service

The Secretary Defence has pointed out that the demand for the replacement of the Governor Chandrasiri was not justified merely because he is a retired Army Officer. He has pointed out that Colin Powell a retired U.S Army General was appointed as the Secretary of State in USA.

A better comparison is perhaps General Douglas Mac Arthur who commanded the Pacific Forces that defeated the Japanese. He was appointed as the Commander of the Military Occupation and carried out extensive reforms of the structure of the Japanese State democratizing it and recognizing civil liberties and human rights. Japan was transformed into a democratic State. On April 10, 1946, an election with 78.52% voter turnout among men and 66.97% among women gave Japan its first modern prime minister, Shigeru Yoshida. The 1947 Constitution also enfranchised women, guaranteed fundamental human rights, strengthened the powers of Parliament and the Cabinet, and decentralized the police and local government.

Thereafter the Military retreated to the background. Troops  were reduced drastically and when the Korean War broke out shortly thereafter the balance U.S troops were deployed in South Korea. The San Francisco Peace Treaty signed on September 8, 1951 marked the end of the Allied occupation, and after it came into force on April 28, 1952, Japan was once again an independent country, but with a democratic Constitution for the first time in its history.

General Chandrasiri was the Commanding Officer I believe during the war against the  LTTE. True that he is now a civilian but does he have the flexibility of mind to change from being a military officer who waged war to a peace time Governor who will respect the Tamil people and their representatives. Could he be committed to democratic rule and respect the rights of the NPC to govern  according to the wishes of the Tamil people like General Douglas Mac Arthur did after the occupation of Japan.

    Gota the goon has taken over the Urban Development Authority and turned central Colombo into a gigantic DUST BOWL, and ENVIRONMENTAL and health hazard with UNNECESSARY city beautification, road consrtuction and cutting of old and historically valuable treas and paving of roads that are full of bricks and dust.
    Yesterday I had to take someone who fell and broke her leg on Alexander place to the General Hospital accident service.. Gota is a hazard to the people of the Northeast and Colombo and should be put away in the insane asylum and only let loose at the CHOGM circus. BEFORE IT IS TOO LATE. Like his uneducated brother, Basil who knows NOTHING about economics or development though he calls himselfe Minister of Economic Development, Gota knows NOTHING about urban development and people friendly cities..

        Gota the goon is NOT people-friendly – he is a paranoid military dictator and he and his military have CUT DOWN all the old and beautiful TREE CANOPY of Colombo. Gota likes appointing the military who make people insecure with their guns – all over when they should be confined to Barracks.
        All of Colombo’s old and valuable timber trees has been raped and cut down in the name of BEAUTIFICATION for the CHOGM circus by military and Gota’s crony sub-contractors.
        At Viharamahadevi park the rape and destruction of historically valuable trees has been done by the Navy and Gota’s street paving contractors cronies who are making BIG MONEY. There are only one or two tall and beautiful old historical shade trees – planted during British Times today in that park, while Gota’s goons are making money from the timber sales. There is a tree cutting unit in the park and crews cutting trees all over Colombo…Goon Gota is turning Colombo, once a lovely leafy tropical city into a MILITARY CITY full of DUST and lots of concrete and fake colonial buildings.
        Gota hates people and trees because he thinks suicide bombers and BUTHAYAS and GREASE YAKKAS hide in them. This PARANOID military dictator also cut down all the trees in the northeast – to see the enemy coming and is doing same in Colombo which is becoming a MILITARY CITY with white washed colonial and mock-colonial buildings!! These facades cover CORRUPT and ROTTEN institutions, full of political cronies with NO EXPERTISE or qualifications appointed by the uneducated Rajapassa brothers..

      MERELY BECAUSE is an irrelevant interpolation for diversion by S/D. No one on the Tamil side invoked this argument. It was the said Governor himself who has worked out his disqualification for this office. In the entire period of his governorship,he failed to be independent or detached or impartial or balanced. The midemeanours of the military in the Northern Province were a standing condemnation of his tenure. All the faults of his acts of commission and omission displayed his partisan conduct towards the government and partiality for the military. They showed his incapacity for change from a military disposition or growth to the expectations from an exalted office.

      More disconcerting was his dalliance with criminal elements, identified without doubt by LLRC and whose prosecution was emphasized by the Commission. The commanding officer in Jaffna, an insignificant functionary in the Defence hierarchy, flouts all the norms of his official duties and engages in selecting candidates from among criminal elements for the NPC election. All these were done with the Governor overtly acting in cohort. The litany of misconduct is endless. The Governor has brought both himself and the office into contempt among the Tamils and they clamour for his replacement. Enough is enough with the military and we seek a fresh breath with a sober, sedate, scholarly, independent, respected and respectable civilian Governor.

How about the CM of NPC when he declared VP as a great hero quite recently? How come they are both qualified to lead the Tamils?

        This is the reason why Rajapskshas kept all senior diplomats from the service by today. Where do you find the due aptitude of former army men in diplomatic areas.     I do not believe Hon. Wigneswaran nor the TNA have a problem with General Chandrasiri’s military background…it is more to do with him being a regime player that flouts all norms and mores of a civilian administrator that ignores international covenants and standards. It is made worse by the lack of solid and transparent policy by the central government. If Chandasiri was anything similar to the likes of retired Major General Niranjan Ranasinghe, a Trinitian things would have been different! It is this lack of integrity, character and credibility that plagues almost all choices of the Rajapassa regime. After all, how would they appoint anyone with mire of these foundational qualities than them for they lack it altogether! The late President Premadasa, although from the lower rungs of society had respect for professionals and senior officials..this is due to the humility he possessed…in the case of the Rajapakse brothers, this humility has been replaced by their ass-load of arrogance!

    The above goes far to impact the entire nation. Damage is colossal, island is on rape mode!

    Can someone please tell me if General Sarath Fonseka himself is fit to lead the whole country as its president why are we so concerned about his subordinates assuming lesser positions in the civil service?

    Personally, I do not believe SF is fit to lead this country and I would appose any army man assuming presidency not just SF soon after retirement from the military with no political experience. I however have no problem with retired army officers taking on lesser positions in other areas of governance after they retire from military service.

    Now, TNA which supported General SF candidacy for presidency is opposed to the military governor in the North! What kind of hypocrisy is that?UNP which also supported SF at the time now supports TNA’s stand! Thrishantha Nanayakka, Ph.D. who is a human rights activist who hates GR for violating human rights and what not, thinks SF is the best man to lead the country! What a bunch of liars!

      UNP and TNA amply demonstrated their stupidity when both supported SF, which once again proved their immense capacity for stupidity, a common trait shared by Sinhalese and Tamils.

      Gota the army man who is the de facto president of the island virtually runs the country.

      You may be proud of your Sinhala/Buddhists war criminals, however militarisation of civilian services will not stop there. Watch out.

      Couldn’t you find an able civilian who can govern the Northern Provincial Council better than the war criminals?

    Even if the Governor has commitment to act as a civilian it is of no use as he has to follow all instructions of the other Army Officer retired Gotabhaya Rajapakksas instructions. In this sense even if a civilian is appointed it will be same as many civilian civil servants comply with Gota’s instructions just to survive as they have several mouths to feed. These things may come to light one day

    Even Colin Powel was a failure as a US Secretary of State. During the war against Saddham Hussein of Iraq, he lied at the General assembly in regard to the whereabouts of the weapons of mass destruction to please Bush Jr. but being honourable he subsequently regretted this. I totally agree with Ben’s courageous view as to whether Chandrasiri “will respect the Tamil people and their representatives and whether he could he be committed to democratic rule and respect the rights of the NPC to govern according to the wishes of the Tamil people like General Douglas Mac Arthur did after the occupation of Japan”, especially within the Sri Lankan context.     For that reason, I ought to tell you that Sri Lanka didn’t have a war with another country like the US. All Sri Lanka did was fight a war to flush out a gang of terrorists. Mind you that threat still prevails for we perceive that 70 million terrorist backers in Tamil Natu are striving hard to back rump LTTE get its megalomaniac leader Velu couldn’t. So, we cannot be complacent and let Natu Tamils swamp us again. You may have forgotten but we still remember very well as kids, how hordes of ‘kallathonies’ from Natu landed in the north in their little dingy boats in the fifties with a slogan ‘Api Demalu’ Their aim was to annex our North to their Dravidastan. Few years later, they claimed they were the descendants of Elara. We simply cannot let that game recur.

    Sri Lanka is not occupying another country like the US did after their war with Japan in WW2. Mind you, when the US end their occupation of Japan in 1952, almost eight years passed by. And they carry on their bases even to date. So what’s wrong our forces stay where it wishes or sees a threat to the sovereignty of our country?

      US bases in Japan are with the full coperation of the Japanese government; they were there to protect Japan from the USSR and China and now they are there to keep a lid on China’s regional designs. The US providing a defense umbrella for Japan saves the Japanese a lot of money.

    It is not the military background that is the issue,but the personels.
    The present Governor must go.

    He had completed his task. He is no more needed.

    This part of the country had excellent military men as Governors.

    I mean Northeast Provincial Council had General Nalin Seneveratnae and Major General Asoka Jeyawardene as Governors during pre 2009.

    The firat was the appointed the first Governor of the Northeast Provincial Council in 1988 and he worked with even Varatharajaperumal without any problem and Chandirika had appointed Asoka Jeyawardene during late 90s.

    Both functioned efficiently and respected by the people in that province.

    The same cannot be said about the present Governors of the Northern and Eastern Provinces.

    Rear Admiral (Rtd) Mohan Wijewickrama the Governor of the Eastern Provincial Council is the impediment for the UPFA controlled Eastern Provincial Council from functioning smoothly.

    Major General(Rtd)GA Chandrasiri is the Governor for the Eastern Provincial Council appointed in July 2009.

    From the day he took over as Governor in 2009,he worked efficently restored the civil administration effectively within a short period, but unfortunately he had also destroyed the then vibrant public service.

    His approach is dictatorial and loyalty is the only merit and in the process the public servants lost all their dignity and independence.

    Democracy is anathema to him.Now is the time for him to leave and for the democratic process to take over.

    I doubt the Chief minister could do anything with these spineless officers.

    The first priority for the Chief Minister is to revamp the entire public service and introduce new blood and expertise in governance.

    To make 13A effective is a herculean task. The Public servants need exceptional skills to work within the parameters set by the 13 A and explore every avenue for the benefit of long suffering people in the North.

    The proper approach in implementing the 13 A will lead to the full implementation of 13A and discredit all the opponents and pave the way for a effective machnism for an enhanced system of devolution that satisfies the aspitrations of the Tamilo and Muslim Communities within a united country.

    Otherwise the TNA will live to regret and the country as a whole would have lost a golden oppurtunity.

    It is not the isolated appointment of a few capable ex military officers as administrators but the bigger picture. The insidious taking over of civilian organisations uder the UDA. What can be the connection between UDA and the MOD? It is land.

    The appropriation of land for security zones, sacred areas, development zones is implemented by the UDA under the MOD. So the land grab by the ruling family is through the UDA. UDA also grants permits for construction of projects favoured by the regime. The acquisition of land for these projects is by the UDA.

    At the same time the MOD is dabbling in religous affairs. The demand of BBS to take the Ministry of Buddha Sasana under the MOD is not without a basis. The Ministry of Buddha Sasana also approves the building of places of worship for other religons. It is the key to interfering in the activities of all other religons.

    So having loyal ex-officers in key positions is just a strategy for the deep state project of GR and the Family.

    Comparing Chandrasiri to MacArthur ‘takes the cake’.
    MacArthur was an army general who later became president by a popular nation-wide free and fair election.

    Chandrasiri campaigned in the NPC election which has not happened in all other PCs.
    He has no control over his army which even now oppresses civilions,and ‘jails’ them without recourse to courts under the guise of so-called “rehabilitation”.

    The Defense Secretary is unable to work with Civilians….because he is a Military Man and he knows to act only on a Command vis a vis ….so as his appointees..none can work with Civilians.. because they cannot think. Always acts on a command…

    Chandrasiri has shown his true colours in the NPC elections. The man is working as a military commandant rather than a true civilian administrator. He had defended the military’s interference in the civilian affairs of the northern province and had taken part in supporting the Rajapaksa regime at the recent NPC elections. He is acting as a stooge of the regime and does not have the welfare of the people in his mind. Hence, he must go.

It is like comparing a giant with a dwarf. turning to the subject we must do justice to the governor who is carrying out orders of the Regime. The ideology of the regime is authoritarian and do not allow for independent decision making? general Chandrasiri who was a key player in the war cannot be a key player in the post war scenario because he lacks those skills? ideal choice will be Prof savithri gunasekera the learned and outspoken academic.

    Whatever said, Governors are appointed by the President under 13 A of the constitution and CM of NPC wants full implementation of the 13 A. The issue here is not whether Ex-military men are suitable candidates for the post but whether the President, as the Commander-in-Chief of armed forces, could achieve restoration of normalcy in war torn provinces. Things happening in politics of N and E provinces, will leave the President with only one option but to keep the armed forces battle ready for at least 20-more years.

    The other side of this picture is carrying out physical development work of urban development programmes by using the labour of service personnel. It is better than demobilizing the armed forces. It falls short of compulsory military training for citizens above 18 years as practiced in many countries. Sri Lanka appears to be getting ready for legalizing this practice through providing leadership training to students selected to enter universities. It is good to start with the cream of the society. The JVP may not like it because they would not be able to “conscript” innocent village youth to serve in its IUSF. Civil Construction Contractors also do not like it because it reduces the scope for them in construction industry.

    Gotha the Illiterate Defence Secretary is talking rubbish when he compares the War Hero Colin Powel to the War Criminal Chandrasri.
    There is a difference between the two.

    1) Colin Powell a Retired Army General fought against the enemies of his Nation. Whether America was right or wrong is debatable.

    2) Whereas the Racist Chandrasri fought against his own people.Whether Tamils are his people is Questionable.

    Gotha is out his mind but who can blame the Moron.
